Shipyards 'must go slow to stay within budget'

A confidential report into the state of Britain's shipyards is recommending that some major naval projects should be deliberately delayed to ensure they do not run millions of pounds over budget.
The study, commissioned by the Ministry of Defence from US think-tank Rand Corporation, also suggests that the yards should outsource some work, a view sure to antagonise unions
