Programma di mandato - documento di sintesi

1) Il Piano operativo triennale che viene qui presentato costituisce un importante adempimento previsto dalla legge istitutiva dell'Autorità portuale, ma intende anche rappresentare il “programma di mandato” con il quale condividere gli obiettivi, il metodo di lavoro e le azioni da sviluppare nei prossimi quattro anni.

Siamo tutti consapevoli di dover uscire da una fase per molti versi emergenziale, nella quale tuttavia non ci si può limitare ad inseguire i problemi che l'emergenza ci pone di fronte ogni giorno con effetti esponenziali che rischiano di fare corto circuito.

Occorre rimettere al centro dell'azione quotidiana il progetto di sviluppo del porto di Genova, fatto di traguardi, di programmi e di regole di comportamento, in una parola di pianificazione, nel quale ciascuna componente della comunità portuale possa riconoscersi ed operare avendo a disposizione un quadro di riferimento condiviso, pur nella dialettica dei diversi interessi che caratterizzano la nostra realtà portuale.

2) Il porto di Genova si è sviluppato attraverso fasi storico-economico-sociali che, per gli aspetti normativi, sono state accompagnate da leggi speciali.

Infatti si è passati dal porto-emporio governato dal Consorzio Autonomo del Porto al porto-porta affidato alla pianificazione ed al controllo della Autorità Portuale.

L'attuale fase economica, caratterizzata dalla globalizzazione degli scambi e dalla rilevanza del trasporto, sembra rendere necessario un diverso (rispetto ai precedenti) modello di riferimento portuale che si può definire il porto-esteso.

Tenuto conto del contesto competitivo nel quale le portualità sono costrette ad operare, e del quadro infrastrutturale tracciato dalla U.E. con le reti TEN-T, appare logico riflettere su modelli più evoluti di portualità, comunque utili per cogliere, con la necessaria tempestività, le evoluzioni dei mercati e le relative esigenze.

3) Gli scenari macroeconomici presentano un insieme di incognite che, anche rispetto alle analisi più recenti, richiedono una sempre maggiore attenzione e valutazioni aggiornate circa gli effetti che le tendenze al ribasso delle prospettive di crescita ed al rialzo dei tassi di inflazione possono indurre sugli scambi commerciali e quindi sui traffici marittimi.

Nelle pagine che seguono verranno sintetizzati i principali indicatori da tenere sotto controllo ai fini dell'aggiornamento del quadro macroeconomico. Va sottolineato al riguardo come risulti sempre più importante per l'autorità portuale lo sviluppo di una specifica attività volta alla conoscenza del mercato e dei suoi andamenti, da costruire anche attraverso l'acquisizione dei necessari contributi scientifici e da finalizzare in modo puntuale alla pianificazione delle azioni che debbono qualificare le funzioni dell'Ente.

Anche in considerazione delle incognite presenti negli scenari macroeconomici internazionali, il quadro di riferimento che si intende proporre deve necessariamente ispirarsi a criteri di prudenza e di rigore, prendendo in esame tutti i punti di criticità che caratterizzano il contesto della portualità genovese allo scopo di poterli coerentemente aggredire in una logica di pianificazione di breve, medio e lungo termine.

A questo scopo il presente documento riprende e aggiorna l'analisi sviluppata alla fine del 2007 nel Piano Operativo Triennale sul bilanciamento domanda/offerta nel settore dei traffici containerizzati, e introduce alcuni spunti di riflessione circa l'evoluzione dei traffici convenzionali e alla rinfusa.

4) Seguendo il metodo descritto, la matrice del presente “programma di mandato” si incentra su tre elementi principali:
  • l'uso razionale e funzionale degli spazi portuali esistenti;
  • la costruzione delle opere programmate in attuazione del Piano regolatore vigente;
  • i nuovi strumenti di pianificazione.
Il primo punto rappresenta il presupposto essenziale per il mantenimento in capo al porto di Genova della sua attuale quota di mercato, che a fronte di una concorrenza sempre più aggressiva si deve giocare sul piano del necessario recupero della capacità produttiva dello scalo a risorse invariate.

Nel traguardare la sua espansione di medio periodo, il porto di Genova non può permettersi in questa fase situazioni di sottoutilizzo delle risorse esistenti, il cui impiego deve invece essere immediatamente massimizzato attraverso le più opportune revisioni degli assetti territoriali, delle infrastrutture ferroviarie e stradali e, conseguentemente, delle concessioni demaniali in atto.

La recente grave crisi operativa del Terminal di Voltri, ed i provvedimenti adottati al riguardo dall'Autorità costituiscono in proposito un riferimento obbligato, in considerazione soprattutto della rilevanza che le risorse disponibili in quel Terminal rivestono per l'intero porto di Genova.

Più in generale, la sfida che la pianificazione portuale ha davanti a sé in questi anni si misura sulla sua capacità di abbandonare una concezione tradizionale e statica degli spazi portuali e di adottare il metodo, già sperimentato in altri scali, della cosiddetta port-cross velocity, che deve tradursi nel minor tempo possibile delle operazioni portuali, e principalmente delle soste, e nella velocità massima di trasferimento delle merci dal porto al suo hinterland, da conseguire attraverso la realizzazione di un sistema di accessibilità portuale incentrato sul trasporto ferroviario e su forti iniezioni di tecnologia, in grado di risolvere i conflitti fra il traffico portuale e quello cittadino.

L'obiettivo, a questo riguardo, è in particolare quello di ridurre del 50 per cento i tempi medi di giacenza dei contenitori negli spazi portuali, che oggi si attestano attorno ai 15/20 giorni. Si tratta indubbiamente di un obiettivo ambizioso, che pone anche problemi di natura commerciale nei rapporti fra i Terminal e le Compagnie, ma concretamente perseguibile attraverso una coerente iniziativa che l'Autorità portuale è chiamata a tradurre in pratica dando priorità ai progetti di terminalizzazione retroportuale e di efficientamento del trasporto ferroviario delle merci.

E' stato dimostrato che avendo a disposizione 250.000 mq di piazzali in regime di continuità doganale a 90 km di distanza dalle banchine portuali, efficientemente collegati da un sistema di navettamento ferroviario costituito da almeno 24 coppie di treni ai giorno, è possibile con le strutture attuali sviluppare un traffico aggiuntivo di circa 500.000 teu, equivalente ad un nuovo terminal portuale.

Contemporaneamente, la scelta dell'uso intensivo della tecnologia deve permettere di informatizzare le procedure di accesso ai varchi e di prenotazione degli arrivi della merce nei terminal portuali, contribuendo anche in questo caso a ridurre in modo significativo i tempi di attesa e migliorando di conseguenza la performance complessiva del porto.

L'opzione del ferro deve rappresentare la priorità assoluta e gli aumenti di traffico portuale, tendenzialmente, devono poter essere serviti dalla ferrovia. Rimane in ogni caso indispensabile migliorare nel contempo la logistica del trasporto su gomma di origine e destinazione portuale, sia attraverso la realizzazione di aree attrezzate per l'autotrasporto in prossimità del porto sia mediante il coordinamento informatico e telematico dei flussi documentali, da perseguire in collaborazione con la Dogana, gli spedizionieri del porto di Genova e gli operatori portuali.

Indispensabile risulta a questi fini la stretta integrazione fra la pianificazione portuale, da un lato, e la pianificazione delle infrastrutture per la mobilità urbana, dall'altro, con l'obiettivo di individuare coerenti soluzioni in grado di separare efficacemente i due flussi di traffico e di migliorare sensibilmente i livelli di sostenibilità dei traffici portuali. I recenti accordi sottoscritti in materia di viabilità con Anas, Comune e Società per Cornigliano, sotto l'egida della Regione, vanno senza dubbio in questa direzione e l'impegno di Autorità portuale è quello di assicurarne una coerente attuazione attraverso la realizzazione degli interventi di propria competenza.

La costruzione delle nuove opere già previste dal piano regolatore, da affrontare con un grande impegno organizzativo finalizzato ad imprimere la necessaria accelerazione all'attuazione dei relativi lavori, e la predisposizione dei nuovi strumenti di piano in grado di assicurare una coerente proiezione del porto di Genova nello scenario di medio e di lungo periodo, costituiscono gli altri punti chiave del progetto.

Il loro sviluppo, per la rilevanza che essi hanno sul futuro del porto, può trovare nelle esperienze passate un utile spunto di riflessione. Genova è stata un laboratorio di idee e di progetti, frutto del lavoro di ricerca dell'ILRES negli anni 70 e della Regione con Italimpianti e con Snamprogetti negli anni 80 e 90 sino ai più recenti e qualificati contributi: sono esperienze di grande valore emblematico il cui significato culturale merita di essere ripreso, anche per non rimanere troppo indietro rispetto agli altri grandi porti europei nei quali la pianificazione e la realizzazione delle opere viene studiata e affinata in tutti i suoi molteplici aspetti sotto il profilo tecnico e scientifico, prima di diventare oggetto di decisione politico-amministrativa. Sarebbe quindi molto importante, su questi temi, poter dar vita ad una nuova stagione di “rinascimento portuale” - dopo quella avviata nella fase di impostazione del primo piano regolatore - capace di dare impulso culturale e scientifico agli studi, alle ricerche ed ai progetti che devono essere correttamente posti a base della elaborazione degli strumenti di pianificazione, essenziali per le stesse prospettive di sviluppo del porto. Penso alle relazioni che il porto potrebbe al riguardo tessere con le competenze tecnico-economiche, di ingegneria delle opere marittime, di urbanistica e di architettura, di economia del trasporto e della logistica, promuovendo sul tema della pianificazione e dello sviluppo portuale una operazione di tipo “culturale” aperta a personalità autorevoli del mondo accademico, scientifico ed industriale ma capace anche di formare le nuove leve dell'Autorità Portuale di domani.

La questione centrale, in questo caso, è quella di evitare contrapposizioni ideologiche fra le nuove opere che sono necessarie allo sviluppo del porto, da un lato, ed il contesto urbano nel quale esse si debbono inserire, dall'altro, e di progettare quindi l'espansione dei benefici economici e sociali del porto sulla base di parametri scientificamente validati di sostenibilità, come del resto è prassi abituale nelle altre realtà europee, da porre al servizio delle scelte strategiche dei decisori istituzionali.

Il lavoro avviato dall'Amministrazione comunale per la revisione dello strumento urbanistico della città, con la costituzione dell'“urban lab”, costituisce in questo contesto un punto di riferimento importante che può tra l'altro favorire la ripresa di un coerente progetto di integrazione porto-città.

5) La matrice del programma, come sopra descritta nei suoi tre elementi fondamentali, trova il suo naturale sviluppo in un insieme di azioni e di linee di indirizzo che intendono rappresentare la griglia di riferimento dei programmi attuativi e degli specifici provvedimenti da sottoporre di volta in volta all'esame del Comitato portuale.

Per una migliore guida alla lettura, viene qui di seguito fornita una sintesi delle azioni proposte.

  • Azioni per la valorizzazione del territorio demaniale, da sviluppare in riferimento sia allo stato delle “grandi concessioni” in atto (articolo 18 L. 84/94), attraverso l'impostazione di un nuovo accordo in aggiornamento dell'accordo del 1996 e con il monitoraggio dei piani di impresa da attuarsi sulla base di metodologie trasparenti e condivise, sia alle criticità rilevate nella gestione delle altre concessioni (articoli 36 e 45 bis C.N.) con la predisposizione di uno specifico regolamento volto alla semplificazione e razionalizzazione dei relativi procedimenti.

  • Programmazione e attuazione delle opere e delle infrastrutture, da sviluppare in coordinato rapporto con i profili sopra indicati di gestione del territorio, nonché allo scopo di poter massimizzare gli effetti degli investimenti pubblici in combinazione con quelli privati previsti dai concessionari nei rispettivi piani di impresa. Questa azione deve altresì contemplare la validazione dei progetti ed un costante monitoraggio dei programmi attuativi, in termini di tempi e costi di attuazione delle opere programmate.

  • Azioni a sostegno del distretto industriale, finalizzate ad assicurare lo sviluppo di questo settore strategico dell'economia genovese e ligure e la sua compatibilità con le altre funzioni insediate nelle aree contigue agli stabilimenti industriali.

  • Attuazione dei programmi per il retroporto e per la logistica, da svilupparsi parallelamente ai programmi di potenziamento dei servizi ferroviari, nonché agli interventi di informatizzazione dei flussi documentali delle merci e di infomobilità.

  • Adeguamento e Sviluppo dell'organizzazione del lavoro portuale, da attuarsi attraverso i necessari approfondimenti su parametri e regole di riferimento da applicarsi ai rapporti fra i lavoratori delle imprese concessionarie/autorizzate e le Compagnie Portuali, nonché mediante azioni volte ad implementare i livelli di sicurezza del lavoro e la formazione continua nelle diverse tipologie lavorative.

  • Riorganizzazione del ciclo operativo portuale da perseguire attraverso l'introduzione di regole operative e requisiti prestazionali e la valorizzazione degli strumenti di coordinamento e collaborazione con le Amministrazioni presenti in porto, preposte allo svolgimento di attività di controllo e di servizio, sulla base delle indicazioni contenute nella Carta dei Servizi messa a disposizione dall'Associazione Spedizionieri, da tradurre in appositi protocolli di relazione.

  • Riassetto delle partecipazioni detenute da Autorità Portuale di Genova in società di capitali, da perseguire attraverso la dismissione delle quote non compatibili con il ruolo e le funzioni dell'Ente, in conformità a principi di trasparenza e di evidenza pubblica, oltre che di valorizzazione patrimoniale, sulla base di una puntuale ricognizione dello stato attuale e prospettico, con riferimento prioritario alle situazioni di Aeroporto di Genova, Stazioni Marittime ed Ente Bacini. Nello stesso contesto ci si propone altresì di valutare attentamente la collocazione di Finporto e dei relativi rapporti in atto con Autorità Portuale di Genova, per verificarne la coerenza e la compatibilità con l'assetto organizzativo e funzionale dell'Ente.

  • Linee di indirizzo per l'organizzazione interna, da attuarsi attraverso l'adeguamento dell'organizzazione dell'Ente al fine di pervenire ad un modello funzionale alle esigenze e alle attese dell'Autorità portuale e del porto.
