LA GENERAZIONE DI MEZZO PER IL RILANCIO DI GENOVA

SUL TEMA "ECONOMIA DEL MARE" NELLA RIUNIONE DEL 20 MARZO 1997 CHE SI E' SVOLTA ALLO STARHOTEL DI GENOVA

Nel corso della riunione che si è svolta il 20 marzo 1997 allo Starhotel di Genova con il titolo "La generazione di mezzo per il rilancio di Genova", gli appartenenti al gruppo degli "Under 50" hanno approfondito il tema "Economia del mare" nella seguente relazione letta da Gigi Gallo e firmata da Alfonso Clerici, Augusto Cosulich,, Riccardo Chiabra, Pierino Gai, Filippo Gallo, Gigi Gallo, Paolo Marsano, Pietro Moltini, Fabrizio Parodi e Fabio Pesto. (Hanno dato la loro disponibilità Franco Aprile, Cesare Castelbarco, Franco Gattorno, Alberto Carlo Merlo, La Monica):

Penso che siamo tutti d'accordo nel sostenere che un polo fondamentale dello sviluppo di Genova del 2000 sarà l'economia marittima, cioè quel complesso di attività che hanno come riferimento imprescindibile il rapporto con il mare: l'armamento e i servizi collegati, il sistema portuale, l'industria cantieristica e delle riparazioni navali, la nautica da diporto, la pesca. E la storia di questa città è sempre stata improntata sul rapporto con questa immensa pianura liquida e al tentativo, mai riuscito completamente, di dominarla.

Con periodi di forte sviluppo alternati a periodi di ripiegamento, la vocazione storica della città di Genova è sempre stata quella di una capitale del mare, città mercato, centro di informazioni in cui nel corso dei secoli si sono sviluppate le industrie dell'armamento e della cantieristica, sono nate le nuove professioni dei servizi a questa industria come i brokers assicurativi e dei trasporti, gli agenti marittimi e gli spedizionieri, i servizi tecnici, legali e assicurativi specializzati principalmente in questo campo, le creative forme di servizi finanziari per le nuove iniziative armatoriali che via via richiedevano capitali sempre più grandi, e tante altre microforme di indotto specializzato.

Genova come Oslo, Londra, Amburgo, Il Pireo in Europa. E lo sviluppo dell'economia marittima è andato di pari passo con lo svolgersi della storia della Repubblica di Genova: lo spiegamento della potenza marinara nel Mediterraneo nel tardo Medio Evo culminata nell'apogeo di Andrea Doria; la trasformazione in potenza marinara mercantile da metà del 500 fino a metà del 700 in cui l'attività industriale operativa è stata affiancata dalla più comoda rendita finanziaria, comunque derivata dalle scoperte di mondi nuovi e di nuovi traffici; le fasi di grande espansione nell'800 culminate nell'esercizio da parte degli armatori genovesi e liguri di 2000 velieri all'inizio del 900, prima della rivoluzione della navigazione a vapore; e ancora il periodo tra le due guerre mondiali e quello della ricostruzione in cui questa città ha ancora autorevolmente adempiuto al suo ruolo di capitale del mare del Sud Europa.

Ma non è solo questione di dna, l'economia marittima correttamente gestita è fonte di ritorni economici che creano sviluppo e occupazione: il recente studio del CENSIS dice che per quanto riguarda la produzione, ogni lira di domanda aggiuntiva in questo settore attiva nell'economia italiana, attraverso impulsi a monte e a valle del processo produttivo, una produzione complessiva di 2,627 lire (moltiplicatore della produzione), mentre per quanto concerne l'occupazione, ogni unità di lavoro aggiuntiva ne genera nel complesso 2,530 nel sistema economico nazionale (moltiplicatore dell'occupazione).

I comparti dell'economia marittima sono inoltre, anche se con tempi di reazione dei processi economici diversi, interdipendenti e quindi lo stato di buona salute dei principali si ripercuote su tutti gli altri. E viceversa.

A R M A M E N T O

L'armamento italiano e quindi anche quello genovese si trova in un serio dilemma: se vuole sopravvivere deve delocalizzarsi per operare in condizioni di maggior competitività.

Vediamo in questo trend un grande pericolo: la delocalizzazione porta fatalmente a spostare i cenrti decisionali delle imprese di navigazione fuori Genova; questo provoca un impoverimento del sistema economico marittimo della città. Rapporti, contatti, relazioni che si tramandano alcune volte da generazioni, si isteriliscono; mancano gli stimoli a crearne nuovi; la circolazione di informazioni che aiuta a costruire nuovi business diventa asfittica.

Dobbiamo sensibilizzare tutti su questo pericolo: una tradizione di sette secoli può svanire molto più velocemente di quanto si pensi e questa sarebbe una responsabilità storica che nessuna classe dirigente vorrebbe che le fosse addebitata.

Con l'inizio del terzo millennio è previsto il rinnovo del parco navi costruito all'inizio degli anni 70: insisto, se non si ricreeranno al più presto le condizioni per poter fare impresa armatoriale in modo competitivo in questo paese saremo tagliati fuori da questo processo con danni molto gravi all'economia della città e all'economia nazionale.

Le forze politiche conoscono questi problemi: le esortiamo a fare presto; è troppo comodo poi dire che non ci sono più imprenditori che sappiano fare il loro mestiere.

C A N T I E R I S T I C A

Un forte armamento costituisce una base solida di riferimento per la cantieristica pubblica e privata. In Liguria e a Genova abbiamo ancora una cantieristica importante di costruzione, di trasformazione, di riparazione. Per questo comparto le prospettive commerciali sono buone: la domanda dovrebbe facilmente coniugarsi con l'attuale capacità produttiva. I cantieri specializzati nei grandi lavori di trasformazione continueranno a raccogliere le sfide delle soluzioni tecnologiche innovative, inserendosi in nicchie di mercato trascurate dalle grandi produzioni di serie.

Un'attenta politica europea dovrà garantire che queste realtà produttive non siano fagocitate dalla cantieristica del Giappone, della Corea del Sud, della Cina.

I L ' S I S T E M A ' P O R T U A L E

Nell'arco di pochi anni, dal 1990 al 1995, il porto è mutato in modo profondo, grazie al processo di privatizzazione. Anche a livello europeo il porto di Genova è considerato un 'case history': da sistema assistito, inefficiente, non competitivo, intriso di cultura protezionistica, è diventato un sistema aperto, concorrenziale, tecnologizzato, presente sul mercato internazionale.

Due veloci dati sulla privatizzazione portuale (dati '96): un fatturato diretto di 800 miliardi, di cui 300 miliardi il fatturato targato autorità portuale e 500 miliardi quello dei terminalisti.Nel porto commerciale operano oggi 2400 unità, comprese tra compagnia portuale, autorità portuale e terminalisti. Altre 2500 unità operano nel ramo industriale.

Quindici anni fa' 9000 persone erano impiegate per produrre un traffico di 14 milioni di tonnellate, esclusi i traffici petroliferi. Oggi 2400 persone sono impiegate per gestire un traffico di 23 milioni di tonnellate, esclusi i traffici petroliferi. E' evidente il recupero di efficienza e il salto di produttività. Ma il sistema portuale genovese ha solo iniziato il nuovo percorso che lo dovrebbe portare a un più avanzato sviluppo e tale percorso è ancora lungo e pieno di difficoltà. Basta pensare al consolidamento dei nuovi soggetti imprenditoriali ancora alle prese con un difficile equilibrio economico. Basta pensare all'ulteriore necessaria razionalizzazione delle aree già in concessione e alla sistemazione delle aree da dismettere per garantire spazio vitale ai programmi di espansione degli imprenditori portuali. E' necessario accompagnare la crescita dei volumi del porto, ammodernando le infrastrutture esistenti con particolare attenzione alla viabilità e ai servizi accessori al ciclo portuale.

Bisogna ancora ricercare lo sviluppo degli altri segmenti della logistica: lo sdoganamento, lo stoccaggio, il reimballaggio, la distribuzione delle merci.

Bisogna, attivati i necessari investimenti, ricercare le alleanze giuste con tutti i soggetti del trasporto intermodale e creare una leadership nella gestione dei traffici che, proponendo le soluzioni più economiche alla merce, ci avvicini maggiormente alle grandi aree produttive del paese come punto di riferimento per il sistema trasportistico.

Si sente l'esigenza di un'autorità portuale che diventi finalmente regista del nuovo disegno di sviluppo, nella trasparenza, garantendo chi rischia, investe e crea ricchezza. Si abbandoni una volta per tutte il modello dell'emergenza, della riunione estemporanea sul problema sorto il giorno prima, con l'organo di gestione del porto, il Comitato Portuale, finalmente proteso alla progettazione del "sistema porto di Genova", e non bloccato dalla conservazione di mere rendite di posizione.

R I P A R A Z I O N I ' N A V A L I

Nel porto di Genova deve continuare ad avere un ruolo importante il comparto delle riparazioni navali. Trattasi di un ramo industriale in potenza molto ricco, perché costringe le navi a soste apprezzabili, molto più lunghe di una nave che carica o scarica, con evidenti benefici per tutto il sistema. Inoltre esiste un mercato vasto, almeno finché non sarà completamente sostituita e quindi mediamente ringiovanita la flotta mondiale, come accennavamo sopra.

Nel porto si deve trovare posto ai nuovi business: un tema dibattuto è il terminal per l'alta velocità. Nessun imprenditore potrà mai pensare di ideare una linea in questo nuovo comparto, senza una infrastruttura che consenta un parcheggio e un imbarco in spazi razionali collocata in un'area che non penalizzi in partenza il concetto stesso di trasporto ad alta velocità. Ci pensi che è incaricato di redigere il piano regolatore.

N A U T I C A

Ricalcando una tendenza impostasi recentemente un po' in tutto il mondo, anche a Genova si è fatta strada l'idea di recuperare aree del porto commerciale e attrezzarle per destinarle alla nautica da diporto.

Va ricordato che a Genova sono oggi presenti quattro aree un tempo destinate al porto commerciale e oggi riconvertite:

  1. Marina Fiera di Genova - circa 450 posti barca
  2. Porticciolo Duca degli Abruzzi - circa 400 posti barca
  3. Area porto storico - circa 400 posti barca
  4. marina di Sestri Ponente - circa 900 posti barca.

E' necessario coordinare queste realtà in modo da stemperare le tensioni di convivenza tra le esigenze del diportista nautico e quelle legate al traffico commerciale.

Inoltre è auspicabile in questo sforzo di maggior coordinamento prevedere l'assegnazione nel porto di Genova di maggiori spazi per le imbarcazioni di grandi dimensioni. Genova sarebbe la base ideale per queste imbarcazioni:

- dotata di strutture portuali complete
- presenza di tutta la gamma di servizi
- posizione geografica centrale per il turismo d'altura
- l'aeroporto vicino alla città

La presenza di yacht di grandi dimensioni aumenterebbe:

- il lavoro di manutenzione e di riparazione specializzato di costo elevato
- la presenza di artigianato di altissima qualità
- possibilità di impiego di equipaggi altamente qualificati
- possibilità di crescita del mercato del noleggio molto in voga per queste imbarcazioni.

Parlando di nautica, credo non si possa prescindere dall'importanza che riveste per la nostra città il Salone Nautico Internazionale. La necessità di mantenere e incrementare tale manifestazione è strettamente correlata con l'organizzazione e la struttura dell'area nella quale si svolge (ed entro la quale potrebbero aver luogo ulteriori manifestazioni di eguale importanza che oggi si tengono in altre città).

Cambiare la struttura dell'area fieristica significa sostenzialmente rispondere a due necessità primarie:

  1. avere una fiera funzionale e moderna
  2. pensarla in modo tale da costituire un fattore di arricchimento piuttosto che un elemento di ostacolo nella vita della città

Il confronto con altre aree fieristiche europee come Amsterdam, Düsseldorf, il nuovo progetto di Monaco di Baviera, per citarne alcune, rende evidente che i padiglioni esistenti sono ormai largamente obsoleti.

Un progetto che aspiri a risolvere il problema durevolmente dovrebbe prevedere interventi radicali tesi alla ricostruzione di edifici dotati di tutti quei servizi attivi intorno a un'area fieristica operativa tutto l'anno.

C o n c l u s i o n i

A conclusione di questa panoramica, lanciamo queste idee forti:

  • piantiamola, citando l'intervento di ieri del nostro Arcivescovo, di "pensare in vecchio", ma consideriamoci parte di un complesso sistema da aggregare ed integrare sempre meglio con forti potenzialità di sviluppo;
  • battiamoci affinché le condizioni per fare impresa marittima siano ricreare per competere nell'economia globale, con il contributo di una politica e un sindacato sensibili ai problemi della competizione internazionale;
  • partecipiamo con più determinazione alle politiche delle associazioni di categoria; indichiamo e supportiamo gli uomini espressione dei nostri interessi stimolandoli a produrre progetti per uno scenario di lungo periodo sul territorio;
  • chiediamo, producendo cultura del mare a tutti i livelli, che la città conosca meglio questa galassia di attività e le senta come un grande patrimonio cittadino;
  • rilanciamo il ruolo di Genova capitale del mare, città mercato, centro di attrazione di chiunque in Italia e, perché no, anche fuori, voglia trovare le professionalità giuste per creare nuovi business nel campo marittimo e dei trasporti; perché le opportunità che abbiamo avuto noi, siano offerte ai nostri figli.

E allora saremo più legittimati a pretendere:

  • a Genova, la sede del Registro internazionale
  • a Genova, la sede dell'Authority sui trasporti
  • a Genova, la sede del polo pubblico del cabotaggio merci
  • a Genova, il polo del cabotaggio dell'ENI
  • a Genova, il polo della logistica nazionale
  • a Genova, la candidatura come centro servizi rivolto alla grande distribuzione europea, creando un distretto specializzato formato da zone espositive, piccoli magazzini (eventualmente in area franca) per attrarre traders e produttori internazionali.

E ci scusiamo se ci siamo dimenticati qualcosa.

Cari amici, passione ed entusiasmo sono due molle straordinarie dello spirito umano e allora abbiamo scelto per chiudere di dare la parola a Giorgio Doria, il grande conoscitore della storia dell'economia marittima genovese, che così descrive il fascino del nostro mestiere:

"Chi lavora e crea il suo business sul mare opera in un contesto ostile e pericoloso, e non solo a causa delle tempeste. Per affermarsi e avere successo occorrono grandi doti: notevole coraggio, spirito di iniziativa, amore per l'avventura, collaudata professionalità, conoscenza della tecnologia, capacità di essere innovativi. Se è difficile ottenere questo mix, è ancora più arduo conservarlo nel tempo. Basta un piccolo cedimento per essere rapidamente emarginati, perché non c'è forse ambiente nel quale da sempre la competizione sia stata così diffusa, vivace e imprevedibile. E' una sfida all'intelligenza umana che i discendenti dei grandi navigatori devono raccogliere con la grinta dei loro avi" (La marineria genovese - IP 1989).

Noi vogliamo ricreare le condizioni per fare la nostra parte nella nostra città.
