- Bill on the portualità of the Friuli Venice Julia that increases the prerogatives of the Region

- Inserted a specific norm on the project financing that - has explained the city council member Riccardi - the objective has to activate the engagement of the private capital in the plan of the "superport"

Today the city council member to Infrastructures of the Region Friuli Venice Julia, Riccardo Riccardi, has illustrated in regional committee the outline of the bill "Discipline of the portualità of regional competence". The document regulated the organization and the operation of the ports of Monfalcone and Porto Nogaro, "in the optical - Riccardi has explained - to favor the realization of infrastructures and the development of the functional services to the organization of a regional logistic platform who considers the existing ports in the territory of the region, the retroportuali and intermodal areas, also in relation to the transnational corridors of traffic promoted by the European Union".-
- The bill subdivides the attributions of strategic character from those to managerial and prescribed character. The institution of some organ is not previewed: it will be directly the Region, through the regional committee, to steer the functions of the promotion of the development of the harbor system of the Friuli Venice Julia, those of address for the management of the areas of harbor interest, programming of infrastructures and coordination of the financial investments, the development of "forms of cooperation between the ports of the Adriatic North for the potenziamento of the offer", the emanation of actions of address for the newsroom of the Harbor Town development plan and the triennial Operations plan (that they will be approved of by the president of the Region).

- Assigned to detail relief to the role of the Municipalities which, expressing their opinions on the town development plans, will participate to the intense activities of a specific advisory Commission of new constitution. The bill assumes in fact a center of formal consultation, presided from the competent city council member, in which the local authorities (Common and the harbor Provinces), operators and the labor organizations they are expressed in order to the issues of general interest.

- To the intense activities of the Commission the Marine Authority is invited, than it will participate to you with right to vote. The norm defines moreover the harbor within which compendium of functional areas to the perimetrato harbor activity from the Town development plan. It establishes moreover the procedures of formation and approval of the Harbor Town development plan and the contents of the plan plan, imposing that the relative forecasts are harmonized with the dispositions of the communal urbanistici instruments and previews a specific procedure (guided from the Region) for the harmonization of these instruments in case rise of the contrasts.

- For the formation of the Town development plan a procedure simplified that it replaces the opinion of the Higher council of the Public works, previewed from the national law is introduced n. 84 of 1994, with that of a "state monocratic organ" to become in sure times, passed which the opinion is returned by the regional administration. The Harbor Town development plan is put into effect through a Operations plan of triennial duration updated annually. Detail attention in the text is dedicated to the release of the state property concessions for which a procedure to public evidence, of norm promoted from the Region is previewed, than sight to select the more suitable operator on the base of an industrial program.

- In the course of the presentation the inclusion in the bill of a specific norm - innovative regarding the current legislation of enforced field in the remainder of the Country - dedicated to the plan finance is evidenced, with the attempt to stimulate the investments of private subjects (not necessarily harbor operators) by means of the introduction of a gainful mechanism such to allow re-enters of the carried out investments. The proposed norm previews that the plans of the harbor works are subject to the regional discipline in matter of public works and establish that their approval constitutes where necessary varying to the Town development plan of the port, reducing in such a way considerable the bureaucratic times of the pre-emptive predisposition and approval of varying.

- The city council member Riccardi has specified that, which strategic point in the regional bill, the forecast of the project financing has the objective to activate the engagement of the private capital in the plan of the "superport", the plan supported from the bank group UniCredit for the realization of new harbor infrastructures to Monfalcone and Trieste

of 5 May 2011). "The provision in fact - it has explained - wants to give to sure answers and times to the investments previewed from private investor on the regional harbor system".-
- Emphasizing that the presentation of this bill by the end of the month of October maintains the engagement that had assumed the president of the Region, Round Renzo, the city council member Riccardi has emphasized that "draft of a fundamental provision not only for disciplining to the activities of the ports of call of Monfalcone and Porto Nogaro but in order to construct a new model of development of the entire regional harbor system, in order to develop really to that logistic platform Region Friuli Venice Julia that the world of the marine traffics and the economy demands to us".

- Riccardi has assured that, with the next approval of the norm, the regional committee does not want however to be shut "to the debate that will be able to develop in Commission and with the institutions of the territory and the economic categories. The articulated one - it has specified - inside contemplates to some specific forms of collaboration with the subjects operating publics of the ports of Monfalcone and Porto Nogaro".

- To conclusion of its Riccardi participation it has remembered that "numerous other laws, never appealled from the State, are launched by the Region in the course of the legislature for the benefit of the portualità: regional law 24 of 2009 and the regional laws n. 17 and n. 22 last year, with which the competence of the release of the state property concessions to Monfalcone and Porto Nogaro is attributed to the Region; always to the Region the competence for the release of the authorizations to the harbor operations and the predisposition of the Harbor Town development plan; at last, with law 22/2010, it has been provided to establish that "in the within of the works of new infrastructuring of the port of Monfalcone the intense activities of digging of the access channel are comprised" and that "the regional administration is authorized to take part with resources own in substitution of the State"".
