L'espansione del porto di Norfolk

"L'ulteriore espansione delle infrastrutture intermodali e containerizzate avverrà quali che siano le decisioni che la Sea-Land e la Maersk vorranno prendere". Questa è stata la fiduciosa risposta di J. Robert Bray, direttore esecutivo della VPA (Autorità Portuale della Virginia), alla domanda - nel corso di una visita di Containerisation International alla sede della VPA nello scorso mese di novembre - relativa a come il futuro sviluppo programmato dei porti della VPA sarebbe stato influenzato dall'annuncio da parte della Sea-Land e della Maersk in ordine ai porti che sarebbero entrati in lizza per contendersi la scelta quale terminale della Costa Nord-Orientale statunitense per le due compagnie. Dal momento che i finanziamenti sono già stati in gran parte reperiti e che i risultati relativi ai contenitori sono in aumento, la successiva decisione della Sea-Land e della Maersk che il porto di Norfolk non figurava fra i tre finalisti (New York/New Jersey, Baltimora e Halifax) non finirà per alterare gli attuali piani di sviluppo della VPA.

La VPA attualmente possiede e gestisce tre porti nella baia di Hampton Roads, tutti quanti dotati sia di infrastrutture per la movimentazione di contenitori sia di collegamenti ferroviari. Il NIT (Norfolk International Terminal) è il più grande, per un totale di 811 acri. Esso movimenta per lo più navi portacontainers ed è il sito più importante per l'attività intermodale della VPA. Anche il PMT (Portsmouth Marine Terminal) movimenta navi portacontainers e nei suoi 219 acri racchiude un terminal dedicato alle navi della Sea-Land. Inoltre, il PMT offre capacità relative alle rinfuse ed alle ro-ro. Il NNMT (Newport News Marine Terminal), infine, è l'infrastruttura più piccola (140 acri) ed è specializzata nella movimentazione dell'acciaio, dei carichi sporgenti e delle automobili.

I piani di sviluppo della VPA, inerenti all'accentramento delle proprie attuali infrastrutture presso il NIT ed alla costruzione di nuove strade e gallerie e di nuovi ponti (nel contesto delle "Iniziative di trasporto nell'Hampton Roads") nonché all'ampliamento delle attuali infrastrutture containerizzate del NIT (il piano VPA 2010), erano stati approntati ben prima che giungesse la proposta da parte della Sea-Land e della Maersk a metà dello scorso.

La proposta dei due vettori marittimi precisava che il loro nuovo terminal "mega-nodo" avrebbe dovuto essere in grado di movimentare nella regione 750.000 carichi annui ed avrebbe avuto bisogno di 50 piedi di profondità di pescaggio nel canale. L'impatto che tali requisiti di capacità avrebbero sulla VPA e gli altri porti della costa nord-orientale statunitense può essere valutato analizzando le attuali prestazioni della VPA e dei suoi principali concorrenti (v. Tabella 1).

Negli ultimi cinque anni, l'incremento dei risultati presso le infrastrutture della baia di Hampton Roads è stato alquanto impressionante, come si può leggere. Nel 1997, sono stati movimentati 1.232.725 TEU, il che rappresenta un incremento del 56,5% rispetto ai suoi risultati del 1993. Halifax, partendo da un punto più basso quanto a TEU movimentati, ha fatto registrare un incremento percentuale simile (52,6%, pari a 459.176 TEU, in aumento rispetto ai 300.933 TEU del 1993), mentre New York/New Jersey ha mostrato un aumento del 24,5% rispetto allo stesso periodo (2.456.886 TEU per il 1997 e 1.972.692 TEU per il 1993). Ciononostante, bisogna rammentare che New York/New Jersey già movimenta grossi volumi della Sea-Land/Maersk e che Halifax e Baltimora sono ancora in lizza con il suddetto porto per la scelta del mega-nodo nord-orientale.

Se Baltimora o Halifax dovessero avere successo nell'assicurarsi tutti o - com'è più probabile - parte dei 750.000 carichi (nel caso che Sea-Land e Maersk dovessero suddividere le operazioni tra i due porti), allora verosimilmente gli attuali risultati di due dei tre finalisti potrebbero raddoppiare. Ad ogni modo la VPA, che attualmente accoglie settimanalmente le navi sia della Maersk che della Sea-Land, ne risentirebbe. Ciò è stato confermato da un portavoce della VPA: "La decisione avrà un certo impatto su Norfolk e probabilmente non in senso positivo. Tuttavia, la durata e l'intensità dell'impatto non si conosceranno per qualche tempo, dal momento che noi stiamo lavorando per accaparrarci il resto della proposta".

E' interessante notare come la questione della profondità delle acque, a differenza di quella dell'intermodalismo, non si è rivelata il fattore primario che ha influenzato le decisioni dei vettori marittimi. Hampton Roads, Halifax e Baltimora in effetti hanno canali di navigazione che possono assicurare i 50 piedi richiesti, mentre New York/New Jersey ha intenzione di continuare a dragare per parecchi anni fino a raggiungere i 50 piedi.

La VPA, sulla base dell'aumento pari al 56,8% in cinque anni, si sente giustificata nel cercare di incrementare le proprie capacità di movimentazione contenitori, sebbene gli aumenti degli ultimi cinque anni comprendano i volumi della Sea-Land e della Maersk, parte dei quali potrebbero essere perduti una volta andata in porto la nuova proposta cui si è accennato.

Nel 1995, la VPA ha annunciato il proprio Piano 2010, uno studio che impostava e raccomandava i miglioramenti delle operazioni, del marketing e delle infrastrutture che tutti i terminals della VPA dovrebbero effettuare. Per il NIT, questo piano prevede "un possibile aumento del 250% dei carichi containerizzati per il 2010, nel cui contesto i volumi intermodali salirebbero del 300%". La VPA ha risposto intraprendendo un ampliamento da 300 acri presso il NIT che raddoppierà la sua capacità di movimentazione dei carichi. Esso dovrebbe essere completato nel corso di quest'anno per un costo di 400 milioni di dollari USA e comprende un nuovo ormeggio da 1.500 piedi equipaggiato con tre delle più grosse gru per containers del mondo. Queste gru, che dovrebbero arrivare ad agosto dalla Cina, rappresentano un investimento di 15 milioni di dollari e possono estendere la portata fino a raggiungere 22 containers. Ciò è sufficiente per movimentare qualsiasi tipo di nave esistente, tra cui la Regina Maersk da 6.000 TEU, che nel corso del 1998 ha fatto scalo a Norfolk. Inoltre, nel contesto delle "Iniziative di trasporto nell'Hampton Roads" sono compresi piani relativi ad un nuovo, quarto terminal contenitori a Craney Island. Craney Island è una località di forma quadrata con due miglia di lunghezza per ciascun lato, per un'area complessiva di 2.500 acri. Si tratta di un'area per la gestione dei materiali di risulta, che attualmente appartiene al Corpo del Genio dell'Esercito degli Stati Uniti, all'interno della quale viene scaricato tutto il materiale di risulta dei dragaggi effettuati nella baia di Hampton Roads. Al ritmo attuale di riempimento di quattro milioni di metri cubi all'anno, Craney Island potrà essere utilizzata fino al 2050. Tuttavia, ciò di per se stesso presenta un dilemma per la VPA, di cui Bray è pienamente consapevole. "In assoluto è pienamente nel nostro interesse continuare ad utilizzare Craney Island per la discarica di terre di risulta, ma - nello stesso tempo - bisogna che quei terreni vengano messi a disposizione della massiccia espansione portuale che si prospetta" ha dichiarato al riguardo. Inizialmente, la VPA dovrebbe utilizzare circa 800 dei 2.500 acri complessivi disponibili per lo sviluppo del proprio quarto terminal marittimo. Bray ha spiegato che questo sviluppo iniziale di Craney Island, dal costo previsto pari ad un miliardo di dollari USA, potrebbe essere inaugurato nel 2015, ma è troppo presto perché si possano fornire i particolari in ordine alla capacità potenziale ovvero alle attrezzature necessarie.

Dato che lo stato statunitense della Virginia ha una popolazione di soli sette milioni di persone, le infrastrutture dell'Hampton Roads non beneficiano di una grande base di consumo a livello locale. Invece, si fa affidamento sui mercati dell'hinterland. Di conseguenza, è stato pianificato l'investimento nel miglioramento e nell'espansione delle infrastrutture intermodali presso il NIT. Questo progetto comprenderà un allungamento della linea ferroviaria a binario unico e la fornitura di movimentazioni ferroviarie maggiormente efficienti. Lo scopo è quello di creare "la più grande infrastruttura intermodale per le merci sulla costa nord-orientale degli U.S.A.".

Sebbene le dimensioni complessive del sito non saranno accresciute, le infrastrutture medesime dovranno essere accentrate. Ciò si potrà ottenere in vari modi. Inizialmente, si dovrà costruire un corridoio dedicato al trasporto merci ad un costo di 55 milioni di dollari USA, unitamente a due sedi distinte - ciascuna del costo rispettivamente di 24 e 50 milioni di dollari - che consentiranno all'autostrada di correre sotto i binari ferroviari. Il finanziamento per questi progetti è già stato reperito e le relative costruzioni dovrebbero essere portate a termine - quanto al corridoio ed alla prima sede separata - entro il 2001. La seconda sede separata dovrebbe essere ultimata "un po' dopo, poiché si tratta di un progetto molto più grosso" a detta di Bray. "Questa costruzione assicurerà un notevole accesso ferroviario senza ostruire il traffico autostradale" ha aggiunto.

Questi piani stanno a significare che i treni di lunghezza superiore ad un miglio potranno essere composti in una volta sola, a differenza di quanto accade con le attuali modalità in base alla quali un convoglio dev'essere movimentato cinque o sei volte prima di essere completato. Come ha spiegato Bary, un treno movimentato da cinque a sei volte "divora tempo prezioso e costi di lavoro". Una volta ultimato il progetto, egli si aspetta di vedere "presso questa infrastruttura cinque treni al giorno della NS (Norfolk Southern)".

Tuttavia, la strategia intermodale della VPA potrebbe avere già ostacolato la sua ricerca di altri traffici. La Sea-Land e la Maersk non hanno indicato il NIT tra i contendenti per il loro terminal "mega-nodo" della costa nord-orientale U.S.A. per diverse ragioni relative all'intermodalismo. Tra queste vi sono la riluttanza della VPA a consentire ai treni effettuati dalla CSX (società-madre della Sea-Land) di accedere insieme a quelli della NS alle attuali infrastrutture intermodali, nonché il rifiuto della VPA di lasciare alla Sea-Land ed alla Maersk il controllo operativo delle loro infrastrutture intermodali. Tuttavia sembra improbabile che la VPA modifichi la propria attuale strategia, sebbene sia consapevole delle sue conseguenze. "Le proposte dello scalo della Virginia rappresentano una buona occasione imprenditoriale per tutte le parti in causa ed io continuo a confidare nella capacità del porto di competere e di attirare nuove attività" ha dichiarato Bray al riguardo. La VPA attualmente movimenta più di 300.000 contenitori intermodali attraverso le proprie esistenti infrastrutture, sebbene non sia stata fornita alcuna indicazione in ordine alle capacità della struttura accentrata della VPA. In confronto, la Sea-Land e la Maersk al momento lavorano 130.000 contenitori intermodali attraverso l'infrastruttura Express Rail di New York.

E' inoltre in programma una quarta iniziativa trasportistica al fine di incrementare ulteriormente i flussi di traffico. Un "raccordo intermodale" funzionerà quale strada ad accesso limitato per collegare il sistema interstatale (in particolare, la Interstatale 64, che va dalla Virginia a St.Louis nel Missouri) sia con il NIT che con la vicina base della Marina. Bray ha confermato che sono già stati reperiti i finanziamenti per la pianificazione e - sebbene la costruzione debba ancora cominciare - egli confida che il progetto possa essere portato a termine per il 2003.

Tuttavia, il miglioramento delle infrastrutture solleva due ulteriori questioni. In primo luogo, dove troverà gli altri volumi di traffico la VPA? Ed in secondo luogo, gli attuali collegamenti stradali, ferroviari ed intermodali sono sufficienti a movimentare altro traffico? Senza dubbio i volumi della VPA sono in crescita (v. Tabella 1) ed essa si aspetta che i traffici aumentino in misura significativa da qui al giorno in cui lo sviluppo di Craney Island sarà stato ultimato, ma la VPA sarà in grado di attirare abbastanza traffico in modo da utilizzare pienamente sia l'ampliamento del NIT che il progetto relativo alla Craney Island?

La VPA è senz'altro consapevole delle sfide che dovrà affrontare nello sforzo di attirare altri containers. Secondo Joseph A. Dorto, dirigente in capo e direttore generale della Virginia International Terminals, filiale operativa della VPA che gestisce i tre terminals della VPA (NIT, NNMT e PMT), è stata individuata in particolare una zona commerciale al fine di trarre vantaggi dalle nuove infrastrutture e - più precisamente - dalle gru e dal già presente profondo pescaggio. "Le nostre tre nuove gru sono della classe Suez, cioè in grado di movimentare quelle navi che sono così grandi da poter passare solo attraverso il canale di Suez in Egitto e non attraverso il più stretto canale di Panama". Questo commento è stato ripetuto da Bray. "E' possibile andare dal Sud-Est asiatico alla Costa Orientale degli Stati Uniti più rapidamente (via Suez) che andare sulla Costa Occidentale U.S.A. e poi attraversare il continente. E' questa la maggiore crescita di mercato di cui disponiamo ed in conseguenza stiamo progettando le nostre infrastrutture per adeguarle di conseguenza".

Infatti, la VPA ritiene che la propria politica consistente nell'adottare piani a lungo termine, in alcuni casi addirittura fino a 75 anni nel futuro, comporti una sinergia con i vettori asiatici che fanno la stessa cosa. "La VPA dispone di piani sia a breve che a lungo termine, che vanno fino al 2050 ed oltre. Questo, anche se non necessariamente interessa ai vettori battenti bandiera statunitense ed europea, è qualcosa alla cui ricerca tendono i vettori asiatici" ha dichiarato il direttore esecutivo anziano dei servizi di marketing John D. Covaney.

La VPA ha già attirato con successo altri volumi di traffico e ha ottenuto la conferma che la Cosco, compagnia di navigazione di Stato della Cina, è in procinto di ricollocare il proprio servizio Asia/Mediterraneo/Costa Orientale U.S.A. da Baltimora al NIT. I volumi previsti ammonteranno a 30.000 containers/anno.

Migliorare i risultati è una cosa, ma la necessità di portar via i carichi dal porto è un'altra. Una nuova autostrada che attraverserà la baia di Hampton Roads contribuirà a conseguire questo obiettivo e - sebbene Bray ammetta che si tratta di un "piano a lunga gittata" - la sua importanza risiede nel fatto che essa collegherà il NIT e la vicina base navale con Craney Island ed il NNMT, con i "carichi che scorreranno avanti e indietro" tra questi tre luoghi su un'autostrada interstatale senza intasare le strade cittadine. Si stima che sia necessario un finanziamento dell'ordine di 2,7 miliardi di dollari, mentre sono già stati cominciati lo studio tecnico preliminare e la progettazione. Inoltre, è stato programmato l'Interscambio di Pinner Point. Questo sviluppo, che comporta un investimento di 142 milioni di dollari, collegherà il PMT con il sistema autostradale interstatale e così facendo contribuirà a togliere i veicoli pesanti dalle strade cittadine. Ulteriori particolari sul progetto dovrebbero essere annunciati entro questa primavera.

Data la logica dei piani di sviluppo della VPA, sarebbe stato assai sorprendente se quest'ultima avesse scelto di non ampliare le proprie infrastrutture a causa della decisione della Sea-Land e della Maersk. Perciò, dato l'incremento dell'efficienza intermodale - tra cui il miglioramento della circostante rete di collegamenti trasportistici - e l'ampliamento delle infrastrutture destinate alla movimentazione dei contenitori, la questione-chiave per la VPA dev'essere quella di conseguire ulteriore attività a sufficienza al fine di sostenere questa espansione. La VPA ammette che il continuo incremento delle dimensioni delle navi costituisce uno dei presupposti necessari al riguardo. Peraltro, l'attrazione di ulteriori volumi potrebbe dimostrarsi difficile, in particolar modo in un momento in cui una percentuale della sua attuale attività è in procinto - con tutta probabilità - di essere ricollocata presso uno dei suoi concorrenti.
