La situazione della flotta globale delle portacontainers

La CP Ships si è assicurata ben 800 milioni di dollari presso i propri principali finanziatori, destinandoli esclusivamente all'acquisizione negli ultimi due anni di portacontainers nuove e di seconda mano. Questo è significativo, poiché sino a poco tempo fa la compagnia possedeva solo poche delle sue navi. Fatta eccezione per alcune navi da 1.000 a 2.200 TEU rinforzate per il ghiaccio per i suoi servizi Canada Maritime e Cast Europa-Montreal, nonché per quattro navi da 3.000 TEU affiliate alla Marad battenti bandiera statunitense, ereditate ai tempi dell'acquisizione della Lykes Lines nel 1997, la maggior parte della flotta di navi della CP Ships è stata noleggiata.

Nel 2001, la compagnia di navigazione in questione ha acquistato non meno di sei delle otto navi della classe P da 3.266 TEU della Yang Ming costruite negli anni '80, le quali erano diventate non più necessarie al vettore taiwanese a seguito della consegna di nuovo tonnellaggio post-panamax. Inoltre, sono state acquisite tre navi da 2.000 a 3.000 TEU da proprietari tedeschi di unità non di linea. Molte di queste acquisizioni di seconda mano sono state collocate nelle operazioni transatlantiche e transpacifiche della Lykes e della TMM Lines della CP Ships. Quest'ultima ha dichiarato che nell'immediato futuro potrebbe acquistare altro tonnellaggio di seconda mano.

Le ordinazioni di nuovo tonnellaggio sono avvenute nel contesto dell'iniziativa della CP Ships finalizzata a farla diventare un proprietario significativo di portacontainers. La compagnia ha un registro di ordinazioni di 10 navi, con una capacità complessiva di spazi-containers pari a 36.500 TEU, che dovrebbero pervenire in servizio entro i prossimi due anni. Le unità si riferiscono a 5 navi da 3.200 TEU ordinate alla China Shipbuilding Corporation di Taiwan per il servizio Lykes Lines, a 3 navi da 4.100 TEU per i suoi servizi Europa-Australasia della Contship ed a 2 navi da 4.100 TEU per le operazioni su Montreal della Canada Maritime, tutte quante ordinate alla sud-coreana Daewoo.

Un altro vettore marittimo che sta ampliando la percentuale delle portacontainers di proprietà è la francese CMA CGM, che adesso rappresenta l'ottavo vettore marittimo a livello mondiale. Essa ha acquistato le sue prime navi nuove solamente nel 1997 (3 unità da 4.000 TEU) e ha investito in una serie di navi post-panamax da 6.500 TEU consegnate nel 2001.

Quattro di queste navi appartengono alla compagnia e sono gestite dalla medesima, e viaggiano sotto bandiera francese utilizzando il sistema fiscale francese inerente all'affitto di tipo leasing, mentre altrettante navi sono state noleggiate a lungo termine dal proprietario tedesco Conti Reederei. La CMA CGM dispone altresì di una notevole flotta di navi ancora sotto ordinazione per conto proprio, tra cui 4 navi da 2.200 TEU destinate a rimpiazzare il tonnellaggio costruito negli anni '70, nonché un paio di unità da 4.367 TEU che andranno probabilmente a spodestare le navi noleggiate dai propri servizi Asia/Mediterraneo. Anche queste navi di proprietà beneficiano del sistema fiscale francese sul leasing.

Ad ogni modo, che cosa c'è dietro queste acquisizioni? Raja Sarkis, vice presidente alle finanze della CMA CGM, commenta: "Riguardo all'approvvigionamento di navi per il nostro gruppo, direi che il nostro approccio è di tipo opportunistico. Esso, infatti, si concentra su due esigenze: redigere il nostro bilancio di esercizio e fornire ai nostri dirigenti di linea gli strumenti migliori per conseguire i costi minori e la migliore produttività. In seguito a ciò, la nostra flotta si suddivide tra navi di proprietà, navi noleggiate a lungo termine e navi noleggiate a breve termine, ma resta il fatto che le navi di proprietà fanno parte della nostra strategia".

Certamente, la CP Ships e la CMA CGM nella loro struttura attuale sono compagnie di navigazione di linea relativamente giovani, che si sono espanse rapidamente sulla base di navi noleggiate. Secondo Mark McVicar, analista di trasporti presso la divisione finanziaria navi della Dresdener Kleinwort Wasserstein, "se si vuole dare il via alla svelta ad una linea di trasporto contenitori e non si dispone di un mucchio di capitale, il mezzo più rapido per costituire una flotta è quello del mercato del noleggio".

La CSCL (China Shipping Container Lines) è il più recente esempio di questa politica, avendo inaugurato il suo primo importante servizio di linea nel 1998, dall'Asia all'Europa, equipaggiato interamente con tonnellaggio noleggiato. Attualmente, essa possiede solamente il 10% della sua flotta operativa dalla capacità di 132.000 TEU, ma ha effettuato ordinazioni per conto proprio di 5 navi da 4.050 TEU e 8 navi da 5.500 TEU in consegna per il prossimo anno.

Al contrario, la Evergreen Group, che da sempre per tradizione possiede e gestisce per intero la propria flotta di navi, con l'eccezione di una manciata di noleggi a breve termine, ha preso l'iniziativa di vendere navi per farsele noleggiare di ritorno. Negli ultimi mesi, la Evergreen ha venduto la sua intera flotta di navi del tipo L da 1.894 TEU costruite alla fine degli anni '70 ed all'inizio degli anni '80 , nonché due unità del tipo GX da 3.428 TEU costruite nel 1998 all'operatore non di linea greco Technomar Shipping.

Quale che sia la ragione di queste dismissioni, le navi non appaiono più sul bilancio di esercizio della compagnia di navigazione. Esse, adesso, rappresentano solo un "costo" sul conto dei profitti e delle perdite della Evergreen.

Tuttavia, sarebbe sbagliato suggerire che la Evergreen stia abbandonando la strada della proprietà delle navi. La compagnia possiede ancora oltre il 90% della propria capacità di portacontenitori e sta al momento aggiungendo nuove navi da 6.332 TEU ai propri servizi transpacifici. Questi ultimi sono stati finanziati mediante accordi inerenti al sistema fiscale britannico sul leasing e, ai sensi di tali accordi finanziari (assicurati dalla Halifax Asset Finance unitamente al sistema fiscale sul tonnellaggio britannico), la Evergreen ha costituito una divisione operativa navale con sede a Londra, la Hatsu Marine.

Secondo R. J. Owng, vice presidente esecutivo della Evergreen Marine Corporation, "il leasing viene utilizzato come un'altra fonte di finanziamento ed è un'alternativa al debito bancario o ad altri prodotti finanziari a medio termine. Nel mercato britannico, un leasing può altresì fare conto sull'effettiva utilizzazione delle detrazioni disponibili per gli investimenti di capitale in interessi quali le navi".

Il leasing delle navi su base fiscale consente ai vettori marittimi di perseguire gli stessi scopi del noleggio. Esso mette i vettori marittimi in grado di acquisire navi senza che tali beni appaiano sul bilancio di esercizio; si tratta di un'importante fattore per quelle compagnie che hanno bisogno di adeguare il proprio capitale al fine di attirare futuro capitale azionario attraverso il mercato borsistico.

La differenza rispetto al noleggio sta nel fatto che gli accordi di leasing vengono normalmente stipulati per un periodo più lungo e che le tariffe di "leasing" dovrebbero essere meno care rispetto a quelle di noleggio in relazione alla stessa nave, dal momento che vi sono vantaggi fiscali per il noleggiatore. Ciò dipende dalle generose detrazioni inerenti al deprezzamento normalmente offerte dalla maggior parte dei regimi fiscali per le navi nuove. Al fine di trarre vantaggio da queste detrazioni, tuttavia, le compagnie di navigazione hanno bisogno di ricavare notevoli profitti, cosa verso la quale talvolta i noleggiatori sembrano essere più portati dei vettori marittimi. Ai sensi degli accordi di leasing, il vettore marittimo è normalmente responsabile delle operazioni di gestione della nave.

Anche la MSC (Mediterranean Shipping Company) da sempre tradizionalmente possiede una grossa percentuale della propria flotta, e quest'ultima in origine era stata costituita mediante l'acquisizione di tonnellaggio di seconda mano, sebbene negli ultimi anni la compagnia abbia intrapreso un esteso programma di nuove costruzioni per una serie di navi da 4.000 e 6.500 TEU. La MSC ha tratto grandi vantaggi dall'attuale debolezza delle tariffe di noleggio, in particolar modo nelle classi da 2.000 a 4.000 TEU. Essa ha recentemente affittato diverse navi di questa fascia, mentre in passato la compagnia avrebbe con tutta probabilità preso in considerazione l'idea di effettuare acquisti nel tonnellaggio di seconda mano allo scopo di espandere la propria flotta.

Pertanto, i principali operatori mondiali di linea starebbero portando sullo stesso piano il loro affidamento sulle navi noleggiate e gestite/possedute al fine di far fronte ai propri servizi di linea. Commenta McVicar: "Negli ultimi tempi è emerso un modello tipico di attività e la PONL (P&O Nedlloyd) ne costituisce un buon esempio. A titolo indicativo, laddove la compagnia ha un impegno a lungo termine in relazione ad un traffico primario quale l'Asia/Europa, lì acquisterà navi proprie, sebbene con qualche implicazione fiscale inerente al noleggio finanziario, ovvero si affiderà ad accordi di noleggio a lungo termine fino a 10 anni. Dove invece il servizio è soggetto ad un sacco di cambiamenti in ordine ai modelli di traffico ed ai volumi (ad esempio, traffici sudamericani), allora noleggeranno le navi".

Jan-Piet Baars, direttore addetto alla capacità ed al noleggio della flotta alla PONL, conferma la filosofia operativa navale della compagnia: "In effetti, la nostra politica è quella di avere un misto di tonnellaggio di proprietà e noleggiato nella proporzione di 55% posseduto e 45% noleggiato in termini di capacità di spazi-containers. Questa politica ci dà la flessibilità che vogliamo". Baars aggiunge che, in termini di tonnellaggio posseduto, la PONL si concentra su grandi navi impiegate nei traffici est/ovest.

Certamente in un momento di ribasso nel mercato di linea, come è quello attuale, questa flessibilità costituita da una flotta mista di tonnellaggio posseduto e noleggiato è vantaggiosa per i vettori costretti a tagliare la capacità. Le recenti iniziative da parte della New World Alliance (APL, Hyundai e MOL), della Grand Alliance (Hapag-Lloyd, MISC, NYK, OOCL e PONL) e dalla Maersk Sealand nel senso di tagliare l'eccesso di capacità nei traffici Asia/Europa è stata resa possibile per certi versi dalla restituzione delle navi noleggiate ai loro proprietari e dal re-impiego del tonnellaggio posseduto in altri servizi. Quest'ultimo, a sua volta, spesso va a spodestare altro tonnellaggio noleggiato.

Questa esigenza di scaricare il tonnellaggio superfluo, quale conseguenza della diminuzione della crescita dei carichi nonché della introduzione di altre nuove unità di nuova costruzione di proprietà dei vettori, sta già avendo cattive conseguenze per il mercato del noleggio, in particolar modo per le classi più grandi di portacontainers. Ad esempio, dall'ultimo trimestre dello scorso anno, la APL ha restituito 3 unità da 4.158 TEU che erano operative nell'adesso interrotto servizio Dragon Express Asia/Europa della NWA (New World Alliance). Nello stesso tempo il suo socio nella NWA, la Hyundai Merchant Marine, sta restituendo diverse navi da 3.000 TEU che stanno per raggiungere il termine del proprio periodo di noleggio. Altri operatori hanno intrapreso o stanno programmando iniziative simili. Le navi da 4.158 TEU (costruite solamente nel 1996) stanno ancora aspettando un impiego a lungo termine e si dice che presentino costi operativi di 30.000 dollari USA al giorno per i loro proprietari.

Secondo gli ultimi dati on-line di Containerisation International, altre 70 navi cellulari da 1.000 a 3.000 TEU sono in attesa di impiego nel mercato del noleggio. Con quasi 1,4 milioni di TEU di capacità ancora sotto ordinazione con consegna prevista nei prossimi tre anni, più di un terzo dei quali sono costituiti da tonnellaggio appartenente ai vettori, sicuramente la prospettiva di tante navi in più non impiegate nel prossimo futuro diverrà una realtà.

Sul lungo termine, se la crescita dei traffici mondiali continuerà il proprio declino, è anche possibile che pure le portacontainers post-panamax consegnate negli ultimi due anni a proprietari tedeschi ai sensi di accordi di noleggio a lungo termine possano essere ritirate dai traffici. Ad esempio, la OOCL e la PONL gestiscono una serie di navi da 5.762 TEU noleggiate dalla ER Schiffahrt, in relazione alle quali i periodi di noleggio dovrebbero essere rinnovati nel 2005. Le prospettive per gli investitori in queste navi diventano ancora più sinistre se si considera che la OOCL ha ordinato una serie di navi da 7.600 TEU per conto proprio che potrebbero andare a rimpiazzare tale tonnellaggio.

Tuttavia, i proprietari di unità impiegate in traffici non di linea ed i mediatori marittimi sono più ottimisti circa il futuro. Paul Dowell, capo delle ricerche presso il broker marittimo con sede a Londra Howe Robinson, commenta: "Per fortuna, la gente adesso ha bloccato le ordinazioni di portacontainers, di modo che ritengo che nel tempo di due-tre anni il mercato possa fiorire nuovamente. Finora, siamo nel mezzo di una recessione del ciclo economico, ma si tratta giusto di un momento particolare".

Mentre in passato una sovrabbondanza di navi noleggiate meno costose aveva fornito ai nuovi concorrenti l'opportunità di fare il proprio ingresso nel mercato, adesso in pochi hanno scelto di fare altrettanto. L'ultima arrivata, la Valu$hip, è durata solo un mese dalla Costa Occidentale degli Stati Uniti al Nord Europa, e poi il servizio è stato interrotto.

Vi sono diverse ragioni per questa situazione, ma è chiaro che il prezzo di ingresso per i nuovi concorrenti adesso è alto. Dall'ultimo ribasso di mercato nel settore del trasporto marittimo di linea, tutti i principali vettori marittimi del mondo sono diventati più grandi e migliori, acquisendo altri soggetti ovvero facendo il proprio ingresso in altri traffici. Oltre a trarre benefici da queste economie di scala, la maggior parte di loro ora offre una gamma di raffinati servizi a valore aggiunto che non sono per nulla economici, quali la gestione della catena delle forniture e le comunicazioni relative al commercio elettronico.

Sono finiti i giorni in cui la capacità di trasporto dei carichi che si serviva di contenitori da 20 piedi e 40 piedi bastava. I caricatori adesso desiderano un'ampia gamma di altro equipaggiamento containerizzato immediatamente a disposizione, quali i 45 piedi high-cube ed i reefers. Inoltre, un numero sempre maggiore di soggetti desidera lavorare con pochi vettori che offrono spazio su più di una direttrice di traffico. Sembra quindi che al mondo oggi non vi sia più spazio per nuovi soggetti nella nicchia di mercato.

I caricatori farebbero meglio a riflettere su tutto ciò, prima di imbarcarsi in un giro di trattative sulle tariffe di trasporto merci che potrebbero incoraggiare un ulteriore consolidamento del settore.
