La crisi dell'autotrasporto britannico

Il settore dell'autotrasporto dell'Unione Europea riscuote parecchio successo sin dagli anni '70. Se non si tiene conto del trasporto marittimo di cabotaggio, la sua quota del mercato trasportistico è cresciuta dal 65% circa all'85%, mentre quella delle ferrovie è scivolata dal 35% al 15% appena.

Tale incremento non costituisce un fenomeno casuale. Oltre ad essere ritenuto nell'ambito del mercato come più semplice da utilizzare, più flessibile e più competitivo, l'autotrasporto si è adattato meglio al mutamento delle esigenze del cliente, e da nessun'altra parte ciò è avvenuto in misura maggiore che nel Regno Unito. Una notevole caratteristica del settore consiste nel fatto che i suoi amministratori sono dotati di un approccio pragmatico. E deve essere così, poiché il successo dipende molto dall'avere il camion giusto nel posto giusto al momento giusto, ogni giorno.

Charles Downie, uno dei direttori della principale società di trasporto contenitori del Regno Unito, cioè la SOCL (Securicor Omega Container Logistics), commenta: "Una convinzione diffusa ma errata circa il settore consiste nel ritenere che i nostri contratti con i vettori marittimi determinino sempre ciò che dobbiamo fare ogni giorno. Invece, spesso ci è soltanto consentito di metter sotto contratto una quota dell'attività di ciascuna linea di navigazione, ovvero un numero prefissato di camion al giorno presso determinati porti, di modo che frequentemente siamo costretti a tentare di azzeccare le esigenze di tutti quanti".

Continua Downie: "Le linee di navigazione ora preferiscono altresì sempre di più gestirsi da sé la logistica, di modo che in luogo di lavorare con pochi autotrasportatori, esse lavorano con molti operatori, il che rappresenta una linea di tendenza opposta rispetto a quella di altri segmenti del settore trasportistico. Tra le altre cose, questo significa che noi abbiamo molte più relazioni con i clienti da curare. Maggiore attenzione viene poi prestata alle tariffe, talvolta a spese dei livelli di servizio, tanto che soddisfare tutti quanti per tutto il tempo è difficile".

La SOCL attualmente movimenta oltre 1.600 consegne di containers al giorno, impiegando approssimativamente 520 veicoli di proprietà e 300 veicoli noleggiati da 12 depositi sparsi su tutto il territorio nazionale. Essa ha recentemente acquisito 35 camion allo scopo di far fronte al traffico aggiuntivo della CP Ships, per conto della quale essa ora funge da trasportatore "preferito" nell'Inghilterra meridionale.

La SOCL è unica anche per il fatto che assicura inoltre un servizio combinato ferro-stradale con la Freightliner, denominato Masterhaul. Il servizio aiuta i clienti a determinare se sia più competitiva per ciascuna movimentazione la ferrovia o la strada. Spiega Downie: "Qualcuno potrebbe sostenere che noi abbiamo una naturale inclinazione verso la strada, ma nella realtà il Masterhaul ha aiutato clienti quali la Hanjin/Senator Lines e la Hamburg Sud ad incrementare la quota dei propri traffici movimentando per ferrovia dal 20-30% ad oltre il 40%. E sono cifre maggiori di quelle degli altri".

Peraltro, i problemi degli autotrasportatori adesso vanno ben al di là delle relazioni clienti/fornitori e sono tali da apportare una concreta minaccia al settore. Il maggiore di essi è la congestione del traffico stradale. Gli autisti devono inserire un bel po' di anticipo nei loro orari per riuscire a soddisfare i tempi di arrivo sempre più stretti richiesti dai consegnatari. Secondo Downie, la media dei viaggi giornalieri dei veicoli che era di circa 1,60-1,75, in alcune zone ora è calata a circa uno al giorno. John Williams, amministratore delegato della quarta impresa britannica di autotrasporto, la Maritime Transport Limited, afferma che i suoi veicoli ora totalizzano una media di 500 miglia (800 km) alla settimana in meno rispetto a 10 anni fa, il che rappresenta un decremento tra il 20 ed il 25%.

La società attualmente movimenta circa 3.300 TEU alla settimana, impiegando 180 veicoli di proprietà e 140 veicoli noleggiati dai depositi di Birmingham, Manchester, Southampton, Thamesport, Tilbury e Felixtowe. La Maritime Transport è stata rilevata dalla Hutchison Ports ad opera della Williams giusto un anno fa e da allora essa ha incrementato la propria flotta dell'enorme percentuale del 33%.

L'utilizzazione dei camion potrebbe variare da un'impresa all'altra, a seconda della percentuale di attività di trasporto a lungo raggio movimentata da ciascuna di loro. Ad esempio, secondo John Hooper, direttore vendite e marketing del secondo maggior operatore britannico, la RCL (Roadways Container Logistics), una consociata della P&O Nedlloyd, la sua utilizzazione della flotta è in realtà migliorata negli ultimi anni, a causa della sua elevata percentuale di attività a corto raggio connessa al trasporto ferroviario. Lo scorso anno, la società ha movimentato oltre 400.000 containers impiegando una flotta oscillante tra i 250 ed i 280 camion di proprietà, mentre altri 500 sono stati noleggiati.

La RCL opera da 12 depositi a livello nazionale, gran parte dei quali sono di proprietà e collegati alla ferrovia. Commenta Hooper: "Unitamente alle nostre ampie basi adibite al trattamento dei carichi ed allo svuotamento dei contenitori, ciò rende la nostra qualcosa di più che un'impresa di trasporto. La nostra estesa rete di depositi collegata alla ferrovia ci mette altresì in grado di fornire operazioni del tipo centro di snodo a raggiera, che rappresenta un modo molto efficace per ovviare ai ritardi comportati dagli intasamenti che affliggono il trasporto a lungo raggio. I contenitori completi possono essere trasportati per ferrovia di notte alla volta del nostro deposito interno più vicino, da dove essi possono essere consegnati più comodamente ai destinatari come e quando richiesto".

Relativamente ai problemi che gli autotrasportatori si trovano a dover affrontare nel Regno Unito, Williams ha dichiarato: "Ritengo che il miglioramento dell'utilizzazione dei camion costituisca adesso la nostra sfida maggiore. Oltre a doversela vedere con il crescente intasamento del traffico stradale, e dal momento che non è prevista alcuna capacità portuale aggiuntiva nel prossimo futuro, ci si potrebbe anche aspettare che il congestionamento dei porti diventi parte della vita di tutti i giorni. Abbiamo bisogno di lavorare a più stretto contatto con i porti ed i vettori marittimi al fine di trovare nuove soluzioni".

Continua Williams: "I vettori marittimi hanno un ruolo importante da svolgere a questo riguardo. Occorre impiegare altro tempo per rendersi conto delle esigenze della parte terrestre allorquando si negoziano i contratti inerenti ai terminal contenitori. Poiché l'attenzione è concentrata sulle prestazioni delle gru a cavaliere bordo-costa, nonché sui tempi di lavorazione-nave, questa è l'area in cui i terminal operators concentrano la maggior parte dei propri investimenti, lasciando le altre aree meno ben provviste".

Egli sostiene che il trasferimento dei containers dalla pila al camion sia altrettanto importante di quello dalla nave alla pila. Precisa infatti: "Ad esempio, allorquando gli operatori di cabotaggio marittimo negoziano i propri contratti terminalistici, si impiega molto più tempo ad accordarsi sugli obiettivi di prestazione di questo settore poiché essi sono impegnati in modo più stringente nei servizi da porta a porta, di modo che possono meglio apprezzare il valore della gestione completa della catena delle forniture".

Una soluzione per i vettori marittimi a lungo raggio potrebbe consistere nella procedura che, mentre essi sono impegnati nelle operazioni relative alle navi, i trasferimenti dalla pila ai camion potrebbero di norma essere movimentati dagli operatori terminalistici direttamente con le imprese di autotrasporto. La difficoltà nel realizzare tale procedura sta nel fatto che, dato che il 70% circa del trasporto di contenitori marittimi nel Regno Unito viene effettuato nei termini di "trasporto del vettore", si potrebbe sostenere che i problemi del trasferimento dalla pila al varco sono più strettamente correlati ai vettori marittimi che a qualsiasi altro soggetto.

Il problema ha raggiunto dimensioni di crisi a Southampton. All'inizio di novembre, i ritardi in porto erano così gravi che alcuni trasportatori sono stati costretti ad introdurre un sovrapprezzo inerente all'intasamento oscillante tra le 25 e le 30 sterline per veicolo. Stranamente, i vettori marittimi non hanno neanche provato a trasferirlo ai loro clienti.

All'inizio dell'anno, la SCT (Southampton Container Terminal) ha introdotto un sistema per la registrazione dei veicoli al fine di contribuire ad alleviare gli intasamenti. In luogo dei camion che arrivano senza preavviso a raccogliere i contenitori, tanto che essi ora devono pre-registrare i tempi di arrivo. Tuttavia, si è capito che questo approccio non funziona benissimo.

Precisa Downie: "Poiché gli autisti sanno che devono arrivare in tempo presso i locali del consegnatario, se no rischiano di essere rispediti indietro, persino nel caso di soli 15 minuti di ritardo, a molti di loro piace poter disporre di una qualche flessibilità nella raccolta dei propri carichi in porto. Quando scelgono di fare così, dipenderà dalle condizioni di traffico previste. Ma se vengono bloccati ad un momento di raccolta preciso, questa flessibilità gli viene negata. Ed anche quando arrivano in tempo al terminal, ci sono stati molti casi in cui hanno dovuto stare in coda per ore".

Un'altra causa di congestionamento nel porto e nei suoi dintorni consiste nella richiesta di consegne al mattino presto o a metà pomeriggio. Spiega Hooper: "I dirigenti dei magazzini in genere desiderano che i propri containers arrivino in primo luogo al mattino, in modo che essi possano organizzare il lavoro di smistamento ed a valore aggiunto sul carico nel resto della giornata. Ma questi momenti di punta sono davvero necessari? Ad esempio, possono volerci tre settimane per spedire un contenitore da Hong Kong a Southampton. Per i destinatari, poi, possono volerci sino ad altri due giorni prima di riceverlo in consegna e, quando ciò avviene, il loro carico è destinato con tutta probabilità a restar fermo nel magazzino o nel centro di distribuzione regionale per almeno un paio di giorni ancora. Perciò, stando così le cose, è davvero essenziale che venga richiesta una consegna alle 8 del mattino per una percentuale così elevata di containers?".

Hooper sostiene che il problema spesso deriva dal fatto che troppa gente è coinvolta nella catena delle forniture. Per quanto il personale del magazzino e gli autisti comprendano tali implicazioni, la portata del problema non sempre viene completamente percepita presso gli altri anelli della catena. Afferma Hooper: "Da un po' di tempo a questa parte stiamo lavorando proprio a questo, e qualche successo l'abbiamo avuto. Si tratta di far sì che tutti quanti si parlino reciprocamente al giusto livello. Si dovrebbe ricordare che il cliente dell'autotrasportatore spesso non è il destinatario od il caricatore, ma il vettore marittimo che lo impiega".

Perciò, come mai le imprese di autotrasporto non introducono prezzi differenziati al fine di fornire le motivazioni per un cambiamento più rapido? Risponde Williams: "La difficoltà sta nel fatto che il settore dei trasporti è assai frammentato e caratterizzato da grande concorrenza, di modo che non è molto semplice modificare delle prassi da tempo stabilite. I vettori marittimi conducono sempre molte trattative con noi. E poiché i nostri contatti con i caricatori ed i consegnatari avvengono "a portata di mano", noi pensiamo che sarebbe più efficace per i vettori marittimi promuovere questa politica".

E' interessante notare come la SOCL disponga di un servizio di eccellenza destinato a caricatori e destinatari denominato "Diamante Blu" che offre un servizio garantito nel giro di 24 ore. Esso ha riscosso qualche successo, il che suggerisce che vi sarebbe spazio per prezzi differenziati sul mercato.

L'ulteriore crisi che il settore dell'autotrasporto britannico si troverà a dover affrontare è la sempre maggiore carenza di autisti a lungo raggio, a causa del graduale esodo di personale insoddisfatto dalle condizioni lavorative. Ciò è in parte correlato all'intasamento dei traffici stradali ed alle incertezze che esso sottintende. Secondo studi elaborati dalla RHA (Associazione Trasporto Stradale), l'attuale afflusso in entrata di circa 25.000 nuovi autisti per i veicoli da oltre 3,5 tonnellate è insufficiente per far fronte alla domanda. Altri 50-80.000 autisti dovranno fare il proprio ingresso nel settore nei prossimi due anni, oltre a quelli richiesti per ovviare al tasso di rimpiazzo naturale.

Afferma Williams: "Il problema di molte società di trasporto nel Regno Unito è che gli autisti adesso preferiscono lavori più prevedibili che gli consenta di tornare a casa alla sera, invece di dover dormire fuori casa. Ciò di solito significa trovare impiego nelle attività di trasporto a corto raggio, come la consegna di merci ai negozi dai centri di distribuzione locale. Perciò ora dobbiamo impiegare molto più tempo per incoraggiare gli autisti a restare, offrendogli migliori condizioni di lavoro. Ad esempio, adesso stiamo molto più attenti al comfort dell'autista quando compriamo nuovi camion. Abbiamo investito in migliori infrastrutture presso i nostri depositi, tra cui edifici più moderni dal punto di vista sanitario. E poi gli forniamo contratti concorrenziali e generosi programmi pensionistici".

L'imminente direttiva dell'Unione Europea sui tempi lavorativi, che fino ad ora esclude dal proprio ambito applicativo il settore trasportistico, rappresenta una ulteriore fonte di preoccupazioni per il settore medesimo. Entro il 1° agosto 2003, i lavoratori fissi non potranno essere costretti a lavorare più di quaranta ore alla settimana, mentre il lavoro notturno sarà limitato a otto ore.

Il dispositivo contrattuale per gli autisti, da implementarsi nel 2004 o 2005, deve ancora essere messo a punto definitivamente, ma le attuali proposte comprendono una settimana lavorativa media di 48 ore (su quattro mesi, senza possibilità di scelta, e con un limite massimo di 60 ore in una settimana) e con un limite di lavoro notturno pari a 10 ore su 24. E' ancora molto controversa la questione relativa al momento in cui inizia e finisce il periodo notturno.

La direttiva escluderà provvisoriamente i padroncini, per i quali, calcola la RHA, dovrebbe essere previsto un costo aggiuntivo di almeno 7.000 sterline all'anno entro il 2005. Secondo Hooper della RCL, il risultato finale potrebbe condurre ad un incremento dei costi tra il 10 ed il 20 per cento.

Data la crescente concorrenza da parte del trasporto ferroviario finanziato dallo stato, ciò si avvia ad essere per il settore un ostacolo difficile da saltare senza mettere a repentaglio la quota di mercato.

In conclusione, il settore dell'autotrasporto britannico senza dubbio ha molto di cui preoccuparsi. Ma, come riassume Downie, "sebbene ci si debba perdonare per la depressione del momento, almeno siamo consapevoli del problema, e stiamo cercando di affrontarlo. Questa è sempre stata la forza del settore e, confidando in essa, stiamo ancora investendo notevolmente per il futuro".
