"Il punto di vista dei fornitori di servizi"

Da anni si parla di problematiche infrastrutturali e di colli di bottiglia, di sviluppo del trasporto ferroviario e di metodi più o meno pertinenti per disincentivare il trasporto su strada e ridimensionarne l'offerta. Numerosi sono stati gli studi condotti in ambito europeo che evidenziano le condizioni di stress in cui versa il sistema infrastrutturale mentre il piano degli interventi prioritari, risalenti ancora al gruppo Christophersen, stenta a decollare per la difficile realizzazione delle necessarie partnership pubblico-private.

D'altra parte risulta ancora utopistico fare affidamento sulla riconversione di una tendenza organizzativa, che taluni definiscono equazione della mobilità, nella quale si conferma l'assoluta preponderanza del vettore stradale rispetto al combinato, con una quota di traffici gestiti via strada (85%) che risulta imbattibile a breve proprio su quelle distanze (inferiori ai 200 Km.) teoricamente competitive per il trasporto ferroviario.

In tale contesto il contenimento del vettore stradale attuato attraverso penalizzazioni fiscali, in conformità ad un metodo che si è consolidato in ambito UE seppure con le note perplessità sui meccanismi di imputazione dei costi impropri, se da una parte si è dimostrato strumento non idoneo a risolvere i problemi del traffico stradale dall'altra ha contribuito ad aumentare in Europa i costi globalmente riconducibili al trasporto, che risultano superiori del 16% rispetto a quelli americani e del 21% rispetto ai giapponesi.

Il trend è chiaro: la crescita delle merci gestite via strada è tale da raddoppiare ogni dieci anni le tons./Km., mentre l'adeguamento infrastrutturale non tiene il passo. In Italia in particolare gli investimenti in ammodernamento e manutenzione della dotazione infrastrutturale rispetto al PIL sono scesi ancora al di sotto di quell'1.2% degli anni antecedenti Tangentopoli, per attestarsi ad un misero 1% contro l'1.5% della vicina Francia.

Accanto al rallentamento dei grandi lavori, che confermano per il medio periodo diverse condizioni estreme di sovra e sotto-dotazione, si accompagnano pesanti sperequazioni qualitative nella diffusione della rete sul territorio. A parte la situazione del Mezzogiorno, dove ritengo si debba incentivare il cabotaggio marittimo come reale alternativa al combinato terrestre, anche i principali distretti produttivi del centro-nord risentono di un sotto-dimensionamento delle infrastrutture, con conseguente forte concentrazione dei flussi su pochi nodi e corrispondente aumento dei fattori di rischio-incidente, come testimoniano le recenti vicende ferroviarie.

Le priorità di intervento nel nostro Paese sono scomode eredità che passano di mano in mano, ormai diventate di dominio pubblico anche perchè sono sempre le stesse e sempre più urgenti.

Ne cito le più macroscopiche:

  • Realizzazione della variante autostradale di valico sulla tratta Firenze-Bologna, che è pericolosamente inadeguata e continuerà ad essere, anche ad avvenuta realizzazione dell'Alta Velocità, un'arteria fondamentale del nostro sistema di collegamento terrestre.

  • Compimento, dopo opportuna verifica della correttezza formale e sostanziale del progetto, del sistema interportuale di Malpensa, che costituisce una necessità del nostro sistema in quanto asservito ad un'area che costituisce il naturale punto di convergenza di oltre il 40% delle merci in arrivo e partenza da/per l'Europa.

  • Razionalizzazione del nostro sistema portuale ed aeroportuale, che deve trasformarsi appunto in un sistema sinergico, coordinato ed efficiente, con un chiaro assetto delle privatizzazioni ed una netta regolamentazione degli appalti per i servizi di manodopera.

  • Potenziamento delle infrastrutture interne significative in termini di bacini di traffico serviti, con forte stimolo all'applicazione dei sistemi informativi di pianificazione, gestione e controllo delle diverse fasi di gestione delle spedizioni.


Tuttavia non basta riorganizzare se, insieme agli interventi di supporto infrastrutturale, non si avvia una politica che faccia proprie le diverse esigenze del settore, fra cui quella relativa ad un quadro regolamentare aggiornato, compiuta espressione di:

  • un piano di riassetto e sviluppo del sistema;
  • una normativa certa e non contraddittoria, allineata all'evoluzione del trasporto nelle diverse implicazioni e connotazioni di servizio logistico.

Occorre infatti ricordare che in Italia ancora ci muoviamo in totale assenza di un piano di coordinamento, che e' invece la base indispensabile per la realizzazione di progetti industriali nei quali i privati si possano riconoscere non solo come finanziatori, secondo le tecniche tipiche del project financing, ma anche come soggetti titolati ad intervenire nella gestione imprenditoriale senza condizionamenti, fatti salvi quelli derivanti da una reale dinamica competitiva servizi/mercato.

Tale intelaiatura di fatto già era presente nel Piano Generale Trasporti, testo di riferimento programmatico unico e forse per questo ancora attuale e valido per l'avvio progettuale di un sistema trasporti nazionale che, in coerenza con le direttive degli organi comunitari nei confronti dei quali dobbiamo iniziare a porci come parte attiva e non come soggetti perennemente recalcitranti, operi il balzo verso l'integrazione modale, la realizzazione di tecnologie dedicate e quindi il controllo dell'intero processo che viene ormai generalmente definito con il termine di logistica distributiva e che è la condizione indispensabile per muoversi su un mercato allargato.

D'altra parte, per evitare le colpevoli disattenzioni del passato, è fondamentale che tale rielaborazione assuma dignità di Legge statale dalla quale discendano i decreti attuativi sui singoli segmenti modali, da una parte per riorganizzare l'offerta dei servizi, dall'altra per realizzare gli interventi inerenti i centri nodali da configurare in rete e le infrastrutture tecnologiche, previa una congrua valutazione di fattibilita', operata esclusivamente sulla base di parametri certi relativi ai volumi, alle direttrici ed ai modelli di traffico.

L'importanza di tale passaggio e' il preliminare di fondamentale importanza, in quanto fornisce una chiave di lettura unica ed inequivocabile per tutti i successivi interventi di razionalizzazione, semplificazione ed adeguamento del quadro industriale, infrastrutturale, tecnologico e normativo, superando una volta per tutte le logiche di gestione dell'emergenza, le quali non risolvono i problemi ma generano ricadute penalizzanti sulla competitività dei servizi, il chenon è accettabile nè oggettivamente sostenibile.

Standard qualitativi e certificazione. Ecco un'altra tematica che ci riconduce all'impasse infrastrutturale. I sistemi di monitoraggio dei processi, che sono stati accolti con fatica nelle principali organizzazioni di trasporto italiane, tendono a trasformarsi in una maggiore burocratizzazione piuttosto che nell'agevolazione delle procedure anche e proprio perchè si interfacciano con un ambiente esterno non allineato e che tende a disperdere piuttosto che esaltare i benefici di un attento e continuo controllo dei livelli prestazionali e di customer satisfaction.

Ristrutturazione del sistema dunque, ma lungo percorsi che ne contengano l'impatto sociale, emancipandolo una volta per tutte dal controllo statale, eliminando le intollerabili condizioni di monopolio tutt'ora esistenti (trasporto ferroviario), non chiaramente definite (regolamentazione della monodopera in ambito portuale) ovvero malamente superate (trasporto aereo) e lasciando via libera all'iniziativa dei privati, scevra da condizionamenti e/o dagli abusi derivanti da posizioni di dominanza imposte in nome di un servizio pubblico che giustifica le provvidenze (cabotaggio interno) ma non la distorsione delle condizioni di mercato e del regime di libera concorrenza.

Riorganizzazione che significa razionalizzazione ed integrazione degli strumenti in essere, risoluzione dei problemi irrisolti (il già citato caso di Malpensa, ma anche il polo laziale e meridionale), diffusione di un clima di certezza e nuovi stimoli alle privatizzazioni.

Riconosco che si tratta di un lavoro complesso ed impegnativo, reso ancora più difficile dalla consapevolezza della necessità di recuperare il tempo perduto, il che mi porta a ricordare il progetto "consulta permanente della logistica"di cui da temposi parla come strumento strategico per affrontare senza soccombere la sfida dell'internazionalizzazione produttiva che coinvolge il nostro settore.

E' tuttavia fondamentale, a mio parere, che tale consulta non si limiti ad essere un organo consultivo ma diventi un soggetto attivo nella creazione di una cultura di governo che, nel rispetto delle competenze istituzionali, esprima piani di sviluppo territoriali nei quali sia possibile avviare partnership pubbliche-private a concreta attuazione di una linea politica assunta dalla Presidenza del Consiglio e come espressione di un piano di Pianificazione & Sviluppo conforme a quanto fin qui delineato.

Il mio contributo imprenditoriale

Per quanto mi riguarda direttamente, in quanto fornitore di servizi logistici, sono pronto ad investire in prima persona sia con competenze sia con capitali per lavorare concretamente in questo senso.

Mi rendo conto che ci vuole una discreta dose di coraggio per affrontare scelte difficili, che in molti settori significano forti interventi di ridimensionamento degli organici e di ristrutturazione del business: Ferrovie ed Alitalia sono gli esempi più eclatanti. Tuttavia se concordiamo sul fatto che occorre, come occorre, ragionare con metodi imprenditoriali bisogna che tutti facciano la loro parte, forze di governo, imprenditori, organizzazioni sindacali, per scommettere sull'efficientamento del nostro sistema non solo come ottimizzazione infrastrutturale ma anche come messa a regime di una macchina che deve produrre ricchezza, lavoro ed indotto in modo equo e diffuso.

Noi come Serra abbiamo già investito partecipando al recupero di una realtà economico-produttiva -Gruppo Tripcovich- che è parte integrante della storia delle spedizioni del nostro Paese, costituendo una società di gestione -G.T.A.- che intende trasformarla in un nucleo trainante della logistica italiana, pronto a competere sul mercato globale ed a generare nuove opportunità di sviluppo. Ma in Italia possiamo e vogliamo fare di più, se sarà possibile dialogare in modo chiaro ed equilibrato di diversi argomenti fra i quali: piano di sviluppo delle aree del Mezzogiorno, meccanismi salariali e privatizzazioni reali, vale a dire senza golden share da parte dello Stato.

La partecipazione in società di gestione di infrastrutture, mezzi e servizi è un'ipotesi che ci vede disponibili, a patto che l'obiettivo sia davvero quello di portare il nostro Paese in Europa, non solo sulla base di delicati equilibri finanziari ma soprattutto grazie alla competitività reale delle nostre imprese ed al significativo rilancio del tasso di sviluppo occupazionale.

Le problematiche ancora da valutare

L'Europa è ancora oggi l'interrogativo più critico. Perchè se ciascuno di noi lavora ed investe per aumentare la forza d'urto della propria azienda, avendo quale parametro di riferimento la realizzazione di un sistema Europa come tappa importante per la realizzazione di un blocco economico-produttivo compatto che fronteggi la concorrenza proveniente dai continenti americano ed asiatico, ritengo sia altrettanto opportuno che come imprenditori si valutino anche le ricadute potenzialmente generate da un eventuale ritardo o della mancata partecipazione della nostra moneta all'Euro.

E' evidente che si tratta di un'ipotesi pessimistica e provocatoria ma che non può essere del tutto rimossa dal nostro subconscio, dal momento che la partecipazione dell'Italia al gruppo di testa non è così scontata come molti ci garantiscono. Penso sia pertanto corretto ed utile valutare anche questa eventualità cercando di quantificarne, sia pure sulla base di proiezioni statistiche, le ricadute sulle imprese espresse dalle variabili che determinano la redditività degli investimenti, dei cicli produttivi-commerciali-distributivi e finanziari.

Da una provocazione nasce dunque la mia proposta di creare un tavolo di lavoro aperto a tutti gli imprenditori, nel quale si approfondiscano in modo organico e completo le problematiche che le aziende italiane dovrebbero affrontare nel caso del mancato ingresso in Europa, ragionando in termini di riconfigurazione dello scenario, dei cicli produttivi-logistici, economico-finanziari e prefigurando le strategie alternative.
