5 novembre 2003 La Commissione Europea prepara una serie di contromisure sui prodotti americani Una proposta di Bruxelles ne prevede l'introduzione progressiva a partire dal prossimo 1° marzo La Commissione Europea minaccia di introdurre contromisure sui prodotti americani come ritorsione contro la mancata applicazione da parte di Washington delle decisioni della World Trade Organization (WTO) sul regime di sovvenzioni all'esportazione di cui godono le Foreign Sales Corporation (FSC) statunitensi. Bruxelles ha infatti adottato oggi una proposta che mira a colpire alcuni prodotti americani, con l'introduzione progressiva di contromisure a partire dal prossimo 1° marzo. «La proposta - ha precisato l'esecutivo europeo - è conforme all'autorizzazione, concessa quest'anno dalla WTO, ad applicare misure di ritorsione dell'ordine di quattro miliardi di dollari in seguito al mancato rispetto da parte degli USA delle decisioni della WTO». La proposta - ha spiegato la Commissione - prevede la progressiva introduzione di contromisure pari inizialmente al 5%, seguita da aumenti mensili automatici dell'1% fino a un massimale del 17% da raggiungere nel marzo 2005. «La Commissione - ha detto il commissario europeo al Commercio, Pascal Lamy - auspica di inviare un messaggio chiaro agli Stati Uniti, vale dire che la persistente mancata applicazione delle decisioni dell'Organizzazione Mondiale del Commercio, tre anni dopo la scadenza del termine inizialmente fissato dall'organizzazione, è inaccettabile. Sono appena tornato da Washington, dove ho esposto chiaramente la nostra posizione. Tuttavia, abbiamo optato per un approccio moderato ed abbiamo lasciato agli Stati Uniti la possibilità di agire prima dell'applicazione di contromisure nel marzo 2004. Spero che gli Stati Uniti sfrutteranno questa opportunità». La World Trade Organization aveva stabilito che gli Stati Uniti abolissero il regime FSC entro il 1° novembre 2000 in quanto costituente una sovvenzione all'esportazione illecita che favorisce le società americane di vendita all'estero. Il 15 novembre 2000 l'allora presidente statunitense Bill Clinton aveva firmato l'ETI Act, una legge intesa a sostituire il regime delle FSC. Secondo l'EU l'ETI Act non modificava però la sostanza del regime di sovvenzioni all'esportazione e di conseguenza ne aveva contestato la legalità in sede WTO. Nel gennaio 2002 la WTO aveva confermato che anche l'ETI Act costituiva una sovvenzione all'esportazione proibita e che gli Stati Uniti non si erano pertanto conformati alla sua precedente decisione. Il 7 maggio scorso la WTO aveva quindi avallato la richiesta dell'UE di contromisure di livello globalmente equivalente a quello dell'importo annuo della sovvenzione americana, stimato in quattro miliardi di dollari.   FSC-list The two-digit CN Chapters are given for information purposes only, for the purposes of the imposition of any countermeasures the eight-digit product codes apply.
