Trasporto intermodale

Il brillante futuro di Porto Alegre

Porto Alegre, che è la capitale dei gauchos ' cioè dei cowboys ' del Brasile, è sempre stato un porto fiorente. Inaugurato nel 1921, divenne un porto-chiave subito dopo la Seconda Guerra Mondiale, quando il mondo aveva bisogno del cibo brasiliano, del legno di pino del Parana, del tabacco e di articoli di pelletteria, mentre il Brasile aveva bisogno (tra molti altri prodotti) di macchinario industriale. A quel tempo, operatori di trasporto marittimi a lungo raggio regolari ' quali le Poste Reali Britanniche, la Lampard e la Holt (nell'ambito del gruppo Vesty), nonché la Rotterdam South America Line e la KHL (che in seguito divenne la Nedlloyd), la Lloyd Brasileiro e la Moore McCormack ' servivano Porto Alegre direttamente dall'Europa e dagli Stati Uniti.

Tuttavia, l'impiego di navi più grandi nei traffici marittimi brasiliani all'inizio degli anni '60 e l'emersione di Rio Grande a sud e ' in grado minore ' di Itajai e São Francisco do Sul a nord comportò la dismissione di questo che una volta era un grande porto brasiliano. Situato sul fiume Guaiba, in prossimità della costa nord-occidentale della Lagoa dos Patos (il Lago delle Anatre, il maggior lago d'acqua dolce del Sudamerica), Porto Alegre dispone di un pescaggio di soli 5,18 metri, che ha sempre ostacolato l'ingresso al naviglio oceanico.

Tale è il potenziale di carico di Porto Alegre ' la sesta città in ordine di grandezza del Brasile, con una popolazione di circa quattro milioni di abitanti, nonché una delle più ricche ' che circa 250.000 TEU vengono movimentati per camion ogni anno alla volta del terminal contenitori Tecon Rio Grande, a qualcosa come 310 km di distanza per idrovia ed a 306 km via strada. Questa attività in crescita ha incoraggiato l'istituzione di due, e probabilmente tre, nuovi servizi di trasporto containers su chiatta e su piccole navi al servizio della città a partire da febbraio/marzo. Perciò, i carichi saranno autotrasportati dalle fabbriche (come l'impianto dell'esportatore di polli Frango Sul di Caxias do Sul) fin giù ai porti fluviali, come Porto Alegre, da dove essi verranno portati via chiatta a Rio Grande prima di essere infine caricati sulle navi da trasporto a lungo raggio per l'inoltro alla volta di destinazioni brasiliane, del Mercosur e del resto del mondo.

Si potrebbe aggiungere una quarta modalità ' la ferrovia ' se l'operatore ferroviario e logistico brasiliano ALL (America Latina Logistica) dovesse decidere di ampliare i propri binari, che si estendono per 1 km dallo scalo di Porto Alegre, sino all'adiacente terminal contenitori. Tuttavia, ciò potrebbe presentare un potenziale conflitto di interessi per la ALL, che effettua servizi containerizzati propri per ferrovia da São Paulo a Montevideo e Buenos Aires via Porto Alegre.

Porto Alegre dispone di un terminal containers a due ormeggi da 36.654 m2 relativamente nuovo, gestito dalla Cet-Log Terminais e Logistica ai sensi di una concessione trentennale. La Cet-Log si è impegnata nell'infrastruttura attraverso la propria società-madre, la Cejen Engenharia. Nel 1995, a quest'ultima era stato chiesto da parte del governo federale di Brasilia di costruire un ponte attraverso il fiume Jacui. Questo è uno dei molti tributari che si gettano nel Guaiba, che scorre accanto a Porto Alegre e quindi sfocia nel Lagoa dos Patos. La Cejen successivamente ha costruito un secondo ponte al servizio di una diga per l'impresa di energia Dana Francesca e per il governo dello stato del Rio Grande do Sul, il quale poi suggerì alla società di gareggiare per l'appalto inerente al terminal contenitori privato dello scalo di Porto Alegre.

Il governo dello stato di Rio Grande do Sul ha scelto di sviluppare un'infrastruttura containerizzata a Porto Alegre in seguito alla decisione della GM (General Motors) di non allestire un impianto nei pressi della città. La GM avrebbe utilizzato un'area presso la banchina Navegantes come terminal dedicato al proprio traffico, ed è proprio questo sito che è stato sviluppato per movimentare i contenitori.

"Così, circa sette anni fa abbiamo imparato qualcosa sulle attività portuali" ha dichiarato Ceciliano José Ennes Neto, il presidente sia della Cejen che della Cet-Log, con sede a Curitiba nello stato di Parana. "Poco tempo dopo, abbiamo partecipato ad una gara d'appalto per gestire questo terminal contenitori qui a Porto Alegre e l'abbiamo vinta". Il suo successo è stato in certo qual modo una sorpresa, dal momento che la Cet-Log non aveva precedenti esperienze nella gestione di terminal containers.

Un'altra consociata della Cejen gestisce un terminal multipurpose nel sud del Brasile, a São Francisco do Sul, nello stato di Santa Catarina. La società ha investito circa 25 milioni di dollari a São Francisco do Sul da quando ha iniziato le operazioni nel 1995. Quest'anno, l'infrastruttura ha cominciato a movimentarvi contenitori per la prima volta, secondo Ennes.

La Cet-Log è assai impegnata nei nuovi servizi, il cui inizio delle operazioni era previsto per febbraio. Non si tratta di un'iniziativa del tutto nuova per la società, tuttavia, dal momento che costituiva il centro di un sistema trimodale basato attorno al suo terminal contenitori di Porto Alegre, che ha funzionato per più di un anno prima di cessare le attività nel mese di luglio del 2002. I soci della Cet-Log in questa iniziativa sono stati la HSAC (il braccio logistico del gruppo marittimo Hamburg Sud), la società di autotrasporto e logistica Eichenberg e la Navegação Aliança Ltda, un operatore fluviale, da non confondere con la Aliança Navegação e Logistica Ltda.

Alla luce di questo sistema, i camion porterebbero i carichi da circa 20 città industriali dello stato di Rio Grande ed oltre a Porto Alegre, dove un rimorchiatore spingerebbe due chiatte (ciascuna dalla capacità di 200 TEU) giù fino a Rio Grande. Per il viaggio occorrono da 30 a 36 ore circa, rispetto alle sei-otto ore per camion. Due sistemi di chiatte (dalla capacità di 100 TEU ciascuna) assicurano le operazioni tre volte alla settimana.

Nel corso della prima metà dell'anno scorso, questa operazione trimodale ha funzionato in modo relativamente liscio, lavorando sino a 500 TEU al mese, per lo più per mezzo della movimentazione di contenitori dalle fabbriche di Passo Fundo e Montenegro lungo i fiumi Taquari e Cai. Un'altra impresa di chiatte, la Guarita, ha assicurato un servizio distinto, movimentando i contenitori da un piccolo terminal contenitori di Santa Clara a Porto Alegre (distante qualcosa come 40 km), ai fini del trasferimento e della successiva spedizione marittima giù al porto di Rio Grande. Quest'ultimo è il terzo maggior porto del Brasile, avendo movimentato circa 360.000 TEU nel 2003, il 60% dei quali si spostano da e per Porto Alegre.

Due dei maggiori clienti della Cet-Log sono stati la Frango Sul ed i vari produttori di calzature (tra cui il leader del mercato Azaleia) di Novo Amburgo. Anche il tabacco è stato movimentato in contenitori da Santa Cruz, ed Ennes ha ammesso che il terminal ha un hinterland che si estende per circa 150 km.

E tutto andava bene. In effetti, una serie di scioperi degli autotrasportatori nel corso del 2002 alla fine ha indotto un numero sempre maggiore di caricatori a scoprire i vantaggi dei servizi multimodali fuori Porto Alegre. La domanda di operazioni ha raggiunto il proprio apice nel corso dello sciopero di una settimana a maggio, dopo che i problemi avevano cominciato ad intensificarsi. Secondo Ennes, i costi sono aumentati e la Navegação Aliança ha deciso di raddoppiare i propri prezzi, principalmente a causa di un repentino aumento del prezzo del carburante, della svalutazione del real (la valuta brasiliana, che è calata di più del 50% nei confronti del dollaro statunitense) e delle pressioni inflazionistiche (l'inflazione è cresciuta in Brasile dal 7% al 10% nel corso del 2002).

Ennes ha dichiarato a Containerisation International: "Questo incremento significa che le tariffe di nolo per un contenitore da movimentare via chiatta da Porto Alegre fino a Rio Grande sono nuovamente risultate maggiori delle tariffe camionistiche, di modo che un sacco di clienti ha abbandonato tale modalità". Nello stesso tempo, egli ha sottolineato che il sistema di chiatte si era rivelato molto più economico per i caricatori rispetto all'alternativa dell'autotrasporto, così come aveva ridotto l'inquinamento a Porto Alegre e nei suoi dintorni. Ennes rivela che, prima delle escursioni dei prezzi, esso costava ai caricatori poco meno di 200 dollari USA/FEU per un viaggio circolare da Porto Alegre al porto containerizzato hub di Rio Grande.

E' interessante notare come una fonte attendibile dell'Autorità Portuale di Porto Alegre (la Superintendencia de Portos e Hidrovias) abbia commentato: "Il servizio è stato annullato proprio quando stava davvero guadagnando un po' di terreno. Si tratta di delitto che grida vendetta ed è dovuto alle lotte intestine tra i quattro operatori che gestivano lo spettacolo".

Tuttavia, senza farsi dissuadere dall'esperienza dell'anno scorso, la Cet-Log ha deciso di dare inizio a due nuovi servizi. Il primo, destinato a ad iniziare a febbraio, è un collegamento bisettimanale tra Porto Alegre, Montevideo e Buenos Aires. Esso si servirà di una nave da 112 TEU, la Filipos. Poiché la nave batte bandiera paraguayana, il servizio non potrà caricare carichi nazionali da Porto Alegre a Rio Grande. Tuttavia, Ennes ha detto che vi sono ancora sufficienti noli da giustificare tale operazione. Inoltre, il governo brasiliano potrebbe concedere una rinuncia in ordine ad alcuni carichi destinati a porti esteri.

Nello stesso tempo, la Cet-Log sta inaugurando un servizio di chiatte bisettimanale da Porto Alegre a Rio Grande. Esso viene gestito con la Inter-Portus, che movimenterà le sue chiatte ed i suoi rimorchiatori da Paranagua ai fini della loro utilizzazione nel Lagoa dos Patos. Ai sensi di tale sistema, i camion porteranno i carichi a Porto Alegre, dove un rimorchiatore spingerà due chiatte (ciascuna di capacità pari a 200 TEU) giù fino a Rio Grande, ed il viaggio in questione richiederà dalle 24 alle 30 ore. Saranno operativi due sistemi, ciascuno dotato di capacità pari a 400 TEU.

Spiega Ennes: "Esporteremo i polli della Frango Sul, articoli di pelletteria e sigarette a Montevideo, mentre porteremo indietro latte, bottiglie di Coca Cola e ed altre merci. I nostri prezzi saranno competitivi, vale a dire di 700 dollari per il viaggio circolare alla volta del Rio de la Plata (compreso il collegamento camionistico con il terminal contenitori di Porto Alegre). Ciò, rispetto ai 900 dollari che occorrono per una tratta interamente camionistica; quindi il costo sarà di 800 reais (231 dollari) compreso il viaggio circolare da Porto Alegre al Rio Grande, rispetto ai 1.000 reais (289 dollari) via camion".

Tuttavia, la Cet-Log dovrebbe essere consapevole del fatto che i servizi tra Porto Alegre ed il Rio de la Plata, attraverso il Lagoa dos Patos, non sempre hanno successo. Alcuni anni fa, l'operatore argentino Lineas Feeder ha effettuato un servizio di questo tipo da Buenos Aires a Porto Alegre, dovendolo alla fine abolire perché i caricatori non si erano lasciati persuadere ad abbandonare i loro autotrasportatori preferiti.

Si sa che anche la HSAC sta preparandosi a rientrare nella mischia nei prossimi due mesi, probabilmente in collaborazione con la Navegação Aliança e la Eichenberg. Gustavo Costa, dirigente della logistica della HSAC, che da molti anni è impegnato nei progetti multimodali di Porto Alegre, ha dichiarato che la sua società sta attivamente cercando soci allo scopo di riattivare un servizio di chiatte, ma non ha voluto rivelare ulteriori dettagli. Un'altra fonte afferma che la Navegação Aliança è in procinto di ripristinare le operazioni nel corso del prossimo mese o giù di lì, probabilmente con altri soci.

Spiega Costa: "Vogliamo ripristinare le operazioni con un livello di servizio maggiore e con migliori frequenze. Vogliamo collegare Rio Grande sia con Porto Alegre che con Santa Clara (un'altra città portuale collegata al sistema idroviario Jacui/Guaiba/Lagoa dos Patos) dal momento che, mettendoli assieme, potremo ottimizzare l'utilizzazione delle chiatte containerizzate e tenere basse le tariffe dei noli. Il punto di vista della Hamburg Sud è che il mercato richiede un servizio multimodale affidabile e competitivo, quindi essa dispone di una buona copertura assicurativa".

Ennes della Cet-Log non è preoccupato dalla prospettiva di una ulteriore concorrenza, in parte perché qualsiasi operazioni dovrà servirsi del terminal contenitori della sua società: "E' quanto di meglio potessimo aspettarci, riguardo alle preoccupazioni in merito. Penso che su questa direttrice vi sia abbastanza lavoro anche per più di due sistemi di chiatte".

Peraltro, non tutti sono così ottimisti circa il futuro successo delle attività di Porto Alegre della Cet-Log. Un ben noto e da tempo affermato agente marittimo di Porto Alegre ha dichiarato che l'aspirante terminal contenitori "non riuscirà mai a raggiungere i numeri che i suoi proprietari hanno prospettato all'autorità portuale. L'unica ragione che gli operatori di chiatte hanno per impegnarsi qui consiste nell'opportunità di trovarsi qualcosa da fare nel corso dei periodi di calma ' da ottobre ad aprile ' quando non movimentano la soia".

La stessa fonte ha aggiunto che nel sud del Brasile, così come in gran parte del Sudamerica, gli operatori dell'autotrasporto ancora "dominano" perché ci sono "pochissime regole a controllarli ed essi possono fare tutto ciò che vogliono, mentre gli operatori ferroviari e le linee di navigazione sono impantanati in normative e regolamenti".

Tuttavia la Cet-Log , i suoi soci ed i suoi rivali potrebbero ancora dimostrare che questo agente sbaglia. Una cosa è certa: i caricatori locali potranno trarre grandi vantaggi da questi nuovi servizi trimodali.
