The EU commission has sent an opinion motivated to Lithuania because the Baltic nation comes to an agreement a preemptive right to the terminals operator for renews once of theirs contracted of relative concession to the harbour areas that this reaches expiration. A Lithuanian law previews that the harbour areas are assigned to the operators exclusively through a contest procedure, with the exception of the cases in which the titular operator of the concession in expiration does not exercise its preemptive right for renews of the contract.
