Il sistema portuale e lo sviluppo dei traffici mediterranei


Sviluppo dei traffici nel Mediterraneo

Gli effetti dei processi di mondializzazione del commercio e delle relazioni internazionali tendono a spostare verso sud le dinamiche di scambio del nostro continente e questo ha riflessi diretti sull'evoluzione dell'attività portuale.

L'Italia in particolare nell'ultimo decennio ha guardato al Mediterraneo con crescente interesse, sia curandolo come mercato di destinazione dei propri prodotti sia accogliendo un'offerta crescente di beni provenienti dai paesi nord africani e medio-orientali. Tra il 1987 ed 1996 nell'interscambio con questi paesi le importazioni italiane sono cresciute di circa il 38% e le esportazioni dell'81%.

Per dare una misura dell'impegno dell'Italia verso il Mediterraneo la Fondazione Censis ha elaborato alcuni indicatori di integrazione commerciale, i quali dimostrano come, fatto 100 il livello degli scambi di quest'area con l'Unione Europea, il livello che si riscontra negli scambi con l'Italia risulta molto più elevato: 227 per le esportazioni, 249 per le importazioni e 235 per l'interscambio complessivo.

Non mancano quindi le condizioni che possano permettere all'Italia e al suo sistema portuale un ruolo di maggior peso nelle dinamiche di integrazione del Mediterraneo nei traffici mondiali, favorito anche dal crescente rilievo del "transhipment".

In questo contesto si inserisce la forte crescita del traffico container che si riscontra nel 1997 nei porti del Sud Europa, con un incremento rispetto al 1995 pari al 42%, contro un incremento nell'area Nord Europea del 15%.

In Italia l'incremento è risultato ancora superiore, raggiungendo in media il 69%, con punte particolarmente significative come quelle di Gioia Tauro, passato in due anni a circa 1,5 milioni di teu, e di Genova cresciuta nello stesso periodo del 92%.

Tuttavia la quota di traffici containerizzati che scalano i porti del Nord Europa resta di gran lunga prevalente, pari al 63% del totale continentale.

Un altro segnale positivo è arrivato dall'interessamento manifestato verso i porti italiani dai grandi gruppi mondiali del trasporto marittimo e della logistica come P.S.A. (Port Authority of Singapore), P&O, ECT, Evergreen, Eurokai che hanno trovato conveniente l'acquisizione o la partecipazione azionaria in numerosi terminali situati nei porti nazionali.

Legislazione portuale

Il quadro positivo sopra delineato non deve però far dimenticare l'importanza di condurre a termine il processo di liberalizzazione delle attività portuali, in quanto ormai produttività, competitività tariffaria, flessibilità e affidabilità del lavoro portuale rappresentano elementi indispensabili perchè un investimento privato nel settore possa realizzarsi e consolidarsi nel tempo.

E' quindi importante prestare la massima attenzione all'evolversi della legislazione del lavoro portuale, poiché essa può fortemente condizionare la competitività del nostro sistema portuale e di conseguenza influire sulla dinamica dei traffici.

In proposito, il 1997 è stato caratterizzato dal clima di incertezza conseguente all'emanazione della legge n. 647 del 1996, modificativa della disciplina del lavoro portuale temporaneo contenuta nell'art.17 della legge di riforma n. 84 del 1994. Tali modifiche sono state oggetto di reclamo da parte del Comitato Nazionale degli utenti e operatori portuali innanzi alla Commissione Europea, la quale ha aperto una procedura di infrazione nei confronti del Governo Italiano culminata nella decisione emessa nel mese di ottobre, con la quale le norme contestate sono state riconosciute incompatibili con i trattati istitutivi, in quanto tendenti e realizzare un potenziale abuso di posizione dominante da parte delle imprese già compagnie portuali.

Nel corso del 1997 si è concluso il processo di ristrutturazione delle Compagnie portuali che attualmente registrano circa 4.300 lavoratori in forza; è stato inoltre previsto con la legge n. 30/98 l'ultimo prepensionamento di 500 unità dei dipendenti in eccedenza presso le Autorità portuali di Napoli, Genova, Venezia e Trieste.

Libro Verde della Commissione europea

Alla fine del 1997 la Commissione Europea ha presentato il Libro Verde sui porti e le infrastrutture marittime, che costituisce un importante contributo per la formazione di un futuro "diritto portuale comunitario".

Nel documento la Commissione sottolinea l'importanza di realizzare nei porti europei una maggiore competitività sia nelle infrastrutture che nel campo dei servizi portuali, evitando per quanto possibile che i finanziamenti statali creino condizioni di concorrenza sleale tra i vari Stati membri dell'Unione ed in generale un eccesso di capacità produttiva.

Le proposte avanzate nel Libro Verde, specie per quanto attiene al finanziamento delle infrastrutture portuali, hanno suscitato forti critiche da parte degli Stati membri che si affacciano sul Mediterraneo, in quanto si è ritenuto che la rigida applicazione del principio "user pays" ai nuovi investimenti finirebbe per penalizzare le realtà portuali che maggiormente necessitano di ammodernamenti: in altre parole si accentuerebbe lo squilibrio già esistente tra i porti nord-europei e quelli mediterranei.

Resta comunque il dato positivo che, per la prima volta, la Commissione Europea pone in evidenza come fattore strategico l'integrazione del sistema dei porti marittimi nella rete multimodale di trasporto transeuropea.
