Trasporto intermodale

Le alternative intermodali in vista dell'allargamento dell'Unione Europea

A dispetto delle proprie tradizionali relazioni con il trasporto stradale, le imprese attive sul teatro operativo tedesco sanno che il potenziale a lungo termine del trasporto intermodale va ben al di là di quello dell'attività di autotrasporto. Dai porti agli operatori terminalistici, alle compagnie di navigazione, agli spedizionieri, ai fornitori di logistica, alle imprese ferroviarie e persino agli stessi autotrasportatori, tutti quanti concordano sul fatto che i volumi complessivi del trasporto merci stradale - siano essi containerizzati ovvero relativi ad altre unità di carico - non possono comunque continuare a crescere al ritmo degli ultimi decenni.

Lo sviluppo di servizi intermodali efficienti e razionali dal punto di vista dei costi in tutta Europa è di importanza vitale, non solo per il settore dei trasporti, ma anche per la generale competitività dell'industria europea nell'economia globale. Ciò si è accentuato con il rapido approssimarsi dell'ingresso nell'Unione Europea della Polonia, della Repubblica Ceca, dell'Ungheria, della Slovenia e dei paesi baltici. Peraltro, anche se il potenziale è enorme, il vero problema, come sempre, consiste nel metterlo in pratica.

Da tempo si fanno confronti con gli Stati Uniti, dove i servizi intermodali hanno avuto un completo successo. I critici sostengono che gli europei non sarebbero in grado di emularlo a causa della geografia. Per dirla senza mezzi termini, le distanze sono troppo brevi per consentire agli operatori ferroviari di competere sui prezzi e l'affidabilità. Le movimentazioni aggiuntive per trasferire i carichi dai carri ferroviari ai camion significano investimenti aggiuntivi in equipaggiamenti, che comportano costi più alti e pertanto tariffe di trasporto merci più alte per i caricatori. E' poi importante notare come il trasporto ferroviario non disponga della flessibilità di cui invece usufruiscono gli autotrasportatori, e come l'esigenza di consolidare i volumi in treni-blocco stia a significare che esso dispone di scarso accesso ai carichi just-in-time.

La Germania, con i suoi due grossi porti containerizzati di Amburgo e Bremerhaven ed i suoi eccellenti collegamenti ferroviari all'hinterland europeo, è stata additata ad esempio di questa scarsa riuscita. Malgrado gli apparenti vantaggi intermodali del paese, le autostrade che lo collegano con la sua costa settentrionale sono state, e continuano ad essere, una lunga fila di camion.

Ma ci sono segnali di speranza. Sebbene l'economia tedesca continui a stagnare, l'attività intermodale sembra essere in uno stato di salute sempre più florido. Gli operatori in genere stanno incrementando i propri volumi, e vengono programmati altri servizi in partenza da Amburgo e Bremerhaven, mentre gli investimenti in infrastrutture ed in attrezzature per la movimentazione di contenitori sono aumentati. Molto a proposito, parecchi caricatori hanno intrapreso un cambiamento di mentalità, con società come l'Ikea a guidare il gruppo nel domandare che i fornitori di trasporto assicurino soluzioni "verdi".

"Società come l'Ikea, con la loro domanda di trasporto sensibile all'ambiente, hanno dato più impulso al trasporto intermodale di tutti i programmi di ricerca della Commissione Europea messi assieme" afferma Jim de Jager, dirigente ungherese della P&O Nedlloyd Logistics. "Quando si presenta loro una proposta, è la prima cosa che guardano. Se non sono soddisfatti da qual punto di vista, la riunione finisce lì, e non si ha neanche la possibilità di arrivare a parlare di prezzi ed affidabilità del servizio".

Queste domande sono state trasferite dagli spedizionieri e dalle ditte di logistica agli operatori di trasporto. E gli operatori stanno rispondendo. Entrambi i principali operatori terminalistici tedeschi, la HHLA (Hamburger Hafen und Lagerhaus Gesellschaft) e la Eurogate, hanno allungato i propri tentacoli sull'attività intermodale. La Eurogate Intermodal - la divisione intermodale dello stivatore - ha movimentato 179.000 TEU nel 2001. La società adesso offre partenze giornaliere dai suoi terminals di Amburgo e Bremerhaven alla volta di Norimberga, Stoccarda e Monaco, così come verso destinazioni in Italia ed Austria, e da lì all'Ungheria, alla Repubblica Ceca, alla Slovacchia ed alla Romania.

Il servizio Danubio/Elba Express della Eurogate - effettuato in associazione con la Kombiverkehr, con 12 partenze alla settimana in ciascun senso dalla Germania a Praga e Budapest - è quello principale, con una capacità annuale di 100.000 TEU. La sua iniziativa forse più importante, tuttavia, è stata la creazione della BoxXpress.de. Lanciato unitamente alla European Rail Shuttle (la joint-venture tra le linee di navigazione Maersk Sealand e la P&O Nedlloyd) e la NetLog Netzwerk Logistik, questo servizio di recente ha aggiunto la città di Augusta, nella Germania meridionale, alla propria rete.

Ma la parte del leone dei contenitori marittimi trasferiti alla ferrovia in Germania appartiene ad Amburgo ed alla HHLA, il suo principale operatore terminalistico. La HHLA detiene una quota di mercato del 65% nell'attività containerizzata marittima della città, e detiene quote azionarie di maggioranza nei servizi intermodali della Polzug, della Metrans e della Combisped, così come quote minoritarie nella HHCE (Hansa Hungarian Container Express).

Lo scorso anno, la Polzug è entrata nel proprio secondo decennio di operazioni e sebbene le cifre per il 2002 non siano ancora disponibili, la sua crescita da allora è stata costante ed impressionante. Dai soli 4.800 TEU del 1991, essa ha movimentato 50.000 TEU nel 2001. La società ha ampliato i propri collegamenti al di là del proprio hinterland originale della Polonia ed oggi effettua sei partenze alla settimana in entrambe le direzioni da Amburgo a Varsavia, Poznan, Danzica, Gliwice, Lodz, Slawkow e la città di Sestokai sul confine lituano.

Le ultime due destinazioni forniscono lo spunto chiave per il suo sviluppo. Mentre Slawkow funge da posto di stazionamento per i containers diretti alla volta della capitale ucraina di Kiev, la Sestokai è la porta d'accesso per gli stati baltici ed il mercato chiave russo di San Pietroburgo. Il traffico di raccordo tra gli stati baltici ed Amburgo è stato uno dei fattori che hanno guidato la crescita del porto di Amburgo nel corso della recessione degli ultimi due anni, proteggendolo dalla carenza di domanda nazionale. Ma queste direttrici, a detta dei dirigenti della HHLA, assicurano alla Polzug un punto d'ingresso competitivo.

Il dr. Olaf Mager, direttore affari societari della HHLA, afferma che le tariffe di raccordo stanno crescendo di pari passo con l'aumento della domanda, anche se le operazioni feeder devono lamentare un recente picco degli oneri applicati nel Canale di Kiel. Nel contempo, le operazioni containerizzate presso le infrastrutture di San Pietroburgo sono state condotte ad un ritmo poco diverso dalla stagnazione nel corso del 2002. La combinazione di una carenza di capacità con una produttività portuale assai inefficiente hanno fatto infuriare gli operatori di linea.

Data la leggendaria ottusità dei responsabili portuali russi, pochi ne parleranno apertamente, ma qualcuno afferma: "Solitamente, noi movimentiamo i carichi dalla Finlandia a San Pietroburgo via mare, ma non vi è capacità a San Pietroburgo. E l'intasamento è terribile. La gente nel Regno Unito si lagna del fatto che i camion devono aspettare quattro ore a Southampton. Una coda di otto ore a San Pietroburgo non è insolita". Si dice che un vettore abbia 800 contenitore fermi sulle banchine perché non riesce a trovare spazio sui treni-blocco fuori dal porto. Alla luce di ciò, lo sviluppo del traffico intermodale direttamente dalla Germania potrebbe non essere un'ipotesi irreale nel giro del prossimo paio di anni.

Un altro tentativo di capitalizzare sulla crescita del traffico diretto nel Baltico è costituito dalla creazione di un servizio navetta intermodale dal terminal Burchardkai della HHLA ed il Container Terminal di Lubecca, che la HHLA gestisce tramite la sua consociata Combisped. "Ci vogliono almeno un paio di giorni ad una nave di raccordo per attraversare il canale di Kiel e risalire l'Elba fino ad Amburgo, e quindi essere caricata e ripartire. Il nostro piano è quello di offrire una navetta ferroviaria sino a Lubecca, dove le navi di raccordo verrebbero caricate, al posto di Amburgo. Questa procedura richiederebbe solo un giorno, e perciò sarebbe più veloce del 50%" ha detto il dr. Mager.

Peraltro, malgrado l'entusiasmo della HHLA e dell'Autorità Portuale di Lubecca, nonché un accordo con la linea di navigazione finlandese Transfennica, che aveva deciso di inaugurare un servizio marittimo settimanale da Lubecca a Hamina sulla base di tale progetto, i caricatori e gli spedizionieri ci hanno messo un po' di tempo a convincersi. La navetta ferroviaria era stata originariamente programmata con inizio a gennaio, ma poi esso era stato rinviato sino a quando non fossero apparsi abbastanza carichi regolari da giustificare l'effettuazione di convogli. "Al momento stiamo autotrasportando i containers sino a Lubecca perché non ce sono abbastanza, ma speriamo di raggiungere la massa critica in un paio d'anni" afferma il dr. Mager.

La maggiore destinazione del traffico intermodale della HHLA è di gran lunga la Repubblica Ceca, servita dalle operazioni della Metrans, in cui essa detiene una quota dell'81,5%. La Metrans ha trasportato 117.850 TEU nel 2002 e stima di trasportarne 147.313 quest'anno. La maggior parte del traffico avviene tra Amburgo e Praga, con 15 treni alla settimana da Amburgo a Praga e 10 alla settimana nella direzione opposta. Lo scorso anno, il servizio ha trasportato 100.460 TEU e ci si aspetta che aumenti del 25% nel 2003, sino a 125.575 TEU.

La Metrans gestisce tre terminals nella Repubblica Ceca, a Praga, Zlin ed Usti e Laban, e detiene quote azionarie nei terminal intermodali di Ruzomberek in Slovacchia e Gyor in Ungheria. Essa effettua cinque servizi alla settimana per la Slovacchia ed uno alla settimana alla volta di Gyor e, secondo il dr. Mager, la sua copertura ungherese potrebbe essere ampliata. Egli preferisce non commentare se ciò possa entrare in conflitto con il servizio giornaliero della HHCE, che comprende tra gli azionisti il gigante svizzero ICF (Inter Container Interfrigo), l'operatore terminalistico di Sopron Raast Odenburg Eberfurter Eisenbahn e la società ferroviaria ungherese MAV.

La concorrenza intermodale è destinata a manifestarsi presto, com'è naturale. Una fonte improbabile potrebbe essere rappresentata dai servizi di chiatte dalla vecchia nemesi di Amburgo, cioè Rotterdam. La società olandese Global Intermodal e la ditta tedesca Bonaserv sono intenzionate ad istituire un servizio combinato chiatta-ferrovia da Rotterdam alla volta del medesimo hinterland, denominato Bargetrain. Il servizio, operativo tre volte alla settimana, impegnerà chiatte da Rotterdam allo hub interno di Gernsheim, in Germania, da dove le merci verranno trasferite su treni-blocco dedicati (evitando così le 53 chiuse del canale Meno-Danubio) che fermeranno a Norimberga e poi saranno nuovamente concentrati a Deggendorf. Là i contenitori saranno ritrasferiti su due chiatte da 100 TEU sul Danubio e serviranno i porti fluviali di Linz, Enns, Ybbs, Krems, Vienna, Bratislava e Budapest.

Potenziali clienti come Wolfgang Fleischmann, vice presidente della Panalpina per il trasporto merci di origine marittima in Austria, afferma che poiché il servizio non può competere né con i camion né con la ferrovia in termini di velocità, gran parte del traffico just-in-time non sarà mai dirottato su di esso, sebbene egli abbia aggiunto che un po' di traffico di esportazione, il quale ha necessità temporali meno stringenti, potrebbe essere attratto da prezzi più bassi. E linee di navigazione quali la P&O Nedlloyd hanno indicato di poter utilizzare il servizio per il riposizionamento dei contenitori vuoti. Lucien Stotefalk, direttore generale della Global Intermodal, afferma di star cercando di nominare un rappresentante per le vendite ad Amburgo. "Sebbene la nostra origine è da Rotterdam, Amburgo è il posto da cui speriamo possano provenire un mucchio di carichi".

Se esso sarà in grado di competere seriamente con la rete ferroviaria tedesca è un'altra questione, in particolar modo data la tendenza delle società ferroviarie, degli autotrasportatori e degli spedizionieri di aggregarsi per fornire i servizi, com'è evidenziato dalla frenesia negli acquisti della DB Cargo. Successivamente all'acquisizione della Schenker lo scorso anno, il gigante ferroviario tedesco ha acquistato un altro spedizioniere tedesco, la Hangartner, e sta integrando i propri servizi est-europei con l'operatore intermodale UIRR Kombiverkehr, che copre 60 tratte. E non finisce qui, perché alla fine dello scorso anno la DB Cargo ha altresì venduto una quota del 50% in un'altra delle proprie operazioni intermodali, la Transfracht, alla HHLA, incrementando perciò i propri collegamenti commerciali con gli scali marittimi tedeschi. Ci si aspetta diffusamente, ad esempio, che la Transfracht ottenga la concessione ad effettuare operazioni con la navetta ferroviaria intermodale di Lubecca.

Nel frattempo, la Kombiverkehr è impegnata in un progetto intermodale pan-europeo finalizzato a sviluppare i servizi nord-sud con l'operatore svizzero Hupac, la ditta norvegese Cargonet e l'operatore svedese Rail Combi. La prima fase, ora in corso, vedrà la costruzione di terminals porte d'accesso a Trelleborg e Malmö in Svezia, nonché a Taulov in Danimarca. La seconda fase riguarderà la Spagna, la Francia e l'Europa Centrale. Anche se ciò non coinvolgerà i porti tedeschi, ciò collegherà la rete all'Asia ed al Nordamerica.

I dirigenti della DB Cargo stimano che nelle ferrovie tedesche possa esserci qualcosa come un 30% di capacità ancora inutilizzata. Dal momento che nel giro dei prossimi 12 mesi la direttiva della Commissione Europea sui periodi di lavoro dovrebbe abbattersi sulle imprese di autotrasporto, e tenuto altresì conto dei programmi del governo tedesco finalizzati all'imposizione di pedaggi sul traffico merci che utilizza le autostrade, l'ulteriore sviluppo dei servizi ferroviari intermodali è non solo probabile, ma verosimilmente destinato a diventare presto necessario.
