Trasporto intermodale

I servizi intermodali dei vettori marittimi nella Repubblica Ceca

Sebbene i vettori marittimi parlino spesso dell'intenzione di impegnarsi all'interno del Nord Europa, la realtà è che la maggior parte viene ancora incaricata dai caricatori solamente di assicurare il trasporto da porto a porto. Può anche darsi che venga effettuato qualche trasporto a cura del vettore presso i capolinea, ma il mercato è frammentato, ed è probabile che resti tale fino a quando vigerà il predominio dell'autotrasporto. Il trasporto stradale è un'attività in cui è difficile ingerirsi.

Il trasporto ferroviario è diverso, perché, come le navi, esso fa assegnamento sui volumi, e si sviluppa bene sulla distanza. Il problema è dare inizio a tale attività. Fino adesso, solo pochi vettori si sono avventurati in questa arena, tra cui la Maersk Sealand, la P&O Nedlloyd, la MSC (Mediterranean Shipping Company) e la OOCL. Il resto del gruppo fa ancora affidamento per lo più su terzi fornitori di servizi.

La Repubblica Ceca, paese piccolo ma senza sbocco sul mare, è un buon esempio al riguardo. Il maggiore fornitore di servizi ferroviari del paese, la METRANS, lavora con treni della DB Cargo. Essa è così affermata e rispettata che è difficile immaginare un'irruzione dei vettori marittimi nel mercato in questione. I suoi numerosi clienti, oltre agli spedizionieri, comprendono la Hapag-Lloyd, la Evergreen, la CMA CGM, la OOCL, la Hanjin, la MOL, la CP Ships, la APL e la Hamburg Sud. Jiri Samek, amministratore delegato della METRANS, ha commentato: "I nostri margini sono talmente piccoli, che non è facile immaginare che qualcuno possa sottopagarci. Inoltre, dato che forniamo un servizio eccellente, perché qualcuno dovrebbe volere che noi cambiassimo?".

La società, cha appartiene in parte all'operatore amburghese di terminal contenitori HHLA (Hamburger Hafen und Lagerhaus-Aktiengesellschaft) ed alla DB Cargo, è specializzata in servizi di treni-blocco da e per Amburgo e Bremerhaven. Essa gestisce terminali ferroviari interni a Praga e Zilina nella Repubblica Ceca, a Dunajska Streda nella Repubblica Slovacca ed a Gyoer in Ungheria. Lo scorso hanno ha movimentato 244.000 TEU, con un impressionante aumento del 26 rispetto al 2001. Quest'anno, essa si aspetta di movimentare 306.000 TEU, che rappresentano un ulteriore incremento del 25%. Il numero dei contenitori pieni è aumentato del 34% nel 2002, sino a 140.000 TEU. Oltre il 95% riguardava carichi da/per Amburgo o Bremerhaven.

Vengono effettuate approssimativamente qualcosa come 17 navette alla settimana da Amburgo a Praga, con 12 di esse di ritorno sulla costa. I tempi di viaggio sono di 18 ore, il che assicura un servizio giornaliero di andata. Il servizio è influenzato notevolmente dalla direzione sud a causa dei carichi provenienti dall'Asia. Altre quattordici navette alla settimana vengono effettuate da Praga a Bremerhaven, di cui solo 6 intraprendono il viaggio di ritorno. A differenza della sua controparte di Amburgo, il servizio è dominato dalla direzione nord, a causa dei carichi diretti negli Stati Uniti. I tempi di viaggio sono di 20 ore, che permettono quindi anche in questo caso un servizio giornaliero di andata.

La METRANS offre ai vettori marittimi ed agli spedizionieri un pacchetto completo, che comprende trasporto ferroviario, operazioni di deposito, sdoganamento, trasporto terrestre, magazzinaggio, riparazione contenitori e ritorno dei vuoti sulla costa. In effetti, essa è in grado di fungere da dipartimento trasporti terrestri locali di tutti i vettori: deve solo ricevere istruzioni in ordine a dove e quando consegnare i loro contenitori. La METRANS farà anche il resto su richiesta, tra cui contattare i caricatori per la conferma dei tempi di raccolta e scarico e così via. I clienti non vengono incoraggiati ad effettuare in proprio il trasporto terrestre, dato che "ciò non fa parte della strategia commerciale della società".

Un problema per i vettori marittimi consiste nel fatto che tutti i suoi servizi vengono venduti destinandoli ad utenti comuni, di modo che vi è poco spazio per una differenziazione dei prodotti. Tutti ottengono lo stesso servizio, facendo sì che la disponibilità delle comunicazioni e dell'equipaggiamento sia la medesima.

Samek sottolinea: "Una volta abbiamo fatto un esperimento con treni dedicati alla volta di Rotterdam (per la ERS), servendoci della Container Train Netherlands e della Holland Rail, ma non è stata un'iniziativa riuscita per nessuno di noi, dato che la flessibilità costituiva un problema.

Per far sì che l'intermodale funzioni bene, c'è sempre bisogno di fare aggiustamenti all'ultimo minuto. Ad esempio, se una nave arriva tardi ad Amburgo, può rovinare la nostra programmazione a Praga. Oppure, se si verifica un improvviso arrivo di carichi a Bremerhaven al posto di Amburgo, noi possiamo dirottare un treno in quel porto. L'avere parte delle operazioni bloccate nel servizio di un solo vettore, rende questi cambiamenti più difficili da gestire".

I contratti con i clienti della METRANS, tra cui quelli con gli agenti di spedizione, tendono ad essere negoziati alla fine di ciascun anno. Osserva Samek: "Quello è sempre un periodo difficile per noi, perché tutti quanti vogliono la tariffa più bassa. Non ci piacciono i rimborsi perché il procedimento di contrattazione può richiedere la perdita di molto tempo. E, dal momento che non ci curiamo di quali tariffe vengano applicate ai caricatori, non sappiamo che cosa gli viene appioppata, se lo è". La società dispone di una tariffa standard commisurata ai volumi per il trasporto terrestre.

Continua Samek: "Ciò che notiamo davvero, tuttavia, è che la quota di mercato dei vettori marittimi sta aumentando. Mentre alcuni anni fa quasi tutto veniva trasportato ai sensi di condizioni "trasporto a cura della merce", oltre il 50% del nostro traffico è ora controllato dai vettori marittimi, in un senso o nell'altro". Le implicazioni, in questo caso, sono che alcuni di essi potrebbero essere controllati ai sensi di condizioni "trasporto a cura del vettore ispirato dalla merce".

Aggiunge Samek: "Ciò in realtà non ci procura alcuna preoccupazione. Ciò che importa è assicurare sempre un buon servizio ai nostri clienti. A causa del nostro successo, abbiamo dovuto investire un sacco di soldi nel corso dell'ultimo paio di anni al fine di far fronte alla crescita dei carichi. Ad esempio, la superficie del nostro terminal principale di Praga lo scorso anno è stata estesa da 156.000 m2 a 204.000 m2, ed abbiamo appena completato l'installazione di una seconda gru a cavaliere sopraelevata allo scopo di accelerare la movimentazione dei containers".

La società adopera tre treni da smistamento nel terminal, oltre a tre impilatrici, e adesso assicura operazioni 24 ore su 24, 7 giorni su 7 alla settimana. I veicoli stradali vengono movimentati dalle 06.00 alle 22.00. Continua Samek: "Per la gente che non ha mai assistito alle nostre operazioni qui, è difficile ravvisare la loro scala. Ad esempio, in un giorno possiamo movimentare qualcosa come 2.000 contenitori vuoti, oltre a 500 contenitori pieni. Ciò significa che tutto quanto necessita di una attenta pianificazione. Le partenze dei treni vengono programmate in modo tale da adeguarsi alle date di presenza della nave in porto, di modo che noi se manchiamo all'appuntamento, lo facciamo a nostro rischio e pericolo".

La METRANS fornisce altresì assistenza alle operazioni dell'officina di riparazione di contenitori refrigerati Transicold, e coordina con cura le proprie attività con la stazione di imballaggio contenitori della HHLA che è lì nei pressi. L'infrastruttura comprende un magazzino di 6,250 m2 per il riempimento e lo svuotamento dei contenitori.

La concorrenza più seria per la METRANS proviene dai servizi di autotrasporto e ferroviari assicurati da altri operatori. Alcuni, quali la ERS (European Rail Shuttle) e la ICF (intercontainer-Interfrigo), fanno concorrenza attraverso Rotterdam ed Anversa, malgrado la distanza in più che tale direttrice comporta (350 km). La ERS rappresenta la forza emergente.

I camion sono in svantaggio in ogni caso a causa della distanza da Praga alla costa (650 km nel caso di Amburgo e 1.000 km nel caso di Rotterdam/Anversa). Tutto ciò che eccede le otto ore di guida richiede un periodo obbligatorio di riposo dell'autista, che costa molto. E, a causa del fatto che la Repubblica Ceca è ancora fuori dall'Unione Europea, potranno verificarsi seri ritardi alle dogane d'ingresso presso il confine tedesco/ceco.

Ciò cambierà il prossimo anno, in seguito all'ingresso del paese nell'Unione Europea, a favore del quale il suo elettorato solo di recente ha votato. Fino ad allora, partendo dal presupposto che il locomotore giusto ed il macchinista siano lì al confine in attesa, i treni assicurano il modo migliore per evitare tali ritardi.

La ERS attualmente offre cinque treni alla settimana sulla sua tratta principale da Rotterdam a Praga, assicurando tempi di viaggio di 22 ore. Fino a gennaio, essa usava il terminal CSKD Intrans di Praga, ma adesso utilizza il terminal ferroviario della Maersk Sealand a Melnik, in Bulgaria. Come nel caso del terminal della METRANS, quest'ultimo è situato appena fuori dalla città, sulla linea principale diretta in Europa Occidentale.

Da quando si è trasferita là, la ERS ha altresì rilevato il completo controllo dei suoi servizi alla volta di Amburgo e Bremerhaven. Il primo è adesso servito quattro volte alla settimana, mentre il secondo lo è tre volte alla settimana. Tre convogli alla settimana inoltre collegano Melnik con Bratislava, mentre altri due collegano Melnik con Budapest, in Ungheria. Questi ultimi stanno per essere aumentati a tre.

Inoltre, si è capito che sulla rampa di lancio vi è un ulteriore servizio di connessione da Melnik a Vienna, in Austria. Esso potrebbe comprendere uno scalo a Cracovia, in Polonia. E' stato altresì programmato un servizio da Anversa a Malnik e Sofia, in Bulgaria, per il terzo trimestre di quest'anno.

Al momento del divorzio consensuale tra la ERS e la CSKD Intrans a gennaio, circa 87.000 TEU all'anno venivano movimentati nel terminal praghese della seconda. Non è chiaro quanto di questo traffico fosse "controllato" dalla Intrans, ma secondo Jason Bronscheer, dirigente del terminal della Maersk Sealand a Melnik, il traffico della ERS era "cresciuto in modo apprezzabile dal momento del trasferimento".

Tutti i servizi ferroviari della ERS trasportano approssimativamente 80 TEU. Partendo dal presupposto di un'utilizzazione media di poco superiore al 90%, ciò adesso porterebbe i suoi volumi attuali a 92.000 TEU, escluso il traffico di relazione con Bratislava e Budapest. Anche se si tratta di un risultato apprezzabile, siamo ancora ben lungi dal totale della METRANS.

Sebbene la maggior parte del traffico della ERS provenga dalla Maersk Sealand e dalla PONL (P&O Nedlloyd), essa è obbligata ad offrire spazi sui suoi treni a terzi al fine di adeguarsi alla normativa antitrust. Frans Zoetmulder, amministratore delegato della ERS, commenta: "Dobbiamo offrire ai nostri clienti un servizio neutrale al 100%, di modo che gli azionisti non possano rendersi conto di ciò che succede in nessuna delle operazioni dei nostri clienti". La PONL e la Maersk Sealand si occupano da sé delle proprie modalità di trasporto terrestre, ma la ERS può fornire in più un proprio servizio di trasporto.

Aggiunge Zoetmulder: "Il principale vantaggio del nostro servizio consiste nel fatto che noi offriamo ai clienti un'ampia gamma di porti. Rotterdam è la più grande porta d'accesso containerizzata d'Europa, di modo che pensiamo che sia importante essere in grado di offrire questa possibilità di scelta su una base di regolarità. In tal modo, i caricatori dispongono di una gamma molto più ampia di partenze su cui contare. Se non c'è una partenza conveniente da Amburgo o Bremerhaven, potrebbe essercene un'altra a Rotterdam, e viceversa".

La ERS mantiene un suo ufficio a Rotterdam ed Amburgo, di modo che non deve fare assegnamento su agenti esterni; è in procinto di connettersi ai sistemi portuali elettronici Wabis e Habis di Amburgo; Bremerhaven è già connesso.

La ICF (Intercontainer-Intefrigo) è il nuovo bambino prodigio nella Repubblica Ceca, per quanto nel resto d'Europa essa sia una vecchia conoscenza per i traffici sia marittimi che infra-europei. Ad esempio, mentre la ERS lo scorso ha movimentato complessivamente solo 363.000 TEU per tutte le destinazioni, la ICF ha assommato 759.000 TEU.

Che cosa abbia indotto la ICF a fare il proprio ingresso nel mercato non è chiaro, ma al tempo in cui la ERS stava pensando di cambiare a favore di Melnik, i proprietari della CSKD Intrans avevano chiarito di non essere interessati all'ulteriore sviluppo del loro terminal. Di conseguenza, si era fatta avanti la ICF con un'offerta di acquisizione dell'80% della CSKD Intrans da parte dell'operatore terminalistico ECT di Rotterdam e dell'Amministrazione Municipale del Porto di Rotterdam.

Dopo sei mesi di difficili procedure portate avanti con la "dovuta diligenza", l'accordo deve ancora essere portato a termine, ma, una volta concordati tutti i particolari finanziari, la ICF è intenzionata ad includere le operazioni della Intrans nella propria rete di treni-blocco pan-europea X.net, che ha sede a Herne, in Germania.

Quando l'accordo venne annunciato per la prima volta, il direttore generale della ICF, Renè Hellinghausen, dichiarò di aspettarsi che la Intrans potesse rafforzare la posizione delle due società in Europa Centrale, in vista del prossimo allargamento dell'Unione Europea verso l'Europa Orientale. L'iniziativa non sarà semplice da attuare, a causa della congestionata localizzazione del principale terminal hub della Intrans nel centro di Praga.

L'infrastruttura ha poco spazio per espansioni e magazzinaggio, e le sue strade d'accesso sono piccole. Il sistema X.net comporta altresì un "trasbordo" a Herne, laddove i servizi della METRANS e della ERS sono diretti. D'altro canto, può essere offerta un'ampia gamma di destinazioni, il che è particolarmente allettante per il traffico infra-europeo.

Martin Cetl, rappresentante della ICF a Praga, ha dichiarato: "Anche se chiaramente ci aspettano tempi difficili, pensiamo che vi sia un posto per noi nel mercato. La Intrans, inoltre, non dovrebbe essere giudicata sulla base delle trascorse prestazioni. Si dovrebbe comprendere che la nostra associazione con la ERS alla fine non ha agevolato l'assunzione di decisioni. Abbiamo potuto vedere come la Maersk Sealand volesse una operazione propria, di modo che una pianificazione a lungo termine e gli investimenti sono stati impossibili fino a quando non ha deciso di lasciare.

Noi ancora gestiamo quattro terminali ferroviari nella Repubblica Ceca, oltre ad altri tre nella Repubblica Slovacca, il che è più di quello che fa chiunque altro, di modo che disponiamo di una buona piattaforma di crescita. Noi siamo, inoltre, molto più neutrali di prima, il che è allettante per gli agenti di spedizione ed altri vettori marittimi".

La società in questo momento sta valutando l'idea di offrire ai clienti spazi-containers dedicati e non esclude la possibilità di effettuare trasporti a cura della merce da e per i propri terminals.

In ragione della propria operazione basata sul centro di snodo a Herne, nell'area della Ruhr, la ICF/Intrans è in grado di offrire servizi ferroviari alla volta di tutti i porti nel Nord Europa, tra cui Anversa, Zeebrugge e Le Havre, così come gli importanti scali di Rotterdam, Amburgo e Bremerhaven. Sono anche possibili porti nel Mediterraneo.

Resta da vedere se se ciò basterà a mettere la Intrans in condizione di tornare sul mercato marittimo, dato il livello di concorrenza ora assicurato dalla METRANS e dalla ERS. Commenta Cetl: "Noi non sottovalutiamo le sfide che abbiamo di fronte, ma bisognerebbe non dimenticare che il mercato stesso è in espansione, il che di conseguenza crea l'esigenza di ulteriore capacità. Una volta che la Repubblica Ceca sarà entrata nell'Unione Europea, cresceranno le nuove opportunità di scambi commerciali. Anche le sue quote ferroviarie dovrebbero aumentare, a causa della montante congestione del traffico stradale".

La Germania è in procinto di introdurre per la prima volta un onere sulle autostrade, di modo che il trasporto stradale diventerà ancora più costoso, andando così ad annullare i vantaggi derivanti dalla riduzione dei tempi di attraversamento della frontiera.

Il confronto dei prezzi nella Repubblica Ceca è difficile, poiché tutti e tre gli operatori ferroviari affermano che le loro tariffe sono negoziate caso per caso e che sono competitive. In questo senso, la tariffazione delle società ferroviarie appare altrettanto opaca quanto quella dei loro clienti vettori marittimi.

E' sorprendente come la Maersk Sealand, il secondo vettore marittimo del mercato, affermi che le proprie tariffe da Praga ad Amburgo/Bremerhaven/Rotterdam siano molto simili, malgrado la distanza molto maggiore da Rotterdam.

Samek della METRANS ha ribattuto: "Trovo che ciò sia difficile da capire. Come possono essere simili i prezzi? Io so solo che tutti quanti impieghiamo i servizi della Deutsche Bahn in Germania, utilizzati anche dalla ERS dal confine ceco al confine olandese, e che il costo generale è di 0,50 euro al km per unità da 40 piedi. Dato che Rotterdam è a circa 350 km in più di distanza, e ci sono due attraversamenti di confine, rispetto all'unico per Amburgo e Bremerhaven, la ERS deve senz'altro pagare di più. L'attraversamento di confine in più può solo rappresentare uno svantaggio operativo in più".

Come chiunque altro, la ERS si serve inoltre della società ferroviaria nazionale ceca, la Ceske Drahi, per spingere i propri treni dal confine ceco a Praga, e si sa che anche il suo sistema tariffario è simile a quello degli altri.

Dando uno sguardo allo scenario complessivo, un grosso caricatore con sede nella Repubblica Ceca, che ha chiesto di rimanere anonimo, commenta: "Noi abbiamo vari prezzi per il trasporto terrestre alla volta di Amburgo, Bremerhaven e Rotterdam, a seconda di quanto siano vicine le nostre fabbriche a Praga. Ovviamente, più queste ultime sono lontane, più dobbiamo pagare. Dalla nostra fabbrica principale paghiamo alla METRANS circa 500 euro (575 dollari) per 20 piedi alla volta di Amburgo e Bremerhaven. Il prezzo per un 40 piedi ammonta a 100-120 euro (115-138 dollari) in più. Non ci serviamo della METRANS alla volta di Rotterdam perché essa non dispone di un servizio diretto, ma si sa che la sua tariffa per quel porto dovrebbe essere di circa 250 euro (287 dollari) più alta.

"La Maersk Sealand ci quota fra i 380 dollari per 20 piedi ed i 520 dollari per 40 piedi alla volta di Rotterdam e Bremerhaven, mentre Amburgo costa circa 20 dollari in più. Tuttavia, non possiamo servirci della Maersk Sealand per il solo trasporto terrestre. Questi prezzi fanno parte della sua quotazione inerente al trasporto marittimo".

Questo, peraltro, non impedisce ai caricatori di rivolgersi direttamente alla ERS per una quotazione.

Come al solito, questa comparazione fra tariffe deve essere effettuata con prudenza, dal momento che è ben lungi dall'essere definita. Potrebbero essere disponibili degli sconti relativi ai volumi, e ogni vettore ha i suoi propri sistemi di carico. Ciò che è chiaro, tuttavia, è che la Maersk Sealand ' e, presumibilmente la PONL ' applica prezzi concorrenziali al proprio servizio di trasporto alla volta di Rotterdam, malgrado la distanza in più rispetto a quella relativa ad Amburgo e Bremerhaven.

Solo la Maersk Sealand e la PONL offrono un proprio servizio ferroviario dai porti nord-europei e la Repubblica Ceca, ed è difficile ravvisare come qualsiasi altro possa irrompere nel mercato. Osserva Samek: "Ovviamente, dato che il nostro servizio non è guasto, perché qualcun altro dovrebbe volerlo aggiustare?".

Ma se il modo di pensare dei vettori marittimi altrove è qualcosa cui attenersi, la carenza di differenziazione del prodotto che un simile servizio ad utenti comuni potrebbe comportare sta sicuramente tormentando un numero sempre crescente di loro, a torto od a ragione.
