China Transpo 2008 a Pechino

Dal 24 al 26 aprile scorso si è svolta a Pechino la manifestazione China Transpo 2008.

Il China Transpo è un evento attraverso il quale il Ministero delle Comunicazioni cinese invita ad un confronto in campo logistico le industrie cinesi e quelle dei Paesi più sviluppati, con un obiettivo che trascende il puro aspetto espositivo e tende a dare, all'evento, un taglio "politico-economico" in vista di possibili intese intergovernative.

Com'era già accaduto in occasione dell'edizione del 1998, la responsabilità organizzativa della presenza italiana a China Transpo è stata affidata al C.I.S.Co., grazie anche all'attività portata avanti in questi ultimi dieci anni che ha consentito di mantenere costanti rapporti con il Ministero delle Comunicazioni cinese ed, in particolar modo, con la CATS, China Academy of Transportation Sciences, organo del Ministero stesso, e con il TTEC, Transport Technology Exchange Center.

In tre occasioni, infatti, dirigenti dei citati organismi ministeriali, insieme a esponenti di BIEC, Beijing International Exhibition Center, sono stati ospiti del C.I.S.Co. in Italia effettuando visite tecniche a strutture portuali, hinland terminal, fiere dei trasporti, società e centri studi, con molteplici incontri informativi con esponenti di questi settori.

Nel maggio del 2007 il Ministero delle Comunicazioni cinese ha sollecitato il C.I.S.Co. a partecipare all'edizione di China Transpo in programma dal 24 al 26 Aprile del 2008 auspicando una presenza dell'Italia, come Paese Partner, sulla scia di quanto avvenuto nel 1998.

Il 22 Giugno 2007 Fang Weimin, Executive Director di China Academy of Transportation Sciences e Chai Yinjie, Senior Proget Manager del Beijing International Exhibition Center, hanno siglato con Enrico Scerni, Presidente del C.I.S.Co. e del RINA, un protocollo d'intesa per la partecipazione dell'Italia, quale Paese Partner, alla nona edizione di China Transpo da tenersi a Pechino dal 24 al 26 aprile 2008.

L'iniziativa C.I.S.Co., supportata dai due Enti Fondatori, Camera di Commercio ed Autorità Portuale di Genova, nonché dalla Regione Liguria, ha ricevuto il sostegno del Ministero dei Trasporti con l'assicurazione della partecipazione del Vice Ministro, On. Cesare De Piccoli, alla manifestazione fieristica ed alla missione economica in qualità di capo missione.

Nello stesso mese di ottobre aveva così inizio l'azione del C.I.S.Co. presso istituzioni, autorità portuali, gruppi societari ed imprese, finalizzata alla loro partecipazione alla Fiera.

Il sopraggiungere della crisi di Governo, nel corso del mese di febbraio del corrente anno, ha creato non poche difficoltà nel delicato momento della formalizzazione delle adesioni, al punto di mettere in discussione l'opportunità e la possibilità di confermare l'impegno assunto; le aspettative già sostanziatesi nei confronti del governo cinese unite alla riconferma della Regione Liguria e degli Enti fondatori, a tale iniziativa, hanno indotto il C.I.S.Co. a proseguire l'attività organizzativa per la partecipazione alla Fiera.

Il Padiglione è stato allestito in due aree attigue all'interno del quartiere fieristico del Beijing International Exhibition Center:

  • Hall 5: superficie di mq. 400 lordi in cui sono stati allestiti 21 stand di autorità portuali ed imprese;
  • Hall 6: superficie di mq. 300 lordi, la cosiddetta "area istituzionale" in cui è stata rappresentata un'immagine d'insieme di istituzioni e gruppi societari con riferimento alla loro rilevanza nel settore della logistica.
In sintesi, erano presenti nel Padiglione:

  • 11 istituzioni
  • 12 autorità portuali
  • 4 gruppi societari
  • 17 imprese
China Transpo 2008 è stata inaugurata il 24 aprile con una cerimonia ufficiale condotta da Wang Menyoung, Vice Ministro delle Comunicazioni, che ha voluto al suo fianco gli Assessori Regionali di Regione Piemonte e Regione Toscana, Daniele Borioli e Giuseppe Bertolucci, ed il Presidente del C.I.S.Co. e del RINA, Enrico Scerni.

Alla cerimonia inaugurale era anche presente il corrispondente della RAI a Pechino Paolo Longo che ha fatto riprendere le fasi salienti dell'evento e ha intervistato il Presidente Scerni e l'Assessore Regionale ai Trasporti Daniele Borioli.

La sera antecedente l'inaugurazione, il C.I.S.Co. ha offerto alla delegazione italiana una cena di benvenuto, presso il Royal Restaurant nella Città Proibita, alla quale erano presenti tra gli invitati Li Zuomin (Presidente CATS-China Academy of Transportation Sciences), Pan Fengming (Deputy Director CATS), Yang Zan (Deputy Director General MOC - Ministry of Communication), Gao Xiang (Funzionario MOC), Michele Sabatino (Responsabile Economico e Commerciale dell'Ambasciata Italiana a Pechino).

Alla missione economica hanno preso parte 78 delegati così suddivisi:

  • 21 rappresentanti di istituzioni
  • 27 rappresentanti di autorità portuali
  • 7 rappresentanti di gruppi societari
  • 23 rappresentanti di imprese
Nell'ambito della Fiera, nelle giornate del 24 e 25 aprile, il Ministero delle Comunicazioni cinese ha organizzato l'International Forum of Logistics Industry al quale hanno preso parte oltre 500 delegati.

Il C.I.S.Co. ha concordato con gli organizzatori che l'Assessore ai Trasporti della Regione Piemonte, Daniele Borioli, svolgesse una relazione sul tema: "South West European Logistic Gate - Piemonte and Liguria Gateway of Europe", successivamente a quella introduttiva del Vice-Ministro delle Comunicazioni Wang Menyoung.

Tre speakers rappresentanti della Delegazione C.I.S.Co. hanno svolto inoltre le seguenti relazioni:

  • Zeno d'Agostino, Direttore Generale di Logica, Agenzia Campana di promozione della Logistica e del trasporto merci: "Global supply chain and the role of Campania's logistics system";
  • Marco Monticelli, Vice Presidente Relazioni Esterne e Comunicazione IVECO (Gruppo FIAT): "Iveco experiences in China in the commercial vehicles industry";
  • Antonio Revedin, Direttore Generale Pianificazione e Sviluppo dell'Autorità Portuale di Venezia: "What can offer the Venice district in terms of logistic services".
E' importante sottolineare come gli unici relatori stranieri siano stati italiani.

A conclusione del Forum il Ministro delle Comunicazioni ha invitato i partecipanti ad un banchetto ufficiale estendendo l'invito all'Ambasciatore Italiano a Pechino, S.E. Riccardo Sessa, che si è compiaciuto per la riuscita della Fiera e per l'importanza della partecipazione italiana.

Durante il periodo della Fiera si sono svolti tre incontri operativi organizzati da C.I.S.Co. nelle giornate del 25 e 26 aprile.

Il primo presso la Sede del CATS, China Academy of Transportation Sciences, alla presenza, di:
  • per parte cinese: Zhou Xiaohang (Vice Presidente CATS), Fang Weimin (Assistente del Presidente), Xu Ping (Direttore Generale Ricerche), 9 ingegneri logistici ed analisti;
  • per parte italiana: Enrico Scerni (Presidente C.I.S.Co. e RINA), Giancarlo Gabetto (Direttore Fondazione SLALA), Tommaso Turinetti (Dirigente Regione Piemonte), Mario Ravedati (Consigliere C.I.S.Co.), Giordano Guerrini (Segretario C.I.S.Co.), Carlo Scalenghe (Consulente Marketing C.I.S.Co.).
Nel corso dell'incontro è stato siglato un Memorandum of Understanding che prevede uno studio congiunto sui flussi di traffico, da e verso il Mediterraneo, attraverso le strutture logistiche liguri e piemontesi.

Il secondo ha avuto luogo sempre presso la sede del CATS, China Academy of Transportation Sciences, alla presenza di:

Nel corso dell'incontro sono state rappresentate da parte della delegazione toscana, con una illustrazione articolata di servizi, le potenzialità offerte dal sistema logistico regionale per i traffici cinesi.

Il terzo incontro si è svolto presso la sede Cosco-China Ocean Shipping Company alla presenza di :

Il Presidente Scerni, nel presentare la delegazion,e ha sottolineato il ruolo importante che potrebbe essere chiamata a svolgere l'Italia quale piattaforma logistica del Mediterraneo per i traffici cinesi con l'Europa, conseguente alla prevedibile saturazione dei servizi offerti dai porti del Nord Europa.

I dirigenti della Cosco, nel confermare il loro interesse per le strutture portuali italiane, attraverso le quali operano da decenni, hanno espresso l'intenzione di sviluppare i servizi logistici sul nostro territorio per le loro esportazioni sia via mare che via aerea.

Il rappresentante di Assoporti ha brevemente illustrato le normative che regolano le gestioni portuali e l'offerta dei relativi servizi.

I rappresentanti della Regione Toscana, insieme a quelli dei porti, degli interporti e delle imprese hanno avuto l'opportunità di illustrare la gamma dei servizi che sono in grado di offrire all'export cinese.

Si è trattato, senza dubbio, di una iniziativa di grande respiro per la quale il C.I.S.Co. ha coinvolto il governo centrale, istituzioni, autorità portuali, gruppi societari ed imprese e che, trascendendo la mera partecipazione all'evento fieristico, esige una analisi che evidenzi scopi ed obiettivi e rappresenti i risultati raggiunti.

Come già accennato sopra, China Transpo, evento fieristico del Ministero delle Comunicazioni, vede la partecipazione straniera con un "taglio" di tipo politico-economico, in quanto il Ministero considera la Fiera e il Forum una significativa occasione per verificare lo sviluppo di intese intergovernative nel settore logistico.

Il Padiglione della Logistica Italiana organizzato dal C.I.S.Co. ha stimolato l'attenzione delle Istituzioni governative cinesi, che hanno apprezzato la nutrita partecipazione dei nostri rappresentanti istituzionali ed operativi.

Il C.I.S.Co., che si era prefisso di presentare l'Italia quale potenziale piattaforma logistica dell'interscambio tra la Cina e il continente europeo attraverso il Mediterraneo, ha potuto illustrare alle autorità cinesi tutte le nostre potenzialità in termini di servizi portuali, autostradali, ferroviari, di inland terminal e di operatori specializzati della catena logistica.

La partecipazione anche di Unicredit ha voluto rappresentare l'interesse del mondo della finanza italiana verso i settori dello shipping e della logistica attraverso i servizi offerti dal China Desk Unicredit Corporate Banking e dal Global Shipping Desk Unicredit di Singapore già operanti nell'area asiatica, così come la presenza di Unioncamere e di Assoporti ha inteso significare per gli operatori cinesi un punto di riferimento per ogni esigenza di informazioni su tutto il territorio nazionale attraverso l'articolato sistema camerale e portuale.

In aggiunta un rilievo particolare è stato dato alla partecipazione del RINA per le sue competenze in campo marittimo, cantieristico e dell'industria connessa ai trasporti, facendo presente alle autorità cinesi come la Società, tra l'altro già presente in Cina con un ufficio a Shangai, possa mettere a disposizione competenze specifiche per facilitare l'interscambio di nuove tecnologie di controllo e certificazione.

Questi gli spunti rappresentati nel colloquio avuto dal Presidente del C.I.S.Co. con il Vice Ministro delle Comunicazioni, nelle relazioni presentate al Forum, negli incontri della delegazione italiana con la China Academy of Transportation Sciences e con COSCO nonché nel memorandum of understanding firmato da Fondazione Slala e C.I.S.Co. con la stessa Academy.

L'interesse delle autorità cinesi a quanto prospettato e la loro disponibilità ad approfondire i temi discussi hanno trovato riscontro nell'accettazione dell'invito formulato dal Presidente del C.I.S.Co. al Ministro e al Vice Ministro delle Comunicazioni per una loro visita in Italia.

Si apre quindi ora, sulla scia delle linee tracciate da C.I.S.Co., una prospettiva di continuità di rapporti e di possibili intese, anche relative ad investimenti cinesi in Italia che dovranno essere sviluppati con il coinvolgimento degli alti livelli governativi dei due Paesi.

Nel corso dei colloqui e degli incontri avuti si è potuto appurare che l'Italia, con l'iniziativa del C.I.S.Co., è l'unico Paese europeo del Mediterraneo ad essersi proposto, in termini di sistema nazionale, quale piattaforma logistica per i traffici cinesi in alternativa al Nord-Europa.

Il C.I.S.Co. rappresenterà agli organi competenti del nuovo Governo il suo operato e le interessanti prospettive apertesi a seguito della partecipazione di istituzioni, autorità portuali, gruppi societari ed imprese italiane a China Transpo 2008.

Il C.I.S.Co. ed il RINA sono in grado di mettere a disposizione una squadra di specialisti competenti che possono vantare consolidate relazioni di professionalità ed amicizia con gli alti livelli dirigenziali dei ministeri cinesi, allo scopo di meglio definire strategie, azioni di consolidamento e di sviluppo dei traffici cinesi attraverso le strutture italiane e possibili intese di cooperazione in campo marittimo ed industriale.
