Logistica

La corsa dell'oro della logistica in Cina

"Il 10° piano quinquennale (2001-2005) identifica il settore della logistica come una delle aree prioritarie del futuro. Dovranno essere compiuti notevoli sforzi al fine di introdurre nuove tecnologie informatiche, sviluppare la gestione della catena delle forniture, la logistica e molteplici modalità di trasporto". Ciò è stato asserito da Ding Junfa, ricercatore e vice presidente esecutivo della "Associazione Logistica ed Acquisizioni della Cina" di recente istituzione, nel corso di un seminario sulla logistica cinese svoltosi a Shanghai nello scorso mese di agosto.

Prima di questa iniziativa, a marzo del 2001, la SETC (Commissione Statale per l'Economia ed il Commercio Estero) e cinque altri ministeri correlati ai trasporti hanno siglato una direttiva sulla politica nazionale intitolata "opinione consultiva sui metodi per accelerare la crescita del settore logistico cinese". E' stato altresì costituito dalla SETC il Consiglio Consultivo per la Logistica Moderna al fine di indirizzare la logistica in Cina. Tuttavia, è stato fatto trapelare che il governo centrale lascerà la determinazione dell'indirizzo politico al mercato, mentre si riserverà il compito di coordinare le infrastrutture e di assegnare le risorse.

Questi sviluppi sottolineano l'impegno del governo cinese allo scopo di far sì che l'efficienza del proprio settore logistico e dei 3PL interni alla fine possano reggere bene il confronto con mercati maturi quali l'Europa e gli Stati Uniti. Ciò che è vitale per gli attuali fornitori di servizi logistici, in particolare le imprese nazionali, è riuscire a tenere il passo nei confronti della crescita prevista (specialmente nelle importazioni) nei prossimi cinque anni. Reti distributive efficienti incoraggeranno altresì i produttori stranieri a realizzare nuovi impianti, potenziando la crescita economica cinese. Anche il numero dei seminari internazionali sulla logistica che hanno avuto luogo in Cina lo scorso anno ha contribuito ad elevare il profilo del settore.

Fino ad ora, la mancanza di una politica logistica nazionale coordinata ed unificante, di una rete informatica sofisticata, di un numero sufficiente di personale addestrato, di magazzini moderni e di un gruppo riconosciuto di 3PL hanno frenato un serio sviluppo della logistica. Ma ciò presto dovrebbe cambiare in modo eclatante.

Il governo sta cominciando ad impiegare denaro nella creazione di una rete di centri di snodo logistici nazionali. Ad esempio, Shenzen, nella Cina meridionale, che comprende i terminal contenitori di Chiwan, Yantian e Shekou, è già conosciuto come un importante centro logistico. Altri fondi sono stati assegnati allo sviluppo di reti stradali, ferroviari e fluviali.

Altrove, si pensa che 1,3 miliardi di dollari USA dovrebbero essere investiti in un centro logistico e distributivo a Pechino. Quest'ultimo, che dovrebbe essere completato nel 2006, disporrà di un'area complessiva di 3 milioni di m3: la più grande del suo genere nella Cina settentrionale. Allo stesso tempo, 1,2 miliardi di dollari USA sono stati messi a disposizione al fine di ampliare l'area della Zona Franca di Waigaoqiao di Shanghai. Si tratta di un'iniziativa essenziale, dal momento che i volumi containerizzati del porto in questione sono aumentati del 30% nel 2000. Allo scopo di realizzare il potenziale di Waigaoqiao quale importante hub logistico internazionale, il suo comitato amministrativo ha intenzione di attirare 10 importanti vettori marittimi e 20 3PL internazionali entro il 2005. Tuttavia, i nuovi piani finalizzati allo sviluppo del progetto portuale di Yangshan, nei pressi di Shanghai, potrà influenzare la scelta della localizzazione futura da parte delle imprese logistiche.

Peraltro, allo scopo di sviluppare la logistica, la Cina deve conservare la propria nuova posizione "liberale" verso norme e regole che possano fare al caso delle imprese straniere e completare il proprio rinnovamento infrastrutturale.

Molte imprese cinesi ancora ignorano che cosa significhi realmente la logistica e quanti vantaggi potrebbe apportare loro. A dimostrazione di ciò, basti dire che la percentuale dei costi logistici rispetto ai costi produttivi complessivi in Cina è ancora del 20-30% in confronto al solo 10% dei paesi sviluppati. Perciò, la necessità di fornitori logistici efficienti e ad elevata qualità dotati di una rete pan-cinese è la cosa più urgente in assoluto. Questa è l'area che i fornitori stranieri di logistica già affermati in Europa e negli Stati Uniti vorrebbero ampliare ulteriormente. Alcuni operatori cinesi temono di essere lasciati indietro in questa corsa.

Pertanto, chi sono i principali soggetti interessati e quali sono le loro strategie? In buona sostanza, il gioco per lo più è comandato da chi al momento dispone di una autorizzazione del Ministero delle Comunicazioni ad operare nel settore logistico. Solamente poche imprese straniere hanno lo stato di "organismi a partecipazione completamente estera", il che significa che esse hanno il diritto di impegnarsi in servizi logistici e cosiddetti servizi a valore aggiunto senza dover transitare attraverso terzi. Tra loro vi sono le consociate di importanti vettori marittimi, quali la Maersk Logistics, la APL Logistics, la PONL (P&O Nedlloyd Logistics), la NYK e la OOCL. Quest'ultima società è un importante operatore logistico.

Ma la questione è ancor più complessa. Paul Man, direttore generale per la Cina centro-settentrionale della APL Logistics, spiega: "Siamo stati la prima società straniera a ricevere un'autorizzazione ad ottenere lo stato di "organismo a partecipazione completamente estera" nel 1996, il che ci ha consentito di espletare attività di spedizione di merci. Prima che avvenisse questo, il mercato era aperto solamente alle imprese cinesi od alle joint-ventures. Nel 1996, nessuno in Cina sapeva davvero che cosa fosse la logistica, ma la nostra autorizzazione rappresentava la cosa che maggiormente le si avvicinasse e ci ha fornito un raggio d'azione di attività sufficiente ad impegnarci nella gestione della catena delle forniture". In sostanza, secondo Man una vera e propria autorizzazione logistica ad imprese straniere non esiste in realtà, il che mette nuovamente in evidenza la natura immatura del mercato.

La APL Logistics nel 2001 si è attivata al fine di migliorare le relazioni strategiche con i fornitori di trasporto cinesi, ampliando le proprie operazioni e dandovi una maggiore copertura geografica. Questa attività in joint-venture è una strategia utilizzata da molte imprese straniere al fine di semplificare complesse normative che definiscono la loro sfera di operazioni. A giugno del 2001, la APL Logistics ha firmato accordi con due società: la ECRE (Eastern China Railway Express), una consociata del Ministero dei Trasporti cinese, e la STG (Shenyang Transportation Group), una importante impresa di autotrasporto nel nord-est cinese. Si ritiene che siano in atto altre joint-ventures con società cinesi in altre zone geografiche.

Come avviene per la maggior parte delle società straniere, l'attività primaria della APL consiste nel consolidamento in esportazione per i mercati internazionali; tra i suoi clienti vi sono la JC Penney, la Nike, la K Mart e la Ikea.

Le imprese cinesi tendono ad attaccarsi ad operatori marittimi cinesi, quali la Cosco e la Sinotrans, in particolar modo rispetto alla logistica interna, sebbene ciò stia cominciando a cambiare. Speciali autorizzazioni sono richieste anche agli stranieri che vogliano impegnarsi nella logistica interna, il che spiega perché tale attività viene per lo più condotta attraverso terzi o joint-ventures.

Man sottolinea che la cosa interessante è che gran parte del consolidamento in esportazione avviene ancora sulla costa, particolarmente a Shanghai, a causa della proliferazione dei servizi marittimi di quel porto alla volta di moltissime destinazioni mondiali. Le merci vengono consegnate dai fornitori ai centri distributivi dal momento che la maggior parte dei clienti comprano secondo termini FOB presso la città costiera, di modo che non vi è alcuna necessità al momento attuale di estendere i servizi all'interno. Nel caso della APL, si riscontra un certo numero di uffici interni e possono facilmente essere stipulati accordi con magazzini conosciuti. Sebbene non possegga di per sé nessun camion, la APL subappalta i servizi di autotrasporto quando ce n'è richiesta ad affermate imprese locali, oppure si perviene ad accordi di trasporto sia con la ECRE che con la STG.

Le relativa inadeguatezza delle infrastrutture cinesi si riverbera sulle capacità di trasporto di tutte le imprese coinvolte nella logistica, ma è proprio la loro capacità di far fronte a tali problemi che le contraddistingue. Commenta Man: "Bisogna costruirsi la propria rete e compensare tali difficoltà". Su questo argomento, Steffen Schiottz-Christensen, direttore generale della Maersk Logistics China esprime questo semplice concetto: "Noi non ammettiamo problemi, solo sfide. Ciò ci spinge in modo impellente a stabilire relazioni unicamente con fornitori di servizi ad alta qualità e crediamo di averlo sempre fatto".

Come già detto in precedenza, la mappa della logistica in Cina sta rapidamente cambiando ed è un segno dei tempi che la APL Logistics ed una altra impresa estera siano state invitate a far parte del Consiglio Consultivo per la Logistica Moderna della SETC. Ciò suggerisce che le imprese straniere facciano la differenza e - cosa ancor più importante - che il governo cinese è disposto ad ascoltarle. La partecipazione al consiglio inoltre fornisce ai soggetti non cinesi per la prima volta l'opportunità di rappresentare le proprie preoccupazioni ai detentori del potere decisionale e politico.

Schiottz-Christensen della Maersk Logistics spiega ulteriormente la natura dinamica del mercato cinese: "Il mercato sta mutando e c'è una maggiore domanda di servizi logistici di qualità. La concorrenza cinese, quale quella della Sinotrans, sta emergendo, ma lo stesso sta facendo il cliente cinese. Registriamo una maggiore domanda da parte di imprese cinesi che di norma sarebbero andate dritte da un operatore nazionale. Il mercato si sta spostando all'unisono in direzione di un settore logistico più flessibile e noi dobbiamo essere pronti a far fronte al mutamento di tali esigenze".

Schiottz-Christensen ritiene che la sua società sia il maggior fornitore straniero di logistica in Cina nonché la meglio attrezzata per soddisfare la sfida proveniente dal mercato. Dopo l'ottenimento nel 1998 della propria autorizzazione concernente lo stato di "organismo a partecipazione completamente estera", la sua rete è cresciuta sino a comprendere 15 uffici, tra cui nove con qualità di succursale. Sia il numero di persone impiegate sia i volumi trasportati sono aumentati del 600% in questo periodo. Una rete pan-cinese è ovviamente decisiva al fine di mettere in grado una società di catturare quote di mercato e la Maersk Logistics sta tentando di fare proprio questo: tra i nuovi uffici costituiti vi sono quelli delle città dell'interno di Harbin e Chongqing. Anche le strette relazioni della società con la TMT Multimodal Transport, cioè la filiale della AP Moller che si occupa delle operazioni ferroviarie intermodali, rappresentano un grosso vantaggio.

Di concerto con la sua politica primaria consistente nell'essere in grado di controllare le proprie operazioni, nell'estate del 2001 la Maersk Logistics ha inaugurato un centro distributivo nazionale a Shanghai. Spiega Schiottz-Christensen: "Per tutto ciò che attiene le prassi lavorative, abbiamo il controllo completo del nostro centro distributivo. Ed è una prassi diversa da quella dei centri gestiti dalle altre società che debbono servirsi di terzi. Esso è destinato sia alla distribuzione delle importazioni sia al consolidamento delle esportazioni, ed è nostra intenzione ampliarci ulteriormente e costituire una rete pan-cinese di magazzinaggio e distribuzione operativa a pieno regime".

La Maersk Logistics ha inoltre effettuato degli sforzi notevoli in ordine allo sviluppo della tecnologia informatica. La gamma completa dei suoi prodotti informatici, disponibili attraverso M*Power®, fornisce ai clienti cinesi i medesimi servizi che vengono svolti in Europa e negli Stati Uniti. Sebbene molte imprese ancora preferiscano i metodi tradizionali di contatto come il fax, sembra che la Maersk Logistics abbia un vantaggio rispetto ai propri concorrenti in questa zona. Schiottz-Christensen ha una opinione propria circa tale questione: "Noi non facciamo solo logistica, ma abbiamo anche a che fare con la tecnologia della trasparenza e dell'informazione, perché si tratta davvero di ciò che vendiamo. La logistica non riguarda soltanto il trasporto o la movimentazione fisica delle merci, ma è anche in gran parte il flusso di informazioni dal punto di produzione al punto di consumo, e noi siamo sulla breccia perché siamo all'origine del carico e possiamo dare il via alla catena delle forniture".

La fiducia della Maersk Logistics nella propria capacità è evidenziata dal fatto di essere stata prescelta in esclusiva dal governo cinese quale garante per l'attività logistica delle Olimpiadi di Pechino 2008. Da alcuni questo potrebbe essere considerato un bel colpo, considerato il numero di grossi fornitori logistici controllati dallo stato tra i quali scegliere, ma lì la Maersk Logistics viene considerata per lo più come una società di concezione "cinese", dato che ha un nome da lungo tempo affermato nel paese.

Commenta Schiottz-Christensen: "La pianificazione dei Giochi Olimpici è ancora da fare, ma noi speriamo di essere coinvolti in qualche modo nella movimentazione fisica delle merci". Se l'impatto complessivo dovesse essere simile a quello delle Olimpiadi di Sidney 2000 sulle importazioni australiane, allora la Maersk Logistics dovrebbe assistere ad un grosso incremento delle proprie attività. Anche la sua recente acquisizione di certe attività della DSL, società logistica con sede negli USA, da tempo presente in Cina e dotata di notevole esperienza circa il mercato locale, dovrebbe metterla in una buona posizione, oltre ad accrescere il suo impegno complessivo.

Un'altra ditta straniera con una reputazione consolidata in Cina è la PONL. La società dispone di sei uffici autorizzati ad occuparsi di logistica in Cina con il nome di PONL China Logistics e ha una società in joint-venture a Tianjin con la Commercial Bonded Warehouse, che è stata la prima del suo genere alla metà degli anni '80. Questa società appartiene in parti eguali alla Autorità Portuale di Tianjin ed alla PONL.

Peter Lee, direttore generale della PONL China, ha espresso questo parere in merito al potenziale di crescita logistica: "La Cina è un mercato logistico molto grande e vi esistono già centinaia di fornitori di logistica, ma il fatto che esso sia gestito bene od a livello internazionale è un'altra faccenda. C'è tanto spazio per un'espansione in Cina, ma, considerato che quest'anno possiamo pensare di incrementare solamente del 10% i nostri trasporti da banchina a banchina, nel settore logistico il desiderio è quello di arrivare sino ad un aumento del 60-100%".

Un'altra impresa straniera agli inizi o che spera di impegnarsi nella logistica cinese è la CMA CGM. Non dispone ancora di alcuna autorizzazione logistica, ma la sua forte rappresentanza quanto ad uffici la metterà in grado di cominciare a penetrare nel mercato alla svelta una volta ottenuto semaforo verde.

Fare confronti tra le entità straniere e le grosse imprese cinesi controllate dallo stato quali la China Shipping e la Cosco è difficile, dal momento che entrambe non collaborano al riguardo. Tutte e due, comunque, posseggono società specializzate in autotrasporto ed in agenzia marittima e sono molto forti quanto alla logistica interna. Tuttavia, i clienti cinesi stanno cominciando a migrare verso fornitori di logistica stranieri che i soggetti nazionali vedono come una minaccia.

Il vice presidente della Cosco, Gao Weije, ha chiarito all'inizio del 2001 che la società stava programmando la costituzione di una filiale specializzata in logistica. Tuttavia, ad oggi, non sono stati forniti dettagli precisi al riguardo. Anche altre affermate società multinazionali straniere che non affidano a terzi le funzioni logistiche hanno una salda presenza nel mercato cinese.

Alcune imprese straniere si stanno facendo avanti nel mercato cinese della logistica internazionale; a questo proposito, sembra che a scandire i tempi siano sia la Maersk Logistics sia la APL. Occorrerà tempo per radicare saldamente la loro presenza nel mercato logistico nazionale. Per quel che riguarda la Maersk Logistics, esistono pochi dubbi circa la direzione da prendere in Cina. Dichiara Schiottz-Christensen: "L'ordine del giorno è quello di persistere nella rapida espansione guidata dalla domanda di mercato, e poi di arrivare ad essere il principale fornitore di logistica per tutte le imprese presenti od in arrivo in Cina. Vogliamo far funzionare al meglio il potenziale e prendere parte attiva nello sviluppo delle infrastrutture logistiche in Cina".

Ciononostante, il ruolo del governo cinese nel coordinamento delle risorse e nel miglioramento delle infrastrutture costituirà un aspetto-chiave nella determinazione del relativo successo delle imprese straniere. Spiega Man della APL: "Dato che la logistica è in pieno bollore, tutti quanti stanno cercando di realizzare nuove infrastrutture ed ogni ministero competente sta provando a farsi i fatti propri il che è uno spreco di risorse. C'è bisogno che tutto ciò sia organizzato meglio". Una volta ottenuto questo risultato, il mercato logistico cinese dovrebbe diventare una miniera d'oro per le imprese straniere.
