LA SFIDA MEDITERRANEA

Roberto Speciale Il programma per la città che i partiti e i candidati devono produrre - urgente e utile anche per spostare l'attenzione dalle polemiche astiose e un po' retrò alle idee - non deve fermarsi ai problemi più urgenti e significativi della dimensione urbana, ma deve cercare di individuare anche proposte di respiro più vasto, che collochino Genova dentro le sfide che si aprono al di fuori dei suoi confini. Tra le altre ne intravvedo una che mi pare prioritaria e non priva di fascino.

Genova, cioè, dovrebbe giocare bene e con determinazione la carta del Mediterraneo.

Mi spiego: l'Unione Europea ha lanciato da più di due anni, con grande enfasi, la strategia euromediterranea, con l'obiettivo di creare nel 2010 un'area di libero scambio fra Europa comunitaria e i Paesi dell'altra sponda del Mediterraneo. Per preparare quella scadenza, sta predisponendo un'intensa attività economica e politica, della quale fanno parte la conclusione di accordi di associazione con tutti i Paesi terzi del Mediterraneo, gli aiuti del programma MEDA - circa 10.000 miliardi di lire - e i prestiti della Banca Europea degli Investimenti - altri 10.000 miliardi.

Il governo italiano, a sua volta, è diventato più attivo in tutta l'area, e in particolare in alcuni Paesi significativi.

Il rilancio della cooperazione italiana, che si sta definendo, dovrà essere un coerente corollario di questo impegno.

L'obiettivo è di creare nel Mediterraneo un'area di stabilità politica e democratica, di sviluppo e di benessere. E' una sfida difficile perché‚ oggi sono ancora molte le tensioni, i conflitti, le contraddizioni economiche e sociali che attraversano quei Paesi. Ma l'Europa si mette alla prova proprio nei momenti difficili e in questo caso deve dimostrare la sua capacità di influenzare gli avvenimenti, di esportare democrazia e sviluppo per evitare di importare instabilità e tensioni sociali.

Genova può e deve inserirsi in questa congiuntura politica. La spinge a questo la sua storia lontana ma anche e soprattutto il suo presente, la sua vocazione marittima, industriale, professionale, la sua posizione di porta sul Mediterraneo.

Per svolgere questo ruolo la città deve accentuare il suo carattere internazionale, guardare sempre più oltre le mura domestiche, aprirsi al nuovo. Quando Genova, a cominciare dal 400, diede vita a quello che si può definire un vero e proprio Commonwealth commerciale, esteso sia ad est che ad ovest del Mediterraneo, contemporaneamente la città diventò un crogiolo di popoli e civiltà diverse. Genova chiamava a sé‚ uomini provenienti da molte parti del mondo, concedeva facilmente la cittadinanza agli stranieri, si caratterizzava per una diffusa tolleranza.

A quella dimensione, d'altra parte, non corrispose allora - e questo, caso mai, è stato il vero limite di quella fase storica - una capacità politica interna, una guida sicura e unitaria: Genova era divisa tra famiglie in lotta fra loro e separata, ad un certo punto, dal suo stesso potere finanziario. Oggi non si tratta certo di pensare al Mediterraneo come terra di conquista e di colonizzazione, ma ancora una volta si pone il problema di costruire una struttura pubblica efficace, una guida unitaria tra enti e soggetti diversi per assolvere ad un ruolo di ponte fra il nord e il sud del Mediterraneo, per contribuire ad essere una leva di sviluppo per gli altri Paesi e in questo ritrovare una certa grandezza. L'Italia, in questi anni, rilancia la sua politica estera mediterranea, guarda con attenzione in particolare ad Egitto, Tunisia, Territori palestinesi etc., ripropone la cooperazione come uno strumento di politica internazionale. Facendo solo riferimento all'Egitto, Paese nel quale mi sono recato recentemente con una delegazione del Parlamento Europeo, la cooperazione italiana si concentra sullo sviluppo delle PMI, la gestione delle risorse naturali, la protezione ambientale, la promozione dello sviluppo sociale, l'introduzione di nuove tecnologie. E' previsto un progetto per il controllo del traffico nel golfo di Suez, la seconda fase dell'impianto di potabilizzazione di Hamul, un programma di sostegno delle PMI e della creazione di joint-ventures, lo studio di fattibilità per la ristrutturazione del Museo egizio del Cairo e la realizzazione del nuovo museo di Gizah.

La nuova fase dei programmi Med per la cooperazione decentrata (fra enti locali, università, media etc.), il pieno decollo dello strumento MEDA, il probabile rilancio della cooperazione italiana nel Mediterraneo costituiranno un'occasione unica nei prossimi anni.

E' in questo contesto che la città può svolgere un ruolo importante a livello nazionale. E allora bisogna pensare in grande e agire di conseguenza.

Innanzitutto bisogna creare un contesto ambientale favorevole, proporsi con questa ambizione a livello nazionale: la cultura, l'economia e la politica debbono, pur mantenendo le proprie caratteristiche, unirsi in un grande progetto comune, e debbono farlo in tempo. Nella società dell'informazione, nel villaggio globale, non basta avere buone idee, bisogna realizzarle. Non è sufficiente un vantaggio iniziale per vincere la concorrenza: in poco tempo gli altri ti possono raggiungere, le rendite di posizione durano poco.

E' il momento di dar vita nella nostra città a un Centro mediterraneo, una casa polifunzionale che diventi punto di riferimento nazionale e in una certa misura internazionale del dibattito e dell'iniziativa su questo terreno.

L'idea è quella di un contenitore di eccellenze che può prevedere al suo interno moduli differenti e tempi diversi a seconda delle energie e delle risorse che è in grado di attrarre.

Si può pensare in questo Centro non solo ad un'attività culturale tradizionale, una sorta di società di cultura del Duemila, ma anche, per esempio, a produrre una rivista di qualità, come occasione di incontro tra cultura e civiltà diverse, per far conoscere la produzione artistica e intellettuale che si affaccia sulle due sponde mediterranee senza conoscersi. Ma si può pensare, forse si deve pensare, anche ad attività di formazione e di servizio, formazione professionale e linguistica orientata alla cooperazione in quest'area, a banche dati, sportelli di informazione sui programmi di cooperazione europei e italiani, sulle occasioni di incontro economico, sui flussi di merci e di persone. Si può pensare infine a favorire la nascita di una organizzazione non governativa specializzata su quest'area e ambiziosa che unisca le esperienze migliori e superi la frammentazione e la debolezza esistente nel settore della cooperazione.

Quella iniziativa, se assume la dimensione e il significato a cui si è accennato, è in grado di sollecitare una parte stessa del tessuto economico, per costruire nuove attività o rafforzare quelle esistenti. Basti pensare al turismo e ai suoi servizi, ai trasporti marittimi, al nostro aeroporto.

Si potrebbe continuare, ma non è necessario. Se qualcun altro considera questa una buona idea, allora occorre affinarla e renderla fattibile, con la coscienza che questa iniziativa non può che essere il prodotto di molte forze della città e che può riuscire solo se tanti si mettono insieme per costruirla.

Per quanto mi riguarda, voglio solo informare che sto preparando un incontro e un numero della mia rivista sui temi del Mediterraneo.
