L'ICF in Europa

La ICF (Intercontainer-Interfrigo) è uno dei principali operatori di trasporto combinato multi-rete d'Europa. L'ampio coinvolgimento ed i continui investimenti della società nella rete di trasporto merci europeo la mette nella posizione migliore al fine di esaminare il trasporto terrestre continentale. Assisteremo ad un ulteriore consolidamento? Quali conseguenze ciò avrà sulle tariffe di trasporto merci e sulla concorrenza? La rivista International Container Review sul finire dello scorso anno ha rivolto tali domande a Soeren Rasmussen, presidente del Comitato Esecutivo della ICF (Intercontainer-Interfrigo), chiedendogli altresì di descrivere l'attuale situazione della rete ed i suoi futuri sviluppi.

D: Lei prevede un aumento del numero delle alleanze tra i fornitori di servizi intermodali in Europa?

R:Sì, in effetti. La continua pressione sui costi sta costringendo gli operatori a collaborare maggiormente l'uno con l'altro. Ciò può avvenire nella forma dell'utilizzazione di spazi-containers nell'ambito dei servizi di altri operatori, in diverse modalità di associazioni commerciali o persino mediante fusioni. Certamente, assisteremo in futuro ad un incremento di tali alleanze.

In risposta al rapido cambiamento del mercato trasportistico, la ICF andrà in cerca di alleanze con i clienti ed i soci, quando ciò risulti vantaggioso dal punto di vista del mercato. Sin da quando tale annuncio è stato fatto, nel dicembre 1996, la ICF ha realizzato un certo numero di alleanze strategiche con soci intermodali e persino con concorrenti. Oggi, contiamo 12 di queste "nuove alleanze" tra cui la TARES (Trans Atlantic Rail Express). Questa alleanza di marketing tra la Norfolk Southern e la ContainerPort Group negli Stati Uniti ed ICF, Hupac e Cemat in Europa assicura servizi dall'Europa al Nordamerica mediante trasporto terrestre intermodale.

D:Che effetto avrà l'Unione Monetaria Europea sulle attività dell'ICF? Ed i vostri programmi come riusciranno a prevenire tali mutamenti?

R: La ICF ha già annunciato che essa abbandonerà l'Ecu a favore della nuova valuta europea, l'Euro, a partire dal 1° gennaio 1999. Quale operatore europeo con molti anni di esperienza nelle attività di cambio della valuta (il che è usuale nel settore ferroviario), la conversione all'Euro non dovrebbe comportare problemi per l'ICF, che già aveva vissuto vicende simili in varie occasioni, passando dal franco d'oro al franco UIC e, dal 1990, all'Ecu.

La ICF si servirà dell'"Euro" nel campo delle forniture, dei servizi e delle tariffe (in luogo dell'Ecu) ed in quello finanziario e della contabilità (in luogo della BEF). Anche i contratti con i clienti basati sull'Ecu verranno automaticamente convertiti.

D:Data l'esigenza di servizi ferroviari dai porti di raccordo in fase di espansione, si sta facendo abbastanza per sviluppare le infrastrutture ferroviarie presso i porti?

R: Siamo stati in grado di sviluppare numerosi servizi ferroviari in proprio da e per i porti di raccordo del Mediterraneo, servendoci delle infrastrutture esistenti. I porti stessi hanno interesse all'espansione della propria attività. Si può perciò presumere che, a causa del concomitante interesse delle autorità portuali, le infrastrutture ferroviarie continueranno ad essere adeguate ad ogni nuova richiesta.

D:Dal momento che i porti dell'Est europeo si stanno sviluppando quali porti di raccordo per gli scali-nodo del Mediterraneo, cosa comporterà ciò per le reti di trasporto interne europee?

R: Con i nuovi nodi Med nel Mediterraneo, la rete di trasporto interno europeo in effetti ha subito un cambiamento. Qui la ICF quale operatore di rete pan-europea è in grado di mettere in campo tutta la propria forza, reagendo rapidamente e professionalmente alla mutata situazione dell'Europa. Lo abbiamo dimostrato con i nuovi treni che viaggiano da e per i porti mediterranei di raccordo quali Genova, Trieste e Capodistria.

D:Può dirci qualcosa in ordine ai programmi di ICF finalizzati a sviluppare i servizi da e per i porti di raccordo mediterranei?

R: La crescita particolarmente sostenuta dei traffici nella regione del Mediterraneo prevista da ICF si è poi in effetti verificata e ha portato con sé un incremento ugualmente soddisfacente dei servizi ferroviari di collegamento dai porti all'hinterland dell'ICF. Negli ultimi due anni la ICF ha inaugurato nuove connessioni ferroviarie tra i porti italiani e sloveni ed i loro hinterland in Svizzera, Austria ed Ungheria. La ICF ha così puntellato la propria aspirazione ad essere un operatore multi-rete con servizi da e per tutti gli scali marittimi europei.

D:Quali provvedimenti vi piacerebbe che venissero presi al fine di incoraggiare una maggiore utilizzazione delle ferrovie in luogo dei servizi stradali in Paesi quali Spagna, Italia e Grecia?

R: In generale, osserviamo che, a dispetto dei vari libri bianchi e verdi, e addirittura del numero sempre maggiore di dichiarazioni politiche che promuovono il traffico ferroviario, non è successo nulla di veramente rivoluzionario, e proprio niente in Spagna, Italia o Grecia. Io sono ancora convinto che la ferrovia e la strada debbano competere a parità di condizioni al fine di far sì che le ferrovie acquisiscano nuovi settori del mercato. Ciò si può verificare solo quando i costi esterni dei vettori vengono addebitati correttamente. Ad esempio, in Svizzera esistono programmi finalizzati ad introdurre un'imposta correlata all'efficienza sui veicoli pesanti, che si spera possano essere tradotti in una normativa.

D:Di quali piani dispone la ICF al fine di effettuare servizi ferroviari da e per il Portogallo?

R: La ICF serve la Spagna ed il Portogallo attraverso il proprio nodo "Qualitynet", situato a Metz, in Francia. A Metz, i treni blocco in arrivo vengono smistati e ricomposti in treni-blocco secondari che procedono alla volta della destinazione definitiva del carico. Attualmente, vengono serviti secondo tali modalità 47 terminals di 11 Paesi. Attraverso il "Qualitynet" la ICF dispone di diversi treni settimanali da Metz a Irun e di un collegamento settimanale da Irun a Lisbona/Leixoes (Porto).

Inoltre, la società offre altresì treni-blocco che connettono direttamente Barcellona a Lisbona, Leixoes (Transiberico) e Milano, nonché Santurce (Bilbao) a Lisbona e Leixoes.

La ICF adopera i propri carri a carico basso "MEGA 300", appositamente progettati per il trasporto di mega swap bodies con una capacità di carico fino a 100 metri cubi e con un'altezza interna di 300 cm, realizzati per la rete iberica a largo scartamento.

La società ha assistito ad un significativo incremento dei propri traffici portoghesi tra il 1990 ed il 1996 e noi confidiamo che questa linea di tendenza possa continuare.

La CP (Ferrovie Portoghesi) sta attualmente effettuando investimenti in due nuovi grandi terminals di Lisbona e Leixoes, mentre è in programma una rete di 10 terminals più piccoli allo scopo di attirare altri traffici unitizzati.

D:Il Qualitynet tocca molti Paesi familiari per l'ICF. Vi sono programmi finalizzati a realizzare ulteriori "raggi" (ovvero, servizi) nell'ambito di questo sistema?

R: Il "Qualitynet" è stato inaugurato dall'ICF a giugno del 1992 quale rete di trasporto combinato multilaterale tra 16 terminals di sei Paesi. Oggi, il Qualitynet di Intercontainer serve 47 terminali di 11 Paesi attraverso il proprio Mega-Nodo, cioè il centro Qualitynet di Metz. Tra i suddetti Paesi vi sono il Regno Unito, il Benelux, la Francia, la Germania, la Svizzera, l'Italia, la Spagna, il Portogallo e la Comunità di Stati Indipendenti con altri terminals. Lo scorso anno sono stati instradati sul Qualitynet 149.700 carri (per 344.000 TEU), con più di 300 treni-blocco settimanali di Intercontainer.

In ordine all'orario invernale 1998/99, la ICF ha in programma l'aggiunta di quattro nuovi servizi Qualitynet (denominati "raggi") da Metz a Wolfurt, con servizi connessi alla volta di Austria e Slovenia; da Metz a Ollegio; da Metz a Lione; infine, da Metz a Parigi.

D:Quali opportunità vi sono perché l'ICF allarghi i propri servizi alla C.S.I.?

R: Per la ICF, gli scambi commerciali tra l'Europa occidentale/centrale e Balcani/sud-est Europa/Caucaso sono una fonte di ulteriore potenziale di traffico per le ferrovie.

Negli ultimi anni, il Gruppo è cresciuto notevolmente in direzione est. Ciò dimostra l'importanza del traffico con la C.S.I. e con i Paesi dell'Europa centrale. Attraverso le due associate dell'ICF - la Polcont in Polonia e la Pannoncont in Ungheria - così come le agenzie ICF di Mosca, Praga, Zagabria, Lubiana e Bucarest, disponiamo di rappresentanti sul luogo sia a livello nazionale sia quale punto d'accesso alla C.S.I.

Il trasporto combinato multi-rete della ICF con la C.S.I. è aumentato nel 1997 del 17% raggiungendo un volume complessivo di 51.400 TEU. La ICF ha fatto in modo di concentrare tutto il traffico intermodale sulle stazioni di confine di Brest in Bielorussia e di Cop in Ucraina, le quali agiscono quali nodi per il sistema di trasporto combinato tra i Paesi dell'Europa occidentale, centrale ed orientale e quelli della C.S.I. Di conseguenza, la ICF è in grado di offrire tutta una gamma di servizi ferroviari regolari alla volta di queste due stazioni di confine con ulteriore distribuzione da lì ai Paesi della C.S.I. Una tipica dimostrazione di ciò è costituita dal convoglio per contenitori "Ostwind" (Vento dell'Est) in servizio da Berlino, in Germania, a Mosca, in Russia. Questo treno esemplifica la buona cooperazione esistente tra vari soci in Europa occidentale ed in Russia.

Il servizio che la ICF attualmente offre ai propri clienti consiste nell'organizzazione di trasporti secondo tutte le modalità dall'Europa centrale ed occidentale attraverso i paesi della C.S.I. Esso comprende la rispedizione ed il trasbordo alle stazioni di frontiera della C.S.I. I clienti della ICF apprezzano molto questo servizio, dal momento ciò significa che essi devono dialogare con un solo partner in tutta la catena trasportistica.

Per quanto riguarda il traffico da e per la C.S.I., tuttavia, vi è un certo numero di aspetti specifici di cui bisogna tener conto: ad esempio, il trasferimento da un sistema giuridico ad un altro, oppure il passaggio dallo scartamento ferroviario europeo allo scartamento delle ferrovie della C.S.I.

La ICF sta vagliando alcuni programmi finalizzati alla ripresa del traffico sulla tratta Transiberiana con notevole interesse. Dal 1997 la ICF fa parte del CCTST (Consiglio per il Coordinamento del Trasporto Trans Siberiano) e siamo convinti che questo Consiglio costituisca una eccellente sede di discussione per lo sviluppo del traffici su questa tratta. La ICF è inoltre molto interessata a quei programmi finalizzati alla creazione di un ponte terrestre via Vostochny alla volta dell'Europa per il traffico dal Giappone e dalla Corea del Sud. E' stato effettuato un certo numero di treni-pilota. E' molto importante per la ICF che la Russia supporti nuovamente con forza i piani destinati allo sviluppo dei traffici sulla tratta Transiberiana. La ICF è in una posizione tale da poter caricare i containers a Brest o Cop per distribuirli successivamente in tutta l'Europa occidentale nell'ambito dell'attuale rete di trasporto combinata dell'ICF.

Un altro sviluppo ugualmente interessante è quello dei traffici di transito dalla Cina o dalla Mongolia. Per quanto ne so, la pressione della concorrenza su queste tratte ferroviarie è relativamente lieve; è un vantaggio, questo, che potrebbe tramutarsi in buoni profitti.
