La demolizione delle portacontainers: una partita in due tempi

Il dibattito in ordine all'offerta/domanda nei traffici marittimi di linea continua ad infuriare. I vettori marittimi proclamano fermamente che i loro tassi di utilizzazione non sono mai stati così alti, con i carichi che vengono lasciati a giacere sulle banchine. Tuttavia, l'analisi mostra come vi sia ancora uno squilibrio tra l'offerta e la domanda, dato che ci si aspetta che la flotta mondiale delle portacontainers cresca approssimativamente del 7% nel 2003, rispetto ad una crescita globale dei carichi del 5% circa. Dove stia la verità, potrà probabilmente essere rivelato solo nel 2003-2004 dai risultati finanziari dei vettori marittimi. Lo squilibrio complessivo nel 2001 e 2002 era molto più grande.

Nel contempo, vi è una questione di cui l'industria del settore non ha fatto cenno: le demolizioni. Le navi diventano obsolete, normalmente a causa dell'effetto dell'età, dei progressi tecnici e degli sviluppi dei traffici. Quale che sia la vera causa, è certo che la vita di una nave terminerà, quasi sempre in un cantiere di demolizioni navali. L'unica incognita è: quando? La demolizione non è un capitolo normale e necessario delle cinque fasi del ciclo marittimo: esigenza economica, costruzione, guasto, cessione di pezzi e demolizione.

La decisione di demolire una o più navi è influenzata dalle opportunità e dalle minacce dello scenario di traffico. Nel corso di una recessione della crescita dei traffici mondiale di origine marittima (come accade in questo momento), gli operatori potrebbero prendere in considerazione la riduzione delle proprie capacità di adattamento alla nuova domanda dei traffici. Altrimenti, se sono state ordinate più navi di quante poi non possano essere impiegate in modo che diano profitti (segnatamente, la condizione attuale), allora una risposta imprenditoriale razionale dovrebbe comprendere il ritiro anticipato di un po' di capacità. Quando entrambe le situazioni coesistono, allora un osservatore disinteressato si aspetterebbe un aumento del dibattito sulle dismissioni come mezzo per ridurre la capacità incombente; nel settore del trasporto marittimo di containers, peraltro, ciò non è ancora accaduto.

La maggior parte dei vettori marittimi opera nell'ambito di conferenze o di accordi tariffari. Allo stesso tempo, molti fanno parte di alleanze operative. Anche se questi gruppi potrebbero assicurare efficienze operative, non forniscono una base per la gestione della capacità a breve termine. Organismi regolatori internazionali, quali la Commissione Marittima Federale degli Stati Uniti e la Direzione per la Concorrenza della Commissione Europea, vietano qualsiasi collusione tra i membri di conferenze e di accordi tariffari in cerca di riduzioni provvisorie di capacità su una rotta di traffico. Questi organismi considerano tale attività come un mezzo per aumentare artificialmente le tariffe e possono sanzionare ogni trasgressione.

Di conseguenza, i vettori marittimi devono spesso risolvere le proprie esigenze di demolizione su base individuale, senza ricevere alcuna informazione circa le intenzioni dei loro soci nelle conferenze o negli accordi tariffari, che sono anche i loro concorrenti. L'effetto di tali raggruppamenti è quello di rendere più complessa la decisione da parte di un vettore quando deve demolire parte della propria flotta. Si tratta di un processo sempre difficile e doloroso, anche quando le navi hanno di gran lunga oltrepassato la propria durata economica.

Negli ultimi tempi, la percentuale della flotta completamente cellulare demolita ogni anno è stata tra lo 0,5% e l'1%. Tuttavia, negli anni fino al 1995, essa è stata in effetti vicina allo zero. Per di più, solo il 24% delle navi ' ed appena poco più del 50% della capacità demolita ' erano di progettazione completamente cellulare. Nel corso dei primi anni della containerizzazione (ed in particolar modo in ordine alle speciali navi completamente cellulari) c'era da aspettarsi una percentuale minima di demolizioni, ma il successivo basso tasso di demolizioni è notevole.

Quel poco di demolizioni che è stato effettuato si riferisce ' quanto a dimensioni ed età ' per lo più a navi che erano:

  • piccole (il 94% erano inferiori a 3.000 TEU e quasi il 62% erano inferiori a 2.000 TEU);
  • vecchie (il 64% erano più vecchie di 25 anni ed il 96% erano più vecchie di 20 anni).

Le navi completamente cellulari attrezzate tendono ad essere demolite meno frequentemente di quelle non attrezzate: meno del 5% della capacità demolita era attrezzata, che rappresenta una percentuale notevolmente inferiore rispetto a quella della flotta complessiva, pari al 21%. Ciò riflette il valore della migliore versatilità del primo tipo di navi, specialmente quando sono chiamate ad operare in uno scenario di servizio o portuale diverso da quello al quale erano state destinate.

Questo tasso di demolizione appare notevolmente basso e si spiega se si considera la crescita dei traffici containerizzati, nel contesto sia dei flussi di traffico delle derrate sia in conseguenza dell'aumentata penetrazione dei containers nell'ambito di un gruppo sempre più ampio di derrate. Una conseguenza involontaria di questo dirottamento modale consiste nella potenzialità di discesa a cascata di navi quasi nuove (ma adesso troppo piccole) da servizi di linea primaria a quelli con volumi relativamente più bassi e che servono zone in cui le navi più grandi sarebbero inadeguate per ragioni tipo le limitazioni portuali.

La domanda per queste navi leggermente più piccole e più vecchie viene ampliata dallo sviluppo dei sistemi distributivi a "centro di snodo e raggiera". La domanda che ci si pone oggi è se questa accresciuta domanda di navi più piccole possa continuare ad assorbire la capacità che si riversa fuori dalle rotte di grande comunicazione man mano che le nuove navi vengono immesse in servizio. Queste navi sono state ordinate nel 2000-2001, e l'intervallo di tempo intercorrente tra l'effettuazione di un ordine di nuova costruzione da parte dell'armatore e la presa in consegna finale è una delle componenti-chiave delle cinque fasi del ciclo marittimo.

Il mercato del noleggio si è esteso sino a circa il 43% delle flotte dei primi 30 vettori. Il mercato della vendita ed acquisto è limitato dalla relativa novità delle navi (il 60% ha meno di 10 anni di età) ma sembra essere pronto a cambiare.

Quanto all'equilibrio tra consegne e demolizioni, negli ultimi 20 anni i tassi di crescita annui (al netto delle demolizioni) sono fluttuati tra il 7 ed il 17 per cento. Persino la più regolare curva della crescita composta quinquennale si aggira attorno al livello del 12%. In aspro contrasto, il tasso di demolizione, dove non è accaduto nulla, raggiunge l'1% solo ad intermittenza. Questo squilibrio dell'11% tra consegne e demolizioni è sostenibile solo sul medio termine quando la domanda per i traffici containerizzati di origine marittima si espande più o meno a quel ritmo, com'è stato tra il 1995 ed il 2000 (con l'eccezione del 1998, allorquando è stata del 3,2%). Sfortunatamente, la crescita della domanda nel 2001 è stata solo dell'1% e la previsione per i prossimi anni a venire, sebbene migliore, è improbabile che riesca a raggiungere i picchi degli esordi. Nel contempo, le nuove consegne continuano a pervenire.

I normali criteri utilizzati quando si tratta di scegliere i potenziali candidati alla demolizione sono:

  • l'età ' ogni nave che celebra il proprio 20' compleanno è una candidata automatica, ed il servizio al di là dei 25 anni è un sovrappiù. E' una funzione della crescente rigorosità delle speciali ispezioni quadriennali dai 20 anni in poi. Le navi più vecchie tenderanno altresì ad avere costi operativi più elevati (e cioè motori principali meno efficienti, maggior numero di persone di equipaggio) e velocità più basse (sebbene vi sia stato uno scarso incremento delle velocità al di là della "barriera" dei 25 nodi);
  • le dimensioni ' in uno scenario dei traffici in espansione, le navi destinate ad un particolare servizio nel corso del tempo hanno manifestato la tendenza ad un aumento delle dimensioni. L'incentivo alla riduzione dei costi unitari è più apparente che reale, almeno per la navi post-panamax, ma gli armatori hanno seguito comunque questa strategia.

Una nave attrezzata viene venduta ad un prezzo più alto in ragione della sua maggiore versatilità e consente ad un operatore maggiore flessibilità nel far transitare la nave in altri traffici minori.

Sulle principali rotte di grande comunicazione, esistono meno impedimenti in relazione alle dimensioni della nave, fatta eccezione per il pescaggio nei porti statunitensi e per le dimensioni del Canale di Panama. Tuttavia, nella maggior parte degli altri traffici le dimensioni delle navi sono limitate dalle caratteristiche fisiche dei porti, quali la profondità dell'acqua, i raggi di virata, le spese relative all'uso di gru nei porti e le limitazioni commerciali ed operative, quali le infrastrutture per la distribuzione interna ed i volumi di traffico. Ne consegue che la libertà dei vettori marittimi di trasferire senza soluzione di continuità la navi a traffici minori ha notevoli limiti, e che anche la loro capacità di fondare le decisioni inerenti alle demolizioni unicamente sulle sole età e dimensioni è limitata, sebbene questi dovrebbero essere i principali criteri di scelta in molti casi.

La demografia della flotta completamente cellulare inclina molto verso navi più nuove e, in grado minore, verso navi più grandi. Oltre il 67% della capacità risiede in navi che hanno meno di 10 anni di età, mentre l'87% si riferisce a navi che hanno meno di 20 anni. La distribuzione delle dimensioni è più livellata, ma comunque il 36% della capacità risiede su navi maggiori di 5.000 TEU. E' significativo il fatto che il 21% di tutta la capacità risieda su navi tra i 1.000 ed i 2.000 TEU.

Considerando solamente quelle navi completamente cellulari che hanno più di 20 anni, si trova un ventaglio molto più limitato di candidati alle demolizioni. In totale, questo gruppo contiene appena il 12,7% della capacità completamente cellulare, con solamente il 4,6% nella fascia dimensionale dai 2.000 ai 4.000 TEU.

Il gruppo da 2.000 a 4.000 TEU è quello chiave, dato che si tratta delle navi che con maggiori probabilità vengono dismesse a favore di navi più grandi per essere trasferite a traffici minori. E' significativo notare che solo due di queste 625 navi sono attrezzate. Tuttavia questo gruppo, anche se è stato demolito nella sua totalità, ha comportato la rimozione di meno del 4% della capacità completamente cellulare ' troppo poco per far fronte al problema dell'eccesso di capacità stimato. Una soluzione più solida sarebbe quella di prendere in considerazione le navi più nuove e più grandi.

La premessa di questa analisi è che i vettori marittimi e gli armatori preferibilmente vorranno sbarazzarsi di navi che siano:

  • tra i 2.000 ed i 4.000 TEU;
  • post-panamax, iniziando dalle più piccole ma escludendo quelle a pescaggio limitato che possono transitare nel Canale di Panama solo a carico leggero, vale a dire quelle con un pescaggio limitato a 13 metri o meno, ma con un baglio compatibile con il Canale di Panama;
  • non attrezzate;
  • più vecchie possibili.

E' probabile che i vettori marittimi valutino la flessibilità delle navi attrezzate e di quelle che possono transitare dal Canale di Panama. Quei servizi cui vengono destinate le navi da 2.000 a 4.000 TEU possono essere serviti da naviglio panamax trasferito nonché dall'aumento delle consegne nei prossimi tre anni, 248.000 TEU nella classe 2.000-4.000 TEU, e 204.000 TEU di naviglio panamax. Allo stesso modo, i vettori marittimi cercheranno di massimizzare i vantaggi delle loro strategie inerenti alle economie di scala eliminando gradualmente le navi post-panamax più piccole (e leggermente più vecchie). E' probabile che la domanda di navi più piccole di 2.000 TEU permanga grazie alla loro flessibilità operativa ed alla loro capacità di servire i traffici a basso volume e le esigenze di raccordo.

In relazione al potenziale di demolizione di gruppi diversi quanto ad età e dimensioni, è possibile che tutte le navi di età superiore ai 25 anni possano essere demolite, mentre è probabile che una percentuale sempre più piccola di navi più nuove venga dismessa. La percentuale complessiva cresce da un minuscolo 1,7% per le navi più vecchie, ma raggiunge solo il 6,8% quando tutte le navi più vecchie di 15 anni vengono prese in considerazione.

Se è necessario un tasso di demolizioni superiore al 14,5%, allora i vettori marittimi dovranno prendere in considerazione o le navi ancora più giovani (vale a dire di meno di 5 anni) o quelle maggiori di 5.000 TEU, oppure entrambe. Nessuna delle due prospettive è allettante, ma tempi disperati richiedono provvedimenti disperati.

Un settore marittimo maturo richiede la pronta disponibilità di indicatori di mercato adeguati: proventi ed utilizzazione delle navi, costi delle nuove costruzioni, transazioni di vendita ed acquisizioni di seconda mano, nonché volumi e prezzi di demolizione. Complessivamente, essi consentono una gestione efficace del settore marittimo.

Al contrario, il trasporto marittimo di contenitori sta appena adesso raggiungendo la maturità, con lacune in ordine a: informazioni circa vendite, acquisti e noleggi inerenti ai gruppi più grandi e più problematici; attività di demolizione trascurabili; infine, proventi derivanti dalle navi da tenere riservati ed assenza di misurazioni autonome dei tassi di utilizzazione della nave. L'utilizzazione è divenuta l'unità di misura standard di scelta preferita dai vettori marittimi, malgrado la ovvia disconnessione con il criterio dei proventi della nave. La dichiarazione di "partenza al completo" è diventata una tale icona di successo commerciale da diventare totalmente inaffidabile, a meno di non essere verificata autonomamente.

In questo scenario così affamato di dati, ogni valutazione sull'equilibrio offerta/domanda diventa rilevante. Così, il fatto che tale programma di demolizioni possa essere sufficientemente solido da contribuire a ripristinare i profitti dei vettori marittimi dipende dalla sensibilità:

  • dei caricatori: vorranno considerare la carenza di spazio di trasporto marittimo come una minaccia sufficiente per i loro obiettivi di attività tanto da accettare notevoli incrementi delle tariffe di trasporto merci?
  • dei vettori marittimi: vorranno considerare gli attuali livelli di profittabilità abbastanza duraturi da mettere a repentaglio le proprie attività e quindi accettare la necessità di effettuare notevoli e durature riduzioni di capacità?
  • del personale addetto alle vendite dei vettori marittimi: vorranno considerare quale propria missione la concessione dei loro spazi-containers a qualsiasi costo, compresi notevoli (anche se poi non autodistruttivi) sconti tariffari?

Nella "battaglia della sensibilità" tra caricatori e vettori marittimi, è deplorevole che la domanda di traffico e la capacità delle navi vengano tutte e due misurate dalla stessa unità (il TEU), dal momento che un TEU di crescita di capacità di una nave non equivale ad un TEU di crescita di domanda di traffico, o addirittura ad un costante moltiplicatore della domanda. Chiaramente, la relazione varia a seconda della rotta di traffico, dell'itinerario e dei tempi di sosta relativi ai porti e della velocità della nave. Su alcuni traffici con carichi di grande densità, la stazza lorda della nave diventa il criterio di capacità cruciale; peraltro, anche in questo caso, la crescita di una tonnellata di stazza lorda non corrisponde perfettamente alla crescita di una tonnellata della domanda di traffico.

Questa nuvola di confusione potrebbe essere dissipata se entrambe le parti ' caricatori e vettori marittimi ' riuscissero a mettersi d'accordo sull'utilizzazione di una unità di misura comune e standardizzata in ordine alle attività, in relazione sia alla capacità che alla domanda di traffico. Il dimensionamento razionale delle capacità allora potrebbe essere ostacolato solamente dalla questione degli sconti tariffari, che risiede nell'ambito di controllo dei vettori marittimi, attraverso appropriati meccanismi di incentivo. Il fatto che i vettori marittimi antepongano le opportunità di profitto all'amor proprio ed affrontino la questione delle demolizioni (al di là di quanto doloroso ciò possa rivelarsi) potrebbero costituire un validissimo rituale di passaggio, a dimostrazione del fatto che il trasporto marittimo containerizzato è diventato maggiorenne.
