PREMESSA

Vorrei innanzi tutto ringraziare gli organizzatori del convegno e il Mediterranean Community of Transportation (Co. Me. Tra) per l'impegno profuso da anni in favore dei Paesi del Mediterraneo.

Nel mio ruolo di rappresentante delle imprese di navigazione italiane, vorrei ribadire il pieno sostegno alle iniziative che il Co.Me.Tra ha elaborato e realizzato dalla "Dichiarazione di Barcellona" del 1995 ad oggi.

Gli armatori italiani condividono gli sforzi che si stanno compiendo per un ampliamento della Zona di Libero Scambio ai Paesi che per il momento ne risultano esclusi: Albania, Bosnia-Erzegovina, Bulgaria, Croazia, Macedonia, Georgia, Libia, Romania, Serbia-Montenegro, Ucraina.

E' evidente, infatti, che una mancata integrazione di tali Paesi produrrebbe una Zona di Libero Scambio incompiuta ("a macchie di leopardo") riducendone la funzionalità e la rappresentatività.

L'Italia ricopre un ruolo di assoluto rilievo nell'ambito del mar Mediterraneo. Tutte le principali rotte che interessano l'Italia descrivono flussi in entrata, a rappresentazione della carenza di materie prime di cui soffre il Paese (in particolare spicca il ruolo della Libia come fornitore di prodotti petroliferi). Un Paese "generoso" quindi, ma anche in grado di creare un notevole valore aggiunto. L'Italia esporta poco in termini di quantità, ma genera una mole di ricchezza sicuramente molto significativa.

Bisogna, poi, tenere in considerazione il boom demografico che nei prossimi dieci anni interesserà le popolazioni del Nord Africa: un aumento stimato di 100/150 milioni di abitanti, con conseguenze e prospettive di sviluppo, in termini di traffici e di trasporti, fino a poco tempo fa impensabili.

 

IL SISTEMA-MEDITERRANEO

In particolare, può essere utile ricordare che:

  • il bacino Mediterraneo riveste un ruolo di primo piano all'interno dello scenario mondiale dei trasporti marittimi e i Paesi che lo compongono diventano sempre più compatti
  • . Senza considerare le merci in transito, negli ultimi anni i traffici marittimi che hanno origine e/o destinazione in uno dei Paesi che si affacciano sul mar Mediterraneo risultano pari a circa il 15% del traffico marittimo mondiale. Di questi, circa un terzo si sono svolti solo all'interno di questo mare. Si può dunque affermare che circa un ventesimo del traffico marittimo mondiale si svolge interamente tra i Paesi del bacino mediterraneo. Inoltre, tale quota di scambio intermediterraneo appare in leggera progressiva crescita;
  • il sistema dei traffici dei Paesi del Mediterraneo è articolato e complesso
  • . La lettura analitica delle matrici origine-destinazione dei traffici marittimi che avvengono tra i singoli Paesi del Mediterraneo al loro interno e con gli altri principali continenti, infatti, indica l'estrema ricchezza di movimento ed interdipendenza reciproca che anima il bacino del Mediterraneo;
  • il bacino Mediterraneo domanda merci ed esporta valore aggiunto
  • . Il Mediterraneo, nel suo complesso, ricopre un ruolo di grande importatore di merci "povere" e di esportatore di merci "ricche"; il ruolo dei container è progressivamente in aumento, ma la sua rilevanza non può rappresentare l'unico indicatore dell'andamento dei traffici. Analizzando i dati relativi ai diversi modi di trasporto delle merci via mare si è potuto constatare come, a parte determinate rotte e alcuni dettagli merceologici, il trasporto per container rappresenti oggi, e sia destinato a rappresentare nel prossimo futuro, una quota significativa ma non certo esclusiva del trasporto totale che interessa il bacino mediterraneo.

 

LA RISPOSTA DEGLI ARMATORI AL NUOVO SVILUPPO DEI TRAFFICI MARITTIMI MEDITERRANEI

Le prospettive sopra-delineate appaiono di grande interesse per l'armamento nazionale che, ove riuscisse ad inserirsi opportunamente in questo scenario, potrebbe realizzare importanti obbiettivi : in primo luogo la "cattura" di gran parte del "traffico aggiunto" indotto dalla costituzione della Zona ed in secondo luogo dalle nuove possibilità che lo sviluppo dei traffici mediterranei offrirebbe in molti campi collaterali alle attività di shipping.

In sostanza si tratta di far ricuperare all'armamento italiano nuove posizioni nei traffici intra-mediterranei e nelle attività collegate : facendone il punto di riferimento per il futuro sviluppo della Regione Mediterranea globalmente intesa ed offrendo agli interessi dell'industria italiana ed europea un vettore marittimo opportunamente dimensionato ed adeguatamente collegato ad una rete distributiva intermodale attiva in tutto Mediterraneo.

In quest'ottica assume particolare rilievo il ruolo delle emergenti economie mediterranee con particolare rilevanza di Turchia ed Egitto per la dimensione dei rispettivi mercati ed il posizionamento strategico : quella turca che rappresenta il collegamento ideale dell'area mediterranea con i ricchi mercati della Federazione Russa e dell'Ucraina (via mar Nero); quella egiziana di gran lunga la più importante ed emergente tra i paesi arabi della sponda sud.

In concreto ciò comporterebbe l'espansione delle attuali linee di traffico e la creazione di nuove appoggiate a terminals dedicati sia nella sponda nord che sud, da aggiornare o realizzare ex novo con la collaborazione dei vettori marittimi nazionali, la creazione in detti paesi di nuove organizzazioni logistiche in joint con strutture locali, l'individuazione di navi particolarmente attrezzate per talune tipologie di traffici intra-mediterranei, ecc' : in pratica il coinvolgimento di tutta la filiera navale e logistica del nostro Paese ( dalla costruzione navale alla gestione di terminals, dall'attività agenziale alla formazione ecc..).

Il perseguimento degli obbiettivi sopra-citati richiede, a monte, la messa punto di un disegno strategico ben preciso che dovrebbe essere realizzato in più fasi :

  1. in primo luogo : la costituzione, il più possibile informale ed ai costi più ridotti, di un " GRUPPO DI INTERESSE " trasversale che riunisca le rappresentanze di tutte le categorie interessate, nel breve e nel medio periodo, all'obbiettivo principale : armamento, cantieristica, logistica ecc..) che raccolga le opzioni di ciascuna categoria e le inserisca in un quadro generale di riferimento, ricapitolante le aspirazioni ed i ruoli di ciascuno nella costruzione e nello sviluppo dell'attività commerciale/industriale della futura Zona.
  2. la raccolta di tutte le informazioni, studi e progetti concernenti lo sviluppo delle singole economie degli stati rivieraschi del sud con particolare riguardo ai collegamenti intra-mediterranei ( linee di navigazione, navi, terminals portuali ecc'.)
  3. il monitoraggio metodico del progetto "Zona di Libero Scambio" per quanto concerne i futuri accordi di natura commerciale-doganale e le relative possibili ricadute nel settore trasportistico-logistico, in particolare per quanto riguarda gli incrementi nella domanda di stiva che ne potrebbero derivare
  4. lo studio possibili azioni di adeguamento (tramite finanziamenti, aggiornamento tecnologico, azioni di formazioni, ecc' ) di singoli terminals mediterranei da assumere in gestione attraverso joint ventures costituite con aziende locali
  5. la partecipazione del GRUPPO alle iniziative organizzate sullo stesso tema da organismi economici di livello come ad es. il Laboratorio Euro-Mediterraneo, organizzato dalla Promos.

Le informazioni così acquisite rappresenterebbero la base conoscitiva indispensabile per la redazione di un complessivo "Progetto strategico" che dovrebbe contenere il quadro di riferimento macro-economico della Zona con le indicazioni di settore necessarie agli associati delle singole categorie per poter decidere eventuali singoli investimenti o partecipazioni ad iniziative plurime.

La disponibilità di detto "progetto strategico" potrebbe consentire di anticipare eventuali concorrenti di altri paesi comunitari /mediterranei e di occupare per tempo migliori posizioni commerciali e logistiche dell'area mediterranea.

Per la costituzione della Zona, che rappresenta uno dei più concreti ed interessanti obbiettivi che si presentano nel breve-medio termine all'armamento ed all'economia italiana, difficilmente verrà rispettata la scadenza del 2010 : ciò non ostante è indispensabile iniziare a dotarsi per tempo degli strumenti conoscitivi ed operativi diretti a mettere l'armamento italiano in condizione di vantaggio rispetto agli altri partners comunitari : ed in questo senso i 5 anni che ci separano dalla scadenza sembrano appena sufficienti.

Per quanto riguarda il finanziamento delle iniziative più sopra proposte ( costi per studi, promozione, valutazione delle esigenze di aggiornamenti infrastrutturali, ecc'): si ritiene che la rilevanza non solo commerciale dell'obbiettivo Zona e delle positive ricadute che ne deriverebbero all'intero sistema produttivo italiano, dovrebbe richiamare l'attenzione e la disponibilità degli Istituti finanziari : sia di quelli privati sia di quelli pubblici deputati alla promozione del sistema economico nazionale.

In fase iniziale sarebbe opportuno riservare il progetto alle sole istanze nazionali per evidenti motivi di convenienza politico-economica: solo una volta che l'apparato nazionale fosse sufficientemente posizionato si potrebbe prendere in considerazione il coinvolgimento nella sua gestione di altre realtà comunitarie. Ciò significa che, almeno in un primo tempo, solo risorse e competenze italiane dovrebbero essere coinvolte nell'iniziativa, rinunciando alla disponibilità eventuale di collaborazioni e risorse di origine UE o di altri partners comunitari.

 

Lo SHORT SEA SHIPPING e le AUTOSTRADE DEL MARE

L'armamento italiano non fa parte del gruppo dei grandi vettori che dominano il mercato mondiale, ma svolge comunque un importante ruolo per alcuni settori geografici e nell'ambito dello short sea shipping.

A questo riguardo, è bene sottolineare che lo short sea shipping è già da molto tempo una realtà vitale del sistema di trasporto europeo, ma a causa di un'attenzione prevalentemente orientata al trasporto terrestre, soprattutto in Italia, si è spesso verificata una sottovalutazione del suo ruolo effettivo.

Nel Libro Bianco sulla politica comune dei trasporti nell'Unione Europea, che ben evidenzia le opportunità dello Short Sea Shipping, si rileva che la navigazione marittima fra porti dell'Unione Europea copre il 41% del trasporto merci intra-comunitario e, negli ultimi anni è stata l'unica modalità a riuscire a tenere il passo con la crescita del trasporto su strada. In dieci anni il traffico short sea è aumentato del 27%, erodendo ben 4 punti percentuali alle quote del trasporto ferroviario e stradale, che oggi ammontano rispettivamente all'8 e al 44% nel settore delle merci. Questo significa anche che già oggi molte merci per raggiungere il Nord Europa, invece di attraversare le Alpi, preferiscono le vie del mare e poi la strada per il segmento terminale del viaggio.

Le iniziative che riguardano lo short sea shipping si integrano poi con un altro progetto suscettibile di notevoli opportunità per il Paese e per le imprese italiane: le Autostrade del Mare.

Queste si manifestano come una realtà in costante evoluzione nello scenario del trasporto nazionale ed internazionale, continuando a crescere a ritmi sostenuti, in attesa degli auspicati interventi del Governo nazionale a favore di un riequilibrio modale e grazie ad una costante attenzione in sede europea.

Queste infrastrutture di trasporto non tracciate sembrano aver maturato un orientamento all'internazionalizzazione, attraverso una diversificazione delle tratte che consente loro di assumere un ruolo strategico nei corridoi paneuropei. Nuove linee sono oggi attive: Civitavecchia - Barcellona, Civitavecchia - Tolone, Livorno ' Tunisi, Palermo ' Tunisi, Savona-Tarragona, ed è imminente il collegamento Civitavecchia-Tunisi.

A livello internazionale, nel Mediterraneo sono state attivate 16 direttrici, con una offerta settimanale di quasi 135.000 metri lineari (+347,5% rispetto al 1999), e un trasporto di quasi 450.000 semirimorchi e oltre 365.000 autoarticolati.

Una ricerca effettuata dal CNEL sui servizi di linea ha messo in luce che se vi sono 52 collegamenti da porti italiani con le aree del Sud-Est asiatico, dell'America settentrionale, centrale e meridionale, sono ben 120 i servizi internazionali che uniscono l'Italia al resto del Mediterraneo e oltre 160 ogni settimana le partenze internazionali di ferry dai nostri porti per il resto del bacino.

 

CONCLUSIONI

Concludo con due sole considerazioni, che evidentemente non esauriscono il dibattito; piuttosto aprono lo spazio all'ulteriore riflessione e si pongono come stimolo per guardare in avanti.

Il sistema Mediterraneo va seguito con grande attenzione, va analizzato e monitorato in continuazione per seguirne evoluzione e nuove opportunità.

Si tratta infatti di un sistema ricco, ad elevato potenziale di valore aggiunto e dovremmo quindi tutti lavorare, insieme, per valorizzarne questo potenziale.

Per questo motivo riteniamo di poter proporre lo sviluppo del "progetto strategico" cui si è fatto riferimento in precedenza.

Lo sviluppo di un'area di libero commercio nel Mediterraneo potrà essere l'occasione di sviluppo per il Nord Africa, i Balcani, il Medio Oriente, aiutando lo sviluppo democratico ed economico di questi Paesi anche attraverso l'impegno a fornire competenze e assistenza per lo sviluppo di porti e infrastrutture aiutando nel contempo lo sviluppo, facilitando gli investimenti produttivi, creando lavoro, limitando i flussi clandestini,

Affermava Braudel che il Mediterraneo è già "una rete di città che si tengono per mano". Noi tutti siamo convinti che l'armamento italiano possa fare la sua parte affinché questa rete possa continuare a crescere.
