Momento positivo per gli scali portoghesi

Lo scorso anno, il Portogallo è andato nuovamente vicino ad infrangere la barriera del milione di TEU. Da un po' di anni in qua fallisce questo bersaglio ed i traffici containerizzati movimentati a livello nazionale nel 2005 sono aumentati del 3% appena rispetto all'anno precedente, una percentuale ben al di sotto del tasso globale di crescita.

Negli ultimi anni il Portogallo ha dovuto subire le conseguenze negative della propria posizione geografica. Situato nelle vicinanze dei terminals giganti della Spagna meridionale, i suoi porti si sono sforzati di attirare carichi sia di transito che di trasbordo.

L'operatore di Singapore PSA da tempo tenta di imitare il successo di Algesiras presso lo scalo del Portogallo meridionale di Sines, dove effettua operazioni in un terminal dalla capacità annua di 250.000 TEU. La sua localizzazione all'incrocio degli assi di traffico est-ovest e nord-sud era stata vista come il servizio perfetto da offrire ai vettori in cerca di operazioni di trasbordo di collegamento. Sicuramente Algesiras della APM Terminals offre tali opzioni alla Maersk Sealand.

Sines era stato costruito con le medesime finalità. La lunghezza iniziale della banchina è di 320 metri con una profondità lungobanchina di 16 metri. L'area terminalistica complessiva è di 18 ettari ed è equipaggiata con due gru bordo-costa post-panamax fornite dalla Paceco España. Una seconda fase di sviluppo porterà la banchina a 940 metri, per un'area di 36,4 ettari, un numero di gru pari a 10 unità ed una capacità annua complessiva di 1,4 milioni di TEU. Tuttavia, come mostra la tabella sottostante, il terminal deve fare ancora molta strada prima di avvicinarsi in qualche modo a colmare la sua attuale capacità.

Ciononostante, lo scorso anno è stato quello in cui ha riscosso il maggiore successo. Sines ha sottratto attività al principale terminal di Lisbona, il Liscont, ed ora movimenta i servizi Spagna/Portogallo-Mare d'Irlanda, Nord Europa-Grecia/Turchia e Mediterraneo Occidentale-Costa Orientale Nord America della linea di navigazione con sede a Ginevra. Solo l'ultimo dei servizi sopra elencati è un vero servizio a lungo raggio, in cui Sines rappresenta l'ultimo scalo in uscita dall'Europa.

Malgrado il passo indietro dello scorso anno, Lisbona resta impegnata nell'espansione della propria capacità.

Silvia Machado della APL (Autorità Portuale di Lisbona) ha dichiarato che il calo registrato nel 2005 è stato "dovuto alla scarsa prestazione dell'economia portoghese. Per quest'anno prevediamo che la situazione possa essere rovesciata e ci aspettiamo un incremento del 7% dei risultati in termini di carichi containerizzati".

La APL sta ora sviluppando un piano strategico per i prossimi 20 anni e la Machado afferma che esso ha già identificato i containers ed i cereali quali propri traffici primari.

"Allo scopo di soddisfare la prevista domanda del mercato dei carichi containerizzati, stiamo programmando una soluzione a breve termine che consiste nell'espansione della piattaforma di Alcantara, dove è situato il terminal marittimo Liscont.

Con questo investimento, la capacità del terminal raddoppierà sino a 700.000 TEU. Ma stiamo programmando anche soluzioni a lungo termine, che prendono in considerazione la creazione di un nuovo terminal contenitori" spiega la Machado.

Lo scorso anno sono state consegnate due gru da piazzale, mentre due gru da banchina sono state migliorate. Quest'anno il Liscont ha ordinato altre due RTGs alla Kalmar.

Negli ultimi due anni, il porto ha salutato con soddisfazione l'arrivo di un nuovo servizio transatlantico alla volta di Canada, Cuba e Messico effettuato dalla Costa Container Lines, nonché di un certo numero di servizi di cabotaggio marittimo che lo collegano con il Mediterraneo e con i porti del Nord Europa.

Un progetto per rendere più profondo - sino a 12 metri - il canale di accesso a Leixões dovrebbe essere completato quest'anno, mentre un ponte levatoio sulle banchine interne che dovrebbe essere rimpiazzato negli anni successivi consentirà alle navi di tipo panamax di accedere all'area che ospita uno dei due terminal contenitori di Leixões.

Il successo di questi progetti dipenderà dallo sviluppo di una piattaforma logistica nella vicina città di Porto, che, se riuscirà ad attirare importanti caricatori, comporterà un incremento dei futuri risultati portuali.

Ciononostante, il 2005 è stato un'annata dura per il Portogallo. La sua economia, tradizionalmente fondata sulle esportazioni, è stata afflitta dalla concorrenza da parte di paesi dai costi più bassi. Ciò ha avuto un effetto negativo sulla domanda dei consumatori.

Secondo il recente rapporto annuale di Leixões, ci si aspetta che la linea di tendenza inverta la rotta.

"Le previsioni per il 2006 ed il 2007 indicano una crescita economica dello 0,8% e dell'1% rispettivamente. La stabile ripresa si basa sulla continua crescita della domanda nazionale e sul crescente contributo da parte del commercio estero. Le esportazioni dovrebbero accelerare nei prossimi due anni in conseguenza della ripresa del settore della produzione automobilistica, il che comporterà minori perdite di quote di mercato nell'ambito dei mercati esteri".
