Rotterdam: più libertà in futuro?

La RMPM (Amministrazione Municipale del Porto di Rotterdam) potrebbe, in futuro, operare su basi maggiormente indipendenti e di natura commerciale alla luce dell'accettazione - da parte del consiglio municipale di Rotterdam - delle proposte che renderanno possibile ciò. Verrà infatti costituita un'organizzazione denominata MHR (NV Mainport Holding Rotterdam), con un consiglio di amministrazione soggetto al controllo della direzione generale dell'amministrazione portuale.

Le attuali iniziative in corso, come le associazioni commerciali con la Vlissingen (Flush-ing) ed i terminali ferroviari CSKD-Intrans nella Repubblica Ceca ed in Slovacchia, verranno poste sotto il controllo di questa società-holding. Parimenti, lo stesso criterio verrà applicato alle future associazioni commerciali pubblico-private, così come avverrà per la partecipazione che l'amministrazione portuale possiede nell'ECT e così via. La nuova forma organizzativa assicurerà altresì maggiori possibilità di espansione alle attività di consulenza di Rotterdam (che attualmente sono portate avanti dalla sezione TEMPO dell'amministrazione portuale).

L'amministrazione portuale di Rotterdam disporrà inoltre di una accresciuta responsabilità ed autorità in ragione di tali modifiche organizzative. Adesso potranno essere assegnati in affitto 25 ettari di terreni dall'amministrazione portuale senza bisogno di sottoporre le relative proposte al Comune (il limite precedente era di 5 ettari) ed inoltre vi sarà una maggiore libertà commerciale in ordine ai ricavi provenienti dalle tasse portuali. Gli investimenti sino a 50 milioni di fiorini olandesi non dovranno più essere sottoposti a procedimenti amministrativi specifici se compresi nel piano annuale dell'amministrazione portuale.

L'amministrazione portuale dovrà - tuttavia - sempre rendicontare al consiglio municipale di Rotterdam e questo varrà anche per le attività della MHR. Il contributo netto dell'amministrazione portuale all'autorità municipale sarà fissato a 66 milioni di fiorini annui per il periodo 2002-2003.

Verranno altresì introdotti gli Indicatori delle Prestazioni Portuali al fine di consentire al consiglio municipale di rendersi maggiormente conto delle attività dell'amministrazione portuale, mettendolo in condizione di formulare una politica. Una lista definitiva degli Indicatori, tuttavia, deve ancora essere compilata. Al momento attuale sono potenzialmente inseribili nella lista la crescita dell'occupazione nel Distripark, la crescita dei risultati nel settore dei contenitori, la crescita del valore aggiunto del complesso industriale, il mantenimento dei tempi di lavorazione delle navi quando i traffici aumentano di intensità, la pulizia del porto e la conservazione dell'attuale accessibilità ai bacini della baia.

La Commissione Europea approva l'accordo di Port Said

La Commissione Europea, nel contempo, ha approvato formalmente l'impresa congiunta della Maersk e dell'ECT (Europe Combined Terminals) finalizzata alla costruzione ed alla gestione di un terminal contenitori a Port Said, in Egitto. La Commissione ha deliberato che, dal momento che il mercato dell'associazione in questione comprende la zona del Mediterraneo Orientale e del Mar Nero (tra cui alcuni porti italiani e greci), il progetto non darà adito a problemi di concorrenza. Data l'assenza di attività coincidenti tra la Maersk e la ECT in questa zona e che non ci si aspetta che il nuovo terminal di Port Said consegua una quota molto alta del proprio mercato regionale (al di sotto del 25%), la Commissione ha deciso di autorizzare l'associazione commerciale.

Approvato l'accordo sull'ECT

Il consiglio municipale di Rotterdam ha approvato la proposta secondo cui la RMPM (Amministrazione Municipale del Porto di Rotterdam) dovrebbe acquistare una quota del 35% dell'operatore di terminal contenitori ECT, divenendo membro di un consorzio del faranno parte anche Hutchison (35%), la banca ABN AMRO (14%) e la banca ING (14%).

Una percentuale del 2% delle quote è riservata al personale del terminal; il consiglio dei lavoratori dell'ECT ha inoltre approvato recentemente il programmato acquisto dell'ECT da parte del consorzio sopra citato. Il consiglio di amministrazione dell'ECT sarà composto da sei membri: due nominati dalla Hutchison, due dalla RMPM e due dalle banche suddette.

Rotterdam primo porto austriaco

Secondo la rivista austriaca di logistica Verkehr, che recentemente ha pubblicato il proprio "Seehafenbilanz" (bilancio degli scali marittimi) con l'analisi delle importazioni ed esportazioni austriache nel 1998, Rotterdam rappresenta il porto più importante tra le nazioni dell'Europa centrale con 2.554.000 tonnellate (+26% rispetto al 1997). Il precedente primo porto in classifica, cioè lo scalo sloveno di Capodistria, si è classificato al secondo posto con 1.795.000 tonnellate, seguito da Amburgo, Anversa e Brema.

In termini di importazioni austriache pure, Rotterdam è rimasto al primo posto nel 1998 con 1.762.000 tonnellate (+13%), seguito da Capodistria. Ancor più clamoroso è il quadro relativo alle esportazioni, dato che i volumi di Rotterdam sono aumentati del 119% sino a 588.000 tonnellate nel 1998. Ciò ha consentito al porto olandese, che era settimo in classifica nel 1998, di saltare sulla schiena di Amburgo nel 1998, costringendo il porto tedesco alla seconda posizione.

La base a Maasvlakte della Cobelfret

La società belga ro-ro Cobelfret ha annunciato di essere intenzionata a costruire il proprio terminal nel settore di Maasvlakte del porto di Rotterdam. Le trattative tra la società e l'Amministrazione Municipale del Porto di Rotterdam apparentemente proseguono da qualche tempo. Al momento attuale il servizio giornaliero della Cobelfret da e per Immingham, nel Regno Unito, viene movimentato dall'impresa di scarico portuale HRS presso un terminal interno. La Cobelfret ha annunciato che, nel caso venisse costruito un terminal dedicato a Maasvlakte, essa farebbe partire altresì un nuovo servizio Rotterdam-Purfleet.
