Trasporto fluviale

La nuova dimensione dei trasporti idroviari sul fiume Yangtze

Quale sistema fluviale più densamente popolato della Cina, lo Yangtze svolge da secoli un ruolo decisivo nei traffici. Al momento, la penetrazione dei containers risalendo il fiume resta bassa, con grandi masse di merci generali ancora spedite come rinfuse. Si stima che lo scorso anno appena oltre 600.000 TEU siano stati movimentati presso i porti situati lungo le sue rive, in gran parte lungo i rami più bassi tra Shanghai e Nanjing secondo le stime del governo. Peraltro, una volta che sarà pienamente operativo il sistema di chiuse delle Tre Gole, si prevede che i volumi possano gonfiarsi, raggiungendo gli oltre 6 milioni di TEU nel 2010, afferma il ministro cinese delle comunicazioni. Complessivamente, ci si aspetta che i porti sul fiume Yangtze movimentino più di 150 milioni di tonnellate di traffico fluviale entro il 2005, salendo poi sino a 300 milioni di tonnellate entro il 2010, secondo l'Ufficio Amministrazione Trasporti Urbani di Shanghai.

L'ottimismo delle autorità sembra ben riposto. La logica economica che ha imposto la migrazione di massa di produttori globali in zone-chiave dell'economia cinese nel corso dell'ultimo decennio in cerca di costi del lavoro e del terreno più bassi, di un ambiente politico stabile e di un accesso ad un mercato nazionale in espansione, sembra non dare alcun segnale di cessazione. Sebbene il letale virus Sars abbia lasciato una nube di incertezza, la maggior parte degli analisti prevede che la Repubblica Popolare continuerà a far segnare impressionanti tassi di crescita nel corso di almeno alcuni dei prossimi anni. Un rapporto pubblicato ad aprile da parte della Banca di Sviluppo Asiatico prevede che, facendo seguito all'espansione dell'8% del prodotto nazionale lordo ottenuta nel 2002, la crescita del 7,3% di quest'anno possa essere seguita da un 7,6% nel 2004.

La maggior parte degli investimenti esteri in Cina si è inizialmente concentrata sulle zone costiere, ma sempre più le imprese si stanno spostando verso l'interno, con le rive del fiume Yangtze a fungere da magnete per gli investimenti. E' facile vedere perché. Il corridoio Yangtze offre accesso ad un mercato di qualcosa come 450 milioni di persone, un fatto già noto ad un certo numero di produttori tra cui la Ford, che è stata svelta ad insediare nuove infrastrutture all'interno. Peraltro, accedere all'interno della Cina non è sempre semplice.

A dispetto della politica del tipo "vai ad ovest" del governo finalizzata allo sviluppo delle regioni non costiere, che ha comportato notevoli investimenti in direzione dell'interno, le infrastrutture di trasporto dell'hinterland cinese continuano a lottare con i flussi di carico in continua espansione. Dal momento che il sistema cinese delle autorizzazioni all'autotrasporto, di tipo regionale, induce a fare analogie con il ridicolo regime britannico degli anni '60, e che il sistema ferroviario è già sotto pressione, i caricatori intenzionati a sviluppare sistemi logistici maggiormente sviluppati stanno volgendo la propria attenzione alle sottoutilizzate idrovie interne della Cina, ed in particolar modo allo Yangtze.

La domanda più difficile, tuttavia, è se i porti e le flotte del fiume siano in grado di far fronte alla domanda che così tanti caricatori internazionali vorrebbero poter riversare su di loro. Al momento, le navi da 5.000 t.s.l. possono risalire il fiume fino a Wuhan, e quelle da 20.000 t.s.l. possono attraccare a Nanjing, dove il pescaggio spazia da 8,2 a 9,5 metri, mentre le limitazioni di pescaggio stagionali impediscono alle navi superiori alle 3.000 t.s.l. di raggiungere Chongqing, laddove il pescaggio è di appena 1,5-4 metri. Rendendo più profondo lo Yangtze e sommergendo i banchi pericolosi, la Diga delle Tre Gole ed il sistema di chiuse elimineranno alcuni degli attuali ostacoli alla navigazione quali le secche e le forti correnti. Ciò rimuoverà la necessità di sospendere i servizi di trasporto merci fuori-stagione quando il livello delle acque cala troppo. Ciò farà altresì in modo che le imbarcazioni marittime sino a 10.000 t.s.l. possano risalire il fiume da Shanghai sino a Chongqing, la città cinese maggiormente popolata a circa 900 miglia ad ovest di Shanghai. La Diga potrebbe altresì ridurre i tempi di viaggio tra le due città da sette-nove giorni a cinque-sei, partendo dal presupposto che non vi siano intasamenti presso le sue chiuse.

Peraltro, come ha rivelato un recente rapporto della Drewry Shipping Consultants, liberare il potenziale del fiume mediante moderne tecniche logistiche richiederà qualche tempo, per non parlare del grande impegno in termini di investimenti. Al momento non vi è neanche un sistema informatico a collegare gli operatori navali, le dogane ed i porti con i caricatori ed i loro agenti di spedizione. I sistemi di navigazione hanno bisogno di essere migliorati ed anche le differenze regionali tra le varie procedure amministrative dovranno essere appianate, se il Corridoio Yangtze vorrà sviluppare un ruolo multimodale.

Il rapporto della Drewry conclude che il vero potenziale di trasporto dello Yangtze è ben lungi dall'essere realizzato. La penetrazione dei contenitori in province quali Anhui, Henan e Sichuan resta relativamente bassa e notevoli quantitativi di merci generali vengono ancora spediti alla rinfusa. "La ragione principale di ciò sono i costi" sostiene la Drewry. "Dato che molti caricatori dell'interno sono estremamente sensibili ai prezzi e che le tariffe delle rinfuse sono in genere più basse rispetto a quelle dei containers, le prime tendono a rimanere il metodo di spedizione preferito".

John Fossey, direttore della divisione trasporto marittimo containers della Drewry Shipping Consultants, ritiene che qualsiasi rilevante sfondamento logistico richiederà un rinnovamento della flotta e notevoli miglioramenti dei porti del fiume. "I porti hanno sofferto una carenza di investimenti ed anche le imprese di chiatte hanno dovuto lottare negli ultimi anni, impiegando chiatte molto vecchie, molte delle quali inadatte ai moderni metodi di movimentazione dei carichi" dichiara.

Certamente, i traffici sullo Yangtze, per non parlare degli altri principali fiumi cinesi, sono stati limitati dalla preponderanza di armatori/operatori che utilizzavano vecchio tonnellaggio, abbattendo così le tariffe. Le tariffe basse hanno fatto sì che le società maggiori fossero cronicamente sottofinanziate, limitando la loro capacità di investire in nuovo tonnellaggio.

Un esauriente studio sino-olandese del 1998 aveva rivelato che le chiatte autopropellenti sono il tipo di battello più adatto alla specie di sistema di navette richiesto per movimentare il gran numero di contenitori che si prevede dovranno essere trasportati sullo Yangtze negli anni a venire. Basandosi su livelli di utilizzazione del 70% e su ritmi di movimentazione terminalistici di 16 TEU/ora, esso ha concluso che le chiatte di questo tipo dovrebbero idealmente presentare dimensioni tra le 1.000 e le 1.200 t.s.l. per i servizi da Shanghai a Nanjing, salendo fino a 4.000 t.s.l. per i servizi a più lunga distanza. Accettando questo consiglio, il governo ha posto in essere vari programmi ' che ora cominciano a dare i loro frutti ' destinati ad incoraggiare la dismissione di vecchio tonnellaggio e l'investimento in nuove navi di questo genere.

Anche le linee di navigazione stanno svolgendo la loro parte. Importanti operatori come K Line e Sinotrans ora offrono servizi di raccordo sullo Yangtze mentre altri, tra cui OOCL, CMA CGM ed APL, hanno instaurato strette relazioni con imprese locali di chiatte. Ci si aspetta una ulteriore penetrazione da parte di società straniere, una volta liberalizzato il sistema delle licenze operative.

La Rickmers, impresa specializzata in trasporto di organi pesanti ed in rinfusiere che è già attiva sul Delta del Fiume delle Perle, è una delle linee di navigazione desiderosa di svolgere un ruolo maggiore sullo Yangtze. "La struttura non è ancora pronta per i battelli marittimi né lo sono le infrastrutture a supporto, ma i mercati come Chingqing sono enormi e vi sono un sacco di investimenti nell'industria petrolchimica di Nanjing" dichiara il direttore generale del marketing e vendite, Gerhard Janssen.

Data la presenza di oltre 20 importanti zone industriali lungo il fiume, Janssen ritiene che sia solo una questione di tempo prima che la domanda di migliori soluzioni di trasporto costringa ad una riforma del sistema. "Ci aspettiamo una massiccia crescita, ma al momento possiamo solo offrire servizi che risalgono il fiume mediante soci locali che si servono di diversi tipi di servizi di chiatte. Stiamo davvero cercando di mettere su questo servizio e trovare soci più coerenti in modo da offrire servizi a fermata singola alla volta di tali località.

I porti hanno bisogno di essere migliorati, così come i sistemi di magazzinaggio e di movimentazione carichi a supporto. C'è anche bisogno di armonizzare le procedure doganali che variano da provincia a provincia. Ma io penso che in Cina si riconosca che gli investimenti in passato siano stati a senso unico, con troppa enfasi posta sulla strada e sulla ferrovia, trascurando le idrovie interne".

Presso i porti, laddove i volumi sono aumentati rapidamente negli ultimi anni, al momento si stanno facendo progressi. Sebbene sino ad oggi sia stato difficile reperire i dati, lo studio della Drewry stima che i volumi sia del tonnellaggio complessivo sia dei containers possano essere cresciuti a tassi più elevati persino di quelli relativi alle più rosee previsioni governative. Secondo tali dati, i porti fluviali potrebbero avere movimentato ben più dei 600.000 TEU indicati dal governo in ordine al 2002: si sa che in questo caso si trattava di una stima alla buona e non di un'indagine accurata. Su questa base, le previsioni del governo che suggerivano sino a 6 milioni di TEU spediti sullo Yangtze da qui al 2010, potrebbero essere inferiori di più di 1 milione di TEU rispetto alla realtà.

Chiaramente, c'è bisogno di maggiori investimenti, in particolare presso i terminals sulla parte superiore del fiume, laddove fondamentali servizi a valore aggiunto quali lo svuotamento di contenitori ed il trattamento dei carichi LCL vengono trattati come idee innovative, ovvero eseguiti con sregolata inefficienza.

Nel 2001, il governo cinese ha speso 2,1 miliardi di dollari USA per le idrovie nazionali interne nella parte occidentale del paese, e gran parte di essi erano destinati alle nuove infrastrutture portuali sullo Yangtze. Nell'ambito di tale programma, la Commissione Statale Cinese per lo Sviluppo e la Pianificazione si è impegnata nell'investimento di 18 milioni di dollari USA in infrastrutture portuali presso il porto di Shulfu nella provincia di Yunnan, a 2.850 km da Shanghai, al fine di mettere in grado le navi da 1.000 tonnellate di fare scalo al porto. La capacità aumenterà da 400.000 a 2.000.000 di tonnellate/anno di conseguenza.

Sono anche in atto programmi finalizzati allo sviluppo di ulteriore capacità di movimentazione dei contenitori presso i porti sullo Yangtze quali Zhangjiagang, Yichang, Nangtong Jiulongpo, Zhenjiang e Nanjing, il primo porto fluviale ad ovest di Shanghai che sta già sviluppando un proprio ruolo di centro di snodo regionale per i trasferimenti e centro di trasbordo per il traffico fluviale.

E l'autorità portuale di Shanghai, desiderosa di sviluppare ulteriormente il proprio ruolo quale centro di snodo logistico per la Cina centrale, ha intavolato trattative con gli amministratori del porto di Wuhan con l'intenzione di ampliare ulteriormente le infrastrutture presso il porto, che ha sviluppato un terminal con una capacità di circa 250.000 TEU. La strategia è valida. Wuhan, posta al crocevia di molte delle direttrici di traffico est/ovest e nord/sud della Cina, è ben piazzata per svilupparsi quale centro di trasporto su bettoline e di trasbordo in ordine alla movimentazione dei carichi tra il medio e l'alto fiume. "Essi sono potenziali luoghi di mercato e potrebbero apportarci maggiori volumi containerizzati" afferma un portavoce dell'autorità portuale di Shanghai.

Anche i produttori di attrezzature adesso stanno cominciando a ravvisare le nuove opportunità. La ZPMC ha già installato tutta una gamma di equipaggiamento presso vari terminal contenitori in Cina, ed un portavoce ha dichiarato che è probabile il ricevimento di altre ordinazioni una volta attuati i vantaggi della Diga e del suo sistema di chiuse.

Anche la Kalmar è ben piazzata, avendo recentemente rafforzato la propria posizione strategica sullo Yangtze quando ha ampliato i propri uffici di servizio ed impianti di assemblaggio nei pressi del porto di Shanghai, dove la società ha già in servizio 87 impilatrici. Inoltre, tutta una gamma di equipaggiamento della Kalmar è stata venduta al porto di Nanjing. "Siamo cresciuti esponenzialmente da quando abbiamo iniziato ad operare in Cina nel 1988 e adesso siamo il fornitore numero uno in Cina nella maggior parte dei settori" afferma Ken Loh, presidente delle operazioni asiatiche della Kalmar, il quale aggiunge che la società sta ora cercando di compiere ulteriori progressi nei mercati delle RTG e della bordo-costa.

Loh è "cautamente ottimista" circa il mercato della Yangtze e si aspetta un intervallo temporale tra la domanda di nuova tecnologia e le ordinazioni concrete. "Il mercato cinese non è svelto a rispondere alla crescita, di modo che non ci aspettiamo di vedere gli effetti derivanti dal maggior numero di volumi spediti per altri tre anni o giù di lì".

La prudenza di Loh appare saggia. Il governo resta disperatamente a corto di fondi per il genere di importanti infrastrutture e sovrastrutture richiesto. Se il progetto delle Tre Gole non dovesse diventare il gigantesco elefante bianco che molti si aspettano, la Cina avrebbe estremamente bisogno di un influsso di capitale straniero che contribuisca alla realizzazione della capacità di traffico della sua arteria fluviale chiave.
