Assessore all'Industria e alle Politiche Attive del Lavoro Regione Liguria

Nel mio intervento parlerò di due esperienze che essendosi già concluse possono diventare una modalità di intervento anche in altri settori e in particolare nel settore marittimo.

Partirò considerando il problema davanti al quale si è trovata qualche anno fa la Regione Liguria nella gestione dei fondi comunitari. Indagando sulla portualità fu infatti constatato che la grande impresa, e in particolare le grandi imprese terminaliste, sviluppavano una importante azione di formazione grazie anche alle grandi strutture in dotazione, simulatori ed apparecchi analoghi.

Il problema era che esaurita quella funzione e al di là dell'area operativa nave-banchina non vi era in atto nessun significativo processo di formazione professionale.

Partendo da questo punto, la Regione Liguria, disposta una dotazione di circa sei miliardi, stabilì un'intesa con le Autorità Portuali che si sviluppò in questo modo: si decise un soggetto responsabile del progetto, cioè le Autorità Portuali in consorzio, si sviluppò un'analisi dei fabbisogni formativi, e si attuarono poi conseguentemente dei processi di formazione.

L'analisi dei fabbisogni formativi mise in evidenza alcune questioni rilevantissime:

  • la piccola impresa in generale, di cui fanno parte spedizionieri e trasportatori, non era disponibile ad avviare processi di formazione cospicui; anzi, alcune categorie professionali tendevano a riproporre la propria funzione, come si era affermata storicamente nel porto, senza alcuna mutazione significativa.
  • La grande impresa si dichiarava disponibile a parole a fare un'azione formativa comune, mentre sul piano dei moduli operativi esisteva in realtà un gap che non si voleva superare.
  • Bisogna poi sottolineare il fatto che, nel momento in cui si è chiesto alla grande impresa di affrontare il problema di avviare cosi di formazione, ci si trovava in una congiuntura nella quale il mercato delle esigenze professionali era molto diffuso e carente.

In Liguria bisogna anche tenere in considerazione un fattore comune a molti porti europei, e cioè che con l'avvento del container una vecchia struttura professionale era andata in crisi e che accorreva riempire di nuovi contenuti questo settore lavorativo.

Il progetto, al quale la ricerca fa riferimento, data circa tre anni fa e si è ora concluso con un bilancio completamente in positivo.

Riguardo alla partecipazione si è registrata un'adesione alle attività formative soprattutto dei dirigenti delle imprese (fra i quali si è avuto il 100% di partecipanti) e, per la prima volta, hanno partecipato come invitati all'azione di formazione esperti internazionali fra i quali i direttori dei porti di Hong Kong e Singapore.

Abbiamo invece riscontrato più difficoltà sulla piccola impresa la quale non ha risposto in maniera estremamente positiva.

Il Progetto Liguria ha quindi concluso il suo percorso.

Dopodiché è forse cominciata la parte più interessante. Il Progetto Liguria è stato infatti esteso ad altre Regioni ed ora, un progetto simile, è in attuazione da parte di sei Regioni italiane e tutti i grandi porti terminalisti, a partire da Gioia Tauro, hanno chiesto di farne parte. Per la prima volta abbiamo un'azione di formazione sistemica a livello nazionale che parte da un'analisi di fabbisogni a livello articolato, che ha una griglia di prestazioni unitarie a livello nazionale e che oggi si sviluppa (considerando che far andare di comune accordo sei Regioni è piuttosto complicato) nell'arco della portualità del nostro paese.

Avendo comunque ottenuto questo risultato, stiamo ora cercando di concretizzarne un altro che era uno dei principali obiettivi, cioè di utilizzare la formazione come strumento di relazioni e di rapporto con le altre realtà portuali del Mediterraneo.

Anche perché ci si sono posti alcuni problemi: ad esempio la categoria degli armatori ha sempre sostenuto che le navi nel Mediterraneo trovavano una difficoltà in un certo superamento generazionale per il fatto che esisteva uno squilibrio tra le prestazioni offerte dai lavoratori portuali originari di una parte del Mediterraneo e dell'altra.

Oggi stiamo negoziando delle importanti intese con la Tunisia e con L'Egitto per cui probabilmente questo modulo di formazione potrà essere applicato e funzionare anche in altre realtà extra europee.

Questa riflessione mi porta a una considerazione che riguarda la formazione fra i lavoratori marittimi. La Regione Liguria infatti ha anche sperimentato moduli formativi di un certo interesse, alcuni con Fincantieri, dove abbiamo ricostruito figure professionali di difficile collocamento su quel mercato, con processi di formazione che riguardano categorie come i saldatori, soggetti per i quali alla formazione sono corrisposte delle assunzioni; in questi giorni abbiamo altresì avviato un altro tipo di esperienza relativa al fronte degli infortuni sul lavoro.

A fronte di incidenti ripetuti, avvenuti in alcune realtà produttive, fatti per i quali si registra un certo aumento nella realtà italiana, noi abbiamo preso atto che le organizzazioni sindacali, sia del lavoratori che dei datori di lavoro, hanno firmato un'intesa per la quale in tutta l'area portuale genovese non è possibile operare, e non sarà possibile farlo in futuro, per chi non ha seguito un modulo minimo di formazione. La formazione è quindi un pre-requisito per poter operare all'interno della struttura produttiva del porto di Genova.

Non si parla comunque di un modulo di formazione sviluppato sui tempi medio lunghi, ma di un modulo essenziale che vale per tutti, anche per quei giovani che entrano con un contratto di formazione lavoro o attraverso uno stage; tutti dovranno avere un minimo di formazione certificata. Abbiamo proprio in questi giorni reperito i finanziamenti per questa iniziativa che è ovviamente rivolta a tutti, sia appalti diretti che indiretti; essa è un modo per sottolineare come la sicurezza sia un impegno comune per ciò che riguarda le strutture produttive del porto di Genova.

Il meccanismo che noi pensiamo di proporre per ciò che riguarda la formazione nel settore marittimo segue da molti punti di vista, in accordo con le Autorità Portuali, un meccanismo analogo al Progetto Liguria.

Esso dovrebbe quindi partire da un'analisi dei fabbisogni, e su questa base, stabilire quale modulo di formazione debba essere adottato. Da questo punto di vista per quanto riguarda il personale italiano imbarcato sulle navi che operano all'interno del porto di Genova, non abbiamo riscontrato alcun problema: per ciò che li concerne è possibile attivare canali di formazione.

Differente è tuttavia il caso di quelle navi il cui equipaggio è formato da personale di differente provenienza, sia italiano, sia extraeuropeo; in questo caso come si possono utilizzare i fondi del Fondo Sociale Europeo per cittadini extra comunitari?

La questione è soprattutto sentita per il problema della concorrenza, sulle navi italiane che operano da Genova nel settore del turismo crocieristico dove, in modo approssimativo, i quadri tecnici sono di provenienza italiana o europea mentre il cosiddetto personale di servizio o di camera ha origini extraeuropee. La situazione che stiamo verificando è questa: il personale viene formato nei paesi di provenienza mentre si potrebbe arricchirne la preparazione di contenuti professionali svolgendo la formazione in Italia.

Il punto è che occorre su un versante fare una precisa analisi dei fabbisogni, e in un secondo momento porci il problema di come si possa concorrere a questo tipo di formazione.

Bisogna dire che per adesso non abbiamo avuto risposte in riferimento al personale extraeuropeo mentre ne abbiamo avute per ciò che riguarda il personale italiano o europeo.

Malauguratamente non si può fare finta che il problema non esista; la verità è che le navi passeggeri che operano dal porto di Genova hanno il personale di nazionalità diverse, e le aziende attuano processi di formazione in paesi extracomunitari pur essendo l'attività economica svolta rivolta al bacino di utenza europea ed essendo una ricchezza per i paesi europei.

Noi pensiamo che la cosa vada approfondita attraverso due linee di formazione di cui la Regione deve farsi carico: una che riguarda i lavoratori portuali, l'altra il personale imbarcato sulle navi.

Le imprese stanno attrezzandosi per incontrare questo tipo di esigenze, la Regione ha già avuto infatti interessanti risposte sulla legge 236 per certe categorie di interventi; alla scelta di farsi carico di questi oneri corrisponde la realtà che, se non si interviene, certe attività produttive se ne andranno dal nostro paese e dall'Europa e andranno a collocarsi in altre aree del pianeta.

Io sono contro quest'ultima ipotesi e penso che noi dobbiamo corrispondere positivamente alle esigenze di formazione che le imprese ci pongono nel nostro Paese, sia per il personale nazionale, sia per il personale estero.



In this speech I want to talk about two training experiences already closed, which can be considered as examples also in other economic branches.

The first experience was related to inquire into which formative projects could be useful for the maritime industries. The analysis, dated three years ago, underlined that the small enterprises were not available to start conspicuous training projects, while on the other hand the big enterprises declared to agree in a common formative action; there was however a gap in starting effectively some concrete experiences.

As result of the analysis some training courses were implemented with a positive reply especially among the management of the big enterprises, while there have been more difficulties regarding the small companies.

The Project Liguria has been suddenly carried out by six other Italian Regions and all the biggest Italian harbours have required to be part of it, this is the first systematic training action with national spread in Italy.

Acquired this result, our training projects have now three important goals to reach: co-operation with other harbours in the Mediterranean sea, to train professional figures with a difficult placement into the market and finally to get acquainted workers on the dangerous situations that can happen working in a harbour.

Regarding this last problem the trade-unions of owners and workers have reached this agreement: in the harbour area of Genova it will be impossible to work without a minimum training period, becoming this training a pre-requisite to work inside a port.

The advantages of formation also apply to crews, coming from countries outside Europe, that are working on European ships; their training should be improved and professional enriched through training courses implemented not in their own countries (as now is happening) but directly in Europe, utilising the funds granted by the European Social Fund.

All things considered, I think that the Institutions must meet the requirements of the enterprises, both for national and foreigner staff and for the two kind of labours, the ones working in the harbour as well as on the ships. On the contrary, if we do not intervene, it is easy to think that some productive activities will leave Italy and Europe for other places in the world.
