Le implicazioni del commercio elettronico nel settore marittimo

Il trasporto marittimo di linea deve affrontare un certo numero di cambiamenti che, a livello sia individuale che combinato, possono potenzialmente influenzare radicalmente le dinamiche del settore. Le modifiche normative riguardano l'OSRA (Legge statunitense di riforma del settore marittimo) del 1998 e la potenziale perdita dell'immunità anti-trust. Nel contempo, le preoccupazioni di natura economica asiatiche, i problemi di conseguimento di profitti delle linee di navigazione ed il consolidamento dei vettori rappresentano tutte una seria sfida di carattere economico.

L'avvento della gestione della catena delle forniture ha indotto i vettori marittimi a valutare i vantaggi dell'alternativa tra percorrere il sentiero costoso e problematico che porta a diventare veri e propri fornitori di logistica (vale a dire, fornitori di beni a valore aggiunto) oppure cercare di sopravvivere nel mondo a basso costo dei vettori di trasporto (vale a dire, fornitori di beni comuni).

Quelle appena menzionate sono questioni specifiche dell'attività del trasporto marittimo. In aggiunta, peraltro, vi sono anche tutte le tensioni che affliggono l'intero mondo industriale oggi. Le linee di navigazione devono vedersela con Internet ed il commercio elettronico, così come con la globalizzazione.

Negli ultimi (più o meno) cinque anni, Internet è diventato parte della nostra vita di tutti i giorni e nel corso dell'accennato periodo abbiamo assistito a tutta una progressione di innovazioni relative ad Internet. I browsers di Internet e lo sviluppo della rete diffusa in tutto il mondo ha messo quest'ultima a disposizione della collettività. Sono nate società come Netscape. I motori di ricerca, in risposta all'incremento del numero dei siti web, hanno conseguito importanza. Società come la Yahoo! sono diventate beniamine di Wall Street.

La commercializzazione di Internet, inizialmente effettuata dal mondo imprenditoriale al consumatore, ha infine ingenerato la spesa on-line. La Amazon.com ha mostrato che la mancanza di proventi non rappresenta una barriera all'acquisizione di valutazioni di mercato stratosferiche. Altre società, come la eTrade, hanno cambiato la natura di prodotti da tempo affermati. I motori di ricerca hanno assunto la forma di portali, aggiungendo contenuti, possibilità di compere ed altri articoli. Sono emerse società come la Excite, mentre altre (come la America On Line) hanno subito modifiche con il tempo. Sono state sviluppate le aste in linea: un esempio ne è la eBay.

Tutte le imprese sopra citate ricadono nel modello di attività del commercio elettronico, che dispone di due diverse dimensioni. La prima dimensione definisce le parti: da impresa ad impresa, da impresa a consumatore.

La seconda dimensione definisce la natura transattiva. In questo caso vi sono tre categorie di tipi di servizio: i servers dal lato della vendita sono facciate di negozio e cataloghi elettronici che gestiscono la catena degli acquisti mediante la scelta di articoli con pagamento elettronico; i servers dal lato dell'acquisto assicurano la capacità di effettuare ordini d'acquisto; normalmente, esistono regole ben definite incorporate nell'applicazione del commercio elettronico; le applicazioni di mercato istituiscono comunità elettroniche cui possono accedere sia acquirenti che venditori.

Il settore trasportistico in genere, e quello marittimo in particolare, hanno assistito ad una proliferazione di attività di commercio elettronico. Nella maggior parte si tratta di società nuove, ma alcune sono il risultato del tentativo da parte di altre società di sviluppare nuovi prodotti per colmare il vuoto cagionato dalla perdita di altri prodotti. La maggior parte delle iniziative dal lato della vendita hanno origine presso i vettori. Quasi tutti i principali vettori offrono ai propri clienti la capacità di collegarsi con il proprio sito web al fine di effettuare ordinazioni, ovvero di instradare e rintracciare le spedizioni.

Molte di queste iniziative sono state sviluppate per ragioni molto semplici. Quando un cliente sceglie di visitare un sito web aggirando il centro di servizio, la linea di navigazione normalmente ne trae un vantaggio, poiché la transazione non richiede la presenza di personale stipendiato. Ciò non costituisce solamente un risparmio sui costi, ma elimina altresì il rischio di qualsiasi interscambio sfavorevole tra cliente e dipendente. Questo rischio rappresenta una costante preoccupazione in una società a pieno impiego, in cui le linee di navigazione non sono in grado di attirare - e mantenere con sé - personale qualificato.

Alcuni vettori marittimi hanno tentato di realizzare un vantaggio concorrenziale con le proprie pagine web mediante lo sviluppo di opzioni di firma uniche per i propri marchi. La OOCL, ad esempio, ha sviluppato un mezzo per rilasciare polizze di carico su Internet. La APL ha sviluppato un portale personalizzato per ciascun cliente.

Mentre tutto ciò promette bene, le transazioni dal lato degli acquisti non sono al momento comuni nel trasporto marittimo. Gran parte delle linee di navigazione sembra pensare che basti disporre di una pagina web con la fotografia della propria nave più recente per essere impegnati nel commercio elettronico. Le cose non stanno proprio così ed essi perdono un sacco di opportunità.

E' degno di nota il fatto che i vettori marittimi, malgrado gli scarsi risultati finanziari e l'apertamente dichiarato interesse al risparmio, non stiano sviluppando un commercio elettronico dal lato degli acquisti. Altre imprese di trasporto hanno trasferito gran parte delle acquisizioni societarie a tali applicazioni.

Il mercato, tuttavia, non aspetta. A dispetto delle esitazioni dei vettori marittimi, il commercio elettronico ha raggiunto il settore marittimo. Come avviene quasi dappertutto nel mercato, le opzioni di commercio elettronico offrono ancora varie possibilità.

Un tipo di commercio elettronico sul mercato è costituito dalla borsa dei carichi. In questo contesto, il fornitore raccoglie ed elenca le informazioni circa i carichi disponibili (presso i vettori) ed i carichi desiderati (presso i clienti). Quando un cliente o vettore vede un articolo interessante, contatta l'altra parte.

Il modello di attività è assai semplice. Il fornitore della borsa applica un onere mensile di sottoscrizione ed offre vari livelli di servizio. Il fornitore desidera assicurare la controparte che si tratta di una borsa fuori dal comune. E' improbabile che gli utenti consultino più di uno-due siti. Vi è un vantaggio per chi fa la prima mossa, su cui si può far leva se il fornitore diventa rapidamente il più grande operatore del ramo.

Al fine di far lievitare le entrate, il fornitore ha due possibilità: può allargarsi ad altre modalità di trasporto, il che può non rivelarsi facile; oppure, può offrire altri servizi a valore aggiunto. Una borsa di carichi destinata ai vettori stradali fornisce la situazione dei crediti, gestisce gli acquisti di carburante ed ottiene sconti di gruppo. Spesso si tratta di servizi resi da un terzo che offre l'accesso ai propri servizi attraverso la borsa dei carichi e paga un onorario a quest'ultima.

Un altro tipo di commercio elettronico sul mercato è rappresentato dalle aste. Questi siti costituiscono delle gare relative alle tariffe di trasporto merci esistenti sul mercato. Nella maggior parte dei casi, il mercato è a senso unico. I caricatori piazzano sul sito le offerte inerenti a ciò che desiderano dai vettori oppure si limitano a richiedere le migliori tariffe dei vettori.

In prima battuta, esistono poche opportunità per i vettori di offrire spazio e cercare offerte dai clienti. La tecnologia lo consente ed una simile iniziativa per lo più dovrebbe essere valida ai sensi del sistema di trasporto contrattato che l'OSRA ha costruito. In un mercato angusto (quale poteva essere quello del Pacifico in direzione est lo scorso anno) i vettori potevano sognare aste frenetiche frequentate da caricatori disperati per la carenza di spazi ed equipaggiamenti. Ma le compagnie di navigazione hanno verosimilmente deciso che tale iniziativa potesse essere avventata, dato l'ambiente politico esistente, in cui le linee desiderano conservare la propria immunità anti-trust al fine di contrattare accordi.

Una volta che i clienti hanno immesso nel sistema le proprie offerte, a loro volta lo fanno anche i vettori, le linee di navigazione ed i vettori comuni non operanti con navi. La procedura è al buio. Ad una data ed a un'ora determinate, il cliente viene informato in ordine alla "offerta vincente".

Sebbene tutto ciò possa sembrare semplice, i problemi potenziali abbondano in questo sistema. Può darsi che i clienti vogliano limitare il numero di coloro che fanno le offerte. Dopo tutto, non è una bella cosa per i clienti che a vincere l'asta possa essere una società con cui essi non lavorano. Occorre predisporre dei filtri in ordine ai requisiti delle offerte (vale a dire, certe linee di navigazione dovrebbero essere escluse ovvero il cliente potrebbe voler escludere gli operatori comuni non operanti con nave).

In questo caso, il modello di attività è costituito da una combinazione di onorari di sottoscrizione e di transazione. Il problema, tuttavia, è che non vi è alcuna garanzia che vi sia un'offerta definitiva che movimenterà la merce. Alcuni siti d'asta tentano di risolvere il problema richiedendo il pagamento del nolo via sito. Ma, mentre questa strategia è solamente rischiosa nel mercato interno degli Stati Uniti, il rischio di credito la rende del tutto avventata sul mercato internazionale.

Il mercato del commercio elettronico offre altresì il metodo dello scambio, processo simile a quello dell'asta ma che presenta diverse differenze che lo contraddistinguono. Ad esempio, con il sistema dello scambio è previsto che i vettori marittimi possano offrire spazi ed equipaggiamenti. Inoltre, è possibile osservare la tariffa di movimentazione adattarsi alla mobilità del mercato: tutto avviene come nello scambio di derrate. Per adesso, tuttavia, solo i fornitori offrono capacità, mentre gli speculatori verranno tenuti fuori dagli operatori dello scambio mediante una selezione preliminare dei partecipanti.

Peraltro, esistono problemi potenziali anche per il sistema dello scambio. Lo scambio può servire quale mezzo per i vettori marittimi per inviarsi l'un altro segnali in ordine ai prezzi (esistono precedenti di questo tipo nell'ambito dei sistemi tariffari delle linee aeree). In tal modo, uno scambio potrebbe essere colto in flagrante dalla Commissione Marittima Federale, con conseguenti sanzioni da parte dell'organo di controllo.

Più problematico è l'ammontare di informazioni che il sistema di scambio potrà detenere. Sebbene debba estrapolare i dati appartenenti alle singole parti, esso sarà in grado di vendere informazioni circa le tendenze tariffarie e di mercato ai clienti ed ai vettori. Come nel caso delle aste, il modello di attività ripaga il sito mediante una combinazione di onorari di sottoscrizione e transazione.

Tutti quanti si domandano che cosa potrà significare l'avvento di Internet e del commercio elettronico per il settore del trasporto marittimo. Le linee di navigazione temono - a ragione - che la tecnologia possa comportare un'ulteriore depressione del livello tariffario. Si tratta di una preoccupazione fondata. I siti Internet per le aste hanno di norma determinato due tipi di risultato. In relazione ai prodotti, i prezzi possono talvolta essere aumentati, mentre per i servizi i prezzi sono scivolati in basso.

Nell'odierno mercato del trasporto marittimo di linea, la causa non è costituita tanto dal commercio elettronico, quanto dalla microeconomia fondamentale. Se l'offerta supera la domanda, i prezzi cadranno. I siti di commercio elettronico non potranno certo indurre le tariffe a scendere più di quanto non farebbero di per se stesse, mentre possono indurle a calare - questo sì - più rapidamente. Migliori comunicazioni ed informazioni nell'ambito del mercato consentiranno ai prezzi di raggiungere più alla svelta il livello richiesto dal mercato.

Molto più probabilmente, ciò indurrà i caricatori a valutare con maggiore attenzione le proprie opzioni in ordine alle direttrici di traffico. Se dovessero sospettare che la domanda sia prossima o superiore all'offerta, essi potrebbero desiderare di siglare contratti di servizio per gran parte dei propri traffici attesi. Ma se dovessero sospettare che l'offerta superi la domanda, essi potrebbero desiderare di acquistare gran parte della propria capacità a seconda dell'occasione. Naturalmente, una cattiva previsione circa le condizioni di mercato potrebbe avere risultati catastrofici.

Gli operatori comuni non operanti con navi (nvoccs) devono prendere queste decisioni su due livelli, poiché essi sono impegnati sia nell'acquisto che nella vendita del trasporto marittimo. Esiste la possibilità che si verifichino fallimenti dovuti a scelte sbagliate nel tentativo di raccogliere profitti di arbitraggio (vale a dire, siglare contratti di servizio con i vettori e far fluttuare le tariffe con i clienti).

L'avvento del commercio elettronico suggerisce tutta una varietà di possibili effetti sul settore. I vettori marittimi potrebbero scoprire che la fissazione di prezzi a seconda dell'occasione non sia allettante a causa della carenza dei sistemi informatici e del personale necessari a gestire tali dinamiche di mercato. In questo caso, il dialogo con gli nvoccs potrebbe diventare molto più appetibile.

Piuttosto che essere prese nel laccio di spazi che devono essere venduti con sconti esagerati, le linee di navigazione potrebbero andare alla caccia di contratti per grosse commesse di carichi con gli spedizionieri marittimi. Queste tariffe possono anche essere più basse di quelle relative ad alcuni carichi, ma i risultati sono migliori di quanto non sarebbero se fossero messe on-line. Tale modalità richiede meno personale, meno tempo e meno tecnologia informatica. Il risultato economico complessivo può essere migliore di quello conseguibile aspettando di catturare un "carico all'ultimo momento" a tariffa elevata. I clienti hanno spesso dimostrato di essere ingegnosi nell'utilizzare gli stratagemmi tariffari "a seconda del momento" per costruirsi una base atta ad istituire livelli tariffari correnti. I vettori marittimi potrebbero giustamente voler evitare di sottomettersi a questa tortura tariffaria.

Alcune associazioni di nvoccs e di caricatori potrebbero sentirsi grandi abbastanza per passare da situazioni di mercato di commercio elettronico a soluzioni dal lato dell'acquisto. Ciò potrebbe offrire loro i vantaggi delle economie tipo-asta, senza richiedergli di condividere quote dei vantaggi economici con altre parti, alcune delle quali potrebbero essere concorrenti del settore.

Le possibilità a lungo termine di sviluppare un vero e proprio scambio commerciale relativo ai trasporti sono intriganti e potremmo assistere ad ulteriori spostamenti in questa direzione in futuro. Le industrie del gas naturale e dell'elettricità (che, al pari dei vettori marittimi, sono imprese operanti in rete e basate anche sulla disponibilità di beni patrimoniali) stanno assistendo allo sviluppo degli interscambi di articoli man mano che il settore si suddivide tra fornitori e commercializzatori. Può esserci stato qualche tentativo di procacciare futures inerenti al trasporto, ma non si sono mai tradotti in uno scambio formale. Naturalmente, si presentano parecchie questioni di natura normativa. Potrebbero insorgere infatti preoccupazioni di questo tipo, come quelle inerenti alle sviste nel trasporto ovvero a quelle dei mercati finanziari.

Ed il paesaggio cambia continuamente. Il commercio elettronico B2B è solo agli inizi e ci si aspetta che apporti cambiamenti definitivi alle prassi imprenditoriali. Il settore del trasporto marittimo non farà eccezione. Sebbene chi fa la prima mossa sia sempre in posizione vantaggiosa, non è detto che non possa essere superato. Le compagnie di navigazione di linea potranno anche ignorare l'impatto del commercio elettronico, ma a loro rischio, poiché i cambiamenti si diffonderanno nel mercato, condizionando il modo di condurre l'attività.
