I progressi del Porto di Montreal

"Qualcuno in realtà non capisce l'importanza del porto di Montreal. Costoro pensano che navi più grandi possano minacciare la nostra stessa esistenza e che la localizzazione a 1.000 miglia dal Nord Atlantico costituisca una buona ragione per trascurarci" spiega il presidente e dirigente capo del Porto di Montreal, Dominic J. Taddeo, prima di proseguire: "Nulla è più lontano dalla realtà. Noi lo sappiamo ma, del resto, da sempre dobbiamo convivere con questo particolare modo di pensare".

Il Porto di Montreal comprende quattro distinti terminal contenitori per una dimensione complessiva pari a 170 acri e fa parte della MPA (Autorità Portuale di Montreal). La MPA è stata costituita il 1° marzo 1999, allorquando la Legge Marittima Canadese ha modificato lo stato giuridico della Corporazione Portuale di Montreal al fine di darle maggiore autonomia e flessibilità commerciale. La localizzazione interna del porto sta a significare che esso è sulla soglia del cuore industriale nordamericano, vale a dire il Mid-West statunitense. Anche altri importanti mercati, quali il Nord-Est statunitense l'Ontario canadese sono facilmente accessibili da questo porto.

Oltre ai tempi aggiuntivi di navigazione lungo il fiume San Lorenzo (la rotta che necessariamente occorre percorrere per raggiungere il porto), i vettori che servono Montreal devono affrontare altre difficoltà. La più notevole è costituita da una profondità massima dello specchio d'acqua pari a soli 11,3 metri. Anche gli inverni canadesi sono conosciuti per la loro rigidità e non è insolito che alcune parti del San Lorenzo ghiaccino per diversi mesi all'anno.

Le più grandi navi in grado di percorrere questo corso d'acqua sono, perciò, le unità da 2.800 TEU utilizzate dalla Canada Maritime e dalla OOCL (Orient Overseas Container Line), e tutte quante devono essere rinforzate contro il ghiaccio per poter raggiungere Montreal tutto l'anno. Inoltre, Montreal deve far fronte ad una dura concorrenza da parte di altri porti situati lungo la costa orientale del continente nordamericano, e segnatamente i porti statunitensi di New York/New Jersey nonché le infrastrutture di Hampton Roads, in Virginia.

Nessuna delle sfide accennate rappresenta una novità e questo porto canadese si è ritagliato una nicchia nell'ambito dei servizi relativi ai traffici del Nord Atlantico. Spiega ancora Taddeo: "Circa 25 anni fa, ci siamo attivamente impegnati nella containerizzazione. Nel corso del nostro primo anno di attività, il 1967, abbiamo movimentato 11.700 TEU. Molti scettici allora avevano detto che, qualora la moda della containerizzazione avesse davvero preso piede, Montreal non sarebbe stata in grado di tenere il ritmo. In tutto questo tempo, invece, abbiamo continuato a soddisfare le esigenze della nostra clientela e così siamo stati in grado di crearci una nicchia".

Di conseguenza, egli ritiene che sia facile rispondere alla domanda in ordine a che cosa sia stato realizzato a Montreal. "Noi siamo un porto di transito, che dà un accesso veloce e diretto al resto del mondo. Abbiamo treni dedicati che viaggiano da e per gli importanti mercati di Detroit e di Chicago, nell'Illinois. Disponiamo di un buon accesso all'autotrasporto. L'intero porto è stato ricostruito con infrastrutture molto solide. I vettori marittimi che fanno scalo a Montreal comprendono tutto ciò e si sono pesantemente impegnati, ad esempio costruendo navi speciali" ha dichiarato Taddeo.

Mike Jordan, presidente esecutivo della Canada Maritime, concorda: "Montreal è lo scalo marittimo più vicino al cuore industriale del Canada e degli Stati Uniti. Sono questi i mercati nordamericani-chiave della Canada Maritime". Courtenay Allan, direttore traffici transatlantici della OOCL, è stato molto conciso: "Montreal è un porto per tutto l'anno. La OOCL ha decenni di servizi via Montreal che i clienti hanno imparato a conoscere come affidabili e costanti".

Oltre alla Canada Maritime ed alla OOCL, le principali linee di navigazione che attualmente fanno scalo a Montreal sono la BOLT Canada, la Cast, la DSR-Senator Lines, la Hapag-Lloyd, la NYK Line, la Norasia Line e la P&O Nedlloyd. Complessivamente, questi vettori rappresentano oltre il 95% dei volumi containerizzati totali del porto.

Come può vedersi nella Tabella 1, Montreal continua a far registrare un incremento dei propri risultati. Nel 1998, il porto canadese ha movimentato 932.701 TEU, con un incremento del 7% rispetto agli 870.368 TEU movimentati nel corso del 1997. In confronto, il porto di New York/New Jersey ha movimentato 2.456.993 TEU nel 1998, con un miglioramento dello 0,37% rispetto ai 2.456.886 TEU movimentati nel 1997.

Il dato complessivo di Montreal per la prima metà del 1999 è stato di 478.825 TEU. Ciò rappresenta il 51% del dato corrispondente all'intero 1998 e quindi costituisce un incremento del 5,2% rispetto allo stesso periodo semestrale del 1998 (455.268 TEU).

New York/New Jersey, tuttavia, ha fatto registrare un totale di 1,39 milioni di TEU in relazione ai primi sei mesi del 1999. Ciò equivale al 56% delle proprie cifre definitive per il 1998, ma in realtà rappresenta un aumento del 17,4% rispetto agli 1,15 milioni di TEU movimentati nel corrispondente periodo del 1998.

Ciononostante, vi sono pochi dubbi che Montreal concorra in ordine ai traffici relativi ad una zona costiera connaturata da una forte concorrenza. Taddeo non ha dubbi su chi rappresenti il principale sfidante di Montreal per i carichi. "In primo luogo, e prima di tutti, riteniamo che i nostri principali concorrenti siano i porti della Costa Orientale U.S.A. (New York/New Jersey e Baltimora) nonché - alla luce delle loro eccellenti connessioni ferroviarie - le infrastrutture di Hampton Roads. Inoltre, in qualche misura a livello locale vi è Halifax".

"Tuttavia, New York/New Jersey sta ora assistendo al miglioramento dei propri collegamenti ferroviari ed intermodali con i mercati dell'Ontario e di Montreal, di modo che esso resta alla fine il nostro concorrente numero uno" sottolinea.

Allan della OOCL offre il punto di vista di un vettore. "New York/New Jersey è in vantaggio per quanto riguarda le destinazioni nel giro di 200 miglia, ma oltre tale limite Montreal è posizionata meglio dal punto di vista della localizzazione" ha dichiarato.

Alla luce del fatto che il 60% di tutto il traffico containerizzato che passa attraverso Montreal viene movimentato per ferrovia, è essenziale per il porto poter disporre di eccellenti connessioni e servizi intermodali ferroviari. "A Montreal abbiamo i collegamenti intermodali e ferroviari. Tutte le parole di moda che si sentono in giro, come sistemi intermodali integrati senza interruzioni, qui si possono vedere in funzione" enfatizza Taddeo.

Malgrado Montreal sia servita da due ferrovie, la CPR (Canadian Pacific Railway) che fa parte del gruppo Canadian Pacific e la CN (Canadian National Railway Company), il suddetto dirigente ha idee molto chiare in ordine a che cosa gli piacerebbe veder fare in futuro alle società ferroviarie. "La Canadian Pacific si è molto impegnata a Montreal - che le è familiare - per tutto quanto attiene le navi, le operazioni terminalistiche, quelle ferroviarie nonché di autotrasporto. Infatti, la CPR movimenta il 90% di tutto il traffico containerizzato che viene movimentato per ferrovia. Alla CN resta solo il 10% ma noi vediamo di buon occhio la sua presenza, poiché ciò apporta concorrenza nel porto. Ovviamente, ci piacerebbe scoprire che la CN movimenta più carichi. Si spera che nei prossimi anni la ferrovia possa essere in grado di attirare altre linee di navigazione a Montreal, fornendo loro una porta d'accesso".

Jordan commenta in relazione ai vantaggi intermodali del porto: "Utilizzando Montreal quale punto di partenza intermodale, il viaggio per via di terra diviene notevolmente più corto di quanto non sarebbe a partire da un porto costiero".

Pertanto, dati questi elevati livelli di concorrenza portuale, la crescita futura dei traffici containerizzati sarà forte abbastanza perché Montreal riesca a sopravvivere? Taddeo ritiene che le cose stiano proprio così. Tuttavia, è consapevole delle difficoltà esistenti per riuscire a conseguire tale risultato. "E' tutto collegato alle economie correlate al consumo. Le previsioni a lungo termine inerenti alla crescita economica e containerizzata dicono che vi è abbastanza spazio per le attività portuali ed io credo che tale ipotesi sia corretta. Peraltro, sarà dura per tutti, dal momento che la parola d'ordine del settore marittimo è quella della razionalizzazione. La gente vorrà continuare a raggruppare i propri sforzi al fine di ridurre i costi. Molte linee di navigazione e conferenze al momento stanno dandosi dei progetti finalizzati alla ripresa delle tariffe. Questo è accettabile ai fini di una fiorente concorrenza e della riduzione dei costi, ma si deve pervenire anche al conseguimento di profitti" avverte Taddeo.

Dato che i vettori marittimi e le conferenze cercano di ridurre i costi e di conseguire maggiori economie di scala, una soluzione potrebbe essere quella di servirsi di navi più grandi. Tuttavia, dal momento che il fiume San Lorenzo offre una profondità massima di soli 11,3 metri, questa tendenza potrebbe avere serie conseguenze per il porto. Taddeo, comunque, non è d'accordo. "Le navi più grandi avranno senz'altro un ruolo da svolgere, ma il porto di Montreal serve uno specifico mercato di nicchia. Io lo considero un'autostrada: infatti, noi assicuriamo un servizio rapido, affidabile, efficiente ed in entrambe le direzioni tra il Nordamerica e l'Europa" ha dichiarato. Spiega ancora: "Allorquando le navi di dimensioni pari a 1.000 TEU arrivarono sulla scena, qualcuno nel settore disse che Montreal sarebbe stato by-passato. Poi arrivarono le navi da 1.500 TEU e si sentirono gli stessi commenti. Poi vennero le navi da 2.500 TEU, quindi quelle da 3.000 TEU, seguite da quella da 4.000 TEU. Ora abbiamo navi che trasportano 6.000 TEU, ma noi siamo ancora qui a trarre vantaggi dalla nostra nicchia. Le grosse navi ci vogliono, specialmente per i viaggi giramondo, ma noi restiamo assai competitivi alla luce dei collegamenti sette giorni su sette che le linee di navigazione offrono sulla rotta da Montreal ai porti europei".

Allan della OOCL concorda: "Utilizzare le navi dalle dimensioni di 2.800 TEU è assai efficace dal punto di vista dei costi. Far risalire il San Lorenzo alle navi rappresenta un'opzione preferita all'uso della ferrovia".

Secondo Taddeo, Montreal ha una lunga tradizione di raggiungimento di profitti finanziari. "Realizziamo profitti sin dal 1980" ha dichiarato orgogliosamente, prima di aggiungere: "E nel 1999 avremo un'altra annata di guadagni netti. Abbiamo sempre seguito la politica di finanziare in proprio i nostri progetti e continueremo così. Abbiamo un fondo spese capitale di circa 121 milioni di dollari canadesi (82,7 milioni di dollari USA) per i prossimi cinque anni".

Tra il 1999 ed il 2003, Montreal andrà ad investire 100 milioni di dollari canadesi (68,4 milioni di dollari USA) di denaro proprio nel miglioramento dei terminals e delle infrastrutture dedicate ai containers. Spiega Taddeo: "E' sempre meno costoso servirsi del denaro del porto che finanziare tali progetti per mezzo di una banca. Il denaro, peraltro, non è disponibile in mancanza di una buona situazione di bilancio. Le regole del gioco adesso sono cambiate per noi. Noi volevamo che nel contesto della nuova normativa canadese sul settore marittimo si pervenisse ad una completa privatizzazione, ma i nostri desideri non si sono realizzati. Abbiamo ottenuto maggiori spazi di manovra ed una più ampia libertà di autodeterminazione, di modo che siamo ancora più incentivati ad essere sempre più commerciali in futuro"

Nello stesso tempo, Montreal ha investito in informatica, il che - a detta di Taddeo - rende il porto "uno scalo allo stato dell'arte". Ad esempio, sono stati spesi 2 milioni di dollari canadesi (1,37 milioni di dollari USA) in una nuova rete di telecomunicazioni a fibre ottiche che consente la trasmissione di un maggiore quantitativo di informazioni alla comunità portale in modo più rapido ed efficiente. Inoltre, sono stati investiti ulteriori 600.000 dollari canadesi (410.000 dollari USA) in un sistema integrato ed automatizzato per l'identificazione ed il riconoscimento ottico dell'equipaggiamento, il quale è in grado di riconoscere la numerazione dei contenitori che entrano od escono dal porto su treno o camion. Taddeo, tuttavia, è del parere che queste ulteriori domande da parte dei clienti del porto, come quella relativa ad un migliore flusso di informazioni maggiormente dettagliate, siano facili da spiegare. "Si dovrebbe ricordare che i nostri clienti vogliono di più da noi in termini di servizi aggiuntivi poiché a loro volta viene richiesto altrettanto dai propri clienti".

Montreal si è ritagliata con successo un ruolo quale porto di nicchia al servizio di traffici di nicchia. Esso deve affrontare alcuni svantaggi, quali la profondità delle acque, i limiti dimensionali delle navi e la localizzazione interna, ma tutti quanti sembrano essere compensati dai vantaggi, quali gli appropriati collegamenti intermodali e ferroviari e la chiara comprensione del ruolo svolto nella catena trasportistica. Montreal non sarà mai un gigante in termini di risultati in containers, come ad esempio lo è New York/New Jersey, ma - nel contesto di un mondo assai competitivo - vi è qualche ragione per pensare che Montreal non possa continuare a sfruttare la stessa lucrosa vena in futuro? Non è probabile. In effetti, è verosimile che nel prossimo decennio possa nuovamente porsi la medesima domanda in ordine alla sopravvivenza di questo porto. Nel caso ciò accadesse, occorre aspettarsi la stessa risposta di oggi.
