Le Havre: rimedi alla congestione finalmente in vista

Era quasi inevitabile che il principale porto containerizzato della costa atlantica francese, Le Havre, dovesse soffrire di cronica congestione quest'estate. I risultati dello scorso anno, ad esempio, hanno fatto registrare un preoccupante aumento del 15,3% sino a 1,98 milioni di TEU, portando le già limitate risorse dello scalo al tetto assoluto. I traffici nel 2004 continuano la propria apparentemente inarrestabile crescita, essendo aumentati dell'8% nei soli primi sei mesi. La presenza di un numero minore di portuali nel corso dei mesi chiave di luglio ed agosto, le gru in difficoltà ed anche una maggiore quantità di volumi da movimentare rispetto all'estate precedente: tutto ciò ha comportato che il porto ha dovuto comprensibilmente lottare per farvi fronte. Ciononostante, l'autorità portuale è stata irremovibile circa il fatto che le cose tornassero normali a settembre.

Tuttavia, il dirigente anziano di un'agenzia marittima locale nonché società di servizi marittimi ha dichiarato che esiste ancora spazio per spremere ulteriormente le attrezzature esistenti: "La produttività media di 20-22 movimentazioni per gru/ora" sostiene "è minore di quella che c'era quando ho cominciato a lavorare in porto, qualcosa come 30 anni fa, malgrado il fatto che adesso disponiamo di attrezzature moderne assistite dall'informatica".

Il problema, che non è peculiare solo della Francia, sta nel fatto che mentre i terminals sono gestiti da stivatori del settore privato, le loro attrezzature vengono adoperate da dipendenti dell'autorità portuale. Dal momento che la maggiore produttività potrebbe significare meno posti di lavoro, l'efficienza sulle banchine resta fiacca.

A rendere le cose peggiori, si aggiunga che le attrezzature da carico/scarico a Le Havre sono state perseguitate da problemi meccanici, sia di poco conto che, talvolta, seri. Le nuove gru a cavaliere da banchina allo stato dell'arte acquistate dalla ZPMC, ad esempio, hanno incontrato problemi di crescita, tanto che si sono dovuti importare pezzi di ricambio dalla Cina. Più seri sono stati i problemi che hanno afflitto le prestazioni delle gru Caillard di produzione locale. Queste ultime sono state acquistate agli inizi degli anni '90, ma sono chiaramente sorpassate dal punto di vista tecnico per i moderni compiti di banchina e soggette a brutte figure quando vengono spinte al limite della propria capacità progettuale. L'autorità portuale, ciononostante, insiste sul loro salvataggio. Infatti, i recenti interventi meccanici hanno messo in grado almeno quattro delle cinque unità di restare più o meno in servizio nel corso dell'estate; peraltro, un periodo di fermo più lungo sarà necessario perché esse abbiano un futuro più sicuro.

Una nota positiva consiste nel fatto che le unità della ZPMC sono state equipaggiate con due spreaders (uno manuale, l'altro automatico), che dovrebbero alla fine comportare una maggiore produttività in banchina anche al cospetto di dipendenti recalcitranti.

Sfortunatamente, il tanto reclamizzato programma di implementazione Port 2000 continua a slittare: ci si aspetta, adesso, che i primi quattro ormeggi non diventino pienamente operativi prima della fine del prossimo anno, cioè almeno sei mesi più tardi rispetto ai tempi programmati. La Maersk Sealand e la CMA CGM si sono impegnate a trasferire le attività nella nuova banchina lunga 1.400 metri. Altri due ormeggi saranno aggiunti in seguito; in progetto ce ne sono fino a 12, se i traffici forniranno adeguate garanzie.

Lo spazio in più consentirà al porto di movimentare altro traffico di trasbordo. I box instradati via mare in entrata ed uscita dal porto sono già in aumento: il 26,4% dei risultati nel 2002 proveniva da box trasbordati, e lo scorso anno sono aumentati sino al 30,4%.

Secondo la comunità portuale locale, una volta che saranno divenuti disponibili i nuovi ormeggi del Porto 2000, ci si aspetta che la MSC, che già trasborda una parte del proprio traffico inerente all'Europa Occidentale a Le Havre, trasferirà nel porto altri box che attualmente trasborda a Felixtowe. Ciò significherebbe che le attività del porto potrebbero raddoppiare nei prossimi anni.

E' perciò improbabile che le attuali infrastrutture di movimentazione diventino ridondanti, e l'autorità portuale contribuirà ad implementare un piano di miglioramento al fine di incrementare il numero delle gru da banchina disponibili. Otto nuove gru a cavaliere post-Panamax sono già state immesse nelle operazioni quest'anno, portandone il numero complessivo a 27; esso sarà aumentato sino a 35 all'inizio del 2006. Delle nuove gru, tre acquisite dalla ZPMC e due dalla Fantuzzi-Reggiane sono state consegnate alla SETO, mentre altre due del produttore italiano sono adesso in servizio presso il Terminal Europa-Atlantico ed una terza presso la CNMP.

Rouen, 80 km a monte sulla Senna, sta lottando per trattenere scali diretti da parte delle linee di navigazione a lungo raggio, malgrado sia il quarto porto containerizzato della Francia. Anche prima che la congestione diventasse un problema serio per Le Havre, un certo numero di linee di navigazione avevano riportato i propri servizi da Rouen a Le Havre, preferendo lo scalo diretto al trasporto via chiatta da e per il porto fluviale, risparmiando così, in effetti, due giorni di viaggio. I risultati riferiti, perciò, si sono inabissati del 12,3% nel 2003 per 144.177 TEU, sebbene i containers su chiatta, che di solito non vengono inclusi nelle cifre ufficiali, siano cresciuti da 8.712 TEU a 28.172 TEU. Questa linea di tendenza verso una maggiore utilizzazione delle chiatte per i containers continua nel 2004.

Dato il dominio di Le Havre sulla costa atlantica e la presenza di Zeebrugge ed Anversa nel vicino Belgio, Dunkirk è stato costretto a diventare un grande innovatore solo per riuscire a restare nella compagnia. Il NFTI (North France International Container Terminal) ha visto il coinvolgimento dell'autorità portuale e della belga IFB in un'iniziativa finalizzata alla creazione di un operatore integrato. Il successo dell'associazione si riflette nella fenomenale crescita del traffico di box che ne è risultata. Dal punto più basso di circa 30.000 TEU, il NFTI ha accresciuto notevolmente la propria attività negli ultimi anni, raggiungendo i 162.000 TEU nel 2003. In relazione all'anno in corso, i risultati continuano a crescere, con un aumento del 16% circa a metà dell'anno, e Daniel Deschodt, direttore vendite e marketing, prevede fiduciosamente che il terminal potrà chiudere l'anno avendo movimentato 200.000 TEU.

"Per noi, sono successe grandi cose a partire da giugno. Il 15 giugno abbiamo inaugurato l'estensione di 600 metri della banchina, che dispone di un pescaggio longitudinale per navi fino a 17,5 metri. Poi, il 18 giugno, la Maersk Sealand ha dirottato il proprio servizio AE2 da Le Havre a Dunkirk al fine di evitare la congestione stagionale. Nello stesso tempo, la compagnia di navigazione ha annunciato che avrebbe cominciato ad effettuare un numero indeterminato di scali il 19 agosto con navi da 6.000 TEU sul suo allacciamento AE7" sottolinea Deschodt con notevole orgoglio.

Tuttavia, il porto è consapevole del fatto che, con Marsiglia e Le Havre saldamente appostati in cima alla classifica dei porti containerizzati francesi, Dunkirk, in terza posizione, è ancora un bel po' indietro in termini di risultati, sebbene stia mirando a traffici dell'ordine di 500.000-600.000 TEU nei prossimi cinque anni.

Nel contesto di tale espansione dei traffici, parte di essi dovranno provenire da ulteriori servizi marittimi a lungo raggio. Si dice che le compagnie di navigazione con cui il NFTI è attualmente in trattative vedano Dunkirk come un potenziale terminal contenitori britannico al largo, dato che dista soltanto i 40 km del Tunnel della Manica. Tenendo conto di ciò, è in corso la realizzazione di nuove infrastrutture logistiche (come i magazzini) all'interno e nei dintorni del porto, mentre un terminal dedicato al cabotaggio marittimo nelle adiacenze dell'infrastruttura NFTI già attira servizi alla volta di Dartford e Dover, così come un raccordo settimanale con Felixtowe.

Anche il traffico parigino costituisce un obiettivo. Esso è attualmente monopolizzato da Le Havre che geograficamente è solo un po' più vicino. Ciononostante, dal momento che Dunkirk garantisce tempi di lavorazione dei camion non superiori all'ora (rispetto alle diverse ore di attesa che gli autotrasportatori devono affrontare sia a Le Havre che ad Anversa), l'autorità portuale ritiene che i tempi di viaggio attuali dal porto all'utente finale possano davvero essere più competitivi via Dunkirk.

"Il problema è ora quello di convincere le imprese di autotrasporto ad istituire i servizi necessari" sottolinea Deschodt, il quale fa notare come fare ciò significhi porre fine ad un pregiudizio secondo il quale nella Francia settentrionale Le Havre costituisce l'opzione naturale per i trasporti marittimi a lungo raggio alla volta della regione.

I maggiori livelli di produttività a Dunkirk sono ciononostante allettanti. Gli attuali contratti specificano un impegno di massima da parte del porto dell'ordine di 20-25 movimentazioni all'ora a seconda del servizio, sebbene Deschodt sottolinei che si stanno conseguendo limiti molto più alti. Se i traffici, perciò, dovessero fungere da garanzia, verrebbero installate anche tre o quattro gru a cavaliere in più, a rinforzo dell'attuale batteria di cinque, due delle quali sono Panamax, due post-Panamax ed una super-post-Panamax. Questa ulteriore capacità di movimentazione stroncherebbe sul nascere qualsiasi potenziale congestione sulle banchine e consentirebbe a Dunkirk di continuare a vendersi come uno dei pochi porti della fascia settentrionale in cui al momento le navi hanno pochi - se non addirittura nessuno - problemi di ormeggio.

Il predominio di Le Havre significa altresì che i porti come Brest, Bordeaux e Nantes-Saint Nazaire hanno dovuto sviluppare attività di nicchia al fine di attirare traffico containerizzato. "Non si può confrontare Nantes-Saint Nazaire con Le Havre" sostiene il direttore operazioni di Nantes, Thierry Fournier. "Al momento, noi non siamo in grado di accogliere qualsiasi nave oltrepassi i 3.800 TEU, il che rende difficile competere sui traffici est-ovest fatta eccezione per quelli via feeder; le dimensioni delle navi di linea destinate a tali traffici sono della fascia da 6.000 a 8.000 TEU. Ciononostante, noi consideriamo il traffico containerizzato come un mercato significativo per il nostro porto e stiamo lavorando per aggiungervi altre linee".

Il MCT (Montoir Container Terminal) del porto sta malgrado ciò avendo qualche successo nel dare impulso ai propri traffici, che nel 2003 sono aumentati dell'8% fino a raggiungere 119.385 TEU. Il dirigente del settore linee, Gérard Jahoo, sottolinea come gran parte di questo incremento sia avvenuto sotto forma di ulteriori box trasportati da usuali clienti impegnati nelle attività di raccordo o a lungo raggio. Ad oggi, le previsioni di fine anno per il 2004 suggeriscono che i risultati raggiungeranno almeno i 125.000 TEU, ma anche che, con un po' di fortuna, potrebbero superare il segno dei 130.000 TEU.

Al momento, la CMA CGM, la Maersk Sealand e la Marfret collegano Nantes con le Indie Occidentali francesi. La Delmas scala i porti dell'Africa Occidentale, mentre la CMA CGM, la Delmas e la DAL offrono un servizio combinato alla volta dell'Oceano Indiano. Più vicino a casa, un servizio ro-ro assicura a Nantes quattro scali alla settimana a Vigo, mentre raccordi settimanali vengono effettuati dalla Maersk Sealand (alla volta di Rotterdam), dalla MSC (alla volta di Le Havre) e la CMA CGM (alla volta sia di Anversa che di Le Havre).

Date le limitazioni di pescaggio, Jahoo ritiene, perciò, che Nantes-Saint Nazaire potrebbe diventare un operatore più importante nei traffici di nicchia nord-sud, in particolare verso gli USA ed il Sudamerica, in cui le dimensioni delle navi sono minori. Il porto ha assistito ad una forte crescita anche nel trasporto del legno, così come ha svolto un ruolo significativo nella movimentazione dei containers refrigerati, grazie al fatto che Nantes è diventato un importante hub terrestre per la distribuzione nei supermercati. Infatti, l'area dietro lo MCT è in procinto di essere sviluppata quale zona logistica al fine di attirare più traffici di questo tipo. Esistono altresì programmi per collegare Nantes con Bilbao nell'ambito del progetto Autostrade del Mare.

"In genere" afferma Jahoo "la decisione da parte delle catene di supermercati di servirsi di un porto piuttosto che di un altro dipende dai prezzi e dalla qualità del servizio offerto. Esse perciò fanno pressione sugli intermediari, usandola come mezzo per abbassare i prezzi. Se si servono delle nostre infrastrutture containerizzate o no, dipende perciò in gran parte dal numero delle linee di navigazione che fanno scalo qui e da quanto costa movimentare i containers in porto. Quindi, anche se siamo relativamente liberi dalla congestione e possiamo offrire tempi di lavorazione di 20 minuti per camion, oltre ad essere notevolmente più flessibili degli altri porti di questa regione, l'approvvigionamento globale significa che un numero sempre maggiore di contenitori è in arrivo dall'Estremo Oriente, anche se i nostri limiti di pescaggio ci impediscono di cercare di catturare una quota maggiore di quel mercato, sebbene si possa disporre di connessioni di raccordo ragionevoli".

Ciononostante, quando deve promuovere Nantes presso le linee di navigazione, Jahoo peraltro dispone di un asso nella manica sotto forma di un'impressionante produttività conseguita dallo MCT, che effettua in media 28 movimentazioni gru/ora, un numero notevolmente più alto di quello dei rivali regionali, malgrado la pletora di imprese di stivaggio concorrenti che si servono di quella infrastruttura, la cui presenza, a detta di Jahoo, contribuisce a mantenere i prezzi assai competitivi.

In termini infrastrutturali, l'attuale banchina lunga 750 metri nel terminal contenitori è in fase di ampliamento di ulteriori 250 metri, che consentiranno l'ormeggio simultaneo sino a quattro navi, mentre la realizzazione di una rampa permette un migliore servizio alle navi ro-ro o ro-lo. L'imminente acquisizione di una quarta gru a cavaliere post-Panamax contribuirà altresì a spingere l'immagine di Nantes-Saint Nazaire come un porto alla grintosa ricerca di nuovi traffici.

Anche altri due porti movimentano box sulla costa atlantica francese: tuttavia, né Bordeaux, né Brest possono effettivamente competere con Le Havre al fine di acquisire importanti volumi. Lo scorso anno, i due terminal contenitori di Bordeaux hanno ingenerato risultati combinati di 46.385 TEU, con un calo del 2,5% rispetto al 2002, sebbene il traffico stia risalendo quest'anno. Nel contempo, il terminal multipurpose di Brest ha movimentato appena 20.000 TEU nel 2003, malgrado un aumento del 50% rispetto al 2002.
