Trasporto ferroviario

I problemi delle ferrovie canadesi

L'autunno e l'inverno sono sempre duri in Canada, ma la preparazione del Natale 2003 è stata particolarmente difficile per gli importatori canadesi. I volumi di punta stagionale presso il BIT (Brampton International Terminal), cioè il centro di snodo a Toronto della CN (Canadian National Railroad), hanno raggiunto i 3.000 containers in contemporanea, vale a dire due volte la capacità del terminal. L'intasamento che ne è risultato ha comportato un fermo delle attività da parte degli autotrasportatori, che si sono rifiutati di prestare servizio al terminal, nonché ritardi di diverse settimane per alcuni containers.

Coloro che hanno interessi nella catena delle forniture in Canada considerano l'interruzione del servizio al BIT come un sintomo di un problema più complicato. Tony Young, presidente della LCL Navigation e dirigente del comitato noli marittimi della CIFFA (Associazione Canadese Spedizionieri Internazionali), ha dichiarato: "Il BIT stava per soffocare, il che dimostra appunto la vulnerabilità dell'infrastruttura. Essa non è fatta per movimentare più di 1.500 contenitori, e non è stata programmata alcuna nuova infrastruttura. Quei 1.500 sono diventati facilmente 3.000, e, allorquando si verifica una forte bufera di neve oppure un deragliamento, qualsiasi collo di bottiglia che ne consegue sommerge all'istante quella capacità, di modo che essa è assai vulnerabile".

I gruppi di utenti del trasporto ritengono che il servizio fornito dalle due ferrovie canadesi, la CN e la CP (Canadian Pacific Railway) si stia deteriorando da qualche tempo. George Kuhn, direttore esecutivo della CIFFA, asserisce: "I problemi aumentano da anni. Solo che adesso stanno diventando più frequenti e proporzionalmente maggiori, di modo che hanno finito per colpire la consapevolezza del mercato".

Il problema non è poi tanto il servizio fornito in viaggio. Come sottolinea Tom Publicover, dirigente della logistica nazionale presso l'ufficio di Toronto della Exel, uno dei primi 10 spedizionieri del Canada, non vi è nulla di nuovo per quanto attiene alle condizioni meteorologiche invernali. Come infatti ha dichiarato, "la questione, qui, con le ferrovie, non è tanto la capacità, quanto i problemi presso i piazzali locali".

Il capitano Ivan Lantz, direttore delle operazioni marittime della Federazione Marittima del Canada, che rappresenta i vettori marittimi, ritiene che i terminals ferroviari abbiano bisogno sia di maggiori spazi che di tratte più efficienti da gestire. Commenta infatti: "Noi non vogliamo i containers in porto; vogliamo che si muovano. La stessa cosa succede quando il container arriva presso un terminal interno. Se esso non va dritto dal carro ferroviario al camion e non esce subito dal varco, allora vuol dire che va a finire in una pila, e se va in una pila, ne derivano tempi morti per tre o quattro giorni".

Bruce Barrows, vice presidente affari pubblici e relazioni governative della RAC (Associazione Ferrovie del Canada), ha dichiarato che la capacità dei piazzali ferroviari è una questione di attualità: "Si tratta di un argomento conosciuto e noi abbiamo dovuto affrontarlo". Tuttavia, egli ha puntualizzato che i piazzali ferroviari (e, in particolare, il BIT) erano destinati al servizio di zone popolate e che quindi, come tali, era difficile ricavare altro territorio al fine di realizzare ulteriore capacità fisica. Di conseguenza, si è dato impulso ad un uso più efficiente dei piazzali.

La CN ha agito rapidamente al fine di risolvere la disputa con gli autotrasportatori e l'arretrato è stato smaltito nel giro di poche settimane. La ferrovia desidera incoraggiare un cambiamento verso lavorazioni 24 ore su 24, rendendo i flussi di traffico uniformi rispetto ai periodi di punta e non di punta della giornata, nell'ambito della propria iniziativa sull'eccellenza intermodale (IMX), che intende massimizzare la capacità di trarre profitti dall'equipaggiamento mediante l'uso di metodi quali i servizi programmati. Essa ha altresì istituito un sistema di raccolta dei contenitori su appuntamento per gli autotrasportatori, con tempi di lavorazione ipotizzati su 45 minuti. Un'altra motivazione per i caricatori affinché si convertano a lavorazioni 24 ore su 24 consiste in un forte incremento degli oneri di controstallia e nella riduzione dei tempi di deposito gratuito a tre giorni, fine settimana compresi.

Tuttavia, dato che molti treni arrivano al BIT di giovedì e hanno bisogno di un giorno per provvedere allo sdoganamento, questo è un prezzo pesante da pagare improvvisamente per i caricatori, in particolar modo perché i volumi sono troppo grandi perché ciascuno riesca a far partire il proprio carico di venerdì. Publicover della Exel ribatte: "Alla fine della giornata, è il nostro cliente che finisce per pagare la tassa. Se ci vuole un giorno in più per prelevare le nostre merci, invece di un diritto di 25 dollari canadesi (19 dollari USA) adesso ce ne ritroviamo uno di 150 dollari canadesi (115 dollari USA). E quella è la questione principale".

La CN ha annunciato tali iniziative in occasione di incontri cui hanno partecipato tutte le parti della catena della fornitura, ma presieduti dalla ferrovia, e molti hanno criticato quello che hanno giudicato come un comportamento dispotico. Gli utenti lamentano che sia troppo costoso gestire magazzini e centri di distribuzione senza interruzioni, e ciò si riflette nel drastico calo dell'attività al varco nei turni dei fine settimana del BIT. Kuhn della CIFFA commenta: "I dettaglianti non vogliono assolutamente farlo su base continuativa, e neanche lo vuole la maggior parte degli operatori. Non è quella la soluzione giusta".

Robert Armstrong, presidente e direttore generale della IECanada, che rappresenta gli importatori e gli esportatori canadesi, esprime la collera di molti utenti ferroviari canadesi: "Il modo in cui essi hanno affrontato la questione sta a significare che per noi è tempo di cambiare. Ci sono un mucchio di imprese che tengono aperto al sabato, e ci sono state volte che i grossi dettaglianti si sono messi assieme e hanno provveduto in tal senso, ma vi sono discussioni ogni volta che si verifica un problema. Non si sta prendendo alcuna iniziativa. Perché non guardiamo concretamente al 2004 e 2005 e diciamo "ecco come possiamo movimentare assieme i periodi di punta?". Forse allora potrei convincere gli operatori del settore ad adeguarsi a consegne 24 ore su 24, 7 giorni su 7, nel corso dei periodi di punta, ma abbiamo bisogno di sapere perché ciò deve avvenire".

Altri sentono che questo sforzo di efficienza non funzionerà per ragioni pratiche. Michel Beauregard, vice presidente della CP Ships, ha dichiarato: "Ciò non comporterà un numero maggiore di camion o un incremento della produzione, solamente si limiterà a diluire il lavoro, di modo che si potranno assorbire i costi delle aperture eccezionali. La domanda è: il cliente vorrà pagare di più?". Tuttavia, egli ha altresì commentato che, data la crescente pressione sul sistema intermodale, dev'esservi flessibilità da parte di tutti, autotrasportatori e caricatori.

Burrows della RAC ha dichiarato che le ferrovie hanno lavorato per migliorare qualitativamente l'efficienza operativa lungo tutte le proprie reti, e sia la CN che la CP ora offrono servizi programmati, nell'intento di fornire maggiore affidabilità. Tuttavia, molti utenti avvertono che questo sviluppo, pur incrementando i proventi delle ferrovie, non abbiano agevolato il loro servizio.

Ma Lantz non è convinto: "Le navi arrivano in ritardo, è un fatto scontato, i camion devono sempre aspettare. Le ferrovie hanno mantenuto un atteggiamento del tipo "la nave è in ritardo ed è un problema del vettore. Noi mettiamo i carri là, ma le navi non sono mai in orario, di modo che noi portiamo via i carri e così non si trovano sul posto quando esse arrivano". Se si esamina la questione dal punto di vista del servizio al cliente, bisognerebbe invece dire "la nave è il cliente, la nave è in orario". La cosa migliore che si possa fare è mantenersi in contatto con la nave e spostare i carri nel luogo in cui la incontreranno, non viceversa. Per le ferrovie, temo che questo possa essere con tutta probabilità un enorme cambiamento culturale".

Peraltro, sebbene le ferrovie desiderino fare un uso migliore delle infrastrutture di cui dispongono, vi è senz'altro bisogno che si faccia di più. Le infrastrutture ferroviarie canadesi sono vittime del loro stesso successo, e, in assenza di investimenti, ciò continuerà a succedere. Commenta Burrows: "Certamente, il sistema è alquanto congestionato nell'insieme e vi sono colli di bottiglia".

La domanda di trasporto intermodale, sta aumentando ad un tasso superiore al 5% annuo ed il settore ferroviario si aspetta che ciò continui nell'immediato futuro. Questo dato comprende altresì l'incremento dei volumi di traffico nazionale, contro il quale il traffico internazionale deve mettersi in concorrenza per gli spazi.

Data tale domanda, non sorprende che le tariffe di nolo intermodale stiano aumentando, e pure rapidamente. Le tariffe sono raddoppiate o triplicate all'improvviso, in parte per ripagare la sicurezza, ed Armstrong ha sottolineato che, data una tipica movimentazione intermodale che comporta tre turni modali - dal camion al treno, poi di nuovo sul camion - gli importatori devono subire il colpo altre tre volte.

La IECanada si suddivide in parti uguali tra piccole e grandi imprese per quanto attiene ai volumi trasportati, ma le imprese più piccole hanno avvertito più repentinamente l'impatto dell'aumento delle tariffe intermodali, dal momento che gli operatori maggiori sono protetti dai contratti per tutto il tempo in cui vigono.

Tuttavia, Armstrong ha dichiarato: "Anche gli operatori più grandi adesso si accorgono del problema. Forse non avvertono l'incremento delle tariffe per contenitore, ma stanno sperimentando l'avvento sul mercato di tempi di viaggio più lunghi e costi aggiuntivi nell'ambito di questo paese, così come in altri paesi' Se ci dicono che il tempo di viaggio è più lungo di un giorno, ma che non pagheremo di più, bene. Ma se i tempi di viaggio sono più lunghi, e ci sentiamo dire "pagherete dal 5 al 10% in più", la domanda è: perché?".

La vera area di preoccupazioni per gli importatori è la Costa Occidentale del Canada, dato che le importazioni asiatiche, ed in particolare dalla Cina, sono raddoppiate e triplicate quanto a volumi negli ultimi anni. I risultati di Vancouver, nella British Columbia, sono aumentate nel 2003 del 6% per 1,54 milioni di TEU, e ci si aspetta che questa crescita continui.

Young della CIFFA fa notare: "Adesso, quasi tutto viene fatto in Cina, e tutto deve arrivare per mezzo di contenitori nella costa occidentale. Poi arriva per ferrovia, e questo non cambierà. La zona economica dedita alla produzione in seconda posizione è il sud-est asiatico, ed ancora una volta si tratta del transpacifico".

Vancouver ed i porti statunitensi di Seattle e Tacoma servono gli stati più popolosi del Canada, l'Ontario ed il Quebec, dalla parte orientale, così come il Mid-West statunitense via Chicago. Coloro che si servono di Vancouver per le importazioni asiatiche non hanno altra scelta se non quella di servirsi della ferrovia, nonché poca scelta in ordine a quale ferrovia di cui servirsi. Sebbene la concorrenza tra la CN e la CP sia forte su questa direttrice, la maggior parte dei carichi è controllata dai vettori sino al deposito contenitori interno, e Publicover ha commentato che questo metodo consente alla Exel un autotrasporto più agevole, e fa risparmiare sino ad una giornata di tempi di viaggio. Presso il deposito contenitori interno, il 20% circa dei containers continuano a restare sulla polizza di carico del vettore sino alla porta del consegnatario, mentre il resto viene raccolto dal deposito.

Anche se i porti si stanno espandendo allo scopo di far fronte a tale crescita, come menzionato in precedenza, molti sono preoccupati dal fatto che, con la capacità ferroviaria già estesa al massimo, non vi sia stata abbastanza programmazione per far fronte ai volumi in più che arrivano nei piazzali ferroviari interni. Ciò è esacerbato dalle agenzie che rappresentano molti vettori marittimi in Canada, che incoraggiano una maggiore insistenza sulle operazioni giornaliere piuttosto che sulla pianificazione strategica.

Ribatte Young: "Mi sembra che vi sia poca, o nessuna, consultazione tra i vettori e le ferrovie. Loro stanno costruendo navi da 8.000 TEU, che trasporteranno 8.000 TEU. Ma la CN e la CP vi sono preparate? Come gestiranno la cosa? I porti sono in grado di movimentare la navi, possono movimentare i volumi, ma non hanno pensato oltre. I vettori si sono limitati a girare il problema alla ferrovia con cui hanno stipulato il contratto, e le ferrovie semplicemente non sono preparate".

Vettori e porti negano che vi sia una carenza di dialogo con le ferrovie, sebbene queste ultime non sia state disponibili a rilasciare commenti al riguardo. Beauregard ha dichiarato che, dato l'incremento dei volumi, "non si riesce a far funzionare la cosa a meno che non si dialoghi".

La VPA (Autorità Portuale di Vancouver) ha dichiarato di aver rivisto le proprie prospettive di crescita con le ferrovie, dichiarando: "Le ferrovie hanno confermato che la previsione è ragionevole e che sono interessate a lavorare con la VPA allo scopo di concretizzarle". Lantz della Federazione Caricatori del Canada commenta: "Penso che in questo caso il dialogo esista al 100%, ma il problema consiste in chi prende le decisioni di investimento, e nel caso vi è abbastanza lavoro da supportare queste decisioni?".

Questi criteri di investimento sembrano essere stati utilizzati al porto di Halifax, un mercato prigioniero della CN che è l'unica ferrovia a servire il porto. Costa 2.700 dollari canadesi (2.077 dollari USA) trasportare via strada sino a Toronto da Halifax, ma i problemi ferroviari ben pubblicizzati hanno prodotto costi per le attività portuali. Un osservatore del settore ha dichiarato esplicitamente che la CN stava fornendo al porto il servizio minimo che esso poteva permettersi. Tuttavia, la CN ha prestato ascolto alle preoccupazioni dell'autorità portuale e adesso sta investendo 24 milioni di dollari canadesi (18 milioni di dollari USA) nei propri collegamenti con Halifax.

Gli utenti delle ferrovie canadesi sono particolarmente preoccupati circa la cresciuta attenzione delle ferrovie per il mercato statunitense, che offre maggiori opportunità alla crescita dei proventi. Burrows ha rivelato che nel 2002 il 48% del traffico nazionale in direzione sud ha viaggiato per ferrovia e che ciò sta gradualmente aumentando.

Spiega Lantz: "Siamo un grande paese dal punto di vista geografico, ma molto piccolo in termini numerici. I porti canadesi assicurano la concorrenza ed una rotta alternativa agli Stati Uniti. Chiaramente, non si tratta di una attività in grado di ingenerare gli stessi profitti di quella correlata agli Stati Uniti. La capacità di realizzare profitti deriva dal numero di volte che si riesce ad utilizzare quello slot, ed ovviamente si desidera ottenere il massimo ritorno possibile. E se si possono fare gli stessi soldi in due giorni invece che con una corsa di quattro giorni da Halifax a Chicago, quel viaggio di quattro giorni non è necessariamente la singola migliore utilizzazione di un carro ferroviario".

Ciò comporta conseguenze negative anche su altri traffici canadesi. Commenta Kuhn: "Un mucchio di equipaggiamenti sono stati dirottati al fine di far fronte alla domanda statunitense, che ha fatto pressioni sulla disponibilità di equipaggiamento in Canada". Beauregard ha fatto commenti circa il modo in cui le agitazioni sindacali sulla Costa Occidentale abbia trascinato un sacco di carri ferroviari a sud del confine, provocandone una carenza in Canada. Afferma infatti: "Ritengo che, anche se non c'è una vera e propria carenza, quanto meno vi sia certamente una fornitura molto tenue di carri ferroviari".

Tuttavia, il settore ferroviario sta facendo del suo meglio per uscire dalle curve. Burrows della RAC asserisce che gli investimenti ferroviari continuano, con investimenti in nuovi equipaggiamenti ed ampliamento delle loro reti.

La domanda è: come verrà gestita la crescita, in attesa che questi nuovi investimenti si concretizzino? Tutti concordano sul fatto che cui sia bisogno di maggiore "interconnettività" ed i gruppi di utenti, tra cui la CIFFA e la IECanada, hanno richiesto che il governo federale presieda un forum nel quale tutti coloro che si trovano nella catena delle forniture discutano i problemi.

Commenta Armstrong: "La sensazione di fondo è che in Canada ci troviamo in una situazione per cui il vettore o la ferrovia dettano le modalità di effettuazione, mentre noi dobbiamo adattarci' Se volessimo pervenire ad una moratoria, ciascuna delle parti della catena delle forniture dovrebbe discutere con le altre dei propri programmi per il 2004-2005. E se ciò si diffondesse in tutta la catena delle forniture, ci darebbe l'opportunità di dire la nostra e di farvi includere le nostre previsioni, e tutto questo aiuterebbe ognuno a decidere. Se ci devono essere costi, ognuno vorrebbe essere in grado di fare un bilancio. Altrimenti, si rischia di intaccare i risultati finanziari".

La CIFFA ha suggerito diverse possibilità, tra cui l'investimento in un sistema informatico interconnesso cui possa partecipare tutta la catena delle forniture canadese. Commenta Kuhn: "Attualmente, potrebbe sembrare la sola soluzione, rispetto a quella di investire altri soldi in infrastrutture, quali migliori binari, treni più veloci, l'elettrificazione di certe tratte: questi sono i settori in cui l'impiego di denaro pubblico sarebbe giustificato".

Un'altra possibilità è quella di creare terminals satellitari attorno a hubs come il BIT. Tuttavia, come spiega Kuhn, "è proprio questo il punto. La CN dice che i vettori marittimi dovrebbero aprire terminals satellitari per ricevere quei contenitori, mentre i vettori ribattono "no, noi paghiamo alle ferrovie un prezzo per un tragitto da terminal a terminal, e dovremmo pagare un terminal nostro?". In un modo o nell'altro, alla fine tocca al consumatore pagare".

Lantz fa eco: "I vettori marittimi possono fare molto, ma non tutto. Non possono certo fare ciò che la di là delle proprie possibilità. Ci sono altri soggetti in gioco".

Le infrastrutture intermodali del Canada sono diventate una priorità urgente data la crescita dei volumi, ma sembra che tutte le parti avvertano la necessità di discuterne ancora.
