La conferenza annuale del Consiglio dei Caricatori Europei

Ancora una volta, la conferenza annuale dello ESC (Consiglio dei Caricatori Europei), svoltasi a Barcellona lo scorso mese di ottobre, è stata caratterizzata da un aspro dibattito, dal momento che gli utenti dei sistemi di trasporto merci d'Europa hanno rivolto critiche sia ai fornitori dei servizi di trasporto che alla Commissione Europea.

In particolare, i caricatori hanno manifestato il proprio disappunto in ordine alla mancanza di progressi nel processo di miglioramento dei servizi ferroviari del continente ed al riguardo diversi delegati hanno apertamente ammesso che lo scarso livello dei servizi ha impedito loro il dirottamento dei carichi dalla strada alla rotaia.

Johan Lindberg, direttore della logistica europea per la Distrilux, società specializzata in trasporti e logistica appartenente al produttore internazionale Electrolux, ha riassunto molte dei loro punti di vista nel corso della propria relazione.

Lindberg ha spiegato che la Electrolux, pur avendo impiegato un notevole quantitativo di tempo e di denaro in riunioni operative con le ferrovie al fine di raggiungere un accordo sugli orari e di progettare alcuni dei propri carri destinati al trasporto di merci, ne ha poi ricavato tempi di viaggio ancora più lenti ed un servizio meno affidabile rispetto a quello sperimentato con l'autotrasporto.

"Il vero problema, peraltro" ha dichiarato Lindberg "non è la velocità di per sé, quanto la mancanza di accuratezza e puntualità. Fino a quando il trasporto ferroviario non riuscirà a far fronte al livello di qualità richiesto, esso perderà lentamente la propria posizione quale alternativa per il trasporto europeo".

In conseguenza delle cattive prestazioni ferroviarie, la Electrolux ha iniziato a monitorare le proprie spedizioni su diversi corridoi. Secondo Lindberg, i risultati sono stati assai vari. "Una delle nostre aree problematiche era il flusso di traffico da Furth, in Germania, a Mariestad, in Svezia, dove il nostro tasso di arrivi in orario era solo del 65%. Mediante il nostro sistema di instradamento e rintracciamento, abbiamo identificato i colli di bottiglia che hanno causato i ritardi, li abbiamo risolti ed abbiamo portato la puntualità al 95% circa".

Tuttavia, Lindberg si è rammaricato del fatto che questa è stata l'unica vicenda a buon fine che ha potuto citare. Nell'ambito della direttrice di traffico dalla Svezia alla Francia, ad esempio, Lindberg ha rivelato che la Electrolux sta ancora lottando con un tasso di puntualità pari al solo 60%, malgrado due anni di costante monitoraggio e trattative "a fondo" con i suoi fornitori ferroviari.

Per quanto Lindberg ritenga che le ferrovie dispongano di un grande potenziale, ha avvertito: "Dato l'incremento della domanda nella gestione della catena dell'offerta, nonché del rifornimento e della disponibilità dei prodotti, la modalità ferroviaria deve non solo conseguire il livello di servizio promesso, ma anche sviluppare il proprio prodotto quale alternativa nella catena dell'offerta".

Egli vorrebbe assistere ad "operazioni più rapide" e ha affermato che come la Electrolux vi sono molte società che avvierebbero una percentuale maggiore di propri carichi - o persino convertirebbero qualcuna delle proprie attività - alla ferrovia, se il livello dei servizi venisse migliorato e questi ultimi venissero offerti su una base di affidabilità maggiormente consistente.

Il dott. Werner Maywald, direttore esecutivo della Kombiverkehr con sede a Francoforte, per quanto abbia svolto una relazione più positiva, ha dichiarato di ritenere che "il vero potenziale intermodale europeo sia ben lungi dall'essere realizzato". Ha poi affermato: "Oltre agli ostacoli politici, il presupposto essenziale per un incremento del trasporto intermodale consiste in una notevole crescita dell'intermodalità. Ciò è particolarmente vero per la qualità delle prestazioni offerte dalle ferrovie europee, ed è in questo settore che devono essere superate notevoli mancanze".

La Kombiverkehr ha criticato la struttura ancora molto nazionale delle ferrovie e la loro attenzione concentrata sulla riorganizzazione interna, a dispetto dell'avvento del mercato unico europeo, considerandola la ragione principale dei malanni del settore.

"Il modo per conseguire una maggiore qualità nel trasporto di merci per ferrovia consiste in una migliore cooperazione tra compagnie ferroviarie" ha detto Maywald. "Fondamentalmente, per i convogli inter-europei una sola compagnia ferroviaria dovrebbe fungere quale partner di riferimento per ciascuna linea, assumendosi la responsabilità della fornitura di spazi-containers. Anche nuove forme di alleanza tra singole compagnie e terze parti assicurerebbero un po' di impulso al mercato".

E sul fronte politico, Maywald ha caldeggiato il perseguimento di una politica di trasporto europeo che supporti con forza una effettiva ripartizione tra le varie modalità trasportistiche. Egli ha dichiarato che ciò dovrebbe comprendere "un modo razionalmente economico" di pagamento degli oneri cagionati da ciascun vettore.

"Una volta messo in pratica il concetto dei Corridoi Aperti di Trasporto Merci Trans-Europei sviluppato dalla Commissione Europea, ciò potrebbe avere un notevole impatto sul trasporto di merci per ferrovia in generale e sul trasporto intermodale in particolare" ha dichiarato.

Sinora, peraltro, il concetto di corridoio aperto per il trasporto di merci ha ottenuto un successo solamente limitato.

G. J. Ter Poorten, direttore sviluppo strategico della NS Cargo nei Paesi Bassi, attribuisce la mancanza di progressi ad una serie di difficoltà, tra cui il limitato accesso ai corridoi aperti, alla carenza di orari e di sistemi di instradamento/rintracciamento qualitativi nonché alla irrazionale imposizione di oneri sulle infrastrutture.

Egli ritiene che la sola risposta per i clienti, le società ferroviarie, i dirigenti delle infrastrutture ed i governi nazionali sia quella di lavorare assieme. "L'obiettivo primario deve ora essere quello di migliorare la qualità del servizio mediante la priorizzazione degli orari di trasporto merci internazionale al fine di ottenere una riduzione dei tempi di viaggio e di assicurare una costante puntualità nell'ambito dei corridoi aperti" ha detto Poorten. "In particolare, questi ultimi fattori sono importanti nel contesto del processo teso a far sì le ferrovie vengano accettate quale alternativa alla strada".

Anche Maywald supporta il conseguimento di una maggiore collaborazione. Tuttavia, egli ha chiesto ai fornitori di servizio ferro-stradale ed intermodale di incrementare i propri programmi di spesa di capitale in nuove attrezzature, nuovi terminals e - in particolare - in sistemi informatici.

"Nella logistica moderna, il flusso continuo di dati è divenuto importante come il trasporto fisico di merci stesso" ha dichiarato Maywald, evidenziando le iniziative EDI "Ali Baba" e "Cesar" di Kombiverkehr per i transiti transalpini. "Il futuro, tuttavia, è rappresentato da un sistema completo EDP che copra l'intera catena dei trasporti, strada e rotaia compresi. Ciò metterà in grado ogni partecipante alla rete logistica di conseguire le proprie informazioni specifiche senza discriminazione alcuna".

Il dibattito in ordine al futuro dei porti europei è stato meno aspro. Generalmente parlando, sia gli utenti dei porti - come quelli rappresentati dalla ECSA (Associazione Armatori della Comunità Europea) e dal Consiglio dei Caricatori Europei - sia i porti medesimi, si sono dichiarati d'accordo con il principio dello sviluppo di una struttura comunitaria per i servizi portuali (pilotaggio, rimorchio, attività di ormeggio, attività di stivatura/movimentazione carichi).

Tuttavia, Manuel Carlier, direttore generale della Anave (Associazione degli Armatori Spagnoli), ha sostenuto che è importante che tale politica non significhi l'introduzione di "regole ingombranti e complicate".

Carlier afferma che dovrebbero essere effettuate analisi di studio quali mezzi risolutivi di problemi specifici nonché per la formulazione di regole e criteri generali per la futura normativa portuale. Dopo avere sottolineato l'importanza di una reale concorrenza, egli ha chiesto che i servizi vi si adeguino al fine di far sì che tale situazione prevalga. Carlier sostiene che non dovrebbero esservi fornitori di servizio singoli, com'è nel caso dei porti spagnoli, e che nei casi in cui si verifica un abuso di posizione dominante, dovrebbero essere rigorosamente applicate dalla Commissione Europea le regole generali sulla concorrenza previste dal Trattato di Roma.

La ECSA supporta inoltre i tentativi della Commissione di formulare una politica diffusa a livello comunitario sul finanziamento e la tariffazione delle infrastrutture portuali. "Vi è un'urgente necessità di dati che supportino tale politica" ha dichiarato Carlier, il quale ha altresì sottolineato l'importanza di una completa trasparenza.

Il dirigente ha inoltre suggerito che in ordine a questo argomento sarebbe più appropriata una serie di linee-guida piuttosto che una vera e propria direttiva della Commissione Europea. Ha infatti avvertito: "La messa in atto del principio <l'utente paga> deve avvenire con estrema cautela al fine di non distorcere la concorrenza con le altre modalità di trasporto".

Patrick Verhoeven, segretario generale del Feport (Federazione degli Operatori Portuali Privati Europei) con sede a Bruxelles è d'accordo. "Le motivazioni che stanno dietro il Libro Bianco sono valide, ma c'è poca chiarezza sugli aiuti statali e c'è bisogno con urgenza di linee-guida su tale questione".

Si tratta di un punto sottolineato con forza anche dal dott. Georg Jarzembowski del Parlamento Europeo. "La Commissione dovrebbe, senza ulteriori indugi, sottoporre al Parlamento ed al Consiglio - e quindi al pubblico - un dettagliato studio sulle strutture degli scali marittimi, distinguendo - in termini di costi e finanziamenti - tra le autorità portuali, le spese sulle infrastrutture portuali e le spese sulle società portuali".

Aggiunge Jarzembowski: "Per fare ciò effettivamente e per mettere in grado gli Stati membri, gli scali marittimi e le imprese portuali di adeguarsi al monitoraggio ed ai provvedimenti della Commissione in tempo, è adesso il momento buono - e non il 2001 - perché la Commissione formuli linee-guida chiare sulle sovvenzioni statali e sulle regole circa la concorrenza nel settore dei porti".

Sempre Jarzembowski, peraltro, ha chiesto alla Commissione Europea di cessare la propria attività relativa alla emanazione di disegni di direttiva comunitaria su tutta una serie di questioni, quali gli oneri sulle infrastrutture portuali, i diritti portuali, i sovrapprezzi terminalistici e l'accesso al mercato, fatta eccezione - forse - per i servizi di rimorchio e di ormeggio.

Ha infatti dichiarato: "Non vi è alcuna necessità che la Comunità Europea intervenga più attivamente nella concorrenza tra i porti nonché nella libertà creativa imprenditoriale delle imprese portuali e degli scali marittimi".

Verhoeven ha espresso i propri dubbi sul sistema di imposizione degli oneri proposto dalla Commissione Europea, che si basa sui costi sociali marginali e ha sostenuto che ogni sistema di oneri comuni dovrebbe essere considerato solamente alla stregua di una seconda fase della struttura portuale ipotizzata. Ha infatti dichiarato: "La scadenza posta al 2001 è del tutto non realistica".

Il dirigente ha inoltre lamentato la mancanza di qualsiasi proposta vincolante sul coordinamento degli investimenti e ha affermato che "dev'essere assicurato un campo di gioco livellato mediante l'uso di strumenti pragmatici".

"Le parole del Libro Verde in alcuni punti e la pubblicazione di un Libro Bianco sul trasporto integrato ci arrecano una forte preoccupazione nel senso che le politiche nazionali ed europee da cui traggono ispirazione cercheranno di sostituire il concetto <questo è l'obiettivo che cercheremo di conseguire> con il concetto <questo è ciò che dovete fare>" ha detto David Jeffery, dirigente capo dell'Autorità Portuale di Londra e presidente della ESPO (Organizzazione Scali Marittimi Europei). "Se lo facessero, potrebbero seriamente impedire ai porti europei di fronteggiare adeguatamente le sfide trasportistiche del prossimo secolo".

Ha poi aggiunto: "E' una verità innegabile che la rapidità e le basi del processo di decisione politica raramente rispondono in modo appropriato alle esigenze di un mercato dai caratteri sempre più commerciali, come nel Libro Verde si ammette sia quello della portualità. La ESPO ritiene che possa fare solo del bene al settore il fatto che i piani di espansione o ammodernamento vengano normalmente ispirati dal realismo commerciale e dall'assunzione del rischio, e non, invece, da giudizi imposti centralmente, dalla voglia di espansione fine a se stessa ovvero da ragioni politiche non direttamente correlate a quella attività. Allo stesso modo, i costi interamente dovuti all'operatività dovrebbero essere trasferiti all'utente per mezzo di sovrapprezzi".

Anche la proposta del Libro Verde secondo la quale la Commissione Europea dovrebbe assumere un ruolo di coordinamento della pianificazione per i porti è stata criticata dalla ESPO. Sostiene Jeffery: "La ESPO è del parere che la concorrenza leale possa fare di più per il settore di quanto possa ottenere qualsiasi tentativo di imporre una struttura pianificatrice che determini direttamente o indirettamente quali porti dovranno crescere e quali no".

Continua Jeffery: "Vorremmo sapere che cosa ha in mente la Commissione, ma la nostra opinione attuale è che la suddetta concezione - che è già contenuta nelle proposte del TENS - di per se stessa comporterà una distorsione della concorrenza tra i porti poiché deriverebbe dal governo, più che dalle forze di mercato, e non offrirebbe alcun vantaggio tangibile ai porti o ai loro utenti in genere".

Per quanto attiene agli oneri sulle infrastrutture previste dal Libro Bianco della Commissione Europea, la ESPO è in linea di massima d'accordo. "Noi sosteniamo il concetto secondo il quale gli utenti dovrebbero sopportare i costi reali dei servizi e delle infrastrutture utilizzati" ha dichiarato Jeffery. "Speriamo che l'applicazione universale di tale principio in tutte le modalità (mare, rotaia e strada) possa apportare concreti vantaggi ai porti dal momento che il mare è senza dubbio la modalità di trasporto meno inquinante per l'ambiente".

Conclude Jeffery: "Per le attuali distorsioni dev'essere trovata una soluzione che combini un intervento minimo a livello pan-europeo con la libertà per i porti di offrire prezzi competitivi ai clienti fondati completamente sul costo reale dei servizi forniti, tra cui un'interpretazione universalmente accettata dei costi degli investimenti in infrastrutture nonché delle operazioni su cui essi si basano".
