Calo record nella produzione di box

Dopo aver ottenuto il proprio tasso di produzione migliore di sempre nel corso del 2000, il settore della produzione globale di contenitori ha fatto registrare un clamoroso calo dei propri risultati nel 2001 e si trova a dover affrontare ulteriori incertezze nel 2002. Nel corso del 2000 sono stati costruiti complessivamente 1,93 milioni di TEU (un record), il che ha rappresentato un aumento del 25-30% rispetto alle consegne effettuate annualmente nel corso di ciascuno dei tre anni precedenti (quando la produzione era largamente stagnante). Quasi il 90% dei risultati del 2000 era costituito da unità marittime per carichi secchi, mentre il resto comprendeva reefer, cisterne o contenitori di costruzione locale maggiormente specializzata.

Il complesso a livello mondiale di una trentina di principali ditte e gruppi attivi nella costruzione di box era in realtà sotto pressione al fine di far fronte alla domanda di tutto il 2000. In quel momento, la grande maggioranza di tutti i produttori di containers era già migrata alla volta della Cina e quasi tutte le fabbriche di là lavoravano in prossimità della quota di saturazione della capacità, avendo strutturato le proprie linee produttive sulla base di operazioni su molteplici turni.

Questo incremento senza precedenti dei risultati in termini di contenitori prodotti era stato alimentato dalla repentina ripresa della crescita mondiale dei traffici di origine marittima. Quest'ultima era aumentata di quasi il 10% nell'intero 2000 ed aveva spinto i vettori marittimi ad impegnarsi in acquisizioni egualmente notevoli di nuove portacontainers. Le consegne finali di quell'anno erano equivalse ad oltre 600.000 TEU di spazi-containers a bordo in più, il che aggiungeva un 10% alla flotta esistente alla fine del 1999. Ciò da solo ha ingenerato una domanda di almeno altri 1,25 milioni di TEU di contenitori marittimi per tutto il 2000. Le esigenze extra vengono calcolate in base alla proporzione operativa di lungo periodo del settore marittimo di linea mondiale, che è rimasto stabile per molti anni a 2 TEU di contenitori per ogni TEU di spazio-container su nave.

Inoltre, ci sono state ulteriori richieste per circa 550.000 TEU di equipaggiamento box di rimpiazzo al fine di coprire le dismissioni della flotta marittima nel corso del 2000, oltre ad altri 100.000 TEU in più per fronteggiare la domanda di operatori di contenitori intermodali, terrestri, cabotieri ed altri non marittimi a lungo raggio. Quest'ultimo equipaggiamento comprendeva per lo più containers locali, tra cui pallet-wide/swapbody europei ed unità interne nord-americane, così come qualche contenitore ISO destinato ad enti ferroviari nazionali.

La somma delle suddette esigenze dà un totale combinato di più di 1,9 milioni di TEU, che controbilancia i risultati produttivi ottenuti nel 2000. Questo implica che, almeno nel corso del 2000, la produzione containerizzata è stata grosso modo in equilibrio con la domanda. Tuttavia, nel corso del 2001 è prevalsa una situazione marcatamente diversa, poiché in quest'ultimo periodo la produzione complessiva di box è calata di oltre il 35% rispetto al totale del 2000, riuscendo peraltro ancora a distanziare la domanda effettiva di un margine significativo. La produzione complessiva nel 2001 era prevista a 1,25 milioni di TEU, che rappresenta il suo livello più basso sin dal 1994. Allo stesso tempo, la quota della produzione per carichi secchi è diminuita sino all'85% circa della produzione globale di TEU, mentre i refrigerati, le cisterne, i box locali e gli altri speciali costituivano l'altro 15%.

Le scarse prestazioni del 2001 possono ancora essere attribuite allo stesso modello ciclico attribuibile in passato al settore della produzione di contenitori. Proprio come il 2000 ha fatto registrare una delle più forti riprese della domanda di contenitori degli ultimi anni, l'anno successivo ha visto un calo di eguale gradazione. Tuttavia, il timore di una recessione globale ed il peggioramento della situazione internazionale hanno contribuito a rendere particolarmente cattive le prospettive per il 2001.

Sebbene in teoria un livello stagnante della crescita dei traffici marittimi dovrebbe tradursi nell'assenza di domanda di ulteriori contenitori oltre a quelli necessari al rimpiazzo o per separare l'attività non marittima da quella marittima, il quadro reale del 2001 ha avuto contorni senz'altro meno netti. Come accennato, i produttori di box in quell'annata si erano attrezzati ancora per costruire 1,25 milioni di TEU, 600.000 TEU dei quali erano destinati al fabbisogno di sostituzioni dell'equipaggiamento marittimo più obsoleto, mentre altri 100.000 TEU erano stati indirizzati al servizio dell'attività non a lungo raggio. Ciò ha comportato l'addizione di almeno 550.000 TEU ai 14 milioni di TEU di box marittimi in servizio alla fine del 2000, il che in realtà equivaleva ad un incremento del 4% delle dimensioni della flotta in questione.

Qualcuna delle attrezzature containerizzate extra in questione è stata assorbita dalle portacontainers nel contesto delle nuove commesse, la cui consegna è continuata a ritmo sostenuto per gran parte del 2001. Molte navi hanno fatto il proprio ingresso nella flotta dopo l'inizio della recessione del mercato e sono andate semplicemente ad aggiungersi al già straripante eccesso di capacità di tonnellaggio impiegata sulle principali direttrici di traffico. Infatti, è stato solamente nel corso degli ultimi mesi del 2001 che l'influsso delle nuove navi è rallentato e le consegne complessive per quest'anno ammontano ancora a più di 450.000 TEU di spazi-containers. Ciò equivale ad un'aggiunta del 6,5% rispetto alle dimensioni di tale flotta operativa.

Molte delle addizioni di queste navi hanno ancora comportato l'esigenza di equipaggiamento containerizzato di supporto, anche se esse non sono state immediatamente impiegate nell'ambito dei traffici attuali, e questo dev'essere tenuto in conto quando si parla della apparente sovrapproduzione di boxes del 2001. Ciononostante, gran parte dell'equipaggiamento containerizzato in più deve ancora essere appropriatamente piazzato in servizio. Qualche unità viene invece tenuta nei depositi di scorta dei produttori in attesa di raccolta. Nel quarto trimestre 2001, secondo la CCIA (Associazione Industria Contenitori per la Cina, l'organismo commerciale che rappresenta i costruttori di box cinesi), oltre 250.000 TEU di nuova produzione dovevano ancora essere consegnati alla clientela.

Molti produttori di box sono stati svelti a rispondere alla situazione in peggioramento del mercato tagliando la propria produzione dal terzo trimestre in poi. Di conseguenza, la produzione di contenitori ha preso il via nel 2001 in modo relativamente lento, con molti impianti che hanno lavorato solo sporadicamente per tutto gennaio e febbraio al fine di farr coincidere tale periodo con quello delle ferie del Nuovo Anno. Alcune fabbriche hanno altresì ridotto le proprie linee operative a due o persino ad un solo turno dall'inizio dell'anno.

Un regime di lavorazione a tempo parziale, o persino di chiusura degli impianti quasi totale, è stato adottato allo stesso modo da molte imprese del settore nel corso della seconda metà del 2001. Ciò, in contrasto con il 2000, allorquando la maggior parte delle fabbriche ha operato a pieno regime di capacità per quasi tutti i 12 mesi, senza alcun tempo libero per provvedere alla revisione, al rinnovamento o al miglioramento delle linee produttive delle fabbriche. Di conseguenza, tutto ciò che i produttori sono riusciti a fare in ordine alle operazioni di "fermo e riavvio" nel corso del 2001 è consistito solamente in qualche caso di manutenzione arretrata presso i propri impianti.

Partendo dal presupposto che le fabbriche cinesi di unità per carichi secchi stessero lavorando in prossimità del proprio massimo teorico nel corso del 2000, allora il taglio alla produzione nell'ordine del 40% fatto registrare nel 2001 indica che la maggior parte delle linee sono state attive per una media di soli 7-8 mesi nel corso del 2001 rispetto al possibile totale di 12. Ciò sembra rispecchiare la situazione reale, dal momento che si sa che molti impianti hanno simultaneamente fermato la produzione nel corso dell'ultimo trimestre del 2001, dopo avere ottenuto risultati inferiori a quelli di due mesi nel corso del primo trimestre.

Tuttavia, questo scarso livello produttivo ha nuovamente spinto verso una condizione di surplus la capacità produttiva di contenitori installata a livello mondiale ed il 50% di tutte le infrastrutture su scala annua si sono in concreto fermate. Questo è equivalso a circa un milione di TEU di capacità produttiva di unità per carichi secchi inutilizzata nel corso del 2001 rispetto ad un totale di 2,05 milioni di TEU. In confronto, le infrastrutture globali hanno sorpassato la produzione reale solamente del 20% nel 2000, il che ha rappresentato uno dei migliori tassi di utilizzazione su base annuale mai conseguito complessivamente dai produttori di box.

Inevitabilmente, la rapida crescita del surplus di capacità ha rapidamente condotto ad un innalzamento del livello di concorrenza tra i singoli produttori e ha comportato una ulteriore e rinnovata erosione dei prezzi. Ciò ha ingenerato un impatto particolarmente forte sul settore dei carichi secchi. I prezzi medi dei contenitori, dopo essere calati costantemente dal 1995 al 1999, hanno fatto registrare una ripresa nel 2000, quando il mercato più stabile ha portato ad una crescita sulla soglia del 10%. Ciò entro la fine dell'anno ha incrementato il prezzo "indicizzato" di un container standard da 20 piedi, costruito franco fabbrica in Cina, sino a circa 1.550 dollari USA. Tuttavia, i prezzi delle unità per carichi secchi sono di nuovo caduti nel corso del 2001 e, nel quarto trimestre, sono stati annunciati al di sotto dei 1.350 dollari per un box da 20 piedi. Si tratta di un prezzo prossimo al livello riferito all'inizio del 1999, quando i prezzi di tutti i containers erano al loro minimo degli ultimi 25 anni.

I produttori di box, per ammissione generale, hanno tratto vantaggi dal proporzionato calo dei costi dell'acciaio, del legno compensato e di altre materie prime, che si sono dimostrate tutte più economiche da reperire nel 2001 rispetto all'anno precedente. Tuttavia, questo non ha salvaguardato le possibilità di profitto di gran parte delle imprese e si dice che molte di loro riescano a mala pena a raggiungere il punto di pareggio. Il carattere discontinuo del mercato negli ultimi tempi ha ovviamente comportato altri guai per loro, dato che le operazioni presso gli impianti e la forza lavoro addetta negli ultimi mesi hanno dovuto costantemente essere messi in fase di stallo.

Peraltro, come accennato, la prevalente depressione non è stata uniforme in tutti i settori dell'attività produttiva di containers. Qualche tipo di produzione, quale quella relativa ai refrigerati integrali, se l'è passata generalmente meglio. La produzione globale dei contenitori refrigerati è in effetti diminuita nel corso del 2001, ma solamente del 5% circa rispetto ai risultati del 2000 (pari a 100.000 TEU) sino ad una cifra finale di 95.000 TEU. Inoltre, la capacità installata di costruzione di unità refrigerate si trova meno fuori linea, quanto a produzione, rispetto al più grande settore dei carichi secchi. La capacità in eccesso è attualmente attestata al solo 25% per il mercato dei box reefer ed attualmente non è in aumento.

Allo stesso modo, anche i prezzi dei reefer finiti sono rimasti fermi nel corso del 2001 e non hanno sperimentato la medesima erosione di oltre il 15% che era andata ad impattare sul settore dei carichi secchi. Invece, il prezzo medio dell'equipaggiamento di box refrigerato è calato del 10% circa rispetto al suo livello di punta del 2000, che anche in questo caso può essere attribuito per lo più ad un calo dei costi delle materie prime. Anche la produzione europea degli swapbodies è stata colpita meno gravemente dalla recessione, dato che la domanda generale per questo tipo di attrezzature ha tenuto relativamente bene. Tuttavia, la produzione globale di contenitori cisterna resta costantemente in brutte acque e nel 2001 ha raggiunto il suo livello più basso di quasi un decennio. Anche la produzione di contenitori speciali per carichi secchi e locali nord-americani è calata notevolmente negli ultimi anni: la domanda per i secondi è stata pesantemente colpita dal clima di incertezza economica esistente negli Stati Uniti.

Malgrado il potenziale di lavoro derivante dagli altri tipi, il settore della produzione di containers è ancora dominato dalla sempre maggiore produzione di equipaggiamento di box standard. Come accennato, le fabbriche cinesi negli ultimi anni hanno aumentato il proprio coinvolgimento nel settore a svantaggio di tutte le altre regioni del mondo. Nel 2000 e nel 2001, i costruttori cinesi hanno rappresentato il 90% di tutta la produzione di box standard, avendo portato virtualmente fuori dal mercato tutti gli altri concorrenti situati altrove in Asia, Europa od in altre parti del mondo. L'industria cinese produttrice di unità per carichi secchi, inoltre, adesso afferma di possedere oltre il 90% della capacità installata a livello mondiale.

Il medesimo processo, grosso modo, si sta ora verificando nel contesto del settore produttivo dei box refrigerati, con i produttori cinesi di recente impegnati a porre fine a tutte le attività a ciò riferite in Corea. La Cina nel 2001 ha fornito oltre il 75% di tutti i TEU reefer, rispetto al quasi 50% del 2000. Allo stesso modo, le fabbriche cinesi hanno incrementato la propria produzione complessiva della maggior parte dei tipi di speciali per carichi secchi ed oggi offrono anche equipaggiamento locale nord-americano.

La stessa produzione cinese di container standard è stata soggetta negli ultimi anni ad un consolidamento. Gran parte della produzione è ora controllata da una manciata di ditte di rilievo, capeggiata dalla CIMC Group e dalla Singamas Container Holdings, in fase di rapida espansione. La CIMC Group guida la produzione mondiale già da alcuni anni ed attualmente gestisce otto della trentina di impianti per carichi secchi ancora esistenti in Cina. Essa ha conseguito un imponente risultato di 670.000 TEU di contenitori per carichi secchi nel corso del 2001. Tale produzione aveva toccato i 250.000 TEU nella prima metà del 2001 e nel corso dell'anno si prospettava il superamento dei 400.000 TEU in relazione a tutti e dodici i mesi. Complessivamente, il gruppo continua a far fronte ad oltre il 45% delle consegne mondiali di box standard. Esso gestisce altresì due impianti per la costruzione di reefer e si accinge a dominare anche questo tipo di produzione.

La Singamas ha conseguito un risultato di circa 145.000 TEU dalla sua rete di quattro impianti per carichi secchi nel 2000, e, a seguito dell'acquisizione di un quinto impianto all'inizio del 2001, aveva l'obiettivo di superare di molto questo livello produttivo nel corso dell'anno medesimo. La produzione aveva già toccato i 100.000 TEU nel corso della prima metà del 2001. La Singamas dispone altresì di un'infrastruttura dedicata ai reefer, che è stata migliorata negli ultimi mesi a seguito della collaborazione tecnica con la sud-coreana Hyundai Mobis. Quest'ultima ditta rappresenta un'altra importante presenza nel settore della produzione cinese di box, unitamente alla Jindo Corp (anch'essa coreana). La Hyundai e la Jindo hanno conseguito ciascuna un risultato di quasi 140.000 TEU dai propri impianti d'oltremare per carichi secchi e speravano di arrivare a più di 90.000 TEU nel 2001. Altri minori ma attivi produttori cinesi sono la Tectrans Group (che comprende la CXIC), la TYC Group e la AIC Group. Subito dopo di loro, in classifica, c'è una ragguardevole costellazione di società che dispongono di una sola fabbrica.

Esistono già forti indicazioni in ordine al fatto che alcuni produttori in Cina possano venir meno simultaneamente, o almeno fondersi con altri, nel corso del 2002, in particolare se la domanda non dovesse riprendersi in modo significativo. Sebbene solo una manciata di fabbriche cinesi abbiano chiuso negli ultimi 2-3 anni, molte altre in questo momento sono vulnerabili e nel corso del 2001 sono state gestite sulla base di lavorazioni intermittenti. Dato il crescente livello di eccesso di capacità ed il crescente predominio di certi leaders del mercato, per non parlare della rinnovata pressione sui prezzi, sembra già probabile che il 2002 possa assistere ad un ulteriore terremoto nell'ambito del settore produttivo di box in Cina.
