A troubling petition claiming as much has been circulating in recent weeks by a group seeking donations throughout harbor communities. The letter, distributed by a group known as the U.S. Seaports Commission, says the "Red Chinese Army has steamed across the Pacific, dropped anchor in Pier J in the Port of Long Beach and started converting it into what looks like a Chinese military base." ......
