March 23, 2004 Singapore reiterates place of refuge terms Vessels required to give no-pollution guarantee, assessment of hull integrity By Donald Urquhart (SINGAPORE) A ship in distress in the Singapore Strait will be denied a 'safe haven' or 'place of refuge' in Singapore port waters unless it meets a series of stringent requirements, Transport Minister Yeo Cheow Tong indicated yesterday.
