Il trasporto intermodale negli Stati Uniti: i viaggiatori della nuova era

L'avvento di una nuova era di pensiero nel trasporto intermodale statunitense è apparso evidente in occasione della recente Esposizione Intermodale Internazionale, svoltasi ad Atlanta, in Georgia, allorquando i principali rappresentanti delle associazioni delle ferrovie, degli autotrasportatori e dei porti statunitensi si sono riuniti al fine di discutere in merito alla produttività intermodale.

"Noi dei porti siamo senz'altro pronti a lavorare con i nostri partners allo scopo di soddisfare la domanda dei nostri clienti e di assicurare un efficiente sistema di trasporto intermodale" ha concluso Kurt Nagle, presidente e dirigente capo della AAPA (Associazione Americana delle Autorità Portuali).

"Solamente nell'ultimo decennio, più o meno, la ATA (Associazione Autotrasporto Americana) e la AAR (Associazione Americana delle Ferrovie) hanno cominciato a pensare in termini di partenariato" ha dichiarato Walter McCormick, presidente e dirigente capo della ATA.

Pertanto, quali sono le soluzioni che le diverse associazioni trasportistiche statunitensi ritengono possano migliorare la produttività intermodale? Allo stesso tempo, come hanno fatto queste soluzioni a riscuotere l'unanime consenso dei gruppi medesimi?

Ed Hamberger, presidente e dirigente capo della AAR, ha riconosciuto l'importanza dei settori sia dell'autotrasporto che dei porti nella catena trasportistica intermodale, ma ritiene che le ferrovie abbiano la "responsabilità vera e propria" della consegna dei prodotti intermodali.

Egli ha infatti confermato che attualmente le ferrovie statunitensi movimentano circa 3.000 unità intermodali ogni tre ore e che l'intermodale rappresenta il 17% dei ricavi totali del settore ferroviario.

Tuttavia, Hamberger è sicuro che ciò possa cambiare, poiché la futura crescita delle ferrovie medesime sta nell'intermodale. "Verrà senz'altro il giorno in cui i ricavi intermodali costituiranno il generatore di ricavi numero uno per le ferrovie" ha dichiarato.

Ciononostante, Hamberger ha citato le interruzioni del servizio ferroviario nel corso del 1997 e del 1998 come una conferma che vi è ancora molto da fare al fine di assicurare che l'intermodale abbia realmente successo. Egli ha confermato che in occasione dell'intenso periodo pre-natalizio dei mesi di ottobre e novembre 1998 sono stati movimentati 26.000 trailers e containers in più rispetto allo stesso periodo del 1997. Infatti, come ha sottolineato Hamberger, l'ultima settimana di ottobre si è rivelata la settimana di più intensa attività mai fatta registrare nella storia dell'intermodale, con 188.000 trailers e containers movimentati in tutto il Nordamerica. E, cosa ancora più importante, Hamberger ha annunciato che queste movimentazioni-record sono state conseguite "con efficienza e sicurezza".

Secondo Hamberger, lo sviluppo dei traffici registrato nel corso del 1998 è stato per lo più da attribuire a due fattori: le comunicazioni e gli investimenti. In vista dell'atteso aumento di traffico nel periodo natalizio, si sono svolti in tutti gli Stati Uniti incontri sui servizi da fornire alla clientela, ai quali hanno partecipato sia compagnie di navigazione di linea che caricatori, di modo che le ferrovie sono state messe in grado di prevedere (e quindi programmare) i maggiori livelli di traffico. Anche l'investimento per 7,5 miliardi di dollari - pari al 20% circa dei ricavi complessivi del settore - ha comportato benefici per l'intermodale.

Guardando avanti, Hamberger ha dichiarato che se la produttività intermodale dovesse continuare a migliorare ed a tenere il ritmo con la prevista crescita dell'industria, entro il 2020 dovrebbero essere spesi altri 162 miliardi di dollari.

Egli, tuttavia, ha affermato di avere una preoccupazione riguardo al futuro dell'intermodale. Ha infatti suggerito come la prospettata nuova sottoposizione a regolamentazione del settore ferroviario statunitense, e perciò del ritorno al controllo da parte del governo federale, comporterebbe "un colpo dritto al cuore della capacità di continuare ad investire, data la sottrazione dal tavolo di gioco di qualcosa come 2,5 miliardi di dollari". Hamberger è molto preoccupato del fatto che il settore ferroviario possa nuovamente essere gestito "dai burocrati di Washington" e ha continuato: "Ciò è già stato tentato in precedenza e non ha funzionato. Tanto è vero che tale situazione ha già un nome: si chiamavano gli anni '70".

Nagle della AAPA ha suggerito che i porti statunitensi, unitamente alle associazioni delle ferrovie e dell'autotrasporto, devono "costantemente adattarsi al mutamento delle esigenze della clientela e cercare il modo di fornire servizi a valore aggiunto allo scopo di incrementare le proprie prestazioni in termini di capacità di carico".

Egli ha confermato che i porti statunitensi hanno investito 7,5 miliardi di dollari tra il 1997 ed il 2002 al fine di conseguire tale risultato. Un esempio specifico citato da Nagle è stato quello della ferrovia sulle banchine. Egli ha dichiarato che i porti cercano di avere i binari sulle banchine al fine di ottenere "il miglioramento dei tempi ed un risparmio sui costi" per i clienti intermodali.

Nagle ha aggiunto che tutte le modalità statunitensi di trasporto hanno bisogno di riscuotere successo all'unisono. "Sono necessari buoni collegamenti tra le autostrade, le reti ferroviarie e gli scali marittimi ed i piazzali ferroviari intermodali al fine di incrementare la produttività e di massimizzare l'efficienza". Continua Nagle: "L'autotrasporto, le ferrovie, i porti e le linee di navigazione stanno tutti quanti cercando la maggiore efficienza possibile, allo scopo di tagliare i costi e di migliorare il livello dei servizi ai caricatori. L'unione die nostri sforzi assicurerà un sistema di trasporto intermodale efficiente".

McCormick ha detto che il pensiero creativo per movimentare più merci, che ebbe inizio nel corso degli anni '80, e con esso "la nascita dell'intermodalismo moderno", rappresentano una questione che l'ATA considera essenziale per il nuovo secolo. "All'ATA, ci chiediamo: quale genere di rete intermodale per il trasporto di merci servirà nel 21° secolo?" ha domandato.

Rispondendo a tale domanda, McCormick ha annunciato che l'ATA ha un obiettivo molto semplice: "Incrementare la produttività intermodale mediante l'efficienza, la sicurezza ed il controllo dei costi".

Egli ha aggiunto che l'associazione ha recentemente presentato un nuovo programma in otto punti sulla sicurezza che - a suo giudizio - potrebbe riuscire nell'intento. "I bravi autotrasportatori vogliono che quelli incapaci spariscano dalle strade. Noi non vogliamo che gli autotrasportatori incapaci rallentino la catena dell'offerta" ha sottolineato McCormick.

Il programma è finalizzato a ridurre la stanchezza dei guidatori, dato che richiede più ispezioni ai veicoli ed un inasprimento dei limiti relativi ad alcool e droghe. Inoltre, l'ATA vorrebbe l'effettuazione di maggiori ricerche e che fosse impartita in misura maggiore un'educazione relativa "all'uso condiviso della strada".

Allo stesso tempo, McCormick si è dichiarato pienamente consapevole delle limitazioni che l'autotrasporto intermodale ha dovuto affrontare. "Abbiamo limitazioni alla capacità, limitazioni infrastrutturali, esistono limitazioni autostradali e ferroviarie. Poi ci sono le limitazioni al personale, ed abbiamo bisogno di trovare altri autisti. Abbiamo inoltre dovuto far fronte alle pressioni ambientaliste, come le zone non raggiungibili dove semplicemente non è possibile inserire altro traffico" ha dichiarato.

Ciononostante, pur ammettendo che la ATA ha "una durissima battaglia da combattere di fronte a sé", McCormick sostiene che il cambiamento dell'atteggiamento - ad esempio - relativo alla AAR, che viene considerata un socio piuttosto che un avversario, potrebbe essere di aiuto nella lotta finalizzato all'incremento della produttività intermodale.
