Introduzione

Guido Nasta Il trasporto delle merci è una funzione assai più complessa e critica rispetto al passato in quanto non più semplice trasferimento di cose da un luogo ad un altro, ma ormai parte integrante dell'economia dei processi produttivi : basti pensare al ruolo fondamentale che il trasporto svolge nella produzione industriale orientata al just-in-time, oggi indicata come una delle principali metodologie per portare l'impresa industriale a nuovi livelli di produttività.

L'impegno dei paesi più avanzati è rivolto al miglioramento del sistema di trasporto intermodale, non solo dal punto di vista dello sviluppo di infrastrutture di base (strade, ferrovie, ecc.), ma anche di reti ed attrezzature informatiche e telematiche (si veda, per l'Italia, il Piano Funzionale triennale - legge 385/90).

In effetti, l'elevato numero di soggetti, di operazioni e servizi coinvolti nel settore dei trasporti e l'obiettivo sempre più esasperato di velocizzare i tempi di attraversamento della merce nei vari nodi intermodali, ha evidenziato la necessità di uno scambio di dati ed informazioni il più tempestivo possibile.

La dimensione di tale problema può essere espressa quantitativamente dai seguenti parametri  (Fonte: Stato dell'arte dell'informatica nei trasporti, Infotransport, 22/4/94):

  • il 70% dei documenti inerenti il trasporto sono prodotti automaticamente, stampati e spediti su carta e successivamente reintrodotti manualmente in altri sistemi basati su calcolatori;
  • la percentuale di errore sfiora il 50% dei documenti;
  • il costo di gestione dei documenti cartacei legati al trasporto di un prodotto è compreso tra il 7 % e il 10 % del valore finale del prodotto stesso.

Appare quindi evidente che una gestione accurata ed informatizzata di questi dati, soprattutto se a livello nazionale, abbasserebbe i costi generali legati alla logistica e quindi aumenterebbe la competitività del sistema italiano nel suo complesso, nei riguardi della concorrenza di altri paesi.

Che cos'è un Cargo Community System

La soluzione ottimale per consentire un interscambio integrato ed automatizzato tra tutti i soggetti coinvolti è rappresentata dalla realizzazione di un sistema comunitario in grado di gestire il trasferimento di dati e informazioni tra i sistemi informativi degli operatori interessati il più tempestivamente possibile, garantendo al contempo l'autonomia, la sicurezza e la riservatezza dei diversi sistemi.

Tale sistema comunitario, denominato Cargo Community System (CCS), può essere definito come il complesso integrato di procedure, regole, standard e di strumenti informatici e telematici che consentono l'interscambio automatico di dati, informazioni e documenti tra i sistemi informativi degli operatori del trasporto merci intermodale.

Fondamentalmente un C.C.S. comprende :

  1. un sistema centrale per lo smistamento telematico dei documenti ;
  2. un insieme di servizi di elaborazione dati e per la fornitura di servizi a valore aggiunto ;
  3. una banca dati aggiornata con informazioni ottenute dall'Utenza previa esplicita autorizzazione ;
  4. il collegamento con altre banche dati e servizi di interesse per gli operatori del trasporto.

Il sistema centrale, ovvero la rete complessiva di interoperabilità tra gli operatori della catena trasportistica, deve essere gestita da una struttura centrale che svolge servizi di clearing house, ovvero di centro servizi EDI in grado di validare e registrare le transazioni (scambio di messaggi) tra gli utenti, di gestire i servizi a valore aggiunto e di monitorare la rete per ottenere statistiche ed effettuare operazioni di fatturazione.

La disponibilità di architetture aperte consente agli operatori di poter avviare processi nei propri sistemi informativi basandosi su messaggi provenienti da altri partner per via telematica : in tal modo si ottiene una riduzione degli errori nella fase di scambio di informazioni con aumento dell'affidabilità, una riduzione dei costi legati a ritardi, errori e documenti cartacei, un accesso immediato alle informazioni ed una conseguente accelerazione dei flussi fisici ed informativi.

I vantaggi di un C.C.S.

Un Cargo Commmunity System, per la tempestività e l'accuratezza che induce nel trattamento delle informazioni, garantisce ai vari operatori il soddisfacimento di esigenze e il raggiungimento di vantaggi di interesse generale, quali :

  • Per il porto (o per un nodo multimodale) nel suo complesso :

  • una gestione più veloce nello smaltimento del traffico merci, con conseguente risparmio economico e soprattutto con una aumentata produttività e competitività rispetto a realtà analoghe ;
  • la possibilità di sostenere un aumento del volume di traffico, a seguito di una maggior produttività ed efficienza ;
  • un miglioramento sull'impatto territoriale ed ambientale, derivante da una più accurata gestione dei flussi di traffico veicolare ;
  • una efficace gestione della sicurezza, grazie al tracciamento delle merci pericolose nei siti operativi e di stoccaggio ;
  • la fornitura di ulteriori servizi (informazioni on-line, tracking and tracing merci/container/partite/ecc.) non solo alla clientela diretta ma anche all'utenza indiretta, cioè agli operatori economici cui i traffici sono destinati ;
  •  una migliore qualità globale della gamma di servizi resi alla clientela ;
  • un miglioramento di immagine globale, in linea con le attuali tendenze, in grado di favorire le politiche di commercializzazione e di marketing.

  • Per gli operatori :

  • un inserimento diretto ed automatico dei dati nel proprio sistema informativo aziendale, senza alcuna introduzione manuale ;
  • l'acquisizione di un dato originale, cioè prodotto direttamente alla fonte, ed univoco, cioè non sottoposto a successive manipolazioni, in quanto introdotto una volta sola e quindi soltanto ritrasmesso a tutti i soggetti interessati ;
  • una riduzione dei costi legati agli errori nella compilazione ed ai ritardi nella trasmissione di documenti cartacei ;
  • una gestione più efficiente ed economica delle proprie attività a seguito di una maggiore attendibilità nei flussi informativi legati alla programmazione e pianificazione aziendale ;
  • una razionalizzazione nell'utilizzo delle risorse interne, cui sono evitati lavori ripetitivi e dequalificanti ;
  • una riduzione dei tempi di attesa operativi e nei processi documentali legati alle pratiche burocratiche ;
  • una maggior accelerazione e sicurezza nella gestione delle spedizioni e dei relativi tempi di consegna ;
  • un tracking accurato della merce nell'ambito dell'intera catena intermodale del trasporto.

Inoltre, la presenza di un C.C.S. su scala nazionale consentirebbe :

  • la gestione di un sistema di rilevazione e controllo del traffico merci sul territorio italiano, in grado di rappresentare una efficace stazione di monitoraggio e di rilevamenti statistici ;
  • una pianificazione delle strategie legate al flusso merceologico e di traffico a livello nazionale, e una conseguente miglior gestione delle risorse e degli interventi in questo settore.

Oltre ai vantaggi generali sopra elencati, applicabili ad un utente di un C.C.S., qualsiasi funzione esso svolga nella catena intermodale del trasporto, ciascun operatore potrà godere di vantaggi specifici connessi alla propria sfera di attività, quali :

  • Per l'agente marittimo :

  • un consistente risparmio nello smistamento e inoltro dei dati ricevuti, spesso non correlati con il proprio lavoro e pertanto privi di un beneficio diretto (ad esempio, l'inoltro di tutte le informazioni operative ai terminals e centri intermodali) ;
  • un miglioramento nei rapporti diretti con le Autorità Portuali, a livello di documentazioni obbligatorie (richiesta di accosto, merci pericolose, ecc.) ;
  • una più efficiente organizzazione dei servizi di trasporto, con conseguente miglior gestione operativa ed economica.

  • Per lo spedizioniere :

  • un trasferimento di informazioni più rapido ed efficiente con partners quali Agenti e Vettori ;
  • una contrazione dei tempi di attesa legati ai rapporti con le dogane ;
  • una conoscenza accurata e in tempo reale dei tempi di consegna delle merci e di conseguenza un miglior servizio reso al cliente, attraverso una relazione puntuale di stato e posizione della spedizione ;
  • un risparmio di tempo del personale, non più impiegato in alcune attività esterne presso altri uffici ;
  • una compilazione facilitata di documenti, ottenuta grazie alla raccolta e all'assemblaggio di informazioni già pervenute elettronicamente.

  • Per l'utente finale (caricatore o ricevitore), tramite il suo referente :

  • un supporto all'ottimizzazione dei depositi e dei magazzini con conseguente riduzione della merce a scorta (Just in time) ;
  • una maggior informazione sullo stato del trasporto.

  • Per il vettore stradale e ferroviario :

  • una ottimizzazione nell'utilizzo delle risorse e delle strutture, con un conseguente aumento complessivo di produttività ;
  • una miglior scelta delle rotte e degli spostamenti, per un risparmio nel computo totale degli spostamenti ;
  • un drastico abbattimento dei tempi di inattività (ingresso ai varchi, carico e scarico, ecc.) ;
  • un miglioramento nella gestione dei parchi veicoli.

  • Per il terminal portuale :

  • una decisa ottimizzazione delle sequenze operative, legata alla conoscenza in anticipo di dati già in formato elaborabile ;
  • una drastica riduzione dei tempi non operativi del mezzo di trasporto in lavorazione (nave, treno, camion) ;
  • una miglior pianificazione delle risorse, sia di uomini sia di mezzi, con un conseguente abbattimento dei costi ed una miglior manutenzione ;
  • una ottimizzazione nella definizione degli spazi a terra per lo stoccaggio di merci e container ;
  • una gestione più efficiente e sicura di tutte le autorizzazioni doganali per il successivo imbarco della merce ;
  • un miglior servizio reso all'Utenza, soprattutto in termini di minor attesa (nei varchi di ingresso, nei tempi di lavorazione, ecc.).

  • Per il centro intermodale :

  • una miglior pianificazione degli spazi, essenziale per assicurare un efficiente servizio all'utenza ;
  • una ottimizzazione nella gestione di tutte le pratiche doganali ;
  • una aumento di produttività legato alla possibilità di una miglior programmazione delle risorse ;
  • una miglior programmazione delle risorse ferroviarie.


  • Per il deposito contenitori :

  • una programmazione accurata delle attività, legata ad una precisa conoscenza delle necessità dei propri clienti ;
  • una miglior gestione delle risorse ed una conseguente produttività più elevata ;
  • una drastica riduzione degli errori di gestione legati ad una errate interpretazione dei dati operativi.

  • Per l'Autorità portuale :

  • un esercizio più accurato e preciso delle attività di controllo e del monitoraggio delle attività dei soggetti operanti nell'ambito portuale, anche in termini di sicurezza ;
  • l'ottenimento immediato di documenti e rapporti, quali statistiche di traffico, ecc. ;
  • un supporto decisionale per le strategie di gestione e per la pianificazione del territorio.

  • Per la Capitaneria di Porto :

  • uno svolgimento facilitato delle attività di controllo, legate soprattutto alla sicurezza ;
  • un monitoraggio continuo ed accurato delle merci pericolose in sosta e transito.

  • Per la Dogana :

  • una drastica riduzione di tutti gli errori legati ad una mancata o non corretta comprensione di dati operativi ;
  • un supporto all'assolvimento dei propri servizi, resi più veloci e sicuri.

  • Per la Guardia di finanza :

  • la possibile automatizzazione dei processi burocratici di controllo merci ;
  • la produzione automatica di bozze documentali, con un notevole risparmio del tempo destinato a lavori manuali.
Conclusione

Un beneficio ulteriore legato al C.C.S. è rappresentato dal fatto che la tempestività nella circolazione delle informazioni, rendendo più facile e più efficiente la predisposizione e l'uso della ferrovia per il trasporto , può costituire un efficace incentivo all'utilizzo di quest'ultima, contribuendo in tal modo a ridistribuire il traffico, attualmente molto sbilanciato verso il trasporto stradale, con un conseguente impatto positivo in termini di circolazione e di inquinamento atmosferico.

Infine, è da tenere presente che lo sviluppo di tale sistema determina lo stabile incremento occupazionale di risorse di elevata professionalità dedicate alle attività di gestione del sistema centrale, di monitoraggio della rete e di sviluppo applicativo.

La presenza di un C.C.S. consente a tutti gli utenti l'acquisizione di ulteriori vantaggi legati alla possibilità di un collegamento con altre realtà analoghe già esistenti, sia in settori specifici (quali il sistema informativo CCR-SIM delle Ferrovie), sia in altri settori collegati con il mondo del trasporto (la rete di interoperabilità bancaria, le reti assicurative, le reti pubbliche, ecc.), e quindi la possibilità di far parte di circuiti che forniscono una serie di utilità di interesse generale, quali l'acquisizione dei dati riguardanti i Comuni, oppure alle reti di implementazione del borsellino elettronico, eccetera : il C.C.S. garantirebbe un'interfaccia con queste realizzazioni, che potrebbero essere quindi messe a disposizione della propria Utenza, senza che questa si debba preoccupare di stipulare ulteriori accordi.

Da quanto sopra esposto risulta evidente la mole dei vantaggi fornita da un Cargo Community System, anche se questi sono di difficile determinazione dal punto di vista quantitativo ; è altrettanto evidente che tali vantaggi sono vincolati dalla partecipazione al C.C.S. di una sufficiente massa critica di utenti, senza la quale si raggiungono risultati e benefici solo parziali e circoscritti ad una specifica area o settore di utenza.

D'altra parte, l'assenza di un Cargo Community System a livello nazionale porterebbe la competitività del sistema logistico nel suo complesso ad essere fortemente penalizzata nei riguardi della concorrenza europea.
