Le prospettive dei porti polacchi

Ci si aspetta che l'aggregazione della Polonia all'Unione Europea nel 2004 dia un'accelerata non solo alla sua economia, ma anche ai suoi volumi containerizzati. Sono in preparazione ambiziosi piani finalizzati al miglioramento delle infrastrutture di movimentazione dei contenitori a Danzica e Gdynia. Investimenti saranno pure necessari se i containers dovranno essere movimentati con maggiore efficienza tra tali porti e l'interno del paese, dal momento che vi è potenziale per quadruplicare il traffico containerizzato.

I piani destinati all'ammodernamento delle infrastrutture a Danzica e Gdynia possono farsi risalire alla legge del 1996 sugli scali marittimi e le baie del governo polacco. In seguito a successive modificazioni, essa autorizzava le autorità portuali a cedere le proprie società consociate attive nel settore dello stivaggio entro il 2003, termine successivamente esteso al 2004. Non vi sono pressioni circa una partecipazione polacca.

Nel caso della PGA1 (Autorità Portuale di Gdynia), esistevano quattro consociate, che movimentavano separatamente cereali, merci generali, rinfuse e contenitori, l'ultima delle quali nota in commercio come BCT (Baltic Container Terminal) Ltd. Il direttore commerciale della BCT, Andrzej Kujoth, ha sottolineato come la BCT sia stata la prima consociata ad essere privatizzata ai sensi della legge citata, allorquando venne venduta alla ICTSI per 40 milioni di dollari USA, a far data del 2 giugno 2003.

Il direttore della ICTSI presso la BCT, Jan Mors, sostiene che si è trattato di un'acquisizione a pieno titolo della BCT medesima, e non solo del più usuale contratto di gestione: "La gestione del terminal resta quella che è. La BCT è una consociata al 100% ICTSI, e la prima continuerà a pagare l'affitto alla PGA1 per l'utilizzazione del terreno, degli edifici e delle altre infrastrutture, ai sensi di un leasing ventennale".

Gli investimenti in equipaggiamenti per la movimentazione di contenitori spingerà la capacità fino 400.000 TEU/anno, ben al di là delle stime relative a quest'anno che parlavano di 300.000 TEU. Se si associa ciò con un buon tasso di produttività di 25 alzate per squadra/ora, sembrerebbero essere state gettate le fondamenta per un promettente futuro che consente altresì un ulteriore investimento di 70 milioni di dollari USA da parte della ICTSI nel prossimo decennio, il che incrementerebbe la capacità sino ad 800.000 TEU.

La concorrenza, peraltro, incombe su Danzica. Un accordo tra la PGA2 (Autorità Portuale di Danzica) ed il consorzio di ispirazione britannica DCT (Deepsea Container Terminal) di Danzica, all'inizio di quest'anno, è sfociato in un accordo di 30 + 30 anni (con un'opzione per un'estensione di 30 anni). Ai sensi di tale accordo si prevede che il DCT realizzi e gestisca un terminal completamente nuovo su un terreno incolto ad un costo complessivo di 200 milioni di dollari USA per la Fase 1. L'accordo è stato inoltrato al Dipartimento del Tesoro di Varsavia per l'approvazione ministeriale che il portavoce della PGA2, Ryszard Mazur, confidava potesse essere concessa entro la fine dell'anno. Inoltre, James Sutcliffe, presidente della DCT, ha dichiarato che la società ha attualmente in corso le procedure per l'aggiudicazione dell'appalto per la progettazione e la costruzione delle opere.

E' affascinante osservare l'atmosfera di rivalità che già cresce tra le due parti. Jan Mors è scettico circa i piani della DCT, ed afferma che essa non dispone di un mercato di base, nonché che la spesa iniziale di 200 milioni di dollari a partire da zero non può giustificarsi, dal momento che la BCT già dispone di un mercato affermato e può ampliare le infrastrutture al fine di far fronte alla crescente domanda per complessivi circa 120 milioni di dollari. Sutcliffe è stato svelto a ribattere: "L'investimento della BCT è facilmente paragonabile ai nostri, che andranno a sfociare in una infrastruttura del tutto nuova, ed a più lungo termine".

Mors ha inoltre commentato che, contrariamente alle precedenti asserzioni della DCT secondo cui le prestazioni della BCT sono limitate, "la capacità attuale è di circa 400.000 TEU, una cifra che siamo in grado di raddoppiare in un periodo relativamente breve". Anche se Sutcliffe concordava con tale affermazione, ha comunque sottolineato che "le economie di scala, le dimensioni del naviglio (la DCT mira a navi sino ad una capacità di 6.000 TEU) e l'accesso dal mare e via strada sono tutte quante considerazioni di cui si è tenuto conto ai fini delle previsioni delle prestazioni a prescindere dalla capacità teorica di movimentazione".

Rispondendo all'affermazione di Mors, secondo cui la DCT andrà solamente a duplicare ciò che è già messo a disposizione dalla BCT, nonché a quella secondo cui il progetto della DCT "non ha senso dal punto di vista economico", Sutcliffe sostiene: "Non vi sono altre opportunità di scelta per le navi che desiderano effettuare traffici con la Polonia. La DCT Danzica assicurerà un terminal indipendente con accesso marittimo diretto alle navi più grandi che possono entrare nel Baltico, collegandole direttamente alla nuova autostrada A1 ed al sistema ferroviario nazionale".

Si stima che circa 600.000 TEU attraversino annualmente le frontiere polacche e che, tra questi, 350.000 TEU passino attraverso i porti, per lo più tramite la BCT. E' difficile analizzare queste cifre, ma è noto che, secondo il Dipartimento Statistica del Porto di Amburgo, 91.574 TEU (di cui 17.369 vuoti) hanno viaggiato per mare da Amburgo alla Polonia lo scorso anno, per lo più mediante una gamma di servizi di trasbordo fatti in casa o affidati a terzi.

Si stima che 33.000 TEU passeranno quest'anno via mare dal Regno Unito alla Polonia. Una quota molto piccola di tale cifra è movimentata da servizi di raccordo feeder della OOCL da Grangemouth. Tuttavia, il 90% di essa è movimentata dalla Joint Poole Service (gestita congiuntamente dalla polacca Euroafrica e dalla britannica MacAndrews and Co) e si suddivide equamente quasi al 50% tra traffico "nazionale" Regno Unito/Eire-Polonia e contenitori in trasbordo.

Quanto ai 250.000 TEU che residuano rispetto al totale di 600.000 TEU, si stima che 150.000 TEU attraversino i confini polacchi via strada, mentre sono 150.000 TEU quelli che lo fanno via rotaia. Queste cifre possono essere ulteriormente analizzate. Da Amburgo - che è di gran lunga lo hub più grande che serve la Polonia - alla Polonia, circa 115.000 TEU vengono movimentati via strada e 58.000 TEU mediante un servizio completamente marittimo. Un portavoce della MacAndrews ha rivelato: "Gli operatori TIR, che quotano tariffe drasticamente basse dal Regno Unito alla Polonia, sono i nostri maggiori concorrenti così come gli operatori tutto mare. Nel tentativo di far loro concorrenza, abbiamo introdotto una flotta di contenitori da 40 piedi high-cube pallet-wide".

Entrambi i porti dispongono di adeguato accesso stradale e ferroviario. Tuttavia, secondo Mazur della PGA2, non vi è alcuna previsione di qualsivoglia distribuzione mediante idrovie interne, Vistola compresa. Da dieci anni a questa parte, le condizioni delle strade in Polonia stanno gradualmente migliorando. Ora nelle strade principali vi sono poche buche, mentre i ponti che per anni non erano stati completati per mancanza di fondi adesso sono stati ultimati. Ciononostante, molte strade secondarie ma importanti hanno ancora bisogno di manutenzione alla carreggiata ed il nuovo tronco stradale primario - costruito alla fine degli anni '80/inizi anni '90, che da Gdynia porta ad est - è ancora a metà strada, a causa di opposizioni di tipo ambientale. In generale, l'autotrasporto è meno costoso, principalmente in ragione dei bassi salari, ma le ore di guida sono limitate a nove nell'arco delle 24 ore.

Il sistema ferroviario del paese è stato in qualche modo ammodernato a partire dal 1991, allorquando vennero costituite tre distinte divisioni. A livello nazionale, operano la CargoSped - appartenente alla PKP Cargo (Ferrovie Statali Polacche), che movimenta merci generali e qualche box - e la SpedCont - appartenente congiuntamente alla PKP ed alla BCT (che perciò ha un interesse diretto nell'incoraggiare l'uso della ferrovia), che trasporta solo contenitori ed è perciò orientata sui porti.

Solo la Polzug - appartenente congiuntamente ed in parti uguali alla PKP Cargo, alla DB Cargo ed alla HHLA - attraversa i confini internazionali, sebbene trasporti anche qualche carico nazionale. Il rappresentante della società per la zona settentrionale, Andrzej Rudniki, è ottimista circa il futuro della ferrovia: "La politica dell'Unione Europea favorisce le modalità alternative rispetto al trasporto stradale ed i nuovi pedaggi autostradali tedeschi limiteranno il numero dei piccoli autotrasportatori che fanno affidamento sui traffici Elba-Polonia, sui quali possono ricavare profitti. Senza dubbio alcuni traffici saranno dirottati attraverso le rotte tutto marittimo, ma penso che le ferrovie ne trarranno i maggiori benefici".

Secondo Radnicki, la Polzug ha movimentato un totale di 67.000 TEU in tutte le direzioni lo scorso anno, con un aumento del 30% rispetto all'anno precedente. Ciò è stato in parte dovuto ad un incremento dei carichi umanitari statunitensi e delle forniture destinate all'esercito statunitense, tra cui derrate alimentari solide e prodotti destinati ai negozi nazionali. I tempi di viaggio, naturalmente, variano. La tratta Amburgo-Bremerhaven-Varsavia richiede circa 30 ore, mentre ce ne vogliono 48 alla volta di Sestokai (in Lituania) e 80 per Kiev. I traffici vengono movimentati attraverso una rete di terminals di proprietà della Polzug a Poznan, Slawkow, Varsavia e Wroclaw, ciascuno dei quali è indipendente e dispone di propri dipartimenti di spedizione, magazzinaggio ed autotrasporto, nonché di una gamma di attrezzature per la movimentazione di contenitori. Altri terminals utiizzati di quando in quando si trovano a Danzica, Gliwice e Lodz.

Tra questi terminals, Slawkow, ad est, è particolarmente significativo, dal momento che qui avviene fisicamente il trasbordo relativo alle movimentazioni destinate a Kiev ed altrove ad est, dove lo scartamento ferroviario è maggiore di quello esistente ad ovest.

Continua Rudnicki: "Credo che l'operazione, che si serve di una gru per sollevamenti pesanti, sia ben organizzata al meglio delle possibilità, e non comporti ritardi non necessari. Tuttavia, ciò che davvero può far tardare la spedizione sono i documenti cartacei inesatti. Un piccolo errore su un documento inerente ad un box da 20 piedi potrebbe, ed in effetti lo fa, trattenere l'intero treno per giorni".

La capacità media di ciascun treno è di 60 TEU. Anche se alcuni carri possono trasportare due box da 40 piedi, la combinazione di un box da 20 piedi più uno da 40 piedi è più normale. La frequenza del servizio varia a seconda della tratta. Per quanto riguarda Amburgo, dichiara Rudnicki, si possono allestire sino a tre convogli al giorno da quella città (dal lunedì al sabato, alle 14, alle 17 ed alle 23.59) ma, in pratica, un treno al giorno soddisfa la domanda.

Si riconosce diffusamente, come ammette Rudnicki, che la ferrovia è normalmente più cara della strada. Le tariffe per box calano in relazione alla quantità di box messi a contratto. Tuttavia, è stato elaborato un modello teorico inerente ai costi di base. Esso si basava su un unico box da 20 piedi, sino a 24 tonnellate, raccolto presso il porto di Gdynia, consegnato all'interno della città di Varsavia, e comprendente gli oneri terminalistici ed il ritorno dei box vuoti al porto (un viaggio di andata e ritorno pari a qualcosa come 800 km). Le risultanze sono state che la ferrovia, in realtà, è meno cara. Rudnicki ha quotato la tariffa di 399 euro (452 dollari), mentre la quotazione di una movimentazione stradale offerta da Danuta Adamczyk, amministratore delegato dell'agenzia di spedizioni Baltavia Forwarding Co Ltd, è stata di 550 dollari.

La Baltavia Forwarding, consociata degli agenti marittimi Polish United Baltic Corporation, è, secondo la Adamczyk, una tipica società tra le dozzine di piccoli agenti che movimentano quantitativi relativamente piccoli di carichi e che fanno parte dell'Associazione Polacca Spedizionieri Internazionali, forte di 130 membri. L'attività primaria della società si fonda sui servizi di trasbordo e quelli tra Regno Unito/Irlanda e Polonia della MacAndrews, che, unitamente ad altre attività, comportano un risultato annuo di circa 3.100 TEU. La Adamczyk ha dichiarato che i collegamenti istituiti con la CMA CGM all'inizio di quest'anno "hanno dato alla nostra attività un sapore più internazionale".

La società di norma si serve di trasporto ferroviario sub-contrattato per la movimentazione di containers, ma impiega altresì la PKP Cargo a livello locale (rinfuse in banchina) nonché la SpedCont per Varsavia ed altrove. La Adamczyk sostiene che i servizi sia stradali, sia ferroviari alla volta di Varsavia e di altri importanti centri siano ragionevolmente efficienti, ma che la strada - sebbene in genere più veloce - non sia necessariamente più economica: "Nella mia esperienza, se carichiamo tre box su un carro ferroviario, allora la ferrovia diventa più competitiva quanto a prezzi per box, ma se il carico è relativo ad un solo box, allora la strada ridiventa più conveniente".

Per contro, la C. Hartwig Gdynia SA afferma di essere uno dei principali spedizionieri in Polonia, ed è certamente uno dei maggiori soggetti dell'attività dei contenitori marittimi. Lo scorso anno, le prestazioni della società inerenti alla sola modalità marittima sono state pari a circa 34.500 TEU, che, come ha detto il direttore Jerzy Popiel, rendono la Hartwig il maggiore utente singolo della BCT.

Si tratta di un grosso operatore, con una propria divisione di autotrasporto (con consociate ad Amburgo, a Londra ed a New York), magazzini e depositi doganali in cinque località polacche, una consociata attiva nel settore del trasporto merci aereo, nonché una autorizzazione nvocc rilasciata dalla Commissione Marittima Federale degli Stati Uniti. Ogni trasporto stradale è perciò solitamente assicurato da camion propri, sebbene la società si serva della Polzug quando vi è bisogno della ferrovia (da Amburgo).

Popiel critica la mancanza da parte della BCT di un sistema EDI: "Si supponeva che fosse pronto lo scorso settembre, ma è ancora in preparazione. Probabilmente, esso non sarà pronto nemmeno per maggio del prossimo anno, allorquando ci aggregheremo all'Unione Europea. Lo sdoganamento dovrebbe essere effettuato immediatamente, con l'abolizione di qualsiasi intervento umano". (Un sistema EDI è una delle priorità della BCT sotto il nuovo regime).

Guardando al futuro, è chiaro che la partecipazione all'Unione Europea viene attesa con ansia, almeno dalla comunità economica. I servizi ferroviari e stradali stanno migliorando gradatamente. Ci si aspetta una impennata dell'uso dei containers. Mors paragona la Polonia alla Spagna: "Ciascuno dei due paesi ha una popolazione di circa 38 milioni di persone, ma, mentre la Spagna movimenta contenitori per oltre 3 milioni di TEU, la Polonia si titilla ancora tra i 600.000 ed i 650.000 TEU. La partecipazione all'Unione Europea e l'espansione dei traffici dovrebbe comportare una più elevata utilizzazione dei box".
