La marina mercantile italiana nel 1997


Riforma della navigazione internazionale

In Italia, nel settore marittimo, il 1997 è caratterizzato soprattutto dal processo di riforma della navigazione internazionale, reso sempre più urgente dall'evoluzione dei mercati mondiali.

L'integrazione dell'economia mondiale e la liberalizzazione degli scambi impongono una redistribuzione del lavoro tra le varie aree del pianeta, con un trasferimento a favore delle economie emergenti dell'occupazione a minor contenuto tecnologico, mentre i paesi a reddito più elevato devono puntare sui settori a maggior valore aggiunto e orientare l'occupazione verso posti di lavoro qualificato.

Già da anni tale modello di sviluppo dell'organizzazione internazionale del lavoro si è affermato nei servizi di navigazione internazionale ed è all'origine del radicale mutamento di strategia che gli Stati europei a maggior vocazione marittima hanno portato avanti per contrastare il progressivo impoverimento delle flotte: una strategia centrata, da un lato sull'abbattimento dei maggiori costi di gestione determinati dall'elevato costo degli equipaggi interamente nazionali e dal pesante carico fiscale e parafiscale sopportato direttamente e indirettamente dalle imprese di navigazione; dall'altro lato, sulla formazione dei marittimi nazionali per destinarli ai comandi e ai posti di equipaggio più qualificati.

Per risultare efficaci, le formule più felici di riforma della navigazione internazionale adottate dagli Stati europei hanno inoltre contemplato misure di stabilizzazione e semplificazione degli adempimenti tributari che gravano sui redditi d'impresa. Questo è un aspetto fondamentale per un settore esposto ad andamenti fortemente ciclici. La costituzione di margini positivi stabili nell'esercizio della navigazione è la condizione per rafforzare la struttura finanziaria delle imprese armatoriali, attirando capitali di rischio e favorendo così lo sviluppo del settore.

Questa articolata strategia, solitamente attuata attraverso l'istituzione di Registri internazionali di navigazione, tende ad assicurare piena competitività internazionale alle imprese armatoriali, perché possano continuare ad operare efficacemente sui mercati pur mantenendosi all'interno dell'ordinamento di origine, riservando così a vantaggio del proprio Paese la natura di grande volano dello sviluppo, che è loro propria.

L'Italia arriva buona ultima in questo processo di adattamento dell'ordinamento giuridico alla realtà dei mercati, con il provvedimento approvato dal Parlamento a fine febbraio del 1998, al termine di un lungo iter legislativo, nel rispetto delle linee - guida della Commissione Europea in materia di aiuti di Stato in campo marittimo.

L'istituzione del Registro Internazionale di navigazione rappresenta comunque un punto di svolta qualificante della nostra politica marittima e costituisce la premessa necessaria per valorizzare la marineria come strumento strategico di sviluppo industriale ed economico del Paese, nel quadro dei complessi processi di riorganizzazione in atto nel commercio mondiale.


Dimensioni e composizione della flotta

La flotta mercantile di proprietà italiana, a fine 1997 comprende 1.331 navi per un totale di 8.598.667 tsl1 così ripartite per classi di stazza lorda:

oltre le 1.000 tsl, 624 navi per 8.375.868 tsl;

da 100 a 999 tsl, 707 navi per 222.799 tsl.

Rispetto al 1996 si registra una riduzione sia del numero delle navi sia del tonnellaggio, percentualmente significative soprattutto nella classe di naviglio di stazza più ridotta. Nella classe di stazza più elevata la flessione del naviglio riguarda sia la componente battente bandiera italiana sia la componente battente temporaneamente altre bandiere a seguito di locazione a scafo nudo all'estero ("bareboat charter"). Quest'ultima a fine 1997 comprende 90 unità per 2.140.081 tsl, con una consistenza che resta pari a circa il 25% del tonnellaggio complessivo, ma con una lieve flessione in valore assoluto rispetto all'anno precedente, dovuta alla definitiva vendita all'estero di alcune unità.

Nel 1997 è rimasta stabile, intorno ai nove decimi del tonnellaggio, la componente di flotta rappresentata da Confitarma.

Sotto il profilo della composizione, si conferma il processo di specializzazione della flotta con un progressivo spostamento verso tipologie di naviglio a più alto valore aggiunto: traghetti merci e passeggeri, portacontenitori, chimichiere, frigorifere.

Investimenti e rinnovamento del naviglio

Sotto il profilo qualitativo, quella italiana si conferma come una flotta giovane e tecnologicamente avanzata: metà del naviglio è di età inferiore a 10 anni ed un quarto inferiore a 5 anni. Ciò a seguito del massiccio programma di costruzioni navali avviato dall'armamento a partire dal 1990, che a fine 1997 comprende la costruzione di circa 590 nuove navi, per 4.600.000 tonnellate di stazza lorda, e risulta realizzato per oltre i quattro quinti.

Tra il 1990 e il 1997 sono state consegnate: 126 navi da carico liquido, incluse diverse decine di gassiere, chimichiere e petroliere a doppio scafo; 40 navi da carico secco; 135 navi passeggeri, tra cui 15 navi da crociera e 31 navi traghetto, ad elevatissimo valore aggiunto; 198 navi per servizi ausiliari. Per altre 90 unità i lavori di costruzione risultano già avviati. Si aggiungono importanti operazioni di trasformazione di navi esistenti.

L'impegno finanziario complessivo per il decennio 1990-2000 risulta superiore ai 16.000 miliardi di lire.

Come risultato di questo processo, sostenuto per oltre 14.000 miliardi di lire da imprese di navigazione private, l'Italia dispone nel settore marittimo di un complesso di vettori tra i più aggiornati, con evidenti positivi effetti su aspetti fondamentali quali la sicurezza e la competitività tecnologica. La flotta mercantile italiana risulta costituita per il 44% da navi consegnate negli anni novanta, mentre presso i cantieri italiani ed esteri è in costruzione nuovo tonnellaggio pari al 10% dell'attuale consistenza della flotta.

Occupazione marittima

I posti di equipaggio a bordo della flotta italiana di stazza lorda superiore alle 100 tsl a fine 1997 risultano 23.650, secondo una valutazione fondata sulla tipologia del naviglio e sulla consistenza delle tabelle medie di armamento.

I posti di equipaggio coperti da marittimi italiani o europei secondo quanto stabilito dall'art.318 del Codice della navigazione risultano 18.900, mentre 4.750 sono coperti da personale non europeo imbarcato sulle navi locate temporaneamente all'estero ("bare-boat charter").

Il numero di addetti effettivo risulta più ampio se si considerano le riserve a terra.

Il settore di maggiore assorbimento di gente di mare risulta quello delle navi passeggeri adibite a servizi di traghetto e di crociera, data la più vasta gamma di servizi offerti da questo tipo di navi, particolarmente sotto il profilo alberghiero. Significativa anche la componente di equipaggi imbarcati su rimorchiatori e navi appoggio.

Considerato il personale non navigante, l'occupazione complessiva nell'industria armatoriale è valutabile a fine 1997 in circa 29.600 unità.

Bilancia dei noli marittimi

La forte proiezione marittima del commercio estero italiano trova esplicita rappresentazione nella bilancia dei pagamenti, ove il volume complessivo delle transazioni internazionali relative al trasporto marittimo di merci e passeggeri si attesta attorno ai 48.000 miliardi di lire, a fronte di 27.000 miliardi di lire per l'insieme degli altri sistemi di trasporto. Gli incassi delle imprese marittime nazionali per servizi di navigazione internazionale ammontano a circa 18.000 miliardi di lire, di cui circa la metà va a coprire i pagamenti effettuati all'estero per la flotta.

Impatto socio-economico della navigazione mercantile

Si è consolidata nel corso del 1997 la consapevolezza dell'importante ruolo svolto dalla navigazione mercantile nello sviluppo del Paese.

Strette connessioni intercorrono con i grandi comparti energetici e manifatturieri, alimentati dalle materie prime che giungono via mare, ovvero direttamente legati alla navigazione come l'industria cantieristica e il suo indotto, nonché con importanti branche dei servizi e delle infrastrutture: dal credito alle assicurazioni, dalla tutela ambientale al turismo, dalla ricerca tecnologica al trasporto terrestre su ferro o su strada, dalle idrovie ai porti.

In totale la produzione annua dei beni e servizi connessi alla navigazione mercantile è valutata in Italia pari ad almeno 25.000 miliardi di lire ed occupa 80.000 addetti, di cui 30.000 nell'industria armatoriale.

Sono altresì accertati gli effetti moltiplicativi con cui l'andamento della navigazione mercantile si ripercuote sul prodotto lordo e sull'occupazione.

Nel nostro Paese ogni cento miliardi di lire derivanti alla navigazione dall'immissione in servizio di nuove navi, o da incrementi di competitività che consolidano i margini operativi delle imprese, si attivano a monte per acquisti di beni e servizi altri 210 miliardi di lire, dando luogo al termine del ciclo a ben 310 miliardi di prodotto interno lordo. Allo stesso modo, per ogni cento posti di lavoro conservati o creati nell'industria armatoriale, se ne mantengono o creano 270 nell'insieme dei settori produttivi.

Indicatori significativi del diffondersi di una coscienza marinara più adeguata alle esigenze del Paese sono, nel corso del 1997, lo spazio dedicato ai problemi della riforma della navigazione internazionale e di cabotaggio nel Rapporto strategico sui trasporti predisposto da Confindustria, nonchè l'udienza concessa dal Capo dello Stato alla Federazione del Mare.

Più di recente, a seguito di una relazione del rappresentante dell'industria armatoriale, il Consiglio nazionale dell'economia e del lavoro ha deciso di istituire un Gruppo di lavoro sull'economia del mare e di effettuare un'indagine a cadenza biennale accompagnata da seminari di approfondimento dedicati alle singole branche di attività marittima.
