Tre porti statunitensi in lizza per le navi della PONL

Tre porti della costa orientale degli Stati Uniti stanno avviando i propri piani strategici finalizzati alla partecipazione alla corsa per movimentare le nuove grosse navi della PONL, che saranno operative nell'imminente servizio globale della linea di navigazione.

In lizza ci sono i 50.000 TEU annui della PONL preso il porto di Filadelfia, oltre ai carichi ausiliari generati dal programmato servizio giramondo in direzione est del vettore in collaborazione con la Contship.

Lo sforzo in questione costituisce un paradigma del genere di revisione infrastrutturale necessario a movimentare le navi sempre più grandi dettate da fusioni e condivisioni di spazi-containers. New York sta attualmente ampliando le infrastrutture sia della PONL che della Maersk Sealand, mentre la Maersk Pacific sta configurando il proprio nuovo sito di Los Angeles come il terminal di proprietà più ampio del mondo.

Il discorso in questione attiene alle sempre maggiori difficoltà di crescita conseguenti alla fusione della PONL. Essa ha chiesto a Filadelfia, Baltimora e New York di formulare proposte in ordine al servizio delle navi da 4.100 TEU che verranno impiegate su questa rotta. Parlando con chiarezza, la PONL ha detto esplicitamente che le 10 navi programmate per il servizio globale necessitano di gru post-panamax, di un valido sistema reefer dotato di prese sufficienti, di acque più profonde e non ha tralasciato di dire che sarebbe desiderabile un varco dedicato.

Se si confronta tutto ciò con le navi da 1.200-1.400 TEU attualmente in servizio, l'esigenza di tagliare l'equipaggiamento destinato alla movimentazione di carichi marginali risulta evidente. Si dice che le gru containerizzate più vecchie di Filadelfia, ad esempio, risalgano agli anni '70.

Fortunatamente per Filadelfia, lo stato dovrebbe essere in procinto di concedere finanziamenti. La Pennsylvania ha promesso circa 20 milioni di dollari (23 milioni di euro) per rinnovare il Terminal Packer Avenue da 100 acri, l'infrastruttura containerizzata più grande ed attiva della zona. Leo Holt, presidente della Astro Holdings, operatore della Packer, è entusiasta delle nuove gru, che potranno vantare ottimi spreaders.

La Astro è una società holding di alcuni interessi della famiglia Holt e non ha nulla a che fare con i procedimenti per bancarotta che hanno abbattuto la Holt Cargo Systems ed il suo complesso impero di attività di stivaggio. Incidentalmente, si deve notare come quella tormentata organizzazione stia cercando di realizzare qualche capitale mediante la vendita della Navieras, un vettore ai sensi della Legge Jones attivo nei traffici portoricani.

Cinque società hanno partecipato alla gara d'appalto in relazione al progetto per le gru post-panamax di Filadelfia, come ha dichiarato Bob McCloskey, capo del settore tecnico gru del porto. In lizza per tale fornitura ci sono la Fantuzzi-Reggiane, la Hyundai, la IMPSA, la Noell e la ZPMC. L'ex governatore Tom Ridge aveva destinato a tali acquisizioni 12 milioni di dollari (13 milioni di euro).

Le specifiche richieste parlano di un raggio d'azione di 145 piedi (pari ad un'ampiezza di 17 containers), di uno scartamento (distanza fra le rotaie) di 90 piedi, nonché di 110 piedi di spazio libero sotto lo spreader. Holt ha dichiarato che gli spreaders accuratamente registrati effettueranno allineamenti più precisi con il container, risparmiando tempo e costi di lavoro. La guida per l'allineamento aiuta il gruista a posizionare lo spreader sopra il twistlock ed elimina la necessità di bravura ed esperienza normalmente richieste, come fa notare John Vickerman, titolare della TranSystem di Reston, in Virginia.

Filadelfia aveva in programma di assegnare l'appalto entro il 17 maggio scorso e potrebbe avere le gru montate e funzionanti entro il settembre 2003. Peraltro, c'è un potenziale ostacolo in relazione a tale contratto: la decisione della PONL circa il porto vincitore.

Il direttore regionale della PONL Paul DuVoisin non ha voluto parlare del progetto, in quanto il vettore sta valutando i miglioramenti infrastrutturali offerti da Filadelfia, Baltimora e New York. Ma l'annuncio è atteso per giugno, come dichiara il portavoce di Filadelfia Bill McLaughlin. "Se non dovessimo ottenere il contratto, allora decideremo cosa fare".

Ciononostante, Filadelfia si è messa in moto. Intenzionata com'è a conservare la propria lucrosa attività nel settore della carne congelata - che rappresenta il 25% di tutti i carichi containerizzati che passano per i suoi moli - il porto sta programmando l'installazione di rastrelliere reefer allo stato dell'arte, che aggiungeranno 400 spine all'infrastruttura della PONL. Attualmente ci sono 600 spine in un sistema reefer a linea singola. L'ingegnere capo del porto Chuck Lawrence ha detto che la P&O desidera che le sponde destinate ai reefer siano alte 4 piedi e larghe 5 piedi. Le unità integrate richiedono meno spazio rispetto a quello del vecchio sistema ed i corridoi di attraversamento facilitano un migliore accesso e la manutenzione.

Il Corpo degli Ingegneri degli Stati Uniti provvederà al dragaggio del canale sino a 45 piedi e lo stato nonché l'autorità portuale dovranno coprire i costi per rendere le acque prossime ai moli profonde allo stesso livello. Il problema, in questo caso, sta nel fatto che le condizioni dell'economia e le ricadute dell'11 settembre hanno costretto il governo federale ad essere in qualche misura tirchio quest'anno quanto alla concessione di denari. I dirigenti del porto di Oakland sono talmente preoccupati che hanno dato il via ad uno sforzo lobbystico più intenso.

La quarta componente del programma della PONL consiste in un varco dedicato od in corsie dedicate. McLaughlin di Filadelfia ha detto al riguardo che nel bilancio della Pennsylvania relativo al prossimo anno fiscale stanno per essere stanziati fondi che saranno disponibili dal 1° luglio. Se tutto dovesse andare secondo i piani, i lavori potrebbero essere compiuti entro la fine dell'anno.

La perdita dell'attività della PONL rappresenterebbe un duro colpo per Filadelfia e per lo stato della Pennsylvania che possiede il porto. Fortunatamente, il governatore Schweiker è un tifoso dell'espansione delle attività portuali containerizzate e recentemente ha stanziato 8 milioni di dollari (9 milioni di euro) dei 20 milioni di dollari (22 milioni di euro) che ora ci vogliono per i miglioramenti che egli ha definito "necessari per competere".

Tuttavia, a New York piacerebbero questi carichi in più ed il suo PNCT (Port Newark Container Terminal) è entrato in lizza per averli. Probabilmente, non guasta il fatto che sia la P&O Ports a gestire il PNCT, in relazione al quale sono in corso miglioramenti del valore di 150 milioni di dollari (167 milioni di euro). Alan Miles, vice presidente delle operazioni, ha dichiarato che quattro gru post-panamax Fantuzzi-Reggiane sono state ordinate e che vi sono sufficienti straddle carriers ed altre infrastrutture, programmate ed esistenti, al fine di soddisfare le esigenze della PONL. I canali dovrebbero essere portati ad una profondità di 45 piedi entro il 2004 ed i lavori per il dragaggio sino a 50 piedi presso il terminal dovrebbero cominciare quest'anno.
