INDAGINE DEL CENSIS SUL VALORE DELL'INDUSTRIA MARITTIMA ITALIANA

La ricerca, voluta dalla Federazione del Mare, ' stata presentata durante un convegno a Roma (07.11.96).

L'industria marittima italiana - trasporti marittimi, cantieristica, terminalisti e altri operatori portuali, agenti marittimi, nautica da diporto, pesca - produce complessivamente 42.170 miliardi di lire l'anno, somma che equivale al 2,6 per cento del prodotto nazionale lordo . La Federazione del Mare, che rappresenta tutte le organizzazioni imprenditoriali del settore (Assonave, Assotop, Confitarma, Federagenti, Federpesca, Ucina), ha voluto approfondire l'impatto economico e sociale di queste attività marittime nella vita della nazione attraverso una ricerca che il CENSIS (Centro Studi per gli Investimenti Sociali) ha appena elaborato. I primi consuntivi della ricerca sono stati presentati a Genova nel settembre 1996 nel corso dello svolgimento della Mediterranean Seatrade Conference. I risultati conclusivi dell'intera indagine sono poi stati presentati e sono stati oggetto di discussione nel convegno "Economia del mare e sviluppo del Paese", che la Federazione del Mare ha organizzato nella Sala del Parlamentino al CNEL - Consiglio Nazionale dell'Economia e del Lavoro - a Roma (07.11.96).

Secondo l'indagine del CENSIS elaborata su dati Istat sui Conti economici nazionali 1970-1994, l'industria marittima italiana rappresenta oggi circa il 2,6% del Prodotto Interno Lordo (PIL) nazionale, con una produzione complessiva pari a 42.170 miliardi di lire e dà lavoro direttamente o indirettamente a 308.680 addetti (122.000 unità di lavoro dirette, 92.030 a monte, 94.650 a valle), vale a dire circa l'1,4% del totale nazionale delle unità di lavoro del 1994 (pari a 22,3 milioni). Per comprendere la dimensione del settore può essere utile confrontare tali dati con quelli relativi ad altri settori. Il contributo al PIL dell'industria del mare è quasi doppio rispetto a quello della produzione di mezzi di trasporto (22.971 miliardi nel 1994) ed è di poco inferiore a quello dell'intera agricoltura (53.563 miliardi) e si colloca al sesto posto su scala nazionale (222.840 miliardi il contributo al PIL del commercio, 201.991 quello della pubblica amministrazione, 84.479 delle costruzioni, 53.563 dell'agricoltura, 43.137 dei prodotti tessili e dell'abbigliamento, 42.170 delle attività economiche marittime, 31.450 dei prodotti in metallo, 30.784 dei prodotti chimici, 29.324 dei prodotti alimentari, bevande e tabacchi, 22.971 della produzione di mezzi di trasporto). Per quanto riguarda l'occupazione, l'intero settore agricolo occupa 1,9 milioni di unità di lavoro (l'8,5% del totale della nazione), l'industria delle costruzioni circa 1,6 milioni (il 7,2% del totale).

Prendendo in esame i dati relativi alle singole branche che compongono l'economia del mare si può notare, oltre alla rilevanza del settore, anche l'esistenza di specifiche vocazioni. Il CENSIS ha elaborato in proposito la seguente tabella:

Circa 15.000 degli oltre 17.000 miliardi di produzione dei trasporti marittimi sono stati destinati a soggetti esteri, così come la cantieristica mercantile realizza esportazioni pari al 18% del prodotto, allo stesso modo nella nautica da diporto, considerando soltanto la produzione di unità da diporto, il fatturato estero ha rappresentato nel 1994 ben il 77% di quello complessivo (499 miliardi su 644), mentre meno rilevante è la quota di domanda estera dei prodotti della pescaIn secondo luogo, passando ad analizzare gli impatti a monte e a valle del processo produttivo, si può notare che il grado d'integrazione a monte risulta, tra le branche che compongono il settore, maggiormente elevato per l'industria cantieristica e i trasporti marittimi e, viceversa, assai minore per la branca dei prodotti della pesca. Infatti, per ogni lira prodotta, mentre l'industria cantieristica acquista beni e servizi dalle altre branche per 0,76 lire e i trasporti marittimi per 0,69 lire, la pesca ne acquista per 0,26 lire.

Molto diverso risulta il confronto tra le branche in termini di impatto a valle in quanto l'industria cantieristica mercantile, i trasporti marittimi e i servizi collegati (agenti, terminalisti e le altre attività connesse) non generano risorse a valle dei rispettivi processi produttivi perché si tratta di settori finali, mentre la pesca e la nautica da diporto (considerando l'indotto sul turismo nautico) mettono in moto una produzione di reddito di notevole dimensione, tanto che la nautica rappresenta la maggiore capacità di attivazione a valle tra le branche delle attività marittime.

L'importanza del sistema marittimo non si limita al volume d'affari generato, ma si riflette anche sul versante occupazionale. L'industria marittima infatti impiega complessivamente, tra occupati diretti (122.000) e nelle attività dell'indotto (186.680), 308.680 addetti, circa l'1,4% del totale nazionale delle unità di lavoro del 1994 (pari a 22,3 milioni). Di questi, 80.100 sono coinvolti nei trasporti marittimi (di cui 29.800 nelle attività dirette), 54.700 nei servizi ausiliari dei trasporti marittimi (operatori portuali, agenti marittimi e altri servizi ausiliari, di cui 32.200 diretti), 34.500 nella costruzione e nella riparazione navale (di cui 16.500 diretti), 74.300 nell'industria da diporto (di sui 7.500 diretti e 60.000 nell'indotto del turismo nautico), 80.400 nella pesca (di cui 36.000 diretti).

Il sistema marittimo svolge un ruolo determinante nell'economia italiana, sia in considerazione degli ingenti quantitativi di merci e di passeggeri che movimenta, che nelle numerose attività produttive e di servizio che attiva nel corso del suo ciclo funzionale.

I MOLTIPLICATORI

Per dimostrare la potenzialità del settore del CENSIS la Federazione del Mare ha proceduto, in aggiunta all'analisi delle stime relative ai conti economici e alle unità di lavoro, all'elaborazione di alcuni parametri economici denominati "moltiplicatori" (della produzione e dell'occupazione) che forniscono una misura dei riflessi che si producono nell'intera economia nazionale al variare della produzione e dell'occupazione nelle attività marittime.

Per quanto riguarda la produzione si è giunti alla conclusione che ogni lira di domanda aggiuntiva verso i settori dell'industria del mare attiva nell'economia italiana, attraverso meccanismi di trasmissione di impulsi a monte e a valle del processo produttivo, genera una produzione complessiva di circa 2,6 lire (moltiplicatore della produzione), mentre per quanto riguarda l'occupazione ogni unità di lavoro aggiuntiva richiesta dai comparti marittimi ne genera nel complesso circa 2,5 nel sistema economico nazionale (moltiplicatore dell'occupazione)

Le conclusioni a cui è arrivata la ricerca del CENSIS, secondo la Federazione del mare, sottolineano la capacità del comparto marittimo di favorire lo sviluppo della nazione sia in termini economici che occupazionali, confortando l'ipotesi secondo la quale l'economia del mare è uno degli assi portanti del Sistema Italia non solo dal punto di vista interno, ma anche internazionale.

Anche se è difficile separare l'economia marittima nazionale da quella internazionale, tuttavia è possibile delineare quale sia la posizione delle imprese "di bandiera italiana" nel contesto mondiale. A tale proposito è necessario rilevare che l'Italia in questo settore ha una presemnza sul mercato internazionale, benché diversificata, sicuramente di grande rilievo.

Nel settore della grande cantieristica l'Italia ricopre un ruolo significativo nel settore della costruzione di navi passeggeri (la Fincantieri detiene più del 40% del mercato), mentre per quel che concerne la costruzione di navi per il trasporto delle merci è subordinata ai costruttori asiatici.

Dal punto di vista dell'armamento, nella graduatoria mondiale delle flotte l'Italia ricopre la ventesima posizione, e arriva alla sedicesima se vengono aggiunte anche le navi battenti bandiera estera ma controllate da armatori italiani. La posizione italiana risulta quindi del tutto insoddisfacente ed è determinata in massima parte dall'indebolimento dalla componente di naviglio adibita ai servizi di navigazione internazionale, la cui gestione commerciale risulta esposta alla concorrenza delle altre flotte europee e mondiali, che in massima parte godono di condizioni fiscali e retributive più favorevoli, come ha ampiamente riconosciuto il commissario europeo Kinnock. In proposito la Federazione del Mare riporta come esempio il caso emblematico della bulkcarrier "Alessandra D'Amato", dal cui dettagliato piano delle entrate e delle uscite per l'anno 1995 risulta un margine operativo lordo negayivo per oltre 300 milioni di lire, contro gli 800-900 milioni di lire in positivo che per un analogo tipo di nave e a parità di nolo conseguirebbe un concorrente norvegese o greco. L'Italia ha tuttavia raggiunto posizioni di rilievo in segmenti specializzati della flotta mondiale: tra le flotte passeggeri ad esempio riveste il secondo posto nella graduatoria per bandiera delle navi e il terzo in quella per nazionalità dell'armatore.

La Federazione del Mare rileva che le attività ausiliarie del trasporto marittimo, specialmente quella di agenzia marittima e di terminal portuale, sono state fortemente condizionate dall'andamento negativo del sistema portuale italiano, che ha posto i porti nazionali in fondo alle classifiche internazionali del settore. Tale periodo sembra tuttavia in corso di superamento grazie al forte impulso dato dall'inserimento dei privati nella gestione delle principali operazioni portuali e alle opportunità presentatesi nel quadro del processo di riforma delle autonomie portuali: tra il 1993 e il 1995, ad esempio, il porto di Genova ha praticamente raddoppiato il traffico container (da 343.479 a 615.000 teu), mentre il porto della Spezia ha incrementato sensibilmente i traffici (da 764.970 a 965.483 teu).

Le conclusioni della federazione del Mare sono che un primo asse di lavoro riguarda la ricerca di una nuova politica delle alleanze tra soggetti interni al settore e tra questi e quelli esterni che siano interessati allo sviluppo dei differenti aspetti (trasporti passeggeri, trasporti merci, ecc.) anche tramite l'integrazione dell'economia del mare con quella di terra, dal momento che appare sempre più evidente come i problemi del mare vadano risolti partendo da terra. Un secondo ambito riguarda la difesa della competitività, mediante l'affermazione dei processi di liberalizzazione e privatizzazione dei mercati assieme a un certo livello di rafforzamento delle strutture aziendali, che per essere efficace deve poter essere accompagnata da una semplificazione del quadro burocratico, fiscale e normativo di riferimento del settore, che ancora oggi troppo spesso opprime la spontanea vitalità di molti comparti.

Infine, in relazione al grado d'internazionalizzazione delle imprese marittime nazionali, appare necessario il potenziamento della presenza dell'Italia a livello internazionale, della rappresentanza degli interessi nazionali nelle sedi internazionali (Unione Europea e organismi internazionali) dove ormai si decidono le principali strategie dell'economia marittima.
