WHEN the subject of substandard shipping is discussed, the idea of rewarding good owners and punishing poor ones with insurance premiums that reflect their claims record and possibly such things as port state control detentions comes to mind A couple of weeks ago, somebody who is in a good position to know, but in no position to speak publicly, gave quite a convincing explanation of why that will never happen.
