"INFOCARGO:

Il Cargo Community System per il trasporto merci multimodale"

Introduzione

Gianfranco Sartirana Un complesso sistema di operazioni e servizi che gia' da tempo ha assunto una notevole importanza per l'economia di qualsiasi paese e' sicuramente quello dei trasporti: molti dei numerosi problemi che lo riguardano non possono essere piu' considerati ed affrontati singolarmente ed autonomamente, ma bensi' nel contesto di un quadro multimodale, coinvolgendo in tal modo un elevato numero di operatori ed enti.

Inoltre il trasporto delle merci e' diventato una funzione assai piu' complessa e critica rispetto al passato in quanto non si limita piu' ad un semplice trasferimento di cose da un luogo ad un altro, dal produttore al consumatore, ma e' anche diventato parte integrante del processo produttivo e della sua economia, soprattutto perche' tale processo risulta sempre piu' segmentato e distribuito geograficamente. Basti pensare al ruolo fondamentale che il trasporto svolge nella produzione industriale orientata al just in time, oggi indicato come una delle principali metodologie logistico-produttive per portare l'impresa industriale a nuovi livelli di produttivita'.

Il fattore informazione assume oggi una rilevanza fondamentale nel determinare la qualita' del servizio trasportistico, in quanto si configura come elemento logistico essenziale per la gestione di tutto il processo: il valore aggiunto della logistica e' costituito infatti dall'informazione a partire dalla sua acquisizione, dalla sua elaborazione e dalla sua distribuzione mediante le reti di telecomunicazione.

Guido Nasta L'elevato numero di soggetti, di operazioni e servizi coinvolti nel servizio trasportistico comporta quindi la necessita' di un sistema comunitario in grado di "comunicare" e "scambiare" dati e informazioni tra i sistemi informativi degli operatori interessati il piu' tempestivamente possibile, garantendo al contempo l'autonomia, la sicurezza e la riservatezza dei diversi sistemi.

Il sistema comunitario in oggetto, denominato Cargo Community System (CCS), puo' essere definito come il complesso integrato di procedure, regole, standard e di strumenti informatici e telematici che consentono l'interscambio automatico di dati, informazioni e documenti tra i sistemi informativi degli operatori/attori del trasporto merci intermodale.

Le tecnologie informatiche sono oggi in grado di fornire tutti gli elementi necessari alla realizzazione di tale sistema. Tuttavia, benche' il crollo dei prezzi di tali tecnologie abbia contribuito alla diffusione dell'informatizzazione negli operatori del trasporto, molti dei sistemi realizzati non sono in grado di comunicare autonomamente tra di loro. La disponibilita' di architetture aperte consentirebbe invece agli operatori di poter avviare processi nei propri sistemi informativi basandosi su messaggi provenienti da altri operatori per via telematica. Inoltre in tal modo si otterrebbero una riduzione degli errori nella fase di scambio di informazioni con aumento dell'affidabilità, una riduzione dei costi legati a ritardi, errori e documenti cartacei, un accesso immediato alle informazioni ed una conseguente accelerazione dei flussi fisici ed informativi.

Il Progetto INFOCARGO, elaborato da INFOTRANSPORT, ha l'obiettivo di realizzare un prototipo di Cargo Community System sul territorio italiano, che coinvolge sia fornitori di servizi (Vettori, Ferrovie, Porti, Interporti, Terminalisti, Dogane, ecc.), sia utilizzatori (Spedizionieri, Agenti, ecc.), costituendo in tal modo una struttura tecnico-organizzativa indispensabile per l'interconnessione degli operatori del trasporto e in grado di svolgere le funzioni di distributore di informazioni tra di essi.

Obiettivi

I principaliobiettivi di INFOCARGO sono:

  • definire procedure, regole e messaggi standard per lo scambio automatico di informazioni e documenti;
  • definire un sistema di comunicazione automatica che funzioni in modo "trasparente" rispetto ai diversi sistemi informativi dei vari operatori;
  • garantire l'autonomia, la sicurezza e la riservatezza dei sistemi informativi collegati;
  • ridurre i tempi di produzione e trasmissione delle informazioni e dei documenti relativi al trasporto delle merci, conseguendo vantaggi operativi e sostanziale riduzioni dei costi;
  • ridurre al minimo la produzione e la manipolazione di documenti cartacei, sostituendoli con documenti elettronici ed eliminando gli errori di interpretazione e di trascrizione propri della gestione manuale;
  • creare un archivio delle transazioni effettuate, finalizzato all'accounting del servizio e alla produzione di statistiche.

Funzioni

Il progetto INFOCARGO consente una gestione automatizzata delle varie fasi del trasporto intermodale che vanno dalla prenotazione, all'inoltro ed alla consegna al destinatario, comprese le operazioni e le procedure relative alla gestione amministrativa, attraverso le funzioni descritte di seguito:

1. Scambio elettronico dei messaggi tra i diversi sistemi informativi:

  • gestione di profili di utente per garantire accessi selettivi;
  • traduzione da formato interno a formato standard (EDIFACT);
  • validazione dei messaggi;
  • indirizzamento dei messaggi ai destinatari finali;
  • attivazione di opportune procedure di sicurezza (controllo accesso, identificazione, integrità dei dati, ecc.);
  • certificazione dei messaggi scambiati;
  • accounting delle transazioni.

2. Organizzazione del trasporto delle spedizioni sulle tratte del corridoio multimodale relativo al progetto:

  • informazioni su orari e tariffe;
  • informazioni sulla disponibilità e prenotabilità di mezzi, spazi e servizi;
  • negoziazione dei contratti di trasporto;
  • prenotazione con conferma dei servizi di trasporto in base al piano di inoltro.

3. Automazione delle procedure operative di scambio documenti

  • invio dei documenti di trasporto agli attori interessati.

4. Monitoraggio del trasporto delle spedizioni :

  • messaggi non sollecitati da parte degli operatori (presa in carico e consegna ad altro operatore delle spedizioni, segnalazione anomalie, ecc.);
  • informazioni puntuali (su richiesta ) sullo stato del trasporto delle singole spedizioni;
  • gestione delle anomalie.

5. Accesso a Banche Dati esterne di interesse generale:

  • domanda/offerta di trasporto;
  • servizi disponibili sul mercato della logistica integrata;
  • normative, procedure, ecc.

6. Automazione di procedure amministrative :

  • fatturazione;
  • pratiche doganali;
  • statistiche.

Architettura

La caratteristica fondamentale del sistema INFOCARGO sara' quella di saper gestire la vastità degli scenari con cui si confronterà: per vastità si intende la molteplicità e la eterogeneità dei sistemi informatici che sono attualmente usati dagli operatori del settore e che dovranno in futuro scambiarsi informazioni standardizzate all'interno del sistema.

Il sistema si sviluppera' attraverso una Rete di Interoperabilità, ovvero una rete in grado di integrare i sistemi con un'approccio evolutivo gradualista che consenta di costruire il nuovo raccordandolo all'esistente. L'elemento basilare di una Rete di Interoperabilità è un middleware standardizzato di comunicazione tra applicazioni (chiamato anche Messaging System) che si occupa dello scambio veloce di messaggi tra applicazioni all'interno della rete basandosi su standard industriali per quanto riguarda le connessioni fisiche, i protocolli di comunicazioni, la sicurezza.

Questo middleware realizza lo scambio messaggi basandosi su un meccanismo di code e gestisce tutti i problemi di affidabilità delle trasmissioni, directory service, routing, conversioni di protocollo, problemi legati alla sicurezza, ecc..

Ogni sistema utente che entrerà a far parte del Progetto INFOCARGO, ovvero che vorrà accedere alla rete, si dovrà dotare di un sistema (hardware + software) che chiameremo nel seguito "Interfaccia CCS". Questo sistema consiste in:

  • un traduttore che converte i messaggi EDIFACT ricevuti nei formati compatibili con le applicazioni e viceversa;
  • un insieme di A.P.I. (Application Program Interface) rese disponibili dal Messaging System che permettono la corretta gestione dei messaggi nella rete.

L' Interfaccia CCS potrà essere concepita come mostrato in fig. 1.

Il Messaging System consente anche la gestione della sicurezza in termini di autenticazione del chiamante e crittografia del messaggio nonché la possibilità di attivare automaticamente dei "processi" all'arrivo di particolari messaggi.

I protocolli di comunicazione potranno essere i più svariati: asincroni (rete telefonica), standard X.25 e/o X.400 P7, MVS, Mobile, TCP/IP, ecc.

La rete complessiva di interoperabilita' tra gli operatori della catena trasportistica dovra' essere gestita da un Sistema Centrale che svolge servizi di clearing house. Una clearing house e' un centro servizi EDI che e' in grado di validare e registrare le transazioni (scambio di messaggi) tra gli utenti, di monitorare la rete per ottenere statistiche ed effettuare operazioni di 'accounting' (vedi fig. 2).

Nella figura 2 che mostra un'architettura di sistema INFOCARGO, le parti grige rappresentano le parti da realizzare. L'architettura dovra' anche consentire di realizzare un sistema di posta elettronica tra i vari utenti, permettendo anche lo scambio di messaggi liberi non codificati.

Sistema Pilota

Al fine di realizzare un primo nucleo del Progetto INFOCARGO, INFOTRANSPORT, in collaborazione con la Camera di Commercio di Genova, ha deciso di avviare uno studio di fattibilita' per la realizzazione di un sottosistema comunitario pilota tra un numero limitato, ma esaustivo all'interno della catena logistica, di soggetti che operano prevalentemente nell'Area Portuale. Tale progetto permettera' di realizzare un sistema comunitario telematico tra un gruppo di operatori e soggetti operanti nel bacino territoriale di utenza che fa capo al Porto di Genova e che si estende nelle zone industriali del Nord Italia. Tra i principali componenti di tale gruppo vi sono Case di Spedizione nazionali e locali, Spedizioneri Doganali, Terminalisti, Agenti Marittimi, Autotrasportatori, Depositi Contenitori, Centri Intermodali, le Ferrovie e societa' fornitrici di servizi informatici portuali,.

La Camera di Commercio di Genova si è fatta carico del coordinamento, della gestione e dello sviluppo delle attività relative a tale studio.

Di seguito vengono descritte le diverse attività dello studio; tra parentesi viene indicato lo stato di avanzamento di ciascuna di esse.

  • Analisi dei requisiti funzionali con individuazione delle funzionalità del sistema: tale fase ha lo scopo di definire i requisiti del sistema partendo da una indagine conoscitiva, rivolta a ciascun soggetto coinvolto, sulle procedure con cui attualmente vengono realizzate le attivita' necessarie all'interscambio di dati, informazioni e documenti. Particolare attenzione deve essere prestata alle Banche dati esterne disponibili nel settore del trasporto merci, il cui interfacciamento con il sistema risulti di particolare interesse.   • Definizione dei messaggi e delle loro modalita' di interscambio tra i singoli sistemi informativi dei vari soggetti. (In via di sviluppo)
  • Definizione nuove modalità operative: l'attivita' è finalizzata ad individuare e definire nuove modalità operative che permettano di trarre il massimo vantaggio dall'utilizzo del sistema comunitario. (In via di sviluppo)
  • Analisi dei sistemi informativi esistenti: l'analisi è volta ad approfondire la conoscenza sui sistemi informativi dei vari soggetti per quanto riguarda le componenti applicative interessate al progetto, in termini di architettura hardware, di software di base, applicativo e di comunicazione, e di collegamenti alle reti TLC.   • Definizione del Progetto di massima: in tale fase verra' disegnata l'architettura di alto livello del sistema pilota, in termini di specifiche per l'infrastruttura di comunicazione e di interventi specifici su ciascun sistema informativo, al fine di creare una reale rete di interoperabilità. Tale architettura dovra' consentire di realizzare un sistema di posta elettronica tra i vari operatori, permettendo anche lo scambio di messaggi liberi non codificati. (In fase di studio)
  • Definizione del Piano di Sviluppo e valorizzazione del sistema proposto: verrà infine ipotizzato il piano di sviluppo del sistema pilota e, per ciascuna fase realizzativa in esso individuata, sara' fornita una valorizzazione budgettaria, anche allo scopo di permettere uno sviluppo ed una implementazione modulare del sistema. In particolare, allo stato attuale sono state preliminarmente individuate le procedure operative e i relativi messaggi EDI (attivi, da attivare a breve, ancora da definire) suddivisi per tre categorie: Ciclo Terminal, Ciclo Trasporto su Strada e Ciclo Trasporto Intermodale. Per sviluppare dettagliatamente le procedure ed i messaggi, sono stati identificati tre Gruppi di Lavoro, uno per ciascuna categoria individuata. Gli obiettivi dei Gruppi di Lavoro sono l'effettuazione di un'analisi comparativa delle procedure attualmente operative e l'integrazione all'esistente.

Il primo Gruppo di Lavoro ha gia' concluso la sua attivita', evidenziando una maggiore presenza di procedure automatizzate nel Ciclo Terminal rispetto alle altre due categorie.

Le attivita' degli altri due gruppi sono ancora in corso di sviluppo.

Alla conclusione dello studio di fattibilità, prevista entro la fine dell'anno in corso, si procederà allo sviluppo del sistema pilota, seguendo le fasi realizzative indicate nel Piano di Sviluppo. Lo sviluppo comprenderà l'analisi di dettaglio, l'implementazione delle nuove procedure, i collegamenti tra gli operatori, i tests e si concluderà con la messa in opera del sistema e le opportune azioni di promozione.

Una anticipazione di tale sviluppo e' costituita da un primo embrione del sistema pilota che e' gia' in corso di implementazione: si tratta dell'automazione delle procedure per l'ingresso e l'uscita delle merci ai varchi stradali del porto presidiati dalla Guardia di Finanza e per l'emissione della relativa documentazione doganale necessaria.
