I porti mediorientali sulla cresta dell'onda

Nel 2007, le principali infrastrutture per la movimentazione di contenitori della regione del Medio Oriente hanno realizzato risultati stimati in 22,5 milioni di TEU, con un aumento di poco più dell'8% rispetto ai 12 mesi precedenti.

Le attuali indicazioni suggeriscono che il 2008 sarà un'altra annata di cospicua crescita, dato che le cifre provvisorie per il periodo di gennaio/fine giugno indicano un aumento dei risultati fra il 10 ed il 12% rispetto all'intero anno.

Tuttavia, l'aumento dei traffici containerizzati ha comportato la congestione in un certo numero di porti, fra cui l'enorme complesso per la movimentazione di container di Jebel Ali a Dubai.

Ciò ha indotto un certo numero di operatori di linea a lungo raggio e di vettori feeder ad imporre sovrapprezzi per la congestione, dal momento che i tempi di attesa di un ormeggio sono saliti in molti casi fino a quattro giorni.

I porti hanno tratto vantaggio dalla continua crescita delle importazioni containerizzate, dal momento che gli alti prezzi del petrolio e della benzina hanno alimentato il boom dei box in entrata pieni di prodotti di consumo durevoli, di lusso e di moda, nonché alimentari e forniture di materiali edili destinati ai massicci progetti infrastrutturali in corso.

Anche le esportazioni sono cresciute in modo notevole, poiché i petrodollari guadagnati dalle società pubbliche e private sono stati reinvestiti in associazioni d'impresa - impianti petrolchimici, vetrerie, fonderie di alluminio ecc. - i cui mercati sono internazionali, in particolare l'Estremo Oriente e l'Europa.

E sempre più, inoltre, i beni prodotti vengono containerizzati.

Dato che i traffici sono in crescita in entrambi i sensi e tenuto conto del fatto che probabilmente lo squilibrio si ridurrà, questa è una buona notizia per i vettori marittimi i cui costi di riposizionamento dovrebbero abbassarsi.

Uno scenario dei traffici di questo tipo, tuttavia, rappresenta una notizia ancora migliore per i porti, che si aspettano che un numero maggiore di contenitori pieni (che pagano di più) contribuisca alla loro crescita complessiva per quanto attiene i volumi di traffico.

Questo ottimismo si riflette nel numero di programmi di investimento di capitale su scala assai vasta programmati presso i porti di tutta la regione, fra i più significativi dei quali si possono annoverare:

  • il terminal Red Sea Gateway a Jeddah;
  • il porto industriale e commerciale KAEC (King Abdullah Economic City) in Arabia Saudita;
  • l'espansione di Aqaba, in Giordania,
  • l'espansione del Terminal 2 di Jebel Ali, negli Emirati Arabi Uniti;
  • il nuovo porto di Khalifa, ad Abu Dhabi;
  • il nuovo ormeggio di Khorfakkan, negli Emirati Arabi Uniti;
  • l'estensione del molo a Salalah, nell'Oman;
  • la fase quattro del nuovo terminal a Bandar Abbas;
  • il nuovo terminal le cui operazioni verranno condotte dalla APM Terminals a Mina Sulman, nel Bahrain.
Questi vari progetti, oltre alla pianificazione di miglioramenti minori ed a provvedimenti per il potenziamento della produttività presso diversi terminal esistenti, probabilmente andranno ad aggiungere ben oltre 15,4 milioni di TEU di capacità produttiva annua alla regione nel giro dei prossimi cinque anni.

Uno dei progetti più ambiziosi è quello di Bandar Abbas, dove il porto partecipa al rilevante programma di espansione presso il proprio complesso terminalistico per contenitori di Shahid Rajaee.

Mentre la fase 1 del progetto, che ha comportato l'aggiunta di 1,5 milioni di TEU di capacità di movimentazione annualizzata, è già stata completata (nel 2007), per la fase 2 ci vogliono ancora più di due anni ed è stato previsto che essa venga ultimata nel corso della seconda metà del 2010.

Essa sarà caratterizzata da sei ormeggi con una profondità lungo la banchina di almeno 16 metri; le navi saranno servite da 18 gru a cavaliere bordo-costa.

La sua capacità produttiva progettata sarà nella fascia dei 2,5-3 milioni di TEU.

Gli amministratori del porto di Bandar Abbas stanno altresì incoraggiando una maggiore concorrenza in ambito portuale, tanto che le varie fasi del programma di espansione sono state assegnate a diverse società di operatori terminalistici.

Questo nuovo scenario commerciale, che è pienamente supportato da moderne infrastrutture, dovrebbe incoraggiare un numero maggiore di operatori di linee a lungo raggio a programmare scali diretti presso il porto invece di reindirizzare i carichi attraverso il tradizionale hub dell'Iran a Jebel Ali.

Spiega il capitano A. Ezzati, direttore generale del dipartimento pianificazione strategica ed affari internazionali della Islamic Republic of Iran Shipping Lines: "Ciò farà risparmiare tempo e denaro agli importatori ed esportatori iraniani rispetto all'opzione del collegamento con Dubai, che a sua volta contribuirà a dare ulteriore impulso ai volumi di traffico".

Altrove in Iran, un nuovo terminal contenitori con il potenziale per movimentare tre milioni di TEU all'anno è stato inaugurato nel 2007 a Assaluyeh, mentre sono stati programmati miglioramenti presso le infrastrutture per la movimentazione di contenitori di Iman Khomeini e Khormshahr.

Notevole capacità sta per essere aggiunta anche dalla SPA (Autorità Portuale Saudita), con un incremento di più dell'80% in programma presso il porto di Jeddah, sul Mar Rosso, oltre al raddoppio della capacità di movimentazione a Damman nel Golfo Persico.

Inoltre, un nuovo complesso portuale integrato sarà costruito presso il KAEC, che si trova a circa 15 km a nord di Jeddah.

Jeddah ha sperimentato tassi di crescita relativamente modesti negli ultimi anni, dato che i suoi volumi sono aumentati appena del 4% sino a 3,1 milioni di TEU nel 2007.

Si è trattato di uno dei tassi d'incremento più lenti della regione; esso può essere attribuito alla carenza di capacità idonea a movimentare la nuova e/o significativa espansione da parte degli attuali clienti.

Adesso si sta provvedendo a correggere tale situazione: mentre il nuovo RSGT (Red Sea Gateway), che è in fase di sviluppo ad opera del gruppo Tusdeer, innalzerà la capacità di 1,5 milioni di TEU, la riorganizzazione in corso nell'ambito degli attuali terminal nord e sud del porto condurrà alla realizzazione di cinque ormeggi in più dedicati alla lavorazione dei contenitori.

Questo incrementerà la capacità produttiva progettata di Jeddah portandola ad una soglia compresa fra 1 e 1,5 milioni di TEU.

Il dr. Khaled A Bubshait, presidente della SPA, sostiene che i programmi di espansione avranno una duplice valenza: da una parte, aiuteranno Jeddah a mantenere la propria posizione quale maggior porto del Mar Rosso; dall'altra, gli consentirà di conseguire lo status di hub regionale.

Aamer Alireza, c.e.o. del RSGT, individua con chiarezza questo ruolo: "Stiamo costruendo tre ormeggi, uno dei quali sarà dedicato alle navi feeder; tutti quanti potranno disporre della profondità maggiore lungo le banchine di tutto il porto.

Stiamo acquistando otto gru a cavaliere per contenitori da destinare alla fase uno, tutte in grado di movimentare navi con 22 contenitori allineati sul ponte di coperta; inoltre, potremo disporre di un ingresso di nostra proprietà al terminal" ha dichiarato.


A Damman, i volumi containerizzati sono aumentati di oltre il 15% nel 2007 sino a quasi 1,1 milioni di TEU (v. tabella).

Poiché le prospettive economiche nell'immediato si presentano brillanti e dato che a lungo termine ci si aspetta che maturino guadagni significativi dalla costruzione del ponte terrestre ferroviario dell'Arabia Saudita, la IPS (International Port Services) - società di gestione portuale controllata a maggioranza dalla Hutchison Port Holdings con sede a Hong Kong - sta provvedendo a migliorare l'infrastruttura.

In particolare, la IPS sta aumentando la profondità del canale di accesso e del bacino di svolta, acquisendo nel contempo sei gru a cavaliere bordo-costa nel tentativo di attirare navi più grandi.

Pur ammettendo che i carichi di importazione/esportazione resteranno i flussi di carico dominanti, essa ravvisa notevoli opportunità nel settore del trasbordo nell'alto Golfo Persico.

La IPS ritiene che le proprie acque più profonde unitamente alla base in aumento dei contenitori in importazione/esportazione dell'Arabia Saudita attirerà nel porto un numero maggiore di operatori di linea a lungo raggio, il che, a sua volta, li incoraggerà a scaricare i carichi per il Bahrain, il Kuwait e l'Iraq più vicino alle proprie destinazioni finali.


Anche la SPA condivide tali aspirazioni e sembra pronta a sviluppare un nuovo terminal contenitori con capacità di due milioni di TEU presso il Kingport.

Pure il maggior porto containerizzato dell'Oman è in fase di espansione e recentemente è stato inaugurato il sesto ormeggio per contenitori.

Ciò ha innalzato la capacità produttiva del porto gestito dalla APMT ad approssimativamente 4,5 milioni di TEU.

Nel contempo, dati i programmi in essere relativi alla costruzione di altri tre ormeggi, il fine ultimo è quello di incrementare la capacità produttiva di Salalah sino ad approssimativamente 7,5 milioni di TEU.

"Negli ultimi due anni, siamo stati operativi quasi al massimo della capacità" spiega Martin van de Linde, c.e.o. del Porto di Salalah. "Infatti, abbiamo riscontrato che la capacità non reggeva il ritmo della domanda".

Van de Linde ha detto che la gara d'appalto per il complesso portuale del terminal 2 è stata indetta e che esso sarà caratterizzato da 1,35 km di banchina aggiuntivi.

"Dovremmo iniziare le operazioni in loco per il 2011".

Questi sviluppi daranno a Salalah lo spazio di cui si avvertiva una grande necessità e le infrastrutture per poter sfruttare il suo potenziale quale hub di trasbordo della regione, accogliendo nel contempo l'atteso incremento dei traffici da varco d'accesso da e per la sua zona franca ed industriale in espansione.

Attualmente, ben al di sotto del 2% dei 2,6 milioni di TEU di carichi movimentati passano davvero attraverso i varchi del porto, ma ci si aspetta che le cose possano cambiare.

I miglioramenti stanno già avendo conseguenze, tanto è vero che le attività per conto terzi (non Maersk Line) sono in aumento; l'ultima a dare il via a partenze regolari da e per il porto è stata la MSC.

Dallo scorso mese di giugno, il vettore con sede a Ginevra ha dirottato alcuni dei propri traffici di raccordo regionale per l'Oceano Indiano e l'Africa Orientale dal terminal sud di Jeddah a Salalah ed ora considera il porto omanita come un elemento-chiave della propria rete.

Altrove in Oman, Mina Qaboos continua a tirare avanti a fatica.

Una combinazione fra le limitazioni di pescaggio e la natura soffocante dell'infrastruttura cittadina rende difficile e costosa l'espansione.

Negli ultimi anni si è assistito altresì al calo dei livelli di produttività presso l'infrastruttura.

Inoltre, essa si trova a dover affrontare la crescente concorrenza della tratta terrestre da e per Dubai e del nuovo OICT (Oman International Container Terminal) del quale la HPH è un'azionista.

Situato a Sohar, a circa 230 km a nord di Mina Qaboos, lo OICT ha movimentato approssimativamente 18.000 TEU nel 2007.

Anche se si tratta di un notevole aumento rispetto all'anno precedente, le fortune del terminal restano inestricabilmente collegate alla crescita della vicina zona industriale ed alla sua capacità di servire razionalmente, dal punto di vista dei costi, la capitale dell'Oman, Muscat.

Ciononostante, con una capacità pari a 800.000 TEU da riempire, ci si aspetta che venga intrapresa una qualche attività di promozione del settore di trasbordo del Golfo mediorientale.

Attualmente, la maggior parte dei carichi relativi a questa regione viene movimentata da Jebel Ali (Dubai) e dai porti di Khor Fakkan e Fujairah situati al di là dello stretto di Hormuz.

Lo scalo dominante è Dubai; quasi il 50% dei suoi traffici di box complessivi, pari a 10,7 milioni di TEU nel 2007, si riferiscono a carichi di trasbordo tradizionali.

Le ragioni di questo successo consistono nell'aver assicurato tempi di lavorazione efficienti e collegamenti senza interruzioni fra le navi-madre e quelle di raccordo; di qui, l'enorme ammontare di attrezzature in funzione ed i persistenti programmi di espansione.

Tuttavia, recentemente, diversi vettori marittimi hanno riferito di intasamenti presso le infrastrutture e di tempi di lavorazione rallentati sia per le navi che per i carichi di propria pertinenza.

Si tratta di una questione che dovrà essere affrontata alla svelta e con efficacia, in particolare perché la concorrenza è in aumento, dato che Doha, il Bahrain, Khor Fakkan e Salalah mirano tutti ad innalzare il proprio profilo nel settore del trasbordo.

Nuovi porti sono in fase di sviluppo, fra cui uno che è in costruzione su terreni bonificati a Khalifa (Abu Dhabi).

La DPW è coinvolta nel progetto attraverso un'associazione temporanea con la Abu Dhabi Port Co.

La prima fase del terminal secondo i programmi dovrebbe essere inaugurata nel 2010 con una capacità di movimentazione di circa due milioni di TEU, ma, essendo state pianificate quattro ulteriori fasi di sviluppo, la capacità produttiva è stata fissata in 22 milioni di TEU entro il 2028.

Una volta inaugurata la nuova infrastruttura, l'attuale terminal contenitori di Abu Dhabi, a Mina Zayed - che ha movimentato poco più di 300.000 TEU di traffico per lo più locale nel 2007 - verrà chiuso ed il terreno sarà utilizzato per lo sviluppo di locali per la vendita al dettaglio e di condomini.

E' significativo come sia previsto che Khalifa venga attrezzata per movimentare i carichi regionali e che Dubai sia caratterizzata da una zona franca ed industriale, le cui attività principali saranno la riesportazione, la produzione leggera e l'assemblaggio.

Senza dubbio, i porti della regione mediorientale sono sul binario giusto per quanto riguarda lo sviluppo di nuova capacità per la movimentazione di contenitori.

Questa può essere solo una buona notizia per i vettori marittimi, così come per gli importatori ed esportatori.
