Tutte le strade portano a Riyadh

L'Arabia Saudita non è un paese noto principalmente per la trasparenza, ma l'inoltro di carichi da e per il paese è migliorato significativamente da quando sono in atto (1999) la privatizzazione dei porti e l'incoraggiamento della concorrenza.

Gert Homeyer, rappresentante dell'armatore per la Hapag-Lloyd nel Medio Oriente, commenta: "Nel corso dell'ultimo paio d'anni, molte cose sono cambiate in meglio qui. Ad esempio, a Jeddah adesso abbiamo la scelta tra due terminal containers gestiti privatamente, mentre prima avevamo a disposizione solo un'infrastruttura controllata dallo stato. Si è inoltre verificato un allentamento di molte procedure burocratiche, che ha ulteriormente contribuito ad agevolare il flusso delle merci, sebbene vi sia ancora molto da fare in questo campo".

Il dr. Abdulaziz Ibrahim Al Mana, ministro di stato e presidente della SEAPA (Autorità Portuale Saudita), è il primo a riconoscere tali progressi. Afferma infatti: "Sin dalla privatizzazione nel 1999, le prestazioni di punta di entrambi i terminals sono migliorate da sole 76 alzate/ora a 122 alzate/ora nel 2001, il che rappresenta un incremento del 61% in soli tre anni. Inoltre, i vettori marittimi adesso possono prenotare le proprie finestre di ormeggio in anticipo, invece di dover lavorare sulla base del principio "chi prima arriva, prima viene servito".

Anche se potrebbe essere un'esagerazione affermare che il processo di privatizzazione abbia ispirato un cambiamento totale di atteggiamento da "non posso farlo" a "posso farlo", non vi è dubbio che gli amministratori del settore trasportistico siano diventati più flessibili. Ad esempio, il traffico di trasbordo viene ora incoraggiato più attivamente, laddove prima era decisamente scoraggiato.

Al fine di conseguire tale obiettivo, la SEAPA ha ridotto del 50% i propri onorari relativi ai traffici di trasbordo nell'agosto 2002, il che senza dubbio è stato accolto favorevolmente dai due operatori terminalistici privati di Jeddah, cioè la Siyanco DPA dello SCT (South Container Terminal) e la Gulf Stevedoring dello NCT (Northern Container Terminal). I risultati containerizzati complessivi di Jeddah sono già aumentati del 13,5% nel 2001, sino ad 1,18 milioni di TEU. Si stima che nel 2002 essi siano aumentati ancora del 5%, sino ad 1,24 milioni di TEU.

Il 60% circa di tutte le importazioni della porta d'accesso in questione (carichi di trasbordo esclusi) è indirizzato al centro commerciale di Riyadh, a 1.000 km di distanza all'interno. Precisa Homeyer: "La regione può essere servita attraverso sia Jeddah che Dammam. Alla Hapag-Lloyd non importa quale dei due, poiché essa serve bene entrambi i porti, ma l'ammontare dei carichi che ancora utilizzano Dammam è sorprendente".

I fattori che determinano quale dei due porti venga preferito dai destinatari sono molti. Continua Homeyer: "In ogni caso, è il consegnatario che decide quale rotta sia preferibile. Noi dobbiamo solo assicurare un servizio efficiente e competitivo in entrambi i porti".

Da un punto di vista geografico, Jeddah costituisce la rotta più veloce per tutti i carichi che passano attraverso Suez da e per il Mediterraneo, compresi tutti quelli inerenti all'Europa ed alla Costa Orientale degli Stati Uniti. I tempi di viaggio aggiuntivi da Jeddah a Dammam via mare possono comportare qualcosa come 10 giorni, poiché, sebbene normalmente vi siano solo dai cinque ai sei giorni di navigazione, Dammam è servita solo come puro traffico di trasbordo. Sono pochi i vettori marittimi a lungo raggio che vi fanno scalo direttamente. Anche se lo volessero, le navi più grandi che il porto è in grado di accogliere sono limitate a 2.500 TEU circa di capacità.

Si dice che gli oneri aggiuntivi sui noli marittimi per Dammam oscillino tra il 25 ed il 30% rispetto a Jeddah, ma un rapido controllo su una tariffa per un contenitore di macchinari da 20 piedi dal Regno Unito alla volta di entrambi i porti, per mezzo di un vettore di primaria importanza, ha rivelato una differenza di soli 25 dollari USA (975 dollari/TEU invece di 950 dollari/TEU) dovuta a sovrapprezzi.

Dall'altro lato, Dammam rappresenta di solito la prima scelta dei caricatori per le navi che salpano da e per l'Asia ed il Sub-continente indiano, anche quando è previsto un nuovo trasbordo da porti quali Colombo, Dubai, Khor Fakkan e Salalah. Ciò è compensato dal fatto che Riyadh è molto più vicina a Damman di quanto non lo sia a Jeddah (460 km rispetto a 1.000 km).

Tuttavia, la questione è molto più complicata rispetto al mero problema geografico. L'asso nella manica di Dammam è la sua linea ferroviaria alla volta di Riyadh. Dato l'atteggiamento del pubblico nei confronti delle ferrovie, che sembrerebbe essere lo stesso in tutto il mondo, il collegamento potrebbe non apparire granchè a prima vista, ma almeno consente alle merci di essere sdoganate presso il Porto Interno di Riyadh, invece che sulla costa.

Ciò, perché tutti i containers movimentati via strada (la sola possibilità scelta per Jeddah) devono ancora essere accuratamente svuotati, controllati e nuovamente riempiti dalla dogana portuale, il che è costoso e può richiedere vari giorni se tutta la documentazione non è in ordine. Le pubblicazioni sovversive e gli alcolici sono tra gli articoli che vengono rigorosamente confiscati.

Ken Bedward, direttore commerciale della Siyanco DPA di Jeddah, commenta: "L'esigenza di espletare tali ispezioni procura un certo numero di problemi agli operatori di terminal containers come noi, dei quali l'ultimo non è certo quello rappresentato dalla necessità di trovare lo spazio richiesto dalle dogane. Lo SCT ha dovuto mettersi in condizione di preparare per le ispezioni una media di 750 containers al giorno. Noi siamo fortunati ad avere lo spazio, ma non tutti sono nella medesima situazione".

La SEAPA afferma che il tempo medio per lo sdoganamento materiale di un numero di containers tra 700 e 1.200 al giorno a Jeddah è stato ridotto a meno di 24 ore, compreso l'autotrasporto dalla pila dell'importazione, lo svuotamento/riempimento, l'esame doganale ed il ritorno alla pila d'importazione. Ma, come viene sottolineato da Bedward, tutto ciò dipende dallo spazio disponibile che è abbastanza, dal regolare flusso dei traffici e dal fatto che tutta la documentazione sia in ordine.

I carichi refrigerati possono soltanto essere trasferiti su furgoni per carichi secchi o refrigerati, mentre i carichi LCL o di groupage non possono essere movimentati al di fuori del terminal, di modo che devono essere deconsolidati presso la stazione merci containerizzate. Inoltre, in certi periodi dell'anno esistono limitazioni lavorative, tra cui il Ramadan (nel 2002, tra il 6 novembre ed il 5 dicembre). Conclude Bedward: "Potrei suggerire che sarebbe più sicuro per i caricatori consentire un periodo di 5-10 giorni per il completamento di tutte le formalità".

Secondo Homeyer, il periodo franco di deposito contenitori corrispondente a 10 giorni (controstallia) viene normalmente assicurato dal porto ai consegnatari, sebbene i vettori marittimi siano autorizzati ad applicare oneri di trattenuta solamente dopo 15 giorni.

Secondo Bedward, il costo dell'esame doganale nei confronti dei destinatari è pari a:

  • esame: SR 120 (32 dollari USA);

  • svuotamento/riempimento: SR 240 (64 dollari USA) per contenitore;

  • movimentazioni extra (se richieste): SR 60 (16 dollari USA) per contenitore;

  • tasse portuali: SR 270 (72 dollari USA) per TEU e SR 415 (111 dollari USA) per FEU;

  • cattivo stivaggio (quando è necessario): SR 350 (93 dollari USA) per TEU e SR 750 (200 dollari USA) per FEU.

E' interessante notare come alcuni ricevitori di carichi ad alto valore cerchino di incorrere deliberatamente in quest'ultimo sovrapprezzo al fine di incrementare l'utilizzazione dei containers. Approssimativamente il 30% di tutti i carichi viene indirizzato alla stazione merci containerizzate dopo l'esame da parte delle dogane, ai fini della consegna effettuata in modo convenzionale per mezzo di camion. Nei porti sauditi non esistono THC.

Chiaramente, vi è un grosso vantaggio da conseguire nel consegnare i carichi containerizzati da Damman in attesa di sdoganamento al Porto Interno di Riyadh, poiché, sebbene anche lì vi siano tasse per l'esame doganale, le operazioni possono essere espletate in modo molto più tranquillo e le merci possono essere tenute in magazzino fino a quando vengono richieste da consegnatari locali.

All'arrivo al Porto Interno di Riyadh, il contenitore originale ed i sigilli delle Dogane Saudite vengono controllati. Quindi l'agente addetto allo sdoganamento riceve la polizza di carico ed i documenti correlati, come la lista di imballaggio del container, il certificato di origine, le fatture del produttore e la dichiarazione dei prodotti da parte dell'agente marittimo, allo scopo di pervenire infine allo sdoganamento. I containers possono di conseguenza essere consegnati direttamente ai consegnatari, ovvero svuotati presso la stazione merci containerizzate, la quale ultima costituisce una scelta diffusa.

Il risparmio aggiuntivo in relazione agli oneri di trasporto terrestre da Dammam rispetto a Jeddah è persino ancor più allettante. Secondo James Joseph della CMA CGM di Dammam, il trasporto per ferrovia da Dammam costa solo 650 SR (173 dollari USA) per TEU. Diverse altre fonti fanno sapere che il trasporto da Jeddah costa approssimativamente 1.900 SR (507 dollari USA) per TEU o 2.200 SR (587 dollari USA) per TEU.

Aggiunge Joseph: "Il servizio ferroviario, che è attualmente assicurato dalla Globe Marine, funziona ragionevolmente bene. Vi sono due treni al giorno (eccetto il venerdì) che offrono tempi di viaggio di circa 12 ore (rispetto alle 24 ore di Jeddah), ma, siccome si può ottenere spazio solo sulla base del principio "prima arrivi, prima sei servito", è meglio prevedere più o meno cinque giorni tra l'arrivo della nave e l'arrivo a Riyadh".

L'intera operazione è assistita da un binario di raccordo privato nel terminal contenitori di Dammam, che adesso è gestito dalla Hutchison Ports con sede a Hong Kong. Nel 2001, tra il 20 ed il 25% del traffico interno del terminal è stato movimentato per ferrovia.

Malgrado i vantaggi dello sdoganamento a Riyadh, solo il 30% circa di tutti i containers importati che arrivano a Dammam per Riyadh vengono sdoganati in tal modo, ammontando a circa 7.500-8.500 TEU al mese. Il restante 70% viene sdoganato per l'autotrasporto a Dammam, che, come Jeddah, ora dispone della propria Zona Franca Doganale.

L'infrastruttura, che è stata inaugurata solo nel 2001, ha contribuito ad attirare un quantitativo maggiore di attività nel porto. Anche se il traffico complessivo di Dammam quell'anno è aumentato dell'8% sino a 490.000 TEU (molto meno del 13,5% ottenuto a Jeddah), nel corso dei primi sei mesi del 2002 esso è cresciuto di poco più del 12% sino a 290.000 TEU, ben al di sopra della crescita del 5% fatta registrare da Jeddah.

Jeddah non sta riposando sugli allori. La prossima fase dello sviluppo dell'hub portuale consiste nella costruzione di un nuovo collegamento ferroviario con l'hinterland alla volta di Riyadh. La SEAPA elenca di seguito i potenziali vantaggi del collegamento:

  • l'alleviamento della pressione dello sdoganamento nel porto;

  • l'aggiramento della limitazione sui pesi stradali (solo 40 tonnellate) contenuta nella normativa nazionale;

  • la riduzione dell'intasamento del traffico stradale e degli incidenti;

  • la concorrenza sui prezzi e sulla qualità del servizio tra le diverse modalità trasportistiche.

Essa sostiene altresì che una connessione ferroviaria Jeddah-Riyadh potrebbe assicurare un "ponte terrestre" attraverso il paese alla volta di Dammam. Ciò aprirebbe l'intera regione del Golfo Persico a nuove opportunità logistiche dal momento che, com'è già stato detto prima, possono volerci sino a 10 giorni per circumnavigare la penisola via mare.

Recentemente, il governo saudita ha approvato un piano esecutivo affinché il settore privato possa partecipare all'iniziativa secondo la modalità costruzione-messa in opera-trasferimento. Ciò richiede tre fasi. La prima, collegherebbe il Porto Interno di Riyadh a Jeddah. La seconda, comporterebbe un altro collegamento con le regioni centro-settentrionali del paese, al fine di provvedere al trasporto dei suoi minerali di valore. Infine, il terzo provvederebbe ad una connessione tra i due porti settentrionali di Dammam e Jubail.

Ci si aspetta che il capitale richiesto per il progetto provenga da investitori locali e privati, ed alcune imprese locali e straniere hanno già espresso il desiderio di parteciparvi.

In conclusione, anche se la scelta delle porte d'accesso alla volta di Riyadh già procura agli esperti di logistica globale abbastanza cose cui pensare, è possibile che lo scenario possa essere completamente ridisegnato nel giro di circa cinque anni, nel caso che questo progetto dovesse ricevere il necessario supporto finanziario. L'idea è ancora ai suoi primi passi, ma potrebbe senza dubbio interessare a molti.
