LA CER IMPOSTA UNA NUOVA POLITICA QUINQUENNALE PER LO SVILUPPO FERROVIARIO

La CER (Community of European Railway and Infrastructure Companies) in occasione della propria assemblea generale biennale svoltasi a Bruxelles il 21 febbraio ha approvato una nuova politica contenente cinque impegni finalizzati a sviluppare il trasporto ferroviario nei prossimi cinque anni.

La CER si servirà di tale politica per interagire con i nuovi Commissari e Parlamentari europei che entreranno in carica alla fine di quest'anno.

I cinque impegni presi per il periodo 2019-2024 sono:
  • continuare nella trasformazione digitale dei processi e dei servizi;
  • porre l'accento sull'orientamento della clientela;
  • offrire operazioni ferroviarie senza emissioni di carbonio;
  • ricercare possibili fonti di finanziamento al di là di quelle pubbliche che per la CER sono ancora necessarie;
  • guardare al di là dei traffici ferroviari continentali per rafforzare ulteriormente il trasporto euroasiatico mediante l'attuazione di collegamenti ferroviari ad alta frequenza fra l'Europa e l'Asia.
Raccomandazioni

La CER ha inoltre fissato una lista di raccomandazioni relative alla politica trasportistica europea.

Essa vorrebbe costituire la spina dorsale di un trasporto ed una economia europei sostenibile, con uno stabile quadro normativo nel settore ferroviario che ponga rimedio agli attuali squilibri normativi fra le modalità di trasporto.

La CER desidera altresì l'adozione di provvedimenti che contribuiscano a realizzare il vero potenziale delle ferrovie.

Fra loro ci sono:
  • la promozione della digitalizzazione, della ricerca e dell'innovazione;
  • l'adeguato finanziamento degli aggiornamenti tecnologici delle infrastrutture e del materiale rotabile;
  • la completa internalizzazione delle esternalità negative per tutte le modalità di trasporto;
  • le misure finalizzate a trarre vantaggio dalle opportunità offerte dai flussi di trasporto merci transcontinentali;
  • il riequilibrio delle regole inerenti al finanziamento dell'intermodalità;
  • i miglioramenti alla protezione del consumatore ed alle condizioni di lavoro.
"Ciò che si conseguirà nel corso dei prossimi cinque anni in termini di politica dell'Unione Europea ed azioni correlate sarà decisivo per la nostra capacità di spezzare la tendenza negativa del cambiamento climatico" afferma Crister Fritzson, presidente della CER ed amministratore delegato della SJ.

"Il settore ferroviario si prepara ad assumere i necessari impegni, ma abbiamo chiaramente bisogno di aiuto anche da parte dei responsabili della politica e da chi decide al fine di ottenere le corrette condizioni quadro e gli incentivi in atto per l'intero settore dei trasporti".

Siamo orgogliosi di questa agenda dei lavori, che stabilisce risoluti impegni del settore e fissa il quadro politico di cui abbiamo bisogno" afferma Libor Lochman, direttore esecutivo della CER.

"Assieme alle istituzioni europee abbiamo fatto un sacco di cose, ma ogni riflessione sulla prossima agenda politica dell'Unione Europea deve prendere in considerazione l'impatto delle nuove tecnologie disponibili, le esigenze dei nostri cittadini e, congiuntamente, il fatto che non possiamo arrenderci nella lotta contro il cambiamento climatico.

La ferrovia potrebbe essere la soluzione perfetta dell'Unione Europea quando si tratta di rendere ecologica la mobilità".
