Christina Prieser, de l'Institut allemand "Shipping Economics and Logistics", a déclaré que le transfert du transport routier vers le shortsea n'est pas automatique et que sa promotion laisse encore pas mal à désirer. Günther Kempf, directeur de l'armateur shortsea Opdr, est arrivé à la même constatation. Le troisième intervenant fut Marc De Witte, directeur commercial chez Noord Natie. Dans le court délai qui lui était accordé, ce dernier a abordé les activités shortsea en rapport avec la fonction commerciale du port d'Anvers. Finalement, Frank Boogaerts, le président des débats, a exposé la législation douanière européenne, qui présente actuellement quelques obstacles aux opportunités de ces modes de transport dans certaines régions.
