I porti sudafricani ultimamente non hanno attraversato un periodo felice. Non solo i caricatori ed i vettori marittimi protestano per il deterioramento del livello dei servizi, ma anche i piani a lungo termine per alleviare il congestionamento attraverso il Coega sono ancora assai controversi. La situazione è così brutta che i vettori marittimi recentemente hanno presentato una richiesta di risarcimento dell'ordine di 52 milioni dollari USA nei confronti dell'operatore terminalistico di proprietà statale in relazione ai ritardi subiti dalle navi portacontainers a Durban da luglio 2001.

Il capitano David Rennie, direttore esecutivo della Unicorn, nonché presidente del CLOF (Forum degli Operatori Containers di Linea) commenta al riguardo: "In genere, tutte le nostre navi ora devono aspettare da due a quattro giorni per un ormeggio a Durban, e, quando alla fine riusciamo ad accostarci, gli stivatori riescono ad effettuare solamente circa 15 movimentazioni all'ora. Siamo in grado di lavorare più rapidamente di loro quando facciamo da noi presso gli ormeggi situati al di fuori del terminal contenitori".

I vettori devono stare attenti a ciò che dicono, dal momento che i porti sudafricani sono ancora controllati dallo stato e non vi sono alternative. Tuttavia, l'agitazione è grande ed i clienti d'oltremare hanno poche parole cortesi da spendere al riguardo. In sua difesa, l'operatore terminalistico statale SAPO (South African Port Operations) ammette di avere qualche problema: ciò di cui si discute, peraltro, è l'ampiezza del problema. Ad esempio, esso si è recentemente offerto di compensare i vettori containerizzati per i passati ritardi, ma solo per un importo di 7 milioni di rand (0,6 milioni di dollari USA).

Ciò, unitamente ad un certo numero di altre concessioni, è bastato appena a convincere il CLOF a posticipare di un mese - rispetto al 15 febbraio 2002 - il sovrapprezzo per gli intasamenti da 75 dollari USA a TEU, ma si è trattato solamente di una moratoria. Il SAPO deve ancora dimostrare di volere davvero ciò che afferma.

Un bel po' di controversie sono ancora in atto circa la formulazione degli accordi singoli sul livello dei servizi da negoziarsi con ciascuna linea di navigazione. Questi ultimi comprendono una formula che attiene alle sanzioni relative alle future cattive prestazioni. Lo schema, sebbene sia stato originariamente proposto dalla Portnet nel 2000, deve essere ancora implementato.

David Giraudeau, direttore esecutivo della MOL Sudafrica, entra nei dettagli: "Anche se abbiamo accettato gli accordi sul livello dei servizi della Portnet, non possiamo peraltro accettare la formulazione del loro enunciato circa le cattive prestazioni perché non potremmo mai venirne fuori. Ad esempio, una delle sue clausole stabilisce alquanto correttamente che noi dobbiamo depositare le nostre liste di scarico containers prima dell'arrivo in porto di ogni nave. Noi non abbiamo alcuna difficoltà al riguardo, ma se una nave dovesse essere tenuta ferma fuori dal porto per quattro giorni e se noi di conseguenza dovessimo decidere di portar via 51 box invece di 50, la Portnet potrebbe teoricamente cavarsela senza pagarci alcun compenso. Perché mai ad un solo container dovrebbe essere consentito di fare tale differenza?".

A difesa delle prestazioni del SAPO a Durban, Zeph Ndlovu, dirigente del terminal contenitori, ha dichiarato: "Tutti quanti sono svelti a biasimarci per qualsiasi cosa, ma i nostri problemi in parte derivano dal tipo di nave che dobbiamo movimentare. Il 40% circa delle navi che ci arrivano è costituito da unità non cellulari. Al momento, totalizziamo una media di 16 movimentazioni containerizzate per ora/gru a cavaliere, ovvero 25 movimentazioni per ora/nave. Però, quando movimentiamo navi puramente cellulari, riusciamo ad ottenere 25 movimentazioni per ora/gru, che si può paragonare agli standard internazionali".

Durban movimenta approssimativamente il 65% di tutti i carichi containerizzati in Sudafrica (v. tabella), donde l'urgenza di assistere a miglioramenti in loco. Oltre il 60% dei carichi va verso o viene dall'area di Gauteng (che comprende Johannesburg) o dalle regioni transfrontaliere. Oltre ai suoi cronici problemi di natura sindacale, che sono in comune con gli altri porti sudafricani, il terminal è afflitto dall'eccesso di utilizzazione. Mentre la sua capacità massima si attesta attualmente a 1,5 milioni di TEU/anno, esso ha già movimentato più di 1,2 milioni di TEU lo scorso anno (da aprile 2000 a maggio 2001) e prevede di movimentare 1,3 milioni di TEU quest'anno.

Ma questi carichi non si distribuiscono uniformemente su tutto l'anno. Ad esempio, le importazioni raggiungono il proprio punto massimo nel periodo pre-natalizio tra settembre e novembre, mentre la loro bassa stagione si verifica nel corso delle vacanze estive a gennaio. Anche le derrate agricole, quali frutta, tè, cotone, lana e tabacco, sono stagionali. E nel corso di ciascuna giornata, vi è un tremendo picco di attività per la raccolta e la consegna dalle 11 alle 15.

Al fine di far fronte a questi intasamenti, lo scorso anno il governo ha annunciato programmi finalizzati ad incrementare la capacità del terminal ad 1,9 milioni di TEU/anno entro il 2005. Ciò richiederà un investimento complessivo di 1,3 miliardi di rand (112 milioni di dollari). Dovrebbe essere costruita un'altra linea di banchine allo scopo di mettere in grado l'attuale terminal di allargarsi alla fine sino al terminal combinato situato appena fuori-porta. Nella sua prima fase, dovrebbero essere spesi subito 507 milioni di rand (44 milioni di dollari) per rimpiazzare le vecchie attrezzature ed acquistare tre nuove gru a cavaliere e 20 straddle carriers.

La prima di queste straddle carriers, da Kalmar, è già in procinto di essere consegnata. Tre sono state ordinate a dicembre, seguite da altre due a gennaio. Altre otto al mese dovrebbero essere consegnate da aprile a dicembre 2002. Commenta Ndlovu: "Queste macchine miglioreranno in modo significativo la velocità con cui siamo in grado di movimentare i contenitori nel terminal, in particolar modo attorno alle gru a cavaliere. Avremmo dovuto averle molto prima, ma in seguito a sospetti di corruzione circa il modo in cui il governo aveva condotto le trattative circa precedenti accordi, ora ci vuole molto più tempo per portare a termine le necessarie procedure inerenti alla spesa pubblica".

Sul lungo termine, il governo si aspetta che il processo di privatizzazione portuale, iniziato lo scorso anno, porti ad ulteriori efficienze in tutti i porti. Fino adesso, il vecchio monopolio statale Portnet è stato spezzato in due organismi distinti, in linea con il sistema comune dell'operatore privato/proprietario dell'immobile che nel mondo si ritrova dappertutto.

La NPA (Autorità Portuale Nazionale) è stata costituita al fine di fungere da proprietario di tutte le infrastrutture portuali - banchine e frangiflutti compresi - per conto del governo, mentre la SAPO (Operazioni Portuali Sud Africane) è stata creata per movimentare le operazioni terminalistiche containerizzate. Com'è stato recentemente sottolineato in una bozza di Libro Bianco, anche se entrambe fanno ancora parte dell'organizzazione holding, la Transnet, ci si aspetta che la NPA alla fine debba fare riferimento al Ministero dei Trasporti, mentre la SAPO finirà per essere privatizzata. La NPA sarà responsabile dell'attribuzione di concessioni ad imprese di stivaggio portuale private, tra cui la SAPO.

Si tratta di un processo sottoposto a tensioni a causa di incertezze politiche e difficile da far progredire ulteriormente sino alla definizione della situazione della Transnet. Secondo fonti del settore, potrebbero volerci sino a tre anni. Dal momento che la SAPO è al momento attuale il solo operatore terminalistico containerizzato del paese, saranno necessarie alcune ristrutturazioni al fine di evitare che esso divenga un monopolio a proprietà privata. Si dice che un certo numero di altri soggetti, tra cui la MSC (Mediterranean Shipping Company) e la Maersk Sealand/Safmarine, siano interessati a gestire un altro terminal a Durban.

Osserva Ndlovu: "Il processo di privatizzazione della SAPO richiederà del tempo, poiché il governo deve anche confrontarsi con un certo numero di questioni sociali che derivano dall'attuale alleanza tripartita tra l'ANC, il Cosatu ed il Partito Comunista Sudafricano. Inoltre, anche se il governo ha la necessità di liberalizzare le attività statali, come potrebbe oggi valutare qualsiasi bene statale, data l'attuale situazione di svalutazione della moneta sudafricana?

Si ritiene comunemente che alcune delle agitazioni sindacali del porto, culminate in sette giornate di disastrosi scioperi nazionali nel corso di dicembre, potrebbe essere state originate da disagi inerenti al processo di privatizzazione in discorso, anche se - in quel frangente - era stato detto che le ragioni degli scioperi consistevano negli incentivi aggiuntivi.

Un importante dirigente di un grosso vettore marittimo a Città del Capo ha osservato di recente: "I sindacati portuali al momento non sono certo contenti, malgrado il fatto che la questione del pagamento degli incentivi sia stata apparentemente risolta. Ad esempio, quando una delle nostre navi scalava a Città del Capo nei fine settimana, potevamo ritrovarci nella ridicola situazione per cui l'unico gruista si rifiutava di lavorare nel bel mezzo di un turno a causa di una discussione con il proprio capo. Anche se lui se ne stava bel bello seduto sulla banchina a fumarsi una sigaretta, nessuna poteva farci nulla".

Il nuovo terminal contenitori con acque profonde che è stato raccomandato dal governo nel poco conosciuto porto di Coega, a 20 km. di distanza da Port Elizabeth, sembrerebbe rappresentare un'altra tempesta in arrivo. Il progetto, che si propone di far fronte al congestionamento a Durban mediante la deviazione dei carichi da e per la regione di Gauteng, adesso aspetta solo l'annuncio presidenziale.

Sebbene il suo costo iniziale fosse stato stimato nell'ordine di 1,6 miliardi di rand (138 milioni di dollari), esso è già salito vertiginosamente a 2,4 miliardi di rand a causa della svalutazione monetaria. Inoltre, molti ancora si domandano se poi esista l'effettiva necessità di questo porto, tra cui il capitano Salvatore Sarno, l'influente direttore generale per il Sudafrica della MSC. Osserva infatti: "A nostro giudizio, il Coega si rivelerà un costoso errore per tutti. Il denaro speso lì sarebbe stato investito molto meglio a Durban".

Dichiara Rennie: "Come operatore feeder, dobbiamo andare dove i nostri clienti ci dicono di andare, ma ci preoccupa il fatto che i costi in aumento a Coega possano cominciare a condizionare i programmi governativi di espansione a Durban, che oggi sono molto più importanti per tutti quanti".

La PONL /P&O Nedlloyd) è stata designata in qualità di migliore offerente ai fini della costruzione e della gestione del terminal contenitori di Coega. Nigel Pusey, direttore generale della società per la regione sudafricana, commenta al riguardo: "Quando la Contship Italia all'inizio annunciò che intendeva costruire un terminal hub a Gioia Tauro, la gente si affrettò a condannare la decisione ritenendola una pazzia, ma guardate adesso che cosa è quel terminal".

Continua Pusey: "Non stiamo dicendo che Coega diventerà da subito un centro di trasbordo di rilevante importanza, anche se questa è una delle previsioni che si possono fare. Il fatto è che le grosse reti come la nostra non si possono permettere di fare scalo in così tanti porti come prima. Tutti quanti noi abbiamo servizi che operano in misura molto maggiore secondo il sistema "centro di snodo e raccordi a raggiera" ed il Sudafrica non rappresenterà un'eccezione. Ad esempio, guardate a come i vettori stanno adesso ridisegnando il modo in cui viene servito il mercato asiatico, che comprende servizi alla volta del Sudamerica e dell'Africa Occidentale via Sudafrica.

Secondo l'opinione della PONL, il limitato pescaggio di Durban tra gli 11,5 ed i 12 metri e lo stretto canale d'accesso renderanno il porto sempre meno attraente per le navi di oltre 4.000 TEU; inoltre, non è ancora chiaro come il porto sarà in grado di creare altra capacità dopo il 2007. I pescaggi degli altri porti sudafricani non sono migliori. Si dice che almeno due navi abbiano strisciato la chiglia sul fondo a Città del Capo lo scorso anno.

La gestione dei porti del Sudafrica è senza dubbio destinata a diventare un argomento sempre più scottante nei prossimi due anni.
