I caricatori europei puntano sull'intermodale

Il problema inerente al trasporto ferroviario nell'ambito dell'Unione Europea è che - come i carichi che esso trasporta - nulla viene movimentato con rapidità. L'argomento in questione è stato senz'altro discusso sino alla noia negli ultimi cinque anni, ma i miglioramenti sono stati accuratamente lenti, a causa di un certo numero di ragioni politiche e tecniche. Pertanto, che cosa ci riserva il futuro, dal momento che qualcosa chiaramente dev'essere fatto?

Questo è stato il tema principale della conferenza 1999 dell'ESC (Consiglio dei Caricatori Europei), tenutasi a Marsiglia il 20 e 21 ottobre scorso. L'argomento non è nuovo, ma il punto di vista sulla situazione dalla parte della domanda ha costituito una novità accolta con favore. La ripresa del dibattito è stata anche tempestiva, dati i progressi politici effettuati in ordine al trasporto ferroviario transfrontaliero in occasione dell'ultimo incontro dei ministri dei trasporti dell'Unione Europea ad ottobre.

In breve, l'ESC afferma di supportare l'opinione secondo cui tutte le modalità trasportistiche dovrebbero essere completamente liberalizzate, siano esse la ferrovia, la strada, il mare o l'aria. Questo parere è condiviso dalla Commissione Trasporti dell'Unione Europea a Bruxelles (DGVII), ma non ancora da tutti gli stati membri, di modo che sinora ci si è occupati solamente di cabotaggio e di trasporto stradale ed aereo.

Com'è stato sottolineato dal direttore per i trasporti terrestri della Commissione Trasporti, Gunther Hanreich, "dovunque siano stati introdotti nell'Unione Europea mercati completamente liberi, l'incremento dell'innovazione ha comportato una migliore qualità dei servizi e prezzi inferiori". Continua Hanreich: "Sfortunatamente, il settore non è stato ancora in grado di convincere tutti i governi circa la necessità di garantire il libero accesso su medesime basi al sistema ferroviario della comunità".

Hanreich ciononostante ritiene che la soluzione di compromesso di ispirazione francese concordata ad ottobre dal Consiglio dei Ministri dei Trasporti rappresenti un significativo passo avanti. Il risultato finale nell'Europa continentale potrebbe anche essere un sistema migliore; esso, peraltro, sarebbe pur sempre dominato dalle società ferroviarie nazionali. "Al fine di apportare mutamenti a questo sistema" afferma "il settore dovrà essere in futuro molto più forte".

Ed Smulders, direttore della Railion, la nuova associazione commerciale tra la tedesca DB cargo e la olandese NS Cargo, tuttavia, si affretta a far notare come le ferrovie abbiano già fatto molti progressi: "Si possono fare tutte le critiche che si vogliono alle società ferroviarie nazionali, ma noi (la NS Cargo) abbiamo dimostrato che in un mercato in declino è possibile, per organizzazioni come la nostra, trasportare più carichi servendosi di meno personale ed equipaggiamenti. Il consolidamento in corso nel settore farà sì che si continui su questa strada". Egli si aspetta che per il 2008 resteranno solo tre-cinque fornitori ferroviari pan-europei. Paradossalmente, Smulders continua ad essere un oppositore dichiarato di tutte le sovvenzioni statali per la ferrovia. Dice infatti: "Eliminate queste sovvenzioni, e le ferrovie diverranno liberalizzate".

Il governo francese è stato l'organismo statale più esplicito avverso la completa liberalizzazione del sistema ferroviario europeo. Parlando per conto del proprio ministro dei trasporti, il direttore Hubert du Mesnil ha chiarito che egli non pensa che il trasporto ferroviario transfrontaliero possa sopravvivere da solo. Ha infatti dichiarato: "Voi sapete, ad esempio, che il trasporto intermodale è già liberalizzato, ma che non accade praticamente nulla, poiché gli ostacoli alla libera circolazione dei treni sono ancora rappresentati dal fatto che certi gruppi praticano prezzi scoraggianti, anche se proprio il settore retrogrado dispone del maggior potenziale di sviluppo".

Scarsa menzione, tuttavia, è stata fatta delle difficoltà ferroviarie interne del paese, in cui il trasporto merci ferroviario oltretutto non può vantare risultati memorabili. Alla richiesta di commentare la possibilità che gli elevati sovrapprezzi per gli accessi ferroviari costituiscano un fattore che contribuisca alla situazione sopra accennata, du Mesnil ha ribattuto che le cose potrebbero anche non stare così, poiché alla SNCF non vengono applicati sovrapprezzi per qualsiasi cosa. D'altro canto, sono stati fatti frequenti riferimenti agli elevati costi sociali francesi, dei quali peraltro si è detto che sono in corso di completa revisione.

Come in altri paesi dell'Unione Europea, la questione della correttezza dei pedaggi relativi agli accessi stradali è stata affrontata in Francia allo scopo di livellare il campo di gioco allo stesso modo per la strada e la rotaia, ma du Mesnil ha sottolineato che, dal momento che il trasporto stradale è stato completamente liberalizzato, esiste un limite a che cosa il paese possa ottenere in più rispetto a quello che ha. Detto questo, egli ha dichiarato di non ritenere che il trasporto intermodale possa essere incrementato senza assistenza e si è rammaricato del fatto che i progressi in ordine a tale questione richiedano così tanto tempo.

Mentre i governi stanno facendo mente locale a che cosa dovranno fare in futuro, Hanreich afferma che la DGVII continuerà a premere per ulteriori riforme e per un approccio comunitario o di sistema ai problemi trasportistici complessivi europei. Ha infatti dichiarato: "E' importante che venga istituita una concorrenza leale tra tutte le modalità di trasporto, compresa la considerazione dei costi sociali".

Continua ancora: "Dovrebbero essere ulteriormente ed adeguatamente ricompensati i miglioramenti. Ad esempio, nei casi in cui ciò ancora non avviene, le tasse secche sulla strada dovrebbero essere sostituite da pedaggi correlati alle prestazioni". La mobilità sostenibile senza dubbio si avvia a svolgere un continuo ruolo centrale della Commissione Trasporti dell'Unione Europea.

L'esigenza di un sistema di trasporto sostenibile a più lungo termine in Europa viene supportata dal presidente della Volvo Transport, Gunnar Bjerde, che ha dichiarato: "La globalizzazione dei prodotti può comportare delle opportunità, ma ingenera altresì seri costi e pressioni tariffarie sui produttori locali. Le imprese nordamericane, ad esempio, dispongono di un grosso mercato interno e (rispetto a noi) del vantaggio di un basso costo dell'energia. L'Europa Orientale ed alcune zone dell'Asia hanno un costo del lavoro inferiore".

Bjerde ha inoltre sottolineato come la tendenza verso sistemi "trainanti" che conducono la catena dell'offerta in Europa non faccia che aumentare ulteriormente l'esigenza di un sistema trasportistico maggiormente efficiente e caratterizzato da minori tempi morti. Ragiona Bjerde: "Sempre più imprese comprendono che la produzione dovrebbe essere basata su ciò che è già stato venduto, piuttosto che su speculazioni o previsioni ((vale a dire, il sistema a spinta)". Al fine di detenere un minore quantitativo di scorte, si richiede un servizio di consegna più affidabile e veloce.

Allo scopo di dimostrare questa teoria, Bjerde ha spiegato che le cabine dei camion della Volvo vengono ora prodotte nella parte settentrionale della Svezia secondo la medesima sequenza con cui sono assemblate a Gand, in Belgio, circa 2.400 km. distante. In altre parole, un ritardo minore nei trasporti su strada - che in passato poteva anche essere poco rilevante - adesso è molto più decisivo in ordine alla produzione dei veicoli finiti.

Al fine di quantificare le necessità di un sistema di trasporto maggiormente efficiente nell'ambito dell'Unione Europea, Karel Vanroye, amministratore responsabile della logistica relativa alla catena delle forniture nel contesto della Direzione Trasporti, ha sottolineato che la spesa dell'Unione Europea in logistica ammonta all'11,8% del PIL, rispetto al solo 10,5% degli Stati Uniti. Fa poi notare: "Con la sola riduzione di questo divario, la Comunità potrebbe risparmiare 1 miliardo di Euro (0,94 miliardi di dollari)".

Sfortunatamente (o fortunatamente, a seconda di come si guardino le cose), il trasporto intermodale deve ancora fare molta strada per recuperare il terreno perduto. Secondo Vanroye, mentre nel complesso tutte le modalità trasportistiche dell'Unione Europea hanno fatto registrare un incremento medio del 9% (in tonnellate/km) dal 1990 al 1996, per ferrovia sono state trasportate 200.000 TEU/anno in meno nel biennio 1997-98. Il trasporto intermodale attualmente rappresenta solamente l'8% circa del mercato.

Vanroye osserva, tuttavia, che la scarsa qualità del servizio non costituisce l'unico fattore che contribuisce a tale situazione. Anche le forze di mercato svolgono un ruolo in tal senso. Ad esempio, il trasporto intermodale è di solito più efficace in ordine a distanze superiori ai 500 km, ma gran parte della domanda in Europa negli ultimi anni è stata relativa a viaggi molto più brevi, proprio laddove si è verificata una crescita molto più alta.

Il trasporto intermodale è anche più adatto alla movimentazione lenta delle derrate di basso valore, ma, mentre questo settore di mercato ha fatto registrare una stagnazione, la movimentazione delle merci di alto valore - che predilige il trasporto più rapido - ha ricevuto grande impulso.

Un altro problema per il trasporto intermodale è stato sollevato da Anders Clason, dell'impresa finlandese Stora Enso. Egli ha fatto notare come le dimensioni dei contenitori standard e le limitazioni sui pesi abbiano reso i containers meno adatti ai prodotti forestali della sua società rispetto al trasporto ferroviario tradizionale. Ad esempio, i semirimorchi piggyback potrebbero caricare solamente 0,9 t/m, i containers da 40 piedi potrebbero caricare 1,3 t/m, mentre i normali carri ferroviari a quattro assi potrebbero caricare 2,2 t/m. D'altro canto, il SECU (pacchetto di carico della Stora Enso), che è configurato per il solo trasporto ferroviario, potrebbe caricare qualcosa come 4,5 t/m. I camion giganti, inoltre, sono in grado di caricare un volume più che doppio di carichi voluminosi rispetto ai containers.

Messa in un altro modo, se i governi dell'Unione Europea davvero volessero incoraggiare ulteriormente il trasporto intermodale, si dovrebbe impiegare più tempo sulla livellazione del campo di gioco in termini di limitazioni di pesi stradali nazionali, ecc.

Quando si parla dell'esigenza di trasporto intermodale al fine di alleviare l'intasamento del traffico, migliorare la sicurezza e ripulire l'ambiente, l'autotrasporto invariabilmente fa la figura del "cattivo".

Ma, com'è stato evidenziato dal capo-delegazione dell'IRU (Unione Trasporto Stradale Internazionale) presso l'Unione Europea, Maarten Labberton, non si dovrebbe dimenticare che nessun'altra modalità trasportistica è ancora in grado di contrastare la versatilità dell'autotrasporto, oppure il modo in cui esso ha saputo far fronte alle esigenze del mercato. Afferma infatti: "Quale che sia il potenziale offerto dal trasferimento del traffico stradale alle altre modalità, l'autotrasporto continuerà a crescere sulle brevi distanze. E sulle distanze medio-lunghe, i camion hanno il vantaggio aggiuntivo di poter essere caricati a bordo di treni o navi". Ha poi osservato che oltre l'85% del trasporto stradale è attualmente trasportato su distanze inferiori a 150 km.

Secondo le ultime statistiche disponibili, la quota di mercato del trasporto stradale è aumentata dal 49% al 74% nel periodo 1970-1996, mentre il trasporto ferroviario è diminuito dal 32% al 14%. Tale è la gravità dei problemi del trasporto ferroviario. E - come aggiunge Labberton - non conviene assolutamente costringere il trasporto stradale a fissare tariffe fuori mercato al solo scopo di porre riparo a tale problema, poiché ciò non farebbe altro che rendere maggiormente concorrenziali le merci d'oltremare.

Labberton, tuttavia, ha chiarito che i caricatori ed i dirigenti della logistica hanno ancora molta strada da fare al fine di sviluppare criteri trasportistici più efficaci, quali la riduzione del numero dei viaggi a vuoto ed il miglioramento dell'utilizzazione dei veicoli.

Nel corso della sua relazione conclusiva alla fine delle discussioni sul trasporto intermodale, Vanroye ha concluso che sarebbe stato opportuno un dialogo migliore tra i partners trasportistici e la Direzione Trasporti. A questo fine, ci si era dunque accordati nel senso che lo ESC avrebbe organizzato tale tavolo di discussioni, con data provvisoria per il primo incontro da tenersi a Bruxelles prima della fine dello scorso novembre.

Il trasporto intermodale, sembrerebbe, sta riportandosi sul binario giusto, ma vi sono ancora grosse difficoltà - delle quali non è certo l'ultima quella relativa al reperimento di una "interoperabilità" tecnico/imprenditoriale comune tra i diversi sistemi ferroviari degli stati membri. Non si dovrebbe dimenticare che, mentre un autista di camion tedesco ora è in grado di guidare il proprio mezzo dovunque voglia in Europa, non è ancora così per i macchinisti di treno.

In primo luogo, devono ancora essere concordate condizioni comuni di guida e di sicurezza. In secondo luogo, non tutte le reti ferroviarie hanno le stesse specifiche tecniche, tra cui la fornitura di energia elettrica.

Il recente disastro ferroviario nel Regno Unito dovrebbe servire quale monito della necessità di adeguare questi aspetti prima che le esigenze commerciali abbiano il sopravvento.
