Toutefois, le rapporteur Georg Jarzembowski a vu son document connaître un sort assez particulier. Il y avait une majorité en sa faveur, mais lors du vote, il y eut 26 voix pour, 21 contre et 11 abstentions, ce qui signifie que la position adoptée nest pas très claire. Doù sa décision de remettre son rapport à lordre du jour de
la prochaine session, moyennant certaines adaptations.
