La tutela dell'ambiente marino e la sicurezza della navigazione


Tutela ambientale

Sono i rifiuti di provenienza terrestre la maggior fonte dell'inquinamento marino da idrocarburi.

Secondo i dati resi noti dall'Intertanko, 1,48 milioni di tonnellate all'anno, pari al 61% dell'inquinamento marino da petrolio, provengono da attività terrestri e solo il 12% è imputabile alla navigazione commerciale: una percentuale che si è drasticamente ridotta nel corso degli ultimi decenni grazie all'impegno degli armatori di navi cisterna, che continuano a fare grossi sforzi per assicurare la salvaguardia dell'ambiente marino.

In venti anni l'inquinamento da petrolio derivante dalle operazioni delle navi cisterna si è ridotto dell' 85%, mentre il volume dei traffici mondiali di idrocarburi liquidi aumentava al ritmo del 5% all'anno.

A sua volta, nello stesso periodo, il numero di sinistri seguiti da inquinamento marino da idrocarburi si è ridotto del 50%.

L'industria armatoriale investe più di qualsiasi altra industria nella sicurezza e nella prevenzione dall'inquinamento: circa il 20% del costo di una moderna petroliera è rappresentato da apparecchiature di prevenzione e antinquinamento. Un'ulteriore percentuale che varia dal 7,5% al 10% del costo di una nuova nave è investita dall'armatore nello sviluppo di progetti che vadano oltre le misure standard previste dalle norme internazionali. A titolo di paragone, si consideri che mediamente l'industria manifatturiera destina alla pianificazione della sicurezza il 5% degli investimenti ed il 2,5% alla protezione ambientale.

Dal punto di vista della protezione ambientale, il 1997 vede l'adozione di un nuovo Annesso VI sull'"air pollution" alla Convenzione MARPOL. In esso si stabiliscono nuovi limiti generali all'emissione di gas NOx e SOx, derivanti dall'utilizzo di combustibili con tenore troppo elevato di zolfo, e vengono identificate le zone in cui questi limiti devono essere ancora inferiori (cosiddette "emission control areas"): al momento l'unica area così identificata è quella del Mar Baltico. Tale nuovo Annesso VI diventerà operativo solo allorquando un adeguato numero di Stati lo avrà sottoscritto.

In Italia, il 1997 segna una ripresa della tendenza, già manifestatasi in passato presso l'Amministrazione dell'ambiente, di adottare normative nazionali più restrittive di quanto previsto dagli accordi internazionali, penalizzando così la flotta. Un esempio di tale atteggiamento si ha in relazione al trasporto di gas di petrolio liquefatto all'interno dei porti italiani, con il progetto di introdurre un divieto all'utilizzo di navi gassiere cosiddette a piena pressione: una iniziativa che avrebbe scarsa utilità sotto il profilo tecnico della sicurezza, ma gravi ricadute per la nostra flotta dal punto di vista commerciale e competitivo, in un settore dove sono stati indirizzati cospicui investimenti.

Altro argomento di tenore analogo riguarda l'utilizzo dell'HALON quale agente estinguente negli impianti fissi antincendio a bordo delle navi. Nulla essendoci da obiettare in proposito per le navi di nuova costruzione, che per disposizioni internazionali devono utilizzare altri agenti estinguenti, mettere fuori servizio in tempi ristretti tali impianti sulle sole navi in esercizio di bandiera italiana, oltre che disattendere le date fissate internazionalmente per la definitiva dismissione, causerebbe un cospicuo svantaggio competitivo rispetto alle altre bandiere non soggette a tale imposizione, senza nulla ottenere riguardo all'obiettivo di ridurre l'impatto globale dell'HALON sulla fascia di ozono stratosferico.


Sicurezza della navigazione

Nel 1997 gli sviluppi della normativa tecnica in materia di sicurezza riguardano in particolare le navi da carico secco. Con una conferenza in sede IMO tenutasi nel novembre viene adottato il nuovo capitolo XII della Convenzione SOLAS, che introduce nuove misure regolamentari e strutturali per tale tipo di navi, in modo da renderle sostanzialmente in grado di sopportare anche un allagamento della stiva prodiera. Ciò a seguito di statistiche indicanti tra le principali cause degli incidenti occorsi, il cedimento strutturale per affaticamento di quella particolare zona della nave.

In sede comunitaria, sotto il profilo della sicurezza della navigazione, nell'ottica di un generalizzato e costante miglioramento della qualità delle navi che operano in acque europee, si è deciso l'allargamento del Port State Control a quanto richiesto in materia di certificato ISM: un programma molto intenso di ispezioni sulle navi soggette a tale obbligo verrà avviato a partire da luglio 1998. Altre impegnative azioni che riguardano le navi passeggeri e i mezzi veloci si trovano a pochi passi dalla conclusione: l'armonizzazione delle normative nazionali di sicurezza per le navi non soggette alla Convenzione SOLAS; la registrazione del nome e/o del numero dei passeggeri in funzione della durata del tragitto; l'attuazione in vista dell'apertura del cabotaggio, di un regime di autorizzazioni per le navi RoRo che intendono intraprendere un servizio passeggeri in paesi europei diversi da quello di bandiera.

In ambito nazionale, nel corso del 1997 si è consolidata la struttura del Comando Generale delle Capitanerie di Porto, preposta alla gestione della Sicurezza della Navigazione. Con il trasferimento a Genova di parte del personale addetto, per la prima volta una struttura dell'Amministrazione centrale trova sede al di fuori della Capitale.

Con l'entrata in vigore anche per le navi esistenti del capitolo IV della Convenzione SOLAS, che prevede l'obbligo del sistema GMDSS (Global Maritime Distress and Safety System), a partire dal 1° febbraio 1999 troverà compimento una vera e propria rivoluzione nel settore delle radiocomunicazioni di soccorso: si passa infatti da una comunicazione del tipo nave/nave a una del tipo nave/ terra/nave, nella quale assume grande rilevanza la presenza di una efficiente rete di stazioni a terra. Purtroppo l'Italia risulta in buona misura inadempiente rispetto agli impegni presi a livello internazionale per il completamento della rete a terra destinata alle comunicazioni a corto/medio raggio, tipiche dei viaggi in ambito mediterraneo. Confitarma ha più volte rappresentato questa mancanza che, se perdurasse, potrebbe causare notevoli disagi ed aggravi di costo all'armamento che concentra la sua attività in questo bacino.

Altra iniziativa degna di nota è la creazione del Consorzio Confitarma - Finmare per la ricerca (CO.FI.R.) cui è affidata una ricerca attualmente in corso, finanziata con fondi comunitari, sulla stabilità con falla delle navi RoRo passeggeri.
