November 26, 2003 As crew battled ship blaze, fire officials debated jurisdiction: report Michael Tutton HALIFAX (CP) - While the crew of a Japanese container ship struggled to douse a fire aboard their huge vessel, civilian and military officials in Halifax debated over who should help them, says a newly released safety report.
