L'utilizzazione delle navi: dolori in vista

Qualsiasi dirigente marittimo che abbia fatto il proprio ingresso nel settore all'inizio del 2002, potrebbe essere portato a credere oggi di vivere su un altro pianeta. Invece di essere generosamente corteggiato dai vettori marittimi con un'ampia gamma di condizioni contrattuali di nolo allettanti - tra cui riduzioni tariffarie, tariffe "tutto compreso" e tariffe "da varco a varco" valide per 12 mesi - ora sembrano essere in offerta solamente aumenti e condizioni più rigorose. I contratti trimestrali sono uno strumento comune.

Il problema deriva dalla straordinaria crescita dei traffici dalla Cina a partire dal primo trimestre dello scorso anno. Al contrario dello spauracchio costituito da navi vuote e ricavi in calo, le navi dall'Asia sono partite piene e le tariffe dei noli sono cresciute dalla metà del 2002. Inoltre, alla luce della più recente analisi di Containerisation International sull'offerta e sulla domanda, "L'offerta e la domanda future per i servizi di linea 2003-2004", che si riferisce a 11 diverse rotte di traffico, la situazione parrebbe destinata a restare tale almeno sino alla fine del 2004, vale a dire la data limite presa in considerazione dal rapporto. Alcune rotte subiranno maggiori conseguenze rispetto ad altre.

Nell'ambito della maggiore direttrice mondiale di traffico, quella che va dall'Asia alla Costa Occidentale degli Stati Uniti, ad esempio, i carichi transpacifici in direzione est sono aumentati di un notevole 12,9% nel 2002, rispetto al 2001, e si prevede che cresca di un altro 16% nel 2003. Rispetto allo stesso periodo del 2002, la crescita reale dei traffici nei primi sei mesi di quest'anno è stata del 20% circa, tuttavia, di modo che le previsioni sembrerebbero prudenti, anche confrontando periodi di espansione e di diminuzione. Anche in questo caso, la crescita dei traffici prevista per il 2002 era stata del solo 1% circa.

Questo improvviso incremento dei traffici è sorprendente, perché com'è stato chiarito dalla Global Insight, la crescita economica nel mondo occidentale sino alla fine dello scorso mese di giugno indica solo un piccolo incremento della domanda di consumo. La contraddizione si spiega con il rapido trasferimento della produzione da regioni quali il Nord America e l'Europa alla Cina, in conseguenza degli ingenti investimenti esteri effettuati negli anni '90 nel contesto della stabilità politica ed economica.

In altre parole, l'enorme crescita della domanda dei servizi di linea dal primo trimestre 2002 è stata provocata da un mutamento dei modelli di produzione ed approvvigionamento, piuttosto che dai consumi. Il fenomeno ha indotto molti analisti a procedere alla revisione dei modelli inerenti al PIL (prodotto interno lordo) alla luce dei quali viene normalmente prevista la crescita dei carichi. La Global Insight non costituisce un'eccezione. Ben Hackett, amministratore delegato della società di consulenza internazionale in questione, commenta: "Tradizionalmente, è sempre stata una scommessa vincente quella di andare un po' a lume di naso, nel senso che una crescita del PIL di 2,5 volte equivale alla crescita dei traffici. Per le tigri asiatiche, tendiamo verso un fattore pari a 4. Nel corso di una recessione, l'indice diventa sempre meno chiaro. Ma tutto ciò, adesso, ha dovuto subire degli aggiustamenti".

Anche se ci si aspetta che la conseguente crescita causata dalla "globalizzazione" debba diminuire, sarà ancora una crescita rispetto ad una crescita. Inoltre, ci si aspetta che la normale crescita dei traffici quale funzione del PIL continui a salire lentamente per tutto il 2004.

L'"effetto Cina" non ha comportato conseguenze solo sui servizi da e per l'Asia. Ad esempio, dal primo trimestre 2003, i 10 nuovi servizi transpacifici lanciati per provvedere alla stagione di punta di quest'anno, con l'impiego di oltre 50 navi, hanno contribuito ad assorbire il tonnellaggio in eccesso che altrimenti avrebbe dovuto essere scaricato in altri traffici, quale il transatlantico. Senza tutto ciò, mantenere un equilibrio ragionevole tra l'offerta e la domanda in questi altri traffici sarebbe stato impossibile e le tariffe dei noli sarebbero diminuite.

La pletora di nuovi servizi dalla Cina ad altre regioni adesso significa che vi è una carenza di navi, malgrado la capacità complessiva di navi cellulari sia cresciuta del 9% nel periodo di 12 mesi che va sino al 1' luglio 2003. Anche se la capacità è destinata a crescere di un altro 8-9% nel 2004, non ci si aspetta che la situazione di carenza di navi cambi prima del 1' gennaio 2005. Tenendo presente ciò, sarà interessante vedere cosa faranno i vettori marittimi con le navi noleggiate in eccesso nel corso dei gelidi mesi invernali dell'emisfero settentrionale.

A parte ciò, ci si aspetta che l'utilizzazione delle navi nelle tratte principali delle 11 rotte di traffico comprese nell'analisi di Containerisation International resti elevata sino alla fine del 2004. Si prevede che anche le tariffe di nolo continuino ad aumentare, agevolate dalla riduzione dei nuovi arrivati sul mercato, apportatori di prezzi rapaci. Inoltre, i soggetti già affermati sembrano avere perduto il proprio appetito di maggiori quote del mercato, in particolare da quando l'alleanza CHKY - che comprende le tigri asiatiche Cosco, Hanjin, K Line e Yang Ming - ha preso una forma più definita.

I caricatori non saranno felici della prospettiva di ulteriori incrementi tariffari relativi ai noli, e molti di loro sono già stati costretti ad accettare forti aumenti nel corso dell'ultima serie di incontri per le trattative contrattuali. Inoltre, dal momento che le tariffe "tutto compreso" sono state più difficili da ottenere, ulteriori incrementi sono stati di conseguenza conseguiti mediante dubbi supplementi tariffari, quali i BAFs (fattori di adeguamento bunkeraggio) ed i CAFs (fattori di adeguamento valutario). A giudicare dalla più recente serie di iniziative per il ripristino delle tariffe - da implementare entro il 1' ottobre scorso - i vettori marittimi sembrano ancora lontani dall'essere del tutto soddisfatti. Una possibile via di fuga per i caricatori potrebbe essere costituita da una maggiore accettazione dei servizi di trasbordo menzionati nel rapporto.

I caricatori ricaveranno altresì preoccupazioni dalle previsioni di carenza di capacità nei periodi di punta effettuate a proposito di alcune delle 11 direttrici di traffico. Sebbene sia al di là dell'oggetto del rapporto, il 2005 potrebbe segnare il ritorno di giorni migliori per i caricatori, dal momento che la capacità di naviglio ordinata per quell'anno già rappresenta un incremento del 7,3% rispetto al 2004. Questo scenario parte dal presupposto che tutte le ordinazioni effettuate tra il 1' luglio di quest'anno e la fine del 2004 vengano consegnate in tempo, e gli effetti delle dismissioni sono ignoti.
